>> announcer: news 4 midday startsow. take a look. if you see pink on the storm team 4 radar, it means freezing rain. most of it is gone now, but not before the winter weather closed schools and caused a messy morning commute. coming up, we'll look ahead to heavy rain that could be a problem this weekend. we'll tell you all about it. from the 40 million to 70 million, that's the number of people target now says were affected by a security breach. the offer the store is now making to customers. good morning, everyone. welcome to "news 4 midday" i'm barbara harrison. it's friday, january 10th, 2014. most of us woke up to a mix of rain and freezing rain that left

sidewalks and streets icy this morning. storm team 4 meteorologist tom kierein has joined us. tom, has the winter mix moved out? >> yeah, it has. temperatures have warmed up a little bit above freezing, just a couple of degrees, and that has made a huge difference. still, there are icy spots on sidewalks and steps and some driveways and parking lots that are untreated. looking at storm team 4 radar, you see all the areas of pink that you mentioned earlier pretty much dissipated. here's the pink, the icing on our legend there. any area in green is light lingering rain. it will temporarily come to an end in the metro area. there's another area of rain farther south and west of us. that will be moving into the metro area again as we get into the afternoon but not a lot of rain, just some light rain moving through. watch out still a few icy spots around. temperatures in the mid 30s. reagan national is at 35. most areas are well above freezing now so the ice is slowly melting. it did accumulate on some of the

vegetation and we're going to have perhaps some heavy downpours, maybe a few severe storms. i'll show you the zone that will be affected by that. that's coming up in a few moments, barbara. >> tom, thank you. right now crews are working to free a fire truck from a sinkhole. megan mcgrath is on the scene off north harrison street. megan, what's it like out there now? >> reporter: barbara, within the last 20 minutes or so they were actually able to get the fire truck out of the hole. i'll step out of the way so you can see here. right down there the asphalt just gave away and the fire truck which was in the area responding to a water main break, that truck simply broke through the asphalt and fell down into the hole and got trapped this morning. so it was quite the scene here. this is a picture that was tweeted out earlier when the truck was stuck inside that hole. basically the entire problem was caused by a water main. it burst. there was a 6 inch pipe underneath the roadway. that pipe broke.

lots of water began to gush out and it basically eroded the earth from beneath that asphalt. the engine, engine 108 was sent to the scene just to check things out to make sure that there wasn't any kind of danger. you can see as it's being taken from the scene here. residents are clapping. they've been watching this all unfold all morning long. they are now taking that engine away from the scene. it came here just to make sure that there wasn't any danger because of this water main. well, obviously there was a danger because as that truck sat there, the asphalt just gave way and it got stuck in this hole. but it does not appear that the engine is in too bad of shape although it did go down to the axle we're told. they're going to pull it out and take a closer look at when they can get that truck back into service. there was another issue with a sinkhole in fairfax. take a look at this video. this hole closed the exit ramp from eastbound leesburg pike. that caused issues during the morning commute. we're told that it is still an

ongoing situation. they are still trying to make the repairs and that that ramp has not yet reopened either. so lots of problems here with sinkholes today. one caused by a water main here in arlington, the other we don't know the cause for it yet but certainly it caused traffic tieups for commuters as well. reporting live in arlington, megan mcgrath, news 4, back to you. barbara? >> thank you, megan. stay ahead of all of the incoming weather with the storm team 4 weather app available on apple and android powered devic devices. you can download it for free at nbcwashington.com. new developments in the massive data breach of target. aaron gilcrist is at the live desk. >> this breach was much larger than target first thought. more people and more information apparent bely impacted here. the retailer's investigation determined up to 70 million customers had information stolen. originally target said about 40 million shoppers credit and debit card information was

taken. now target says names, addresses, phone numbers, e-mail addresses, all of that was stolen. most of the data partially, the company says, and plans to notify customers who it can e-mail. this breach does impact people who shopped at the store on the 27th but the expansion of the head count includes people prior to that time period as well. target stressing that customers will have zero liability for any phony charges that might pop up and they're offering a free year of credit monitoring. we put information about that, about signing up, on our website, nbcwashington.com. barbara? >> thank you, aaron. a developing story. the national guard is helping more than 100,000 people in west virginia after a chemical spill contaminated the water supply there. this is happening in nine counties surrounding the state capital of charleston. the spill is near the elk river which leads to the water supply. people are urged not to drink, bathe, cook, or wash their clothing. the chemical is a foaming agent

