it feels like several degrees below zero out there right now. and this cold weather is not going anywhere. we have team coverage to show what you'll be dealing with. our crews are fanned out across d.c., maryland, and virginia. we want to let you know, first off, the federal government is open today, although it will be open two hours late. you have the option for unscheduled leave or telework. >> your kids also have another day off school. every major school system is closed because of the winter storm. we have a list at the bottom of the screen and on nbcwashington.com. let's go straight to storm team 4 meteorologist chuck bell for more. good morning. >> good morning. and a good wednesday morning, everybody. bundle up, that's the best advice i can give you. here's storm team 4 radar. the last of the snow off the delaware coast. flying northbound to philly, new york, boston, or providence, probably going to experience substantial flight delays lingering at least through the morning hours.

one in hagerstown, nine in manassas, 13 in fredericksburg. the winds are still gusting to near 30 miles per hour. as a result, windchills are running between five and 15 degrees below zero. your hourly temperatures today, barely getting into the upper teens, maybe the low 20s at best. windchills will stay down near zero. what should you wear? your heaviest coat, your warmest socks, your insulated gloves. and keep somebody close by because extra body heat sometimes really makes all the difference. we'll talk more about how long the cold is going to last and any more snow chances coming up now danella. definitely snuggle weather. if you're heading out, i'm tracking accidents to tell you what to avoid. a live look at chopper 4, we dropped the signal, but over the scene of an accident. the outer loop. the ramp to 450, a crash blocking it -- lost the shot again. the outer loop, while they

stabilize the signal, traveling near route 450, the ramp to westbound 450 is blocked. crash involving multiple vehicles. and i hear that the chopper's picture's back up. crash involving multiple vehicles. the ramp to westbound route 450, that's blocked. right lane, you see the fire department is on scene. give yourself extra time this morning. back to you. >> thank you. across northeast, we saw daily snowfall records out from the harsh storm. 3.8 inches, although other areas in the district obviously saw more. according to the national weather service, new york city had ten inches officially. part of new jersey saw 15.5 inches, and philly got just above 13 inches. the storm closed down the federal government, and nearly 300 schools in the d.c. region today. now, if you're planning to

fly out of town, leave early. >> that's right. another round of delays and cancelation is having a ripple effect across the country. this is a live look at reagan national airport. about 1400 flight have already been canceled -- flights have already been canceled. 100 are out of reagan, dulles, and bwi marshall. all three airports are open and operating on normal schedules. crews have been working all night to clear the snow from the runways. if are you heading out on the roads, you may see this -- a clear road meeting one covered in snow. we found this earlier in kensington in montgomery county. thing could stay this way for a while with temperatures in the single digits. it will take planning on your part if you use a bus or train instead. metro bus will start the day operating on just snow emergency routes. to see what this means for your ride, you can check metro's website. metrorail is on a regular weekday schedule. d.a.s.h. service in alexandria will resume full service starting at 8:00 this morning.

and buses that service the pentagon will run until 11:00 a.m. to account for the federal government's two-hour delay. vre also on a normal schedule. you'll have to keep a close eye on times if you use the marc trains. marc says all three lines will operate on an s schedule. and the last train on the brunswick line will leave 40 minutes late to take into account the two-hour federal government delay. the winter storm left behind some potentially dangerous conditions for your morning commute. we are out checking things out for you. news4's megan mcgrath riding the beltway in tyson's. megan? >> reporter: we are just right now getting on the express lanes in tyson's corner. we are on the inner loop side. and you see as we come off the ramp here, take a live look, the end of the ramp here not the greatest shape. as we're merging over into the lanes themselves, we are seeing improved conditions from what we saw early this morning. when we began at 4:00, these were really snow covered. you were seeing a lot more white

than you were the black of the asphalt. at this point, we are seeing improvement. we are seeing slushy conditions rather than snow-covered conditions. earlier i was saying i would not recommend using the express lanes because they just were not in great shape. at this point i would say it's okay. just slow down and take it easy out there. slushy but improve d i still sa the main lanes are in wet conditions. the main lanes are probably the best bet if traffic allows. keep in mind at that secondary roads, neighborhood streets, many were not treated. they haven't gotten the multiple passes with the plows. so they are very, very slick out there sidewalks, if you're a pedestrian walking to work or it the bus, keep in mind a lot of sidewalks have not been shoveled. and you'll have to be very, very

