now at 11, a fast-moving winter storm has hammered the region. tonight the snow is moving out, but the deep freeze is settling in. major school districts are already taking action. from the closures to the dangerous commute and the

cleanup. storm team 4 has you covered. >> "news4 at 11" starts now. >> it's the most snow we've seen here in d.c. in three years. this time lapse captured the scene outside our studio. 5 inches of snow fell here in northwest. other places got 8 inches. but we're not in the clear yet. >>, no that's because the threat now is the bitter cold. windchills falling into the single digits already. we have a team of reporters covering the elements in maryland, virginia, and the district. doug, we're going again with you. and man, it is cold as what you call it out there. >> yeah, and you noticed the other three in those boxes, they're all outside. i'm inside right now. i got to tell you, guys, it is brutal outside as far as the temperatures are concerned. any more than 5 to 10 minutes, and you really feel it. take a look at the radar and you go back six hours, and you see some of the heavier snow coming in through the area, loudoun county, fairfax, even the district. now if you look towards what we're seeing, it's just down

towards southern maryland. this is the area that saw the snow, the last area to see snow and accumulated snow around fredericksburg, down around the northern neck and portions of st. mary and calvert county. now, we're going to continue to see the snow move off towards the east. now it's just the cold. 2 below right now in camp springs. the windchill 1 in the district. 3 below towards hagerstown. it feels like 6 degrees in leesburg, and it feels like 7 in culpeper. we're going to go down even more. because of, that we have the windchill advisory in effect through noon tomorrow. that's for everybody around the i-95 corridor, southern maryland, in through west virginia and western maryland. this is a windchill warning. windchills upwards of 10 to 20 below back there. you're going to wake up to some extremely cold numbers. the snow we got today, it's not going anywhere soon. i'll let you know when we may finally see relief from both the snow and the cold temperatures coming up. >> thank you, doug. many schools are making the call to close for a second day.

d.c. public schools will close tomorrow. in maryland, montgomery, prince george's, calvert and frederick counties, all shut down. in virginia, fairfax, loudoun, prince william, and fauquier county schools all closed. culpeper and spotsylvania county schools will close. manassas and alexandria. we have a complete list on our website, nbcwashington.com. federal offices will be open tomorrow, but they're under a two-hour delay arrival schedule right now. employees also have the option for unschedule leave or unscheduled telework. this storm created some treacherous driving conditions all over the area. the concern tomorrow, of course will, be icing on the highways. especially the side roads that have not yet been plowed. shomari stone is in silver spring now to tell us what drivers are doing there. shomari? >> reporter: well, jim, first, let me tell you that it is very cold out here. my fingertips and toes feel like

ice cubes. but it's nothing compared to what drivers are experiencing. many of them are frustrated. take a look at this side street right here, columbia pike off georgia avenue. it is untreated. and i tell you, a lot of drivers are having problem in montgomery county. >> we've been slipping and sliding all over. >> reporter: darya and her husband had trouble plowing through germantown roads. >> it's very bad, even the main roads. >> reporter: our dash cam shows you some road conditions on 270. wet in some spots. snowy and slushy in others. and take a look at 355. the same thing. 4 to 8 inches of snow has fallen in montgomery county, covering parked cars. sidewalks, blanketing side streets. >> i had some problem getting up the hill. >> reporter: and drivers aren't just having problems in neighborhoods. i'm on the beltway right now near wisconsin avenue's exit. and you look right here. look at this rear bumper. this driver spun out of control.

