scanning the region in this bitter cold weather, as the snow piles won't be melting any time soon. the new concern is a flash freeze. doug. >> i think that will be a major issue as we make our way over the next half hour. we're at the critical stage for the fresh freeze. look at the numbers. temperatures outside into the teens. 19 in d.c., 12 in gaithersburg and 21 in culpeper and 18 in manass manassas, and 16 degrees. we are well below freezing already. because we had sunshine today we did see a little bit of melting on the roadways. as the sun goes down and starting to do so right now, we will quickly see once the sun does go down, quickly see freezing very very fast, called a fresh freeze, happens just like that. roads become very slick and sunset at 5:18. right now over the next half hour, that is a critical time and why you see a lot of

accidents on the roads in the next half hour, hour and they willi will be treacherous over-time. we have heard of a couple of school closings and sure there will be more and more delays. you heard doug say flash freeze. that's the big concern this evening. and checking out the conditions in restine. >> reporter: we made our way from herndon to here in restine. i can tell you the main roads, route 7, route 50, no issue. the side streets and back roads neighborhoods we are in right now you see the problem. we're at purple beach drive not far from soap stone drive. look at this neighborhood. you can see most if not all of it and snow covered and quite icy. you can hear crunching and some of what melted earlier today

as the snow began to fall, 21-year-old hit a taxi and slammed into that telephone pole in pensy road in landover. his car was torn in half. he and his passenger, 18-year-old darrelle davis were both killed. the cab driver was injured but did survive. extreme cold meant another day off for kids. for adults, the icy conditions are making it a difficult shore of snow removal. tracy wilkins live in upper marlboro to show us how people are handling this big freeze. >> reporter: worse than icy conditions is this cold wind now whipping past my face as i'm speaking to you. we had temperatures ranging from 9-12 degrees in prince george's county. with the windchill well below freezing and below zero most of the day. one thing to have to shovel it. another thing to have to shovel

news of a deadly shooting in southeast d.c. >> the search for the suspect in connection happened on howard road this afternoon. a 19-year-old man found at the scene with multiple gunshot wounds. he was taken to a nearby hospital where he was pronounced dead. police are still collecting evidence and believe just one suspect is responsible and investigating a possible motive for the shooting. at the live desk, scott mcfarlane. as we reported 19 minutes ago, a judge refused bob mcdonnell's request to delay his first hearing on friday. >> relating to are loans and gifts he received while in office. some of the outlandish details in the indictment and a look at the legal case ahead. julie. >> there is no dispute the governor, his wife and family asked for and accepted tens of thousands of dollars in gifts and loans.

tel aviv. their plan was foiled for attacks the embassy and others in the country. the suspects were posing as tourists and planned to carry out bomb, shootings and kidnaps. the suspects recruited over facebook al qaeda operatives in the gaza strip and this is first time al qaeda has been directly involved in planning an attack inside israel. today marks the 41st anniversary of the landmark decision of roe v. wade as abortion as a constitutional right. >> thousands braved the bitter cold to commemorate the anniversary with rallies outside the supreme court. president obama issued a statement saying as we reflect on the anniversary quote we recommit ourselves to the decisions guiding principle that every woman should be able to make her own choices about her

segraves, news 4. >> took a lot of guts to march in this. it was hard marching from the house to the car. >> and set a record. every airport set a record. 3.8 at reagan national, nearly 8 inches at dulles and 6 inches at baltimore. a lot of records there. high temperature so far, 19. that is a record lomax mum, if you know what i mean by that one. we have the clouds and sunshine going down. that sun going down will create big problems, i think, as far as the freeze is concerned. still a lot of ice out there. this is dangerous ice. look at this, a picture sent to us from scott in reston. a great picture of ice sickles forming and saw these on my neighbor's house and thought how much of a danger that is to the kids and watch out for icicles that could be making their way down. those guys 1-2 feet long. that would hurt for sure.

to show you what's happening around our region, temperatures at 19 degrees. the went at 9 miles an hour and starting to subside. windchill 8 degrees. we're above 5 for the first time today. right now, current temperature 12, gaithersburg, 16, manassas, 12. everything wit freeze very very quickly. all those secondary roads will be a lot of problems on the roads tonight. windchills still 2 below in gaithersburg, 1 in martinsburg and 6 in manassas. a windchill of 1 degree. a very cold evening. it will stay that way. no snow to talk about at least not right now in our region. just back to the west we talked about another clipper system coming to our area. not a whole lot but coming to our region tomorrow. we have an active pattern and cold air-locked in place and we