used in the coal preparation process. the white house has approved funding for emergency declaration. and this morning virginia state senator creigh deeds is breaking his silence. he's speaking publicly for the first time since his son stabbed him and took his own life. he tells "the recorder" about some of his injuries including losing part of his tongue and losing feeling on his right side. they've increased the emergency custody period to 24 hours and track the number of beds in psychiatric facilities, two things that could have prevented his son gus's attack. he says, quote, sometime that night gus determined i was evil and needed to die. he goes on to say he's determined to fix the state's mental health system. a federal judge is hearing arguments from the baltimore museum of art over a woman's claim to this master piece. this painting, renoir's painting, it resurfaced in 2009

at an alexandria hospital house where the loudon county woman bought the picture for $7. now the museum and the woman claim they are the rightful owners of the painting. this morning they're asking the court to dismiss the woman's claim. >> we'll go back to the live story. a new story. what's happening? >> want to let folks know about a missing teenager from the district. this is 15-year-old keanta allen. she was apparently last seen on december 19th in the wheeler road area down in the congress heights area in southeast d.c. 15 years old, 5'8", 211 pounds. she was last seen wearing a black and whitehead wrap and a long ankle length skirt. d.c. police would like anybody who may know where she is or may see her, they're trying to track down this 15-year-old missing from southeast d.c. >> aaron, thank you. and right now we're waiting

the labor department released the numbers from department. accords to the latest jobs report unemployment fell to 6.7% with fewer americans applying for jobless ben be fits. this could signal fewer layoffs or fewer filings. officials say the recent wintery weather didn't have an impact on unemployment numbers. popular virginia senator mark warner could face a challenge in november from this man, take a look. "washington post" reports that ed gillespie will launch a bid

for his seat. he is the former chairman of the republican national committee and was all over the networks in 2012 as a spokesman for mitt romney's campaign. two other republicans, shaq hill and howie lind have already announced plans to run for that seat. today more documents are expected to be released about that traffic scandal plaguing new jersey governor chris christie. e-mails and text messages already out reveal christie's deputy chief ordered lane closures on the george washington bridge leading into new york back in september. it was apparently political punishment for a new jersey mayor not endorsinendorsing chr re-election bid. yesterday christie said he fired his deputy chief. he's facing a lawsuit filed by six people suing the governor for that gridlock. as governor christie deals with the fallout from his bridge scandal, both his enemies are getting ready to pounce. we're joined to be explained.

good morning. >> good morning. >> who's throwing punches already at christie? >> this is what's interesting. the problem with this narrative has been that it undercuts one of the key parts of chris christie's appeal, which is that he's a straight shooter. he can be a bipartisan bridge builder and what this has done is the people who don't like him in conservative circles because they think he's too moderate or whatever will use this against him to use that image. democrats have tried to pained of him as a bully. that will make this 2016 campaign, if he does run, very, very interesting. >> this two-hour televised apology is today. people are listening especially across the country because he's thinking of national office. do they believe him? >> you know, it's tough to say. i was reading a lot of the newspapers in new jersey and what they had to say about it. my former paper, "the asbury park press" raised questions about that. we're supposed to believe at the

highest levels he didn't know. the point is here, i don't particularly think that he did know and explicitly, you know, ordered this. >> ordered this. >> i mean, some of us are cynical and we might think, well, we've seen it before so maybe it's true. the point is though with such a big media market up there you're going to have every reporter turning over every stone and the bigger thing for him is even on a national scale he's lost the benefit of the doubt. >> we mentioned that a minute ago, that lobbiest ed gillespie may run against mark warner in virginia. what about that race? >> i don't think ed gillespie will win this race against mark warner who is pretty popular still. what it does do is is it makes democrats spend money where they would have ignored it. democrats have a lot of seats to defend. this will spend the money thinner. it could end up helping but not in the way where gillespie wins. it could help republicans take back the senate. >> this is an important race for virginia republicans?