police closed all but one lane. tonight roads will continue to freeze as the temperature drops in the teens. this teen drops a shovel and removes snow from driveways in his neighborhood. how much are you making? >> around like 10 bucks a house. >> reporter: back in germantown, darya will watch rented movies at her house, calling it a night. >> we are heading that way now. so be safe, everybody. >> reporter: that's some good advice, because when i was in storm team 4 by 4, i saw a lot of crashes and spinouts. the best advice again, miss recommend that you be careful out here. i'm shomari stone, news4. in northern virginia tonight, thousands of snowplows are out, trying to keep the traffic moving. but despite the warning, there were still some spinouts and accidents. this is video we shot from the storm team 4 by 4. erika gonzalez is live at the reston town center with a look at the scene over there. hi, erika. >> reporter: hi, doreen. so the roads behind me pretty

messy. this area got about 5 inches of snow. and if you look around this way, it's not a good day for businesses either. this is just one of the restaurants here in the town center that had to close early. so did that one and that one and that one and that one. so, again, this is not a good day for businesses, and it was not a good day for roads. you can shovel it. you can play in it. but driving in it, not so much. case in point, this metrobus. even the wheels on our live truck had a tough time gripping the road. steve shannon with vdot says crews have been working nonstop, but now this is a new concern. >> as you get below 18, 19 degrees, the chemicals don't work that well at all. >> reporter: this was the scene in fairfax just a few hours ago. snow blown every which way. >> it's horrible to drive in. you can barely see the lines. >> reporter: within eight hours today alone, virginia state police confirmed 366 calls for

crashes, and another 351 calls for disabled vehicles. for kids like tabitha and sebastian, snow means snow day. what's the coolest thing you got to do today? >> snowboard. >> reporter: the word for tonight is plow, plow, plow. vdot is telling us, as you heard, because the temperatures will drop so much that a lot of the materials that they use on the roads won't exactly be working to the best of their abilities. so they'll try to add some sand to that mix. but they also recommend if you don't have to be out in it, just stay home. live at the reston town center, erika gonzalez, news4. >> sounds like good advice. thanks, erica. our team coverage continues. now jackie bensen is along the beltway in college park with more on this. jackie? >> reporter: well, jim, the big question with weather like this for people is always how is the beltway. we're going to show you a live look at that right now. i can tell you, we're seeing black top. this is the best we've seen it

all day and earlier this evening it was quite a different story. [ siren ] snowy road conditions caused a small trailer haul bade pickup truck to fishtail and collide with a car. as emergency responders pulled up to the scene, traffic heading towards prince george's county on the inner loop of the beltway ground to a halt. three people involved were uninjured. but with few vehicles moving through, making friction that helps melt the snow, conditions deteriorated quickly between route 29 colesville road and root 50. just down the road, most stores displayed signs that announced an early closing due to weather. robin davis, who ventured out to pick up a few urgently needed items believes things would have been quite different had widespread decisions to curtail schools and businesses not been made. >> it would have been horrific. terrible, terrible. >> reporter: drivers we spoke to agreed conditions were some of the worst they had seen here in years.

>> the roads are very slippery. you have to be super careful, definitely. i think that as long as you drive slowly, then you'll be okay. >> and the biggest problem we're seeing out here on the beltway tonight, people going way too fast. live in college park, jackie bensen, news4. >> thanks, jackie. looking ahead to your morning commute, metrobus will operate on the current snow emergency route, at least for the start of the day. check with metro if you're not sure how that will affect your travel. the trains are running on time and are expected to keep a regular weekday schedule tomorrow. looking at national airport now. a lot of frustrated flyers out there and at dulles as well. long list of cancellations and delays today. a few flights did get in and out. throughout the country, more than 3,000 flights were canceled today. news4 today will start early to get you ready for the cold day. tune in for the latest on road conditions, traffic, and school closings tomorrow at 4:00 a.m.

former governor bob mcdonnell of virginia spoke out tonight after being indicted. he is accused of accepting gifts in exchange for government favors. but he claims prosecutors stretched the law to bring corruption charges against him. julie carey has our report.

