good morning if you're just waking up. want to get you caught up on the forecast. >> storm team 4 meteorologist amelia siegel is here with the latest. >> good morning. everybody under a windchill advisory until 9:00 a.m. this morning. until 9:00 a.m., windchills will be as low as anywhere from ten to five degrees below zero. here's the windchill temperature, how it's feeling when you step out the door. it feels about four in washington. zero in rockville and reston. two below in manassas. dulles right now, it's feeling about seven degrees below zero. yesterday morning, dulles hit a low temperature of two degrees below zero. the coldest it's been there in 18 years. the cold streak continues throughout the day today. this morning, dress warm. the warmest jacket you have will be needed. and again, windchills as low as ten below through about 9:00 a.m. 7:00 a.m., an air temperature of ten degrees. the good news, once the sun comes up, we're looking at plenty of sunshine throughout the day today. high temperatures today will be in the low to mid 20s.

i am tracking some snow in the forecast for tomorrow. coming up in ten minutes. i'll have more details on the best chance of where snow will fall tomorrow and the timing. for now, still tracking some problems on the roads? >> you know, i am. and here's what we're going to do -- where we'll start in virginia. ft. meyer drive shut down between westbound lee highway and eastbound lee highway. keep in mind traveling eastbound lee highway, that's closed at ft. meyer drive, traveling inbound, outbound the key bridge, look out for closures. now, traveling southbound new york avenue, sorry -- rather outbound new york avenue as you make the commute, the early metro bus crash in the process of clearing. still a little activity. beware as you leave the house. >> thank you. 4:32 is the time this morning. former virginia governor bob mcdonnell and his wife will appear in court for the first time on public corruption charges. mcdonnell and his wife will be arraigned on 14 charges.

the former first couple is accused of accepting loans, gifts, and vacations from star scientific ceo johnny williams. in the indictment released tuesday, prosecutors say the former first couple tried to cover up the relationship and avoid gift reporting requirements. it also hints at possible financial trouble. look at this e-mail from maureen mcdonnell. it says, "we are broke, have an unconscionable amount of credit card debt already, and this inaugural is killing us. i need answers, and i need help." we're learning that governor mcdonnell was offered a plea deal before the indictment of released but rejected it. the "washington post" reports prosecutors proposed that mcdonnell plead guilty on felony fraud charges. and his wife would avoid charges altogether. mcdonnell has maintained he did nothing wrong, and the prosecutors are stretching the law to try to entrap him. we of course will try to be following today's court appearances and will let you know developments by pushing alerts to you with our nbc washington app.

this morning, part of a house is off its foundation after an explosion in anne arundel county. chopper 4 was over the home on meadow vail road in glen burnie. firefighters say a gas leak caused the explosion. . the blast knocked out a wall, causing part of the house to cave. in baltimore gas and electric was called to cut off the leak. emergency vehicles evacuated nearby homes as well as a precaution. no one was hurt. molette green following breaking news from the live desk. >> good morning. right now, lots of chaos and bloodshed in egypt after three bomb attacks this friday morning. video just in to the newsroom of the destruction in central cairo. some coming close to pyramids. started with a car bomb that blew up near a topecurity post in the capital city. and four people lost their lives. another bomb came soon after, targeting police cars. one person died there. not hearing about injuries in a third attack. we haven't seen this kind of violence in central cairo since

the former president was forced out last year. that is the latest from the live desk, molette green, back to you. >> thank you. a man found shot after crashing his truck into a tree is in the hospital. someone called 911 from seawall avenue in laurel off 216 in howard county. the 911 caller told police a man crashed his pickup in the front of their home. when officers got there, they found the man had been shot. he was the only one in the truck. rescuers flew him to a hospital in baltimore. police have not released his condition. one of our reporter will be at the wilson building today when a d.c. council committee asks police chief lanier about some of her officers' conduct. one officer is charged with pimping teenage girls. another was charged with having child pornography. he later killed himself. council member tommy wells says the hearing will focus on how police applicants are screened. they paid a lot of money for their ski trip. we'll show why a number of d.c. kids may not get the chance it hit the slopes. we're dealing with our third

need the warmest winter coat as we remain stuck in a deep freeze. look at the thermometer on the storm team 4 weather deck. temperatures hovering around ten degrees. but when you add in that windchill, feels a lot colder than that. we'll have more on your windchill advisory in a moment. a water main break should be fix today about a month after it first broke. that leak is -- that main is leaking on taylor street in northwest d.c. it's combined with the frigid temperatures and resulted in a thick sheet of ice blanketing the road, not to mention freeze several cars into parking spaces. the icy conditions an issue for pedestrians. some neighbors calling the sidewalks impassable. you might want to hold off on turning up the thermostat this morning. pepco asking customers to conserve electricity during this deep freeze. 6:00 to 9:00 a.m. are known as peak hours when most people are getting ready for work and school. peak hours in return -- peak hours return in the evening between 3:00 and 7:00 when people are getting home.

