first comes the snow and then a deep freeze. good afternoon, i'm pat lawson muse. >> and i'm jim handley, and the big breaking news out of virginia, former governor bob mcdonnell and his wife have been indicted in federal court. mcdonnell maintained he did nothing wrong when he accepted gifts from the coo of scientific, and scott just got his hands on the indictment, and the charges are spelled out. we will get to him at the live desk in a few moments, but right now, the weather, and the frigid temperatures in the washington region, with the snow falling at the rate of an inch per hour, and we could get up to eight inches when all is said and done. >> and that is not all, bitterly

cold air is moving in on us and we have complete team coverage here. >> we are blanketing the region, and much like the white stuff is out there, and so how much snow on the ground, v.j.? >> well, quite a bit. ok at the amounts. westminster is 7 inches, and fredrick, maryland, 7 inches, and columbia and howard also 3 inches, and so it the pocket north and west of d.c. where we are really seeing the snow coming down hard. talking about it outside now, and the temperatures of the conditions out there, and of course, the visibilities are reduced across the area, and the winter storm warning continues through 11:00 p.m. this evening, and through the area, and it is around 10:00 or 11:00 p.m. when i expect the sfoe to make its way out of here, but look at the coverage on storm team 4 radar

here, and look at that covering the beltway there. even some of the main roads are slippery today, and not just the secondary roads, but bethesda and kettering and bowie, and the snow covered roads, but the one area, southern maryland and st. mary's, and calvert county have not had much snow, even at fredericksburg, and we thought it would be on the southern edge, and that is where it has been, but we have more snow to come as you can see the area of low pressure which will be filling in with more snowfall as the area of low pressure will transfer off of the coast. right now, it looks as though the snowfall will wrap up at 11:00 p.m. or midnight in extreme areas in southern maryland. and 4 to 7 expected in d.c. and that includes southern montgomery and prince county, and montgomery, and it is not just the snow that we are going

to get, but the extreme cold that comes in very quickly behind the system. and with more on that, with we go to meteorologist doug kammerer who is out front of nbc4 >> well, veronica, coming down at a pretty good clip. i am watching the snowplow come in a complete circle with it comes down in a few minutes right back down. and the thermometer is coming in at 24 degrees, and with that, we will continue to see our snowfall rates get a little bit heavier and as we continue on through the evening the snow will continue. and now the temperatures, they are on the cold side already, and the windchill is sitting at 13 in d.c. and 8 in fredrick and 8 in hagerstown and 12 in manassas and winds are gusting from 20 to 30 miles per hour, and that is why we have is a cold air advisory. and so this is not until 6:00 p.m., but it is for everybody, and from 5 below to 15 below,

and the entire area is under a windchill advisory that we will continue to watch out for throughout the night. tonight, at 6:00, we will have a windchill of 10 in dc and 3 in leesburg, and watch by 11:00 tonight. below zere e row. 1 below in d.c. and 4 below in martin and hagerstown, and tomorrow with the snow on the ground, you will see numbers like this 8:30, windchill of 11 below, and 15 below backward towards the north and the west and 5 or 6 below the river area. this is going to be colder than the last one, and the highs tomorrow are going to be around 15. we will come back later and tell you the latest on that. v.j.? >> that is right, guys. we are in the height of the storm, and from now to 6:00 or 7:00 p.m. with the one inch per

hour snowfall rates. we will have more on the snow, and the sub freezing conditions and perhaps record conditions coming up in a couple of minu s minutes. all right. v.j., we are out of practice, and so we are getting reports of merous fender benders, and public officials are asking people to stay off of the roads if possible. chris gordon is live in germantown where he has been seeing the slipping and the sliding. chris? >> yes, that is for sure. well come to germantown, and you will see the different conditions, minute-by-minute with the snow blowing almost horizontally moments ago and we want to show you the conditions on the road, because it is deceptively slippery. if you don't pump the brakes and if you don't shift down when you are trying to the turn to the exit ramp or something, you could slide, and slide op to the concrete divider as we had throughout the day here on fredrick road. 355 by the milestone shopping center, and car after car

well, he's been out and about, our pat in the hat all day long, and he has been talking to folks coming up and down connecticut avenue in