see the areas of low pressure swinging by and we need them to go to our south if we want snow like yesterday's did. most will stay to our north. what does that mean? we have a chance of snow, best chance thursday and saturday and pretty good chance saturday and watching this one on monday, it may slide farther south of us and maybe give us snow. we'll talk about that and for now doesn't look like any will be a big deal. windy and cold, tomorrow morning, slippery and cold. watch out on the roads and sidewalks tomorrow. it will be very slick. here's our little chance of snow tomorrow afternoon. that's how big it is. that is really small! don't expects much from that. we could see more on that saturday and monday. here's our chances. just flurries tomorrow. 25 degrees for a high on friday, 36 for high on saturday, high temperature saturday of 32 degrees. only a 32% on saturday. that could leave you another new coating of snow across the region. guess what, another chance on monday and we get cold again.

these are real challenges getting around parts of massachusetts tonight. not the drubbing some expected but drops as much as 18 inches of snow in other parts of the state. much like here, drivers are being warned about ice and blowing snow. >> those who remembered our carmageddon, check this out, issues with snow and plows created major gridlock in parts of the city. look familiar? not just the roads. earlier today a guy ended up in the hospital after he was hit by falling ice. doug was just warning us about that. at the philly museum, the steps of the museum of art was popular for sledding, the steps rocky made famous one year and look different with 13 inches of snow. >> i was just in philippiadelph

and ran up those steps and they look different with snow. records shattered in philadelphi philadelphia. >> bone chilling cold bringing misery. ted has a look at things there. ted. >> reporter: this part of new jersey, we're just outside of atlantic city was spared those really hefty snow amounts, only ended up with a couple inches of snow along the coast. other parts of the state are really digging out tonight. several communities north and west of here were slammed, getting more than a foot of snow. central jersey got hit with the most. 15.8 inches. new jersey is still under state of emergency as a result of the storm and not a ban on travel but asked to take it easy because the roads are snow covered and slick. what we are feeling is another

wave of dangerously cold temperatures, only about 15 degrees right now, headed towards the single digits tonight. officials are concerned about pipes freezing and breaking in many unoccupied summer homes here, especially if the water in those houses was not shut off for the winter. that happened in hundreds of homes in previous blasts of bitterly cold weather a few weeks ago and many of them are still in the process of being repaired. tonight, public works crews here and other jersey shore communities are urging those homeowners, folks who own those summer houses to really think about making the trip down here to the shore to check on those houses. if possible, if the water is still on, to turn the faucets on, to stream of water just to make sure that the water is running through those pipes, as we deal with these dangerously cold temperatures. guys. >> ted, thanks so much. right now at 5:00, murdered

adam. >> reporter: there is a reason we're talking about freezing because it's freezing out here. this is helena drive in falls church. let me give you a look at the road here. a side street completely covered with snow and the snow is now turning to ice. i do want to say, this is the exception and not the rule in northern virginia. vdot has done a good job clearing the main roads. this road we're being told and ice that's here, it could be here a while. even though the storm is gone, damage still being done. >> what can due on secondary roads? can you bring the plows in? bring more chemicals in? what condition you do there? >> we will continue to plow until there's something to plow. it gets to a point you don't need to plow anymore and treat the roads and let the chemicals work and mother nature will help take care of some of it. >> reporter: the sun and warm temperatures may be the best bet for some of the smaller side roads. in virginia, safe to say the

main roads and secondary roads have been treated aggressively and for the most part drivable. steve shannon said every road has had some sort of treatment but chemicals only work to a certain degree. after that, it may just be time. >> 19, 20 degrees almost any chemical we have is not going to work well. >> reporter: what do you do at that point? >> again, mother nature helps us with the sun and all. then, with the friction, too, with the cars driving around, that helps. >> reporter: drivers around here say they're getting by right now. >> the biggest problem we're having it's cold enough that windshield wiper fluid freezing on our nods -- nozzle but we're striking out. >> reporter: an absolute necessity especially if you're headed anywhere near the sun. >> the cars going down this road going very slowly. good advice for anywhere you're traveling. what kind of report card is vdot

giving itself. hear about that next hour at 6:00. reporting live in falls church. news 4. one way to enjoy a snow day, sledding. almost every school district in our area was closed today because of the snow. dozens of kids came out to enjoy the snow covered hills in stone park in bethesda. tomorrow, back to class for students and teachers in montgomery county. we just learned that school district will open on a two hour delay tomorrow. the school district has already reached the budgeted number of snow days this year and means schools and teachers have to make up any additional snow days before school lets out. more on the snow days, they're almost gone or more than gone, aren't chris? >> reporter: you have that right. we have the details for you in rockville at julius west middle school closed today because of the snow day and will reopen