pope psycho saying to set the thermostat lower than usual. we're talking about the windchill. you saw the thermometer outside. this is no joke, people. we need to prepare for this. >> this is hard core cold for sure. >> it hurts. >> storm team 4 meteorologist amelia siegel is getting us caught up on what to expect. we'll be most concerned about the cold until 9:00 a.m. this morning. that's when a windchill advisory will expire. everybody is under that advisory. washington is currently at 13 degrees. feeling about four degrees outside. some locations, though, are below zero. i'll be taking a closer look at windchills in ten minutes. first, let's talk about what you can expect after we get through frigid morning. it's going to be a sunny day. high temperature of about 23, 24 degrees. looking at cold temperatures across the area once again tonight. now for tomorrow, some snow is likely across the area. timing mainly around the midday and afternoon hours. the best chance for areas to see

breaking news. megan mcgrath just arrived on the scene of a water main break causing big problems for drivers in montgomery county. megan? >> reporter: we have quite a mess on rockville pike. take a look here. we've got water gurgling out of several holes in the roadway here. the street, rockville pike, all lanes have been flooded because of a broken water main here. take a look at this over here. we even have a miniature whirlpool. if we can walk down the street a little bit here, look at this hole in the pavement. the water just swirling around and going in. in fact, it's gotten bigger since we've been here the last ten minutes or so. quite a situation, icy conditions here. rask pike closed in both directions in front of white flint. we're not seeing crews on the

scene. they haven't even gotten down to the business of trying to shut off the water and starting the repairs here. this is going to be an absolute mess for the morning rush hour. we obviously have erosion that's occurred beneath the roadway here. even when they shut off the water and fix the pipe, we'll have issues with repairing the road. this is going to be a problem for hours to come. avoid the area entirely. reporting live, megan mcgrath, news4. back to you. >> really busy road. thank you. this morning, an appeal is in the works for the man just sentenced in the death of redskins star sean taylor. news4 has learned that lawyers for eric rivera are already planning to appeal the 57-year prison sentence in florida. rivera was convicted in november for shooting and killing the redskins during a robbery at his home back in 2007. three others are still awaiting trial. 4:45. here's evidence the federal government may soften its position opposes marijuana. attorney general eric holder says the white house will let

banks do business with legal marijuana sellers. most bank do not allow sellers to open accounts or take out loans. they're afraid they'll face drug racketeering charge. this is an issue now that pot is legal in colorado and washington state. you probably missed house speaker john boehner's appearance on the "tonight show" if you went to bed early last night. jay leno asked if he'd ever consider running for president. don't expect to see his name on the ballot in two years based on this answer -- >> i like to play golf. i like to cut my own grass. >> right. >> you know, i did drink red wine. i smoke cigarettes. and i'm not giving that up to be president of the united states. >> right. right. video showing yet another possible threat to the winter olympics two weeks away. the people are calling it in the run-up to sochi, 2014. the man believed to be speaking is from russia, but experts say it was taped in pakistan by a group linked to al qaeda. the four-minute-long clip ends with a threat and the words "that moment will be coming soon." no response this morning from russia or olympic officials. that's the latest. back to you. >> thank you. today howard university facility maintenance and trade workers will rally to protect their likelihoods. school -- livelihoods. school officials recently began outsourcing management work to nonunion contractors. howard union facility workers say the move could result in lower wages and loss of benefits for up to 200 employees. the rally begins at 11:30 in the upper quad on campus. d.c. schools is working to put some of its students on the slopes after a planned ski trip

was canceled at the last minute. 100 students from five city schools were supposed to head to pennsylvania this week. when it came time to lit the road, the bus -- to hit the road, the bus never showed up. capital entertainment services didn't pick up the kids because of a contract disagreement. each child raised $75 for the trip. several parents we spoke to were upset about how the situation is being handled. >> as parents, we're frustrated that the ski trip for sixth through eighth graders was stewart hobson was cancelled with no notice this morning because of an apparent contractural issue. >> school officials didn't want to go into detail about what happened with the bus company but said the school system owned its mistake. our calls to capitol entertainment services went unanswered. school employee in spotsylvania county could be getting your first raise in five years. superintendent scott baker presented his 2015 budgetnclude northern montgomery and

frederick counties. that snow continue to push east around 11:30, potentially impacting washington, fairfax county as well as prince george's and anne arundel counties. 3:00, still tracking some areas of snow. notice how throughout the day any snow is favoring areas around washington and mainly to the north. southern maryland, the northern neck, just a chance of some snow for tomorrow. otherwise, a breezy day, high temperature of 34 degrees with plenty of clouds around throughout the day. here's a look at the snowfall totals potentially tomorrow. right now, i'm forecasting for most areas around or under an inch. i think there could be some isolated amounts in portions of northern montgomery county, up toward howard county and baltimore. that could see up to two inches. washington just about .3 inch. frederick, hagerstown, potentially right around an inch. manassas, culpeper, fredericksburg, just a coating possible. sunday is looking like the better of the two weekend days just for the sheer fact it's dry. notice this weekend,re$250 million development complete