6:10. we're not the only ones dealing with snowy roads. people in new york city set a daily record for snowfall yesterday. >> we did in d.c., as well. this is a live look at new york avenue in northeast washington. you can see the snow on the side of the roads still. some trouble spots out there this morning. not everything's clear. on the side roads, pretty messy. >> the low temperatures are not going to help things as we still are dark at this hour. 6:11. weather & traffic on the 1s. here's chuck. good morning, everyone. storm team 4 radar shows all the snow has moved out of the area. we still have a lot of blowing and drifting snow this morning because of the winds that are howling out there. out of the northwest, averaging 20 to 30 miles per hour in wind gusts. current temperatures, gaithersburg, three. rockville, too cold to send in a temperature. ten degrees at ft. belvoir. seven degrees in upper marlboro. eight degrees in calvert county. ten degrees. later on today, plenty of sunshine, highs up near the

welcome back at 6:15. take a live look from the picture at the beltway. the express lanes just past the west park drive exit in tyson's corner are in pretty bad shape this hour. you see the snow building up there in the middle of the lanes. and this thermometer is set up outside our studios in northwest washington. we've been watching all morning long. temperatures hovering between five and ten degrees, right almost at eight degrees now. we'll check in with meteorologist chuck bell to tell you how long the cold weather is going to stick around. we'll do that in a couple of minutes here. road conditions can change from neighborhood to neighborhood, of course. let's check in with news4's darcy spencer. she's been driving all morning long in montgomery county. darcy, what do you see? >> reporter: good morning. yeah, sitting here in the passenger seat. we're on woodson avenue in

kensington. gr my v from my vantage point, this is what it looks like as people head to work or run errands. the side streets looking pretty bad in neighborhoods. a lot of people have work to do. they've not cleaned off their cars. make sure you clean off the hood of your car. we're seeing snow flying all over the place when you get to the highway. we turned on another side street. the same thing. you see that there is ice on the street and then along the sides you can see snow. you want to allow yourself extra time to get out of your neighborhood, to get out of your driveway this morning, if you have that. look out for the slick spots and keep your speed down because,

again it could be difficult to lose traction on roads like this with so much ice. reporting live, darcy spencer, news4. we set records for snowfall yesterday here in d.c. and dulles. d.c. is cleaning up from a record day of snowfall, too. the national weather service says 13.5 inches fell at the airport in philly. the most snow to fall on january 21st since 1917. >> and new york city waking up to record snow totals. central park measured 11 inches. the airports nearby recorded from seven to ten inches. the build-up on the roads did make a mess for drivers. check out the video of a traffic jam on the upper east side of manhattan. some people say they were stuck on the buses in the backups for more than two hours. so frustrating. and the storm took a big bite out of a major store in the big apple. >> angela goff with the images of damage that come with a hefty price tag. >> you can say tha again.

44 -- $4 44,000 is how much it may cost to fix this shattered panel of the 32-foot glass cube in front of apple's flagship store on 5th avenue in new york. it wasn't long before the photos began popping up all over social media. many commenting that in the city it's never a dull moment. the company says that the massive panel shattered with a snowblower hit the structure during the storm. despite the accident, the store will open. the panel will be fixed, but it won't be cheap. could cost almost half a million declares, like you said. ouch. -- a million declares, like you said. ouch. >> thank you. that was the scene at dupont circle, 200 people just about turned out for a big snowball fight. a day the d.c. snowball fight association had been waiting three years for. yesterday's snow apparently was perfect for a snowball fight. mostly adults gathersing on a --

gathering here. a big hit on social media. the organization even started trending for a while. >> can you believe it? there's a snowball-fighting organization in the district, waiting ree years for that fight in dupont. >> they discouraged children -- >> looks intense. chuck bell here, really cold temperatures again. >> very cold outside. that's part of the reason that, yes, you can make snowballs, but a light, powdery snow. as a result, you've dot to pack it in tight -- you've got to pack it in tight if you want your snowball to have any carrying distance at all. as far as snow in the future, no more snow expected today. if you're flying today toward philadelphia, new york, hartford, providence, boston, expect substantial delays first thing this morning. storm team 4 radar showing very cold conditions outside first thing this morning. it's not going to warm up any