>> absolutely. this is some place that republicans have done very well in virginia for a long time and now all of a sudden for the first time since 1969 democrats control all five statewide offices. that's just, you know, not happened in a generation or more and, you know, so this is an important time for republicans to try to find a little bit of momentum back. >> we'll see what else happens. maybe there will be more throwing their hats in the ring over there. >> we'll see. >> thanks so much. >> for more from dominico, check out first read on nbcnews.com. storm team 4 meteorologist tom kierein joins us with his second forecast for midday. has the rain pretty much left us? >> yeah, temporarily, but it's coming back, but not freezing rain like we had this morning. many areas, sidewalks, front steps, driveways were slick with a glaze of ice. hopefully you did not fall. i heard reports from co-workers and twitter and people stepped out on their front steps,

slipped and fell. now it's melting. there's the view overlooking the potomac river. reagan national is thankfully above freezing. it's at 35. we have a light northeasterly breeze with a little bit of light rain lingering in washington showing up on storm team 4 radar. north and west the rain has ended. we have other areas of rain. the pink by way of zones of potential icing. the area in green is light rain. i think there's going to be another little area of light rain coming back into the metro area. perhaps in about another hour or so so just have an umbrella with you if you're about to head out the door. in the mid 30s. most of maryland, virginia, west virginia and the eastern shore as the mild air continues to move in. now for the afternoon, we're going to be holding steady i think near 40 degrees by around 2:00 and then it will just hold steady near 40 all the way into this evening. by midnight, light rain off and on. patchy fog. now it will be with us into the evening and tomorrow morning. here is the timing on anymore

afternoon rain. here's the next surge coming in into the afternoon. all of this area of green is the zone of potential light rain that may exist through the night tonight into tomorrow morning. saturday morning a soggy morning. patchy dense fog. then it may settle down for a little bit by late morning. it looks like as a front begins to move in that may trigger strong storms passing just south and east of the metro area moving across the bay. by late afternoon. then by 7:00 in the evening, 8:00, 10:00, much of the rain will be exiting washington and the nearby suburbs moving east of the bay after midnight. by dawn on sunday we'll have some sunshine back. beautiful day on sunday with lots of sun. not too cold. we'll have a bit of a blustery wind. this is the zone in yellow that could be a severe risk. we could get a few isolated storms. st. mary's county. around tide water. some of those storms could produce damaging winds. that's on saturday afternoon and

then as we get into sunday we'll get that sun back. tomorrow afternoon we'll have highs reaching the upper 50s. in addition, we'll have quite a bit of rain. these areas in blue, these are the zones that could get half inch to two inches of rain. inch and a half to two inches, that's possible as the heavier downpours come through. temperatures drop. sunday bright and sunny. temperatures will be near 50 degrees. great weather to be inside on saturday to come to visit us at the storm team 4 q and a session. we're going to be there at the nbc 4 health and fitness expo center on saturday and again on sunday. you can visit. it's all free and we'll be there saturday at 1:00 for a q and a session. as we get off to work and school next week, dry monday. maybe a few showers on tuesday. turning a little chillier with some sun back on wednesday and thursday. highs in the 40s both of those days. barbara? >> all right. thank you, tom.

and happening right now, members of the military veterans and their families have a one-of-a-kind opportunity. nbc 4 is partnering with the u.s. chamber of commerce and capital one for our hiring heroes job fair. richard jordan joins us live from the washington convention center where the job seeking is well underway. richard, good morning. >> hi, barbara. good morning to you. last year we were here on the convention floor as well and it seems that this year there are more job seekers and more employers. we're talking about some pretty nice companies. we have capital one back there. this is allstate. we saw metro also here with some representatives looking for some veterans that they may hire. we have the executive director of hiring our heroes, eric eversol joining us. how many fairs have you had. >> as of today, 662. over the last three years we've had a business fair, hiring fair every day or every business day for the last three zbleers a lot of people have gotten jobs

because of this, eric. >> tense of thousands. tens of thousands of our military service members and family members have walked away with jobs. they've knocked the interview out of the park after they've attended our training fairs. >> why have you been so successful? you get some great companies, great employers in here? >> local community. it's communities like washington, dc, that have stepped up in the plate, embraced our service members. companies like capital one as you were mentioning earlier, and have come out, come to hundreds of fairs. make sure that veterans have a great schans to get great jobs. >> not only veterans, it's military spouses. >> that's correct. military spouses face unique challenges as you know. they constantly move from base to base and sometimes it's hard to keep a good, steady job. we find a lot of good companies where those skills are transferable across the country. a lot of those companies are out here today, too. >> eric, we're coming off the holidays.