northwest washington. >> and pat in the hat, and in the place of the snowman, he has issued a challenge to everyone watching today. and he joins us with more on that today. pat? >> well, we want to find people the best snow hat and so we set up a challenge and i will get to that, but start with the measurement. if you were with us at 1:00, you recall that i measured an inch here at connecticut and pheasanton, and now we have a little bit over 4 inches of snow here at connecticut and fezenton, and you can see that it is slushy and not bad, but look at this 36th northwest, a side street in northwest and look down this street, you will see the snow, and see the ice, and not so good. so how bad is it out here? well, it depends which street you are standing on. and now, as i mentioned before,

we wanted to see your best snow hat, and so we set up this "snow stick challenge." we asked you to send in the pictures of your favorite snow hats, and boy, did you come through. hats, hats and more hats. all sorts of hats. big and small. here is just a sampling of some of the entries. kids and caps, and there is nothing cuter than a kid in a hat. and when it is a snow hat, that's cute squared. extra points for being outside. here's a father/son entry. the judges are going to have a tough time looking away from these pictures. we call this the mad hatter category, and people who went to the closet and then went to the closet and then went to their closet and they got every hat they could find, and there it is on their head, voila! fashion statement. and then there is mary-louise

snowstick, and we will take a picture and look at it, and the challenge is going to go on until 7:00, and that is when it is closed and have some judging, and that is when it is announced this week, and i will be back, and back at 5:00 with what we call bearded hats. wait until you see this. jim and pat, you won't plooe be it. >> we can't believe it. that is a white hat you are wearing. >> and it is not just for men, because i don't know where where they get these things. >> well, you are doing what you have to do, pat. and pat's hat is heavier and heavier, and he has been out there all day. >> but we need something like that hat and other things as well. >> yes, you need to cover every bit of exposed skin tomorrow morning if you are out, because it is going to be brutal out there. biting wind and some of the lowest windchills that we have seen since the last blast of two weeks ago and we could see even lower readings across the area, and windchills temperatures, and snow covered right now as we take a look

towards the capital in the distance and we talk about the weather impacts for not just tonight, but for tomorrow mor g morning, and the slick roads for sure, and that level is somewhere between moderate to high. for sure there is some delays and cancellations, and the thing to focus on is the extreme weather conditions tomorrow morning, and we are talking about the frostbite and the hypothermia-type weather. now, on the radar, you can see the areas that is brighter, and the snow is coming down harder, and right south of gaithersburg, and north of bethesda right now, and to the north of wall ddorf, maryland, an area where the snow is picking up, but it is down across southern maryland where there is not a lot, and st. mary's and calvert, but not a lot, but it could get a little bit as the low pressure area here off to the west is where we are focusing in on, is going to transfer if tthe energy to the coast, and they will come up with higher snow totals as this

is expected to wrap up at 10:00 p.m. to midnight. and so 26 is the temperature, and we are at 19 by 9:00 p.m., and then dropping to 16. and then we will drop to believe it or not, lower to around 4 or 8 degrees across the area tomorrow morning. here's the snow moving on out as promised between 10:00 p.m. and midnight. it is going to hit areas of delaware and the eastern shore where they could have higher totals. for us, colded and still a little windy. we will have sunshine returning to the area tomorrow. and the snowfall totals, 4 to 7 inches to quantico and d.c., and also with higher totals there at hagerstown and leesburg, and that area which has already seen 4-6 inches of snowfall. and tomorrow morning, a record high low for us for the date, 15.

and the high temperature for thursday is 24. and 23 the high temperature for friday, and so all week long, we will see the sub freezing high temperatures, and looking at the starts for morning, and folks, this is long john weather and cover up tight weather all week long, and thursday a chance of t the flurries and talk about the event that could come through saturday and 30% chance right now that we could see the snow showers throughout the day on saturday, with but again, look at the koecold, and 15 for a hi temperature tomorrow, and that is going to be pretty cold for this area, folks. >> it hurts to hear, v.j. kru can stay a step ahead of the storms by downloading the nbc washington app right now and you will get the breaking weather alerts, and you can watch news4 streaming right on your phone. >> and up next is a winter wonderland, and we have the best snow pictures of the day.