>> reporter: tonight in the lobby of a richmond law office, mcdonnell continued to insist he didn't break the law. >> i come before you this evening as someone who has been falsely and wrongfully accused, and whose public service has been wrongfully attacked. i repeat again emphatically that i did nothing illegal for mr. williams in exchange for what i believed was his personal friendship and his generosity. >> reporter: the 43-page indictment tracks in painstaking detail the relationship between the mcdonnells and johnnie williams, the former ceo of star scientific. prosecutors say by 2011, the first family had received more than $135,000 in gifts and loans from the businessman. in return, prosecutors alleged mcdonnell tried to promote a star scientific supplement. this was the e-mail just before mcdonnell's inauguration from maureen to williams. "i need to talk to you about

inaugural clothing budget. i need answers and bob is screaming about the thousands i'm charging in credit card debt. we are broke." soon after the indictment reports there was a new york city shopping spree for the first lady. prosecutors write jw paid for the entire shopping trip at oscar de la renta, at louis vuitton, at bergdorf bergman. a rolex watch and rounds of golf for him and his sons. e-mails that read thanks so much for all your help with my family. your generous gift was most appreciated as well as the golf round tomorrow for the boys. >> when the gift giving scandal came to light last year, the governor repaid the loans, returned the gifts and apologized to virginians for poor judgment. both he and his wife maureen mcdonnell were indicted today. this document lays out the next step for bob mcdonnell. it's a summons to appear in federal court in richmond on friday morning. i'm julie carey. people braved the snow to

vote on a very important virginia state senate seat today with more than 50% of the vote. democrat jennifer wexton won the special election for the 33rd district that includes parts of fairfax and loudoun counties. wexton's win gives democrats the chance to take control of the state senate, pending a recount in hampton roads. today's special election was held to fill democrat mark herring's seat after he was elected attorney general. more now on this winter storm that has had an impact on 80 million americans. the system stretched a thousand miles between kentucky and massachusetts. it made a mess along the i-95 corridor. the storm is fast. it dumped up to 2 inches of snow an hour in some places, and it was dangerous there have been hundreds of accidents on the roads. and more than 3,000 flights have been grounded throughout the country. drivers in new york can expect more problems on the roads tomorrow. the winter storm snarled traffic on long island today with commutes taking up to four times

longer than usual. and tomorrow's forecast isn't looking any better. the weather channel's janel klein has more on the rough road ahead. >> reporter: weather conditions in new york are getting a lot worse. and on the long island expressway, it was a tough night of commuting for people heading home from work. many of them left early because conditions were getting so bad, and they had a difficult time getting home. you can see now that traffic is moving a little bit better out here, but still not at the posted speeds. snow is starting to come down harder. winds are picking up. and visibility could be reduce at some points tonight to less than a quarter mile. traffic speeds in fact during rush hour were between 5 and 10 miles per hour. and at a complete stand still at points. and the national weather service has issued a winter storm advisory that does not end until 6:00 a.m. tomorrow morning. as you can see, the winds picking up. gusts now of more than 30 miles an hour. and it's starting to blow that snow around. again, visibility will be a problem with that blowing snow and drifting as well.

along the long island expressway, i'm janel klein reporting for the weather channel. a snowy emergency in philadelphia where the skyline was barely visible through the snow and haze. this is the first time in recorded history that philly has seen three separate snowstorms before february that left more than 6 inches on the ground. the troubles on the roads started even earlier for drivers in northwest indiana. take a look as a car skidded underneath a big truck on the highway. dozens of crashes forced road crews to shut down a major interstate. not too far away in chicago, people still ventured out, but they were bundled up to face the high winds and snow. back here at home, some people decided it's never too cold for a snowball fight. it's actually a goof for the occasion. it's called the d.c. snowball fighters association. they organized this gathering at dupont circle tonight. about 200 people turned out. it seemed to be a hit on social media as well. the group is a top trending

topic on twitter. >> wow, say that again? >> no. what is a top trending topic on twitter anyhow? >> how did they even make snowballs? the snow is too fluffy. >> that's when you pick it up and throw it in your friend's face. i'm on the board of the snowball fight association. circumstances that right? >> we have our annual meeting today. >> so you know about top trending topics on twitter. >> of course, of course. of course. >> how cold is it going to get tonight? >> and that's really the story. it really is. temperatures today started out near 40 degrees. but we're ending nearly 40 degrees colder. at least that's the way it feels. our storm team 4 by 4 was out and about. this is why we got this truck, to go out on storms like this and show you the roadways. take a look. the 495 area, the beltway not too bad as far as the snow was concerned. traffic flowing here. but notice as soon as you move off, you start to really see the snow-covered roads. there were a lot of issues tonight on the roads. and once again, please give yourself a lot of extra time. 18 degrees the current