time soon. this cold pattern sticks around for quite some time. be prepared for that. we have windchill advisories that are already in effect. there we are, windchills hovering between five and 15 degrees below zero right now. so very, very cold. full force winter, everybody. everybody wants to know a little bit of the good news, bad news, and the ugly. the good news is we'll have plenty of sunshine today. it will not snow. they'll have sunshine, it will be good sledding weather. you'll need all the warm layers on because it's going to stay cold. that's part of the bad news, single digits this morning, only in the teens today, more single digits tomorrow morning and friday morning. windchills today hovering near zero. the ugly reality is that the cold air is going nowhere. multiple mornings in the single digits, and many days with highs below the freezing mark. even have a uple more snow chances ahead. right now temperature are single

digits and low teens with windchills, as i mentioned, running five to 15 degrees below zero. here the seven-day forecast, everybody. today, breezy with high temperatures only around 18 degrees. tomorrow, a 30% chance of a little light snow coming our way. nothing big. doesn't look like any accumulations. again, breezy, cold, another chance for snow on saturday. danella? >> good news on the beltway. the earlier crash chopper four was over. this of the outer loop at 450. that's cleared. right now at route 1, heads up as you continue on the outer loop toward new hampshire avenue. that's where chopper's headed. there is an accident tying up the left side of the roadway. in fact, three left lanes are blocked. and you see here as folks past the exit for new hampshire avenue, they are jammed. it is slick out. i'm tracking another accident. now columbia park and bridge cheney road. i can not see the southbound accident on camera. but i can tell you are down to

one left lane. if you have to head out, allow extra time and space in front of the car in front of you in case you need to slam on those brakes. back to you both. >> thank you. >> 6:22. here's a live look at the capitol. the snow stopped falling, obviously. another big story, the bitter cold and ice on the roads. derek ward live along new york avenue northeast. how does it look out there? >> reporter: i'll tell you what, new york avenue looking better and better. every time you come to us there's improvement. a lot of that is due to the volume of traffic picking up slightly especially inbound. the taillights eastbound, the headlights coming into town. if you're compared the road surface through our various live hits, you see this it's a little bit more of the asphalt. a little bit more black each shot. again, there's a pa tina of wetness, moisture. most of it seems to be passable.

doesn't seem like it's terrible. as you look here in the middle of new york avenue at 1st, the intersection in the middle, you have slush. if you crass that to come down on 1st or make a u-turn or left turn, you are going to encounter that. that means a change in road surface. if you have a four-wheel drive vehicle, that can cause adversity. you might fishtail and things like that. it's just a matter of being careful, being cautious and not going too fast. leaving distance between yourself and the car or vehicle in front of you. we are seeing more pedestrians, as well. that's something to look out for. they are dealing with compromised surfaces, as well. the sidewalk hasn't been cleared. there are foot paths, you can walk in someone else's footsteps so to speak. it makes it satisfactory. but just be aware at intersections you may encounter pedestrians with limited peripheral vision. they may have their hoods up, they may have scarves around their eyes. maybe they don't see you as well

we were just getting on the express lanes on the inner loop side in tyson's corner. i was talking about how they had improved from earlier this morning. just a little bit after we got off the air with you, we were not -- we noticed that they started to go downhill again. and they actually got snow pack and awful there. i want to give a warning to folks. if you were thinking about taking the express lanes, you might want to rethink it. we're seeing still really treacherous conditions on the lanes. the stretch after west park drive, near jones, pretty snow packed. so you're going to want to maybe stick to the regular lanes. those are actually moving well now. we're just seeing wet conditions. now to weather and chuck bell. >> thanks. drive slow and steady out. there that's what wins the race on a day like today. windchill advisories remain in effect until noon today as that's how long the windchills will stay below zero up through lunchtime. storm team 4 radar, nothing