road in silver spring, and i want to show you the secondary road. you can see that there is snow all over the place. i would say to try to avoid secondary roads like this, and my videographer is going to make a turn here sh, and we will sho you the conditions out here at colesville, and it is important to be careful out here, and we are now on the colesville, and you can see that there is a slush as we maneuver safe ly through the traffic right now, and take a look, and imagine driving on that. what i am concerned about is this temperature dropping possibly overnight which of course could then cause the people to slide all over the place. back to you in the studio, guys. >> thank you, show marry in the 4x 4 and we will be up early to bring you the latest on the weather and the traffic. and we will start a half hour early on the a.m. side. our special coverage of the storm coverage begins with live

leave the house, because more than 3,000 have been cancel and some 170 of them out of reagan international, and dulles, and bwi have cancelled about 100 flights each, and a number of flights delayed as well. >> metro is running on the normal weekday schedule, but that could change as the ridership dwindles, and the weather is worse. and some metro buses are impacted due to the slick conditions of some routes, and some routes are being modified as always, so it is best to check the metro routes before you leave. all metro access has been cancelled, but no announcement for tomorrow yet. and we have steam 4 coverage here and it is not done, we have meteorologist, doug ckammerer, and veronica johnson and dave culver in fairfax, and kristin wright in southeast. v.j.? >> well, we are at the height of

the storm, pat, right now, and we will continue to be at the height of the storm from 6:00 to 7:00 p.m. when things will taper off a little bit. it has been snowing since 9:00 a.m. or 10:00 a.m. in mornthis , and we can see the visibility reducing with the snow. we have less of it across the southern maryland, but as we zoom in, you can see 495 covered in snow with the pockets throughout the area, and especially montgomery and howard and fredrick and loudoun and fairfax kocounties where we are seeing the intensities of the snowfall. then we will go into the quiet period after 6:00 to 7:00 p.m., and with more quiet and more snow to fill in with the area of of low pressure to the southwest of virginia making its way eastward transfers to the coast, and that is when some of the coastal locations will get in on

some of the bigger snow fall amounts. and winchester, and if you look offhere to when the windchill temperatures will drop below zero around midnight. and then well under that by tomorrow morning, and probably 5 to 10 degrees below zero, and the snowfall amounts are 4 to 7 inches and from quantico over there. we will go to the lawn of nbc4 where doug kammerer is outside. >> and any time you have wind with this kind of snow, you will get the snowdrifts and i went through one that is 7 inches and a lot of snow coming off of the roofs of the houses and the buildings around here, and you will continue to see that, too. and the other thing that we will continue to see with the wind with the current temperature of 23 is the windchill. looking at the graphic, we will show you that the winds we have seen right now down at the airport and the reduced visibility as the snow continues to the 25 degrees and the winds out of the north/northeast at 20

miles per hour, and wind gust of 32 and that is nasty brutal windchills right now. the current windchill is 11 and in leesburg it is 9, and 8 in fredericksburg. that is why we have the windchill advisory through the early morning hours. that is the area shaded in the light blue and that is for 5 to 10 below zero, and back to the west, in mineral county, west virginia, and that area of allegheny, you will see the windchills close to 20 below zero, and close to the system we saw a couple of weeks ago and that is the kind of cold we are seeing here, and the difference here is the fact that it is going to stick around. and the last time it was this cold, we saw a high of 21 degrees, and this time, a high of 15 and then staying in the low 20ed for the next three days, and they don't go above freezing again until saturday when another blast of cold air come comes in. and veronica, i am ooh loving this hood out here right now.

>> and it looks good, doug. and we are seeing the blowing and the drifting snow today, and you need to stay off of the roads and even now if you don't have to. and we will have another look at the extended forecast and again how long the cold will be stick ing around. >> and wait, did doug say he going the with be staying outside on the weather deck until saturday? >> yes, you did. >> thank you. fairfax county students may mean that they will be out of school, but it means they will be in school on presidents' day. this is the fourth day out, and it will have to be made up, but other students were out and abo about, and reporter david culver is live from vienna, and what is it like out there? >> well, jim, for the folks check checking in with the coverage all day and you have seen me in the spot in vienna, you have seen the roads transforming from earlier today, dry and wet and now take to a look at it 4:30 or so, and slushy, and this is the

stuff to freeze overnight, and cause for the treacherous commute tonight and tomorrow morn morning. that is what folks are worried about. we have people walking around, and we have video of that, and the biggest issue that doug mentioned it, the wind is pushing the cold snow right into our faces as we are trying to make our way out, and kaug up with some folks who were shoveling the snow off of the car, and they had good number of inches there, and trying to prepare to get home, and hopefully without any of that snow falling on to other cars as they make their way. and not just here in virginia, but across virginia, we had journalists out in the springfield area, and he was checking out what it is like out there, and you can see that people were shoveling in springfield, virginia, and so it is a good part of our area, and the fairfax dispatchers saying they are working a moderate number of accidents in this county, and they are expecting it to increase as we go into the evening hours, and that is what it looks like right here in northe northern, virginia, and specifically over there in