with all the montgomery public schools tomorrow on a two hour delay. today, being a snow day, kids took advantage of their day off. parents and students love a snow day of sledding here. friend and family brought their daughter to the elementary school to the slope. >> it's fun to be out with the kids. means i have to take another leave at work and mean they have to go probably a day longer in the spring. >> reporter: what do you think of the makeup day? >> i think it's a good idea. they need to get their time in. >> reporter: montgomery public schools are plowing parking lots and clearing sidewalks at its 205 schools and hope to open tomorrow. >> what will decide it is tomorrow, will they be icy or our sidewalks shoveled out? are the roads plow soed buses and cars can get in and out safely and we can get kids to school and staff to school and have a meaningful day of instruction. >> reporter: students spent the

day at rockville town center taken to lunch, at the library and going to the movies. today was the fourth and final snow day the school system budgeted on its calendar. if weather cancels any more school, it may have to extend the school year scheduled to end june 12th. while having fun sledding, cindy bragg and her two children are realistic what all this means. >> montgomery public school should be open tomorrow. kids have been off since monday with martin luther king and tuesday a professional day that became a snow day and i think they're ready to get back to school. at least the parents are. >> reporter: you may have to make up missed school days. >> yeah. maybe. >> what do you think of that? >> i wouldn't like that so maybe go to school tomorrow. >> reporter: it's no longer maybe. you will be going back to school tomorrow on a two hour delayed basis. the latest here in rockville. >> thank you. school officials across our

region are trying to figure out how to handle the snow days we've had this season. in the distribute the academic calendar has three built-in snow days and so far already used up five. that means there will be two makeup days now tentatively set for june 20th and the 23rd, extending the school year by two days. fairfax county, days built into its calendar, too, like d.c. has used up five so far. school officials there scheduled two makeu inside the school year j february 17th, president's day and april 7th, previously a scheduled student holiday. >> if you haven't already now is a great time to delayed the washington d.c. app on your smartphone or tablet and get the breaking news on the school closings and delays. a new threat for winter games. why officials say a threatening e-mail sent to the u.s. may not be a serious concern.

there's that pet theme song we like so much. the field has been narrowed from hundreds of entries in the pat collins' snow stick challenge. you sent them in. he asked everybody to tweet their favorite hats and the response has been overwhelming. >> pat is live with his hat and his post is northwest d.c. he has the top five. how are you doing? >> reporter: how you doing, doreen? who has the best hat and who will get the stick? hundreds of entry, so little time. the judges worked so hard and they got it down the final five. we went out looking for the best snow hat. at stake an official pat collins' snow stick. we had more than 400 entries. kids, grownups, animals, hats of

the good thing is the winds are beginning to subside a little bit. windchill not quite as bad as last night. currently sitting at 19. roads turning icy quickly and freezing fast. 16 at00, 15 by 9:00 and 14 by 11:00. watch out for the ice. we have a lot of it and it will only continue through the night. and rockwell, 12, gaithersburg and 15 and naps, 15. around the huntington area and picked up snowfall. you have to go well back towards the west to see our next area of snow. it will bring us snow tomorrow and the clipper system not very organized. we will see flurries during the day tomorrow, maybe a quick snow shower but not expecting much from that. 1 below towards winchester and hagerstown and 6 below in manassas. what will you wake up to in the

morning? the windchill? cold. 6 in gaithersburg, 12 in d.c., talking another very cold start to your day and will stay cold the next seven days and beyond that. 25 on friday for a high. that's deceiving and we will see a lot of wind on friday and windchills 10 degrees. 36 is the warmest day, and snow and winds 35 miles an hour on saturday and that brings in the really cold stuff. snow showers, i think a coating may be possible saturday. monday, another chance for light snow across the area. that brings in even colder air again. right back down into the 20s. if you haven't had your coats on yet you will need them over the sect seven days. >> doug, we have to say our hats are off to you for nailing every forecast this week. great job.

i don't have enough time to stop before slide, i will take a chance, you know, because it is hard. it is hard to stop. >> reporter: but red light cameras are always rolling, rain, sleet or snow. we drove slick route 355 in germantown last night. montgomery county had about four red light cameras. police there review each potential violation individually. >> as far as red light cameras, there should always be some kind of exception. >> as far as what we see in the photo, we can see ice to some extent. >> reporter: they say they know winter roads make stopping difficult and their officers sit down and look at photos one by one. >> we make a determination if there's thymes roadway or snow or something to impede people slowing down for the traffic light and stopping we void the violations. >> reporter: but they still caution everyone to be careful.