diplomatic immunity and face charges or go back to india. she decided to go home. for the first time ever more than half the lawmakers in congress are millionaires. these are new numbers out this morning from the center for responsive politics. the report shows that of the 534 current members of congress, at least 268 had an average net worth of $1 million or more in 2012. that's up by about 10 members from 2011. republican senators are the wealthiest with a median net worth of nearly $3 million. the richest member, republican darrell issa who has an average net worth of $464 million. well, as we were digging through these numbers we noticed two of the top ten wealthiest numbers are from our area virginia senator mark warner ranked second on that list. the annual survey found that his net worth is somewhere in the range of 96 to $418 million and freshman maryland democrat john

i'm aaron gilcrist at the news 4 live desk. we're getting information about a bizarre attempted murder and suicide in st. mary's county,

maryland. this happened at around midnight in hollywood, maryland. as we understand it, the sheriff's office got a phone call that said a woman had just gotten into an argument with her husband and that he was loading a gun. while she was on the phone on johnson road in hollywood, maryland. the operator said she heard gunshots. as officers from maryland state police, they found the woman's husband dead on the scene. the woman since then has been taken to a hospital where she's being treated for gunshot wounds as well. maryland state police and officials in st. mary's county still working to gather information with r about what exactly happened here. that's the latest from the live desk. back to you. >> aaron, thank you. the pentagon released their annual report on the number of sexual assaults at million tear ri academies. the military claimed 70 violations for last school year. >> of those 70 reports, 53 were made by cadets and midshipmen

for events that they experienced while they were in service. >> reports went down at west point and the u.s. air academy but went up at the naval academy. they discussed what steps were being taken to make campus life safer. they wrapped up the press conference denouncing any criminal act sexual or otherwise and taking questions. the navy hopes wreckage will help determine why a helicopter crashed. the chopper went down during a training exercise near virginia beach. they called off the search for pilot christopher snyder. he's presumed dead. two other crew members were killed in the crash. two others survived and we've learned one of those survivors is now out of the hospital. and right now an update to a story we told you about at the top of the hour. we're going back to aaron gilcrist at the live desk for

more on that. aaron. >> barbara, this is about that renoir painting. the painting will be returned to the baltimore museum of art. a local woman had argued that she bought the painting at a flea market and the baltimore museum before it was to go up for auction that said, no, the painting was stolen in 1951. the judge today in a federal court in alexandria said that there was overwhelming evidence that the painting was, in fact, stolen from the baltimore museum of art. she denied the local woman's claim for this renoir's claim for the painting. sometime we expect this painting will go from an fbi warehouse back to the baltimore museum of art where they will then, we presume, put it on display as their recovered stolen piece of work. barbara, that's the latest from the live desk. back to you. >> thank you so much for that update. this morning we're hearing new information in the amanda knox case as her boyfriend heads

back to an italian courtroom on charges that they murdered a british student. new information is surfacing about what amanda knox might do if she's convicted again. >> reporter: jailed in 2009, she cried tears of relief when she was finally had the conviction overturned. now she suggested she will not leave her home in seattle even if an italian court finds her guilty again. what will you do if they sentence you an italian newspaper asked you? in that case i will become, what do you call it, a fugitive she reportedly replied. last year matt asked amanda knox if she would go back if re-convicted? >> i was already imprisoned as an innocent person in italy and i can't reconcile the choice to go back with that experience. >> reporter: her co-accused