southeast, kristin, are you seeing the snow build up? >> oh, yes. yes we in this area earlier at noontime, and you could see the grass and the road, and now you can't see ooet e. now, we want you to take a look at this, salt trucks on the road this afternoon trying to keep up with the snowfall here in southeast and not an easy task. the snow has not stopped falling. we are told that more than 200 trucks have been out since this morning across the district, and main thoroughfares here in southeast for example, alabama avenue, and getting pretty tricky at this point. this road, alabama avenue is treated, but it is snow covered in parts, and so definitely, you want to be careful. all right. back here live, and we want you to take a look, because this is mowten elementary school, and you can see the people shoveling and trying to get rid of the snow.

back now with the winter storm coverage, and it is still coming down out there, and once again, it will taper off and how cold tonight, veronica? >> well, the heaviest snow will wind down around 6:00 or 7:00 p.m p.m.k a but this snow is not going to stop until 11:00 or midnight tonight. and some other reports, you folks at new market, and also five inches so you could pick up two to the three more inches of snow. it is the area just to the north of fairfax and prince william that we will see the higher snowfall amounts. howard county, and montgomery and loudoun, and even to the northern faulkier county. it is going to be snowing down then, and we are down to 14 degrees at 1:00 a.m. tomorrow morning, and by 5:00 a.m., 8 degree, and that is the temperature insooide of the beltway. and the temperatures 5 to 10 degrees below zero also at that time.

and folks, the snow is going to continue to move out of this area, and the wind chill readings is what we are going to have to deal with late tonight, starting after midnight, and tomorrow morning, at minus 7 and minus 10 and watch what happens as we move through the day, and this is single digit windchills and at noon to 1:00 tomorrow, and it is going to be brutally cold out there, and cover up everything if you can. get the scarves out. and the high tomorrow is 15. yeah, i know, 15. and 24 for the high on tuesday, and 23 friday and sub-freezing highs all week long, and then as we get into the weekend, we have a 30% chance of snow flurries k across the area, and snow showers across the area, and flurries with that system is not a big deal, but this is one that we will be monitoring more quickly, and 32 for the sunday behind that system, and mighty cold pattern setting up for the next seven days, and then on monday, we could be looking at

more snow. and so active, yes sh, and cold definitely, and especially those early morning temperatures, and guys? >> thank you, veronica. if you spent the day warm inside of the comfort of your home, snow shoveling laws may have you heading outdoors sooner than you'd like. and as the temperature continues the drop, liz crenshaw here is with the advice to protect your pipes inside of your home. >> we will start with the snow shoveling laws, and you will be surprised how soon some jurisdictions require you to shovel. we start with loudoun county, because it requires public sidewalks to be shoveled within six hours of the snow falls, and in the district, within eight hours, and arlington and prince george georges and montgomery, they allow the residents 24 hours to remove the snow from the public property near your property, and

in fairfax and prince, they do encourage people to shovel for safety. and because of the temperatures, be mind fful of the pipes in yo home that might freeze. and in fact, in the last arctic blast, there were over 2,000 calls for frozen pipes and broken pipes. here are the steps that you can take tonight to prevent the pipes from freezing. wcc says to identify any pipes that might be of risk, such as the pipes along the walls and crawl spaces and attic, and let the warm air circulate around the pipes by opening the cabinet doors like the ones below the kitchen sink or the vanity doors in the bathroom, and with the pipes that are going to freeze allow a small trickle of cold and hot water to run through the night. and keep your house warm, and no lower than 60 degrees while you are home. if you have a new home fire

university. it happened around noon inside of a basement classroom of the electrical engineering, and campus police say that the s suspect surrendered moments after the shooting. they believe that the victim was targeted, but no con nnection t the school at this point. and each hour, new intelligence is discovered that four muslim women referred to as "black widows" is women who are planning to carry toout terror attacks at the olympic games. all four women's husbands were killed by russian troops because of terrorism. hundreds of thousands of tickets are unsold with three weeks to go. and snow and scandal are dam penn i penning the spirit of chris christie being sworn into his second term. he is being looked into the tactics that led to the closing