left. just blowing and drifting snow this morning. temperatures have tumbled 30 degrees since the same time yesterday. the wednesday planner, bitter cold, sub-zero windchills. plenty of sunshine, temperatures struggling to get out of the single digits this morning. by later today, mid to upper teens for most. low 20s. if you have about two inches or less of snow, you'll probably be to the low 20s today. that's primarily southern maryland and the northern neck. highs in and around town, generally in the upper teens. and then for tomorrow, no real break from the cold at all. another little chance, 30% chance tomorrow of light snow coming by. will not add up to any more than just the quickest coating. that's it. highs today in the upper teens and low 20s. tomorrow, only in the low 20s. danella, that's some bundle up weather. >> definitely, chuck. in the first 4 traffic center, here's what i'm tracking. the earlier accident, outer loop of the beltway. this is just past the exit ramp for new hampshire avenue. a live look from chopper 4. it's confined to just the right shoulder line. at one point, it was tying up the left side of the roadway.

if you're traveling the outer loop of the beltway, your delays will start prayer to the exit for new hampshire avenue. and just slow -- i urge you to keep speeds down this morning. seeing a lot of accidents coming to the first 4 traffic center. just as the morning is starting to pick up. a new accident southbound, columbia pike. this is just prior to the exit for bridge -- for briggs chaney road. one southbound lane will get by the accident there. to metro's red line, dealing with two problems. the first, an equipment problem on one of the trains at dupont circle, that's slowing thing down. also, this happened earlier this morning. outside of the glenmont metro station, they were dealing with a power problem. red line seeing delays in both directions. >> thank you. 6:31. breaking news in montgomery county. working to find more about the conditions of a man seriously hurt this morning. firefighters say he was trying to light a cigarette at the stove when his clothes caught fire. this happened just before 5:00 at a home on decatur road in kensington.

we'll have more information as soon as we know. it. the bill for prepping the roads for snow starting to rack up in frederick county, maryland. crews have spent more than $700,000 so far this winter on salt and materials to treat the roads. that amounts to about 11 tons of salt, more than the past two winters combined. >> a lot of nuisance storms, a lot of small ice events. small snowstorms. but the temperature's been so low this year, it's caused us to use a lot of material. >> crews have already had to reorder salt supplies three times this season and say they will put in another order as soon as they get this round cleaned up. very busy for road crews. and road could get even slicker today even though it isn't going to snow. >> it depends on how cold it is. >> as you get below 18, 19 degrees, the chemicals don't work that well at all. >> roads may be slick tonight when any snow that melts from the sun refreezes. now if you use natural gas or electricity to heat your home, you can relax. your bill won't be going up any time soon.

utility companies usually are prevented from raising prices during the winter. no matter how cold it gets. the cold snaps we've seen this winter have caused the shortage of propane. those customers are seeing a $100 to $200 increase to fill up their tanks. 6:33. several homeless people are waking occupy metro buses in the district -- waking up on metro buses in the district. mayor gray ordered a wetland air emergency opening shelters overnight. union station is one of the five locations where metro buses are parked and used as warming shelters. the emergency buses will stay open another 30 minutes. many of you have creative hats to keep you warm during this winter. >> yeah. take a look at some of the end entries -- some of the entries in pat collins' hat challenge. pat and a team of judges will announce later today which hat is the warmest and wildest of all. the winner will receive his or her very own pat collins snow stick. make sure you watch news4 between 4:00 and 7:00 tonight to

this morning. we turned on to a secondary road here. it looks a lot better -- there's someone walking in the street. right there on the side. the sidewalks are very icy and snow covered, so literally a young woman walking in the travel lane here, very dangerous thing to do. again, the sidewalks are very icy and snow covered. so you definitely want to look out for pedestrians this morning. that was something very dangerous to do. again, the secondary roads, they are wet this morning. they have been treated and retreated. but you never know when you're going to hit a patch of ice or black ice. 270 looks pretty good. again, the secondary roads. but the problem is getting out of your particular velopment. if you live in one. and you definitely want to allow yourself extra time and take it easy. back to you. >> all right. darcy, thank you. let's check the road conditions now in d.c. news4's derek ward is live in downtown. derek, how's it looking where you are? >> reporter: well, better and better provided that you are

pursuant to and safe. we'll -- prudent and safe. we'll look at new york avenue. starting to pick up and resemble the usual rush hour here, especially at the intersection. although volume is lighter than usual because of the late openings of the d.c. government and the closing of d.c. public schools. now again, the chemicals seem to be taking a better effect as traffic goes on these roads which have been treated. we've been seeing snowplows and salt spreaders come through here periodically. it's not enough for them to plow. but they are treating it with a brine solution or salt. that seems to be having an effect. if you look in the foreground here at 1st street, the intersection, this is what you will encounter on residential roads. this road appears to have been treated to a degree but not to the extent that new york avenue has and not to the extent that the traffic that is involve thursday is causing the roads to be somewhat clearer.