boyfriend is in the italian court for the retrial. convinced they will be acquitted of the murder of british student meredith kircher. what little dna evidence there was to tie the pair to the killing was later found to be the result of contamination. amanda knox says in the interview one day she would like to visit meredith kircher's family. so far they have made clear they would not welcome that still believing she was involved in their daughter's murder. >> knox has since issued another statement saying that if she is con vick vikted again, she will not willingly submit to what she calls injustice. financial trouble for one of northern virginia's largest school systems could mean some bad news for teachers next school year. superintendent karen garza has proposed laying off 730 employees including more than 460 classroom positions as part of her 2014 budget. she said it is necessary to balance the school budget which raises a $100 million short

fall. despite the cuts the $2.5 billion budget is an increase in spending over last year. the plan also calls for parents to pay a new fee for advanced placement and international baccalaureate programs. right now millions in florida are dealing with serious flooding. take a look at this chopper video over palm beach florida earlier this morning. flood waters there forced police to shut down part of interstate 95 and is keeping thousands of students home for this day. you can see a number of cars stuck in the water and a few people even rowed their boats down the street. the same system spawned a tornado north of palm beach. a different system will be bringing us more rain this weekend. we're going to check in with tom kierein. he's outside on the storm team 4 weather deck. tom. >> barbara, we're getting a few drips of water coming off the tree above me, not falling from the sky. we have a little bit of fog around. there is a cold, damp chill in

the air and it is above freezing though. there's a live view of the light fog around the potomac river. you see a little bit of ice there on one of those bays. the storm team 4 radar, all of the areas in green. light rain temporarily leaving the area. there's another area of rain coming in from the southwest out of virginia. that will move into the metro area perhaps in another hour or two. right now we're well above freezing. no more freezing rain. no more icing. temperatures in the mid and upper 30s now. we do have a risk of severe storms. this yellow zone southeast of the metro area saturday afternoon. there could be strong storms with damaging winds between around 2:00 p.m. to as late as 5:00 p.m. between now and then we'll have rain off and on from time to time hovering near 40 during the afternoon with patchy fog, fog and near 40 through the night tonight. up near 60 degrees. showers coming through mainly the afternoon. little light rain in the morning. heavier downpours in the metro area should be rolling through

mid to late afternoon. rain ends saturday night. sun back sunday into monday. highs low 50s. maybe a little more rain tuesday. highs 40s. partly sunny wednesday into thursday. barbara? >> thank you, tom. as you try to get around town this weekend, track work could mean some real delays. starting tonight at 10:00 crews will be doing track work on all five lines although all stations will be open. on the orange, blue, yellow, green lines trains will run every 20 minutes. some of the green line work will be testing the cars. meanwhile, over on the red line trains will run every 8 to 16 minutes. things should be back to normal they tell us by the monday morning commute. if you drive in virginia a new bill targets all of you slow left lane drivers out there. a state dell delegate introduce bill that would make it illegal to travel slowly in the left lane. the current law already covers slow drivers. it's a little vague.

the bill should reach the statehouse of delegates sometime in the next few months. well, the hard work begins this morning for new redskins coach jay gruden as he looks to rebuild a struggling franchise. gruden will pick his staff in the coming days, but he will also have to focus on building a strong relationship with rg3, a player he says he's excited to get to know. >> i see every trait that a quarterback has to have to be successful, i see robert having all of those. so why wouldn't you want to coach a guy like that? i'm excited to coach him. hopefully he's excited to play zbleer rg3 posted on his facebook page that he's excited gruden was 450ird and can't wait to work with him. this year's metropolitan winter restaurant week begins on monday. kathy hollinger and ty neil are joining us. >> thank you. >> we're all excited about restaurant week. it means some wonderful restaurants offering good deals

three courses and $35.14 for dinner. >> i see. and that includes three, four courses of dinner? >> yes. >> lunch, are you doing something different on your menu? most restaurants will be? >> yes. all the shelves have put together the restaurant week menu, which is really fun. and it gives them an opportunity to show off a little bit and offer great meal at a great value. >> how is the restaurant scene changing in washington? do you think it's getting a lot better? >> i would say huge changes. we've been here ten years and we started in chinatown at matchbox ten years ago and it was pretty sleepy. from there i think the restaurant scene has never been better in d.c. amazingly competitive. it's a great time to be in d.c. in the restaurant business. >> i think a lot of us get stuck in our regular plates when we go