the nation's capital is turning into a winter wonderland and look at the pictures from the comfort and safety of your home. a quick look at the u.s. capitol where the snow is falling steadily. >> and it is a mess, but it is a pretty picture. this is not the best day to be a tourist in washington however, because there was no chance to see our new panda cub, boa boa, and the national zoo was closed all day and the smithsonian's new museum was closed early and they shut the doors an hour ago. >> and by the time all is said and done, millions of people between here and maine will be impact ed impacted by the winter storm. >> and news4 steve handelsman is out there in it, and he is in the thick of it up on capitol hill. steve? >> well, thank you, pat and steve. the weather team based on my observation of the hill has it exactly right, it is the about the snow, but more than that, it

is about the chill. the chill that is coming. and it is kind of scary. the federal government is shutdown, but old man winter is working overtime. >> reporter: the storm struck the midwest this morning, and medium to heavy snow on indiana interstates. >> and all you can do is to take your time. >> reporter: and you see the big truck in the background? the car skidded underneath it. and the snow ended in chicago and it moved east right over the i-95 corridor, and it got more intense. stronger winds and inches of accumulation from virginia to boston. >> and pretty much snow from top to bottom on the map. >> reporter: and a foot or more forecasted in the many areas. >> treacherous. and really bad. >> reporter: this is laguardia airport in new york, and thousands of flights canceled op the east coast, and driving less of an option with the highways in bad condition. >> one driver told me already that the roads are treacherous. >> reporter: at the u.s. capi l

capitol, government workers got the day off, and the windchill in washington tonight is going to be ten below. >> and a lot of folks are talking about the last polar blast, and this is going to rival that. >> reporter: but near capitol hill, a few homeless were outside, and some mentally ill, and some fareful said a woman who told me she is homeless. and so when it is this bad, what do you tell the people to get them inside. >> movies. food. >> reporter: lure them in for their own safety? >> yes. >> reporter: and even when the snow lets up in the east, this is no night to be outside. vans will be out cruising trying to pick up the homeless and take them to shelters, and there is still room for people who need to be binside. live from the hill, i'm steve handelsman, news4. now on "news4 at 5:00," team coverage of the winter storm. live look of the white house as the winter storm slams the

rejup. the road conditions are deteriorating quickly, folks, and the sub freezing temperatures are settling in. and we are watching breaking news after a federal grand jury charged former virginia governor bob mcdonnell and his wife for repeatedly asking a state busine businessman for funds to help them with their personal debts. and many neighborhoods are getting inches of snow each minute. >> yes, and we are still in the thick of it, and windchills are bring bringing in a dangerously round of numbers that could impact school plans tomorrow. and proof of the dangerous conditions on the roads tonight. this driver couldn't get going, and when he did, he could not stop. he is not the only one sliding out of control out there on the streets. >> we have live coverage from the side roads to the inches piling inside of your door. >> we have every angle covered for you, and storm team 4

meteorologist doug ckammerer ha more. >> we are in the height of the storm, and we are seeing the upward rates of an inch her hour, a nd that may continue fo the next few hours, and storm 4 radar is showing that it is mostly white. loudoun and montgomery in the thick of it all day, and to the south of st. marys county, and southern maryland and fredericksburg, you have missed out on the snow, but you are filling in and we are seeing the snow. and through the i-95 corridor and the eastern side of the beltway of prince george's, you can see it right here from 70 to rockville, and to the west. and then through fredrick and portions of montgomery and back to louden and portions of west virginia to charlestown and berryville and clark county, and we will continue to see the snow coming through the region. the wider view is showing what it happens, and it shows the storm well. notice the last few frames,

nothing, and then boom! here is the surge of moisture to give southern marand the biggest impact of the storm. and for the rest of us, we have a couple of hours to go. it is not just the snow, because it is one thing, and we are seeing the temperatures dropping, and with that, the roads are nasty. veronica johnson is outside on the weather patio with more on the conditions. v.j.? >> well, it is getting slick out here on the weather deck, because it is concrete under here, and so a lot of the roads, and the sidewalks and the secondary roads like right here, as soon as we clear it, it piles up, but the wind is, too, starting to pick up, and we will need the hat and the glove and the mittens and everything to cover up the exposed skin by late tonight or tomorrow morning. and the snowplows are going by, and the temperatures are currently 25, and winds gusting to 26 miles per hour. you could see the blowing snow there on the bottom of t