on the curb lanes, be careful, too. it's going to be slushier there. as per pedestrians, look behind me. you see a sidewalk that has not been treated. there have been people coming by. not a lot. but enough to put tracks down that you can probably walk in where the snow has been compressed to a certain extent. but you have to walk carefully. and as darcy spencer told me, sometimes you'll find people walking in the travel lanes because the sidewalks haven't been treated at all. that is definitely something you want to watch out for. be you a pedestrian or motorist. you definitely don't want to encounter someone have to make a panic stop on compromised road conditions. all of those things said, if you're careful, if you watch out, if you leave distance between the car or vehicle in front of you, you should be okay. certainly not the traffic volume that we usually see on a wednesday because of the delayed openings and closing in the district. live in northeast, derek ward, news4. >> thank you. derek is a trooper. this may happen to you if you spend time outside. this was before one of the earlier live shots. his eyes are tearing up because

reagan national has 65 canceled this morning. dulles, 26. bwi marshall, 18 flights canceled. that's the latest from the live desk. back to you. >> thanks. 6:50 now. the snowstorm is moving north. it is snowing in new england and all over the northeast now. the weather channel's mike seidel is live in plymouth, massachusetts. right in the thick of it. hold on there, mike. >> reporter: yes, indeed here on the coast here of plymouth harbor, we're on what they call the south shore. the south shore, cape, and islands under a blizzard warning until 1:00 this afternoon. you see the wind blowing the snow horizontally. we've had as much as 15 inch here in plymouth county -- 15 inches here in plymouth county. not as much in the city, four to five inches. north and west of boston, they haven't had much. a tight gradient. a lot of dry air north and west. the warnings there have been dropped as you get outside of the boston area. down here, looking at another three to five inches of snow. and the reason we're concerned with the wind is because this is a very dry, powdery snow. temperatures in the upper teens.

so you throw it up, it blows around. you see the drifting here. we've got about a two footer here. and around the parking lots, we've got even deeper drifts. so it's the -- best thing is to do what everybody else is doing. they're sitting tight and staying home here in southeast mass. just about everything's closed as far as schools go. and i'm sure a lot of businesses if they open are going to open late with this weather. the snow and wind will die down. on the cape, it will snow until wintertime. it will stay cold. temperatures in the suburbs down below zero. guys, back to you. >> i don't know how you keep it together. you're always in the worst of the worst weather. mike seidel, trooper for us in massachusetts. thanks. look at this scene of a new york city taxi driver takes things to another level, driving occupy to the sidewalk during the storm. apparently a truck was blocking the entire street. that's when the taxi and some other cars began driving up on to the sidewalk to go around that truck. the taxi and limousine commission called the driver's

actions dangerous and unacceptable. a spokesperson says the company is trying to identify the driver so it can take appropriate actions. don't want to risk safety. >> no. >> you can't do it. >> they've got record snowfall in central park. we've got records here at -- at reagan and dulles, too. right? >> yep. all three major airports and reporting stations had record amounts of snow yesterday. and pretty much right in line. here's what we were forecasting yesterday. 24 hours ago, i was showing you this very map, forecasting about five inches in downtown. seven or eight across fairfax county, seven, eight, maybe nine into montgomery county. on average, five to six around prince george's county. that's what the forecast was yesterday. and the official amounts, yes, indeed, reagan national, 3.8. bwi, thurgood marshall, 5.3, and dulles international, 8.5 inches of snow. right on the i-95 corridor, we had that four to seven-inch band in the forecast. and that's how it worked out. right now windchills dangerously cold. sub-zero windchills will be with us through about lunchtime