>> announcer: you're watching "news 4 midday." after four years of d.c.'s plastic bag tax, officials are calling the program a success. environmental analysts say the number of plastic bags littering the streets and water ways in d.c. have drastically gone down over the last few years. business owners say they are now providing 50% fewer bags to customers. unemployment continues to be a bigger problem for veterans than the average americans, that's why the nbc 4 team is partnering with the u.s. chamber of commerce and capital one for a one of a kind opportunity for veterans and their families. richard jordan joins us live from the washington convention center where the hiring our heroes job fair is happening right now. richard, still time for folks to get down there? >> yeah. it's going on until 1:00.

however, most of the people that are applying for jobs, they need to apply online beforehand. this is not the kind of thing where you can come down and drop by. they're meeting with employers face to face. one of the companies that has one of the longest lines is capital one. ben lamb is the director of operations. >> we're proud of this hiring our heroes event. we have a three year, $4.5 million commitment to the u.s. chamber and it's for sessions like this where we're bringing the talented service members and their spouses and connecting them with great companies like we have here today. >> why is it that military service members have such a hard time getting back into the work force and finding a job? >> well, they shouldn't. look, the service members that we meet, they have an amazing set of skills. they have a problem solving skill set that every company wants. i know we're looking for. that's why events like this are so powerful.

>> you're a veteran too. >> that's right. you know what it's all about. tell us what you're looking for here today. >> just like i said, the veterans and their spouses bring such an amazing skill set that team work, that creative problem solving and leadership in any private service, any private sector job is what you're looking for and through the military careers and myself included, you have so many chances to hone those skills and then eventually put them to use in the private sector. >> how many veterans have you guys hired? >> just this last year we hired over 800 veterans into capital one. very, very proud of that. >> how are they doing? >> absolutely well. let me tell you. a transition from the military to civilian life can be tough. what i'm very proud of at capital one is we have a military network with several hundred veterans. some of them veterans, some of them family members with veterans and some who have an affinity to the veterans. they help them with the transition. there's coaching, there's training and special mentoring that's super, super powerful. >> ben lamb, thank you so much. always good to see you out here.

those groups that cosmetic surgery is here, it's more acceptable, it's safer, it's more available and i think overall because of competition it's more available to all socioeconomic groups. >> you said asian-american patients most often choose to have an eye lift. are these patients trying to maintain their ethnic identity or to change it? >> right. the majority of patients in the survey didn't want to change their ethnic identity. obviously there is some move towards a western look or asian patients born with a single eyelid without the crease, for instance, do want a crease. they don't want a westernized crease, it's an asian style crease. more conservative. they don't want to lose their ethnicity but they want to look more mainstream. >> so are there risks or complications any different for minority patients, patients of color? >> i think so, yes. especially patients with darker

skin. there's a higher risk of adverse scarring, pigmentation issues. so we have to be careful on now the techniques have improved. those patients. there are ways we can address this now that we didn't have before, laser treatments. even topical creams that are advanced for scars. even keloid formations. we have to take the good history and make sure the patients don't have a history of keloid formations. >> you talked about scarring risks. there have been significant advancements as you just said. >> right. >> i mean, has that in the past been a reason why people of color did not want to be operated on? >> i think so. no, i think so. i think absolutely, that they're very concerned about cree trading something that bothered them for an obvious scar. now the techniques tend to be minimally invasive for incisions are certainly more attractive. >> i guess it would be very important to find out if you're

gorges and the county caused by this weather we're having. it's a developing story we're going to be following all day. expect more fallout from target after they announced the data breached affects 70 million people, not 40 million like they first announced. in the last hour we've learned that some of those breaches may have happened earlier than target first said. in addition, the breach now includes names, e-mails, addresses, phone numbers, not just debit card information. and we're anticipating the release of more documents connected to that traffic jam scandal and new jersey governor chris christie. the governor fired his deputy chief when e-mails and text messages revealed that they ordered lane closures last september. it was apparently political retaliation for a mayor not endorsing chris christie's election campaign. and it's time now for a final check from midday on our