temperature as the temperatures are starting to fall. look at the windchill. down to 1. a single degree with those winds howling north at 22 miles an hour. we're still seeing gusts upwards of 30 miles per hour. actual temperatures 12 in hagerstown and in gaithersburg. 18 in manassas. 20 down towards fredericksburg. so the cold air is definitely here. we're going to continue to go down even more as we move on through the rest of the night. here is the winds. and they're gusting. upwards of 30 miles per hour. 30 right now in culpeper. 33 towards pawtuxet river. any time that wind blows through you on a cold night like this, it just does just that. now, on the radar, we're looking at the snow. it's starting to move out. the last couple of hours, we've seen the snow begin to end from west to east. still snowing down towards southern maryland. so you're not done yet. you may pick up another inch of snow down around st. mary's county, calvert county. those were the areas that were the last places to get the snow earlier today. the storm system itself is just getting its act together off the coast and really starting to intensify now. but as it does, it's moving away from the area in towards the

atlantic ocean. so we're done for the snow. the cold, that's next. but let's show you to the south and east, that moves out of here. and then it's just the wind and the cold that sets in for early tomorrow morning. tomorrow morning is going to be brutal. let's talk about those weather impacts across the area for early tomorrow morning. slick roads, yeah, you betcha'. high impact there. delays, we've got a high impact. dangerous cold. that's about as high as you can get. we're talking about some of the coldest temperatures that we've seen. tomorrow may just be the coldest high temperature that we've ever seen on the date. so we're potentially setting some more records. low temperatures tonight, windchills overnight tonight, how about 8 degrees below zero early tomorrow morning. 12 below in leesburg. 13 below in martinsburg 6 below at culpeper. around 1:00 in the afternoon, below zero to the north and near zero around d.c. so we stay extremely frigid during the day. remember how cold we were a cup ol' of weeks ago? tomorrow even colder. dangerous windchills which means we have a windchill advisory. that's for the entire area.

windchill warning back towards the west. if you're in west virginia, your windchills could be below 20 below zero. the next coupe of days, high of 15 tomorrow. 24 on thursday. well will see a 30% chance of snowshowers on thursday. but not much. that's nothing to worry about. 23 degrees on friday. another very cold day. saturday we get above freezing. hooray. but we go right back down. 32 on sunday. 30 on monday. we do have a 30% chance of snow. and that snowshowers on saturday. then on monday, a little better chance for snow. we'll continue to watch out for that. but notice one day in the teens. three days in the 20s. and three days in the 30s. that's some cold air. of course you can stay ahead of it any time by downloading our storm team 4 weather app. you can do that at the app store and of course on your google play device. and you can also be one of the top trending things on twitter if you go ahead and do that. i thought i saw a puddy ta

calling for new york to see who got the most snow. it does look like the philadelphia area picked up the most. let's look at the radar right now. we'll show you what is happening around our region. the snow moving out. southern maryland, if you're down around st. mary's county, you may actually see another inch of snow as you look wider here. notice the snow moving right up i-95 around philly and around new york. take a look at philadelphia right now. the city receiving 12 inches of snow. >> wow. >> that right there is the bridge for i-95 that goes over the delaware river right there. and i'll tell you what, they saw a mess across the area in philadelphia. up towards new york, a little farther up i-95, look at times square. yeah, traffic flowing okay there. the snow has stopped in times square. but parts of new york and parts of northern new jersey picking up over a foot of snow around that area. and windchills there tonight will be about 10 below zero once again, just like ours. we're going to be talking about the extreme cold over the next couple of days. tomorrow a high of 15 degrees. winter storm, you know it. we're tracking it.
