now at 11, tragedy outside a church after a suspected drag racing accident. what we're learning about the teen victim, killed while standing on the sidewalk. arrested for a deadly dui.

news4 has learned this isn't his first run-in with the law. we're digging into the driver's past to find out why he was allowed back on the road. and the deep freeze is tightening its grip on our region. the cold isn't going away. and now the threat of more snow. we're tracking it all from storm center 4. >> "news4 at 11" starts now. >> new reaction tonight after a suspected drag racing crash in montgomery county. police say the cars collided and spun out on to a sidewalk, killing a teenaged girl and critically injuring her friend. shomari stone is in gaithersburg with reaction from the young victim's church pastor. shomari? >> reporter: well, doreen, it's a very sad night out here in gaithersburg. right now behind me an accident reconstruction team sought here on muncaster mill road, trying to piece together exactly what happened out here. the two teens were students at covenant life church. their pastor describes them as good students, good people.

and he is saddened by this tragic loss. >> it's a tragic night. > reporter: tonight covenant mourns. a 15-year-old student who goes to the church's school died in this horrific crash in gaithersburg near the church. another student is in critical condition. >> they're precious girls. they're loved by the school community and our church community. and so there are a lot of people that are really mourning tonight. >> reporter: the teens were walking on the sidewalk after school around 2:30. suddenly police say two teenaged drivers who may have been drag racing northbound on muncaster mill road lost control, hit the girls, and slammed into a tree. the teenaged drivers and a passenger are okay. a friend of the victim's broke down in tears at the scene. students are heartbroken. >> it's really sad. >> reporter: police believe the possible drag race started at shady grove road and headed northbound on muncaster mill road. it has two lanes that merge into one at the top of the hill.

that's where investigators believe the cars collided. tonight the victim's pastor says the families cling to their faith. >> and the hope that we have as a church family is that because jesus came to conquer death, we have hope beyond the grave. and that's the hope that these families are clinging to. >> reporter: now a third teen was walking with the girls and was not hit. tonight pastor joshua tells us that he is going to continue to pray for these families, and he says that the families are too devastated to talk on camera about what happened. we are not releasing the names of the victims. police have not released the names of the victims or the drivers as well. life here in gaithersburg, i'm shomari stone, news4. disturbing new details after a deadly crash in rosalyn. amon lel is facing dui and aggravated involuntary manslaughter charges after crashing his jeep into a car and killing the 24-year-old driver. that accident happened overnight off lee highway and forth myer

drive. he had just gotten his license back a month ago after another crime. jackie bensen is working that angle of the story, and she'll have a live report later in this newscast. now to the deep freeze that is impacting people from coast-to-coast. get this. it was below freezing somewhere in each of the 50 states today, including hawaii. if that isn't bad enough, veronica says there is more snow in our forecast. veronica? >> more snow and more brutal cold. and that's just it. it really is unrelenting, and so hard to deal with the fact we've been locked in so long. we get the wind occasionally kicking up and there will be another this weekend. let's take another look at the temperatures out there right now. the winds are between 5 and 15 miles per hour. the temperature is low. the windchill temperatures of course even lower from laytonsville, maryland. new carrollton temperature 9 degrees. and quantity toe with a windchill value of 11 degrees. because we're going to drop even more, down to 5 to 10 degrees

below zero, windchill advisory to the north. northern fauquier county on up to the north and west. a very cold start to the day tomorrow. but it is going to be dry. it's not going to stay dry, however, though. we've got a weather system that is going to be moving in. and we're talking about snowshowers, folks, for saturday, and some parts of the area i think could get some light accumulation. i'll show you where coming up in yet another very cold wave that is going to hit us next week. the temperatures are going to go pretty far south once again. we'll take a look at that in a couple of minutes. >> thanks, vj. tonight road crews are gearing up. more than 200 snowplows will roll out tomorrow to treat busy streets and neighborhoods in the district. the city is also reminding people to clear their sidewalks or risk getting hit with a fine. the extreme cold is also leading to scenes like this. wsse tells us there have been 365 water main breaks in our area this month alone. a pipe on rockville pike burst

early this morning right near the white flint mall, and repairs stretched into the night. that work continues at this hour. there is good news for people impacted by this water main in alexandria. repairs are complete after shutting down parts of duke street and jordan street all day. customers who had to go without water today should have service restored in the next couple of hours. tonight parents in fairfax county are hoping their kids won't have to wait out in the cold come monday. this morning, the school district had a problem with 150 of their buses. some of them wouldn't start. others had frozen valves and cracked windows. the school board says a crew started the buses last night to prevent this from happening, but the deep freeze still set in. the problem was fixed by this afternoon, and the county says they are making sure there is no repeat next week. >> actually, what we've been doing is working with the county garage to address it. they've been out since 5:30 this morning addressing all the issues we've been having. it is getting better.

>> fairfax county transportation leaders say they've been asking for an indoor bus depot for some time to make sure things like this don't happen. this deep freeze is also impacting the deep south, from snow in louisiana and texas to single digit temperatures across north carolina. nbc's janet shamlian tells us a lot of places are preparing for prolonged cold. >> reporter: the arctic blast dipped deep into texas with a rare snowfall, heavy sleet, and in houston, freezing rain that crippled the city. despite warnings to stay off the roads, accidents topped 500 by late morning. >> 290 west road. >> reporter: the area's emergency center was activated. it's normally staffed only for hurricanes. >> it's still a serious situation, as you see. because you see all the traffic backed up one way. >> reporter: ice blanketed san antonio. and further east, baton rouge. cities where plows and salt trucks are seldom needed and in short supply. almost 700 flights were canceled

today, more than 2,000 delayed. in indiana, i-94 reopened this morning, 20 hours after whiteout conditions triggered a deadly crash of more than 40 vehicles, 18 of them semis. three people died, more than 20 hurt. in blinding snow, the rescue took hours. bitter cold has frozen waterways in pittsburgh and new york. in several states, temperatures are single digits, including in new jersey, where firefighters in union city were forced to battle a massive six alarm blaze with frozen hydrants and nozzles. the deep freeze has sent natural gas prices soaring. used by almost half the nation's households, like the ramirezs, it's 50% higher than this time last year. miguel ramirez is using space heaters and blankets to keep the thermostat down. >> it's our gas bill that we'll feel a little higher because of the heating in the home. >> reporter: he knows there are more gas bills and winter weather still to come. >> news4 has an easy way for you to stay on top of breaking

stories during the deep freeze this weekend. just download the nbc washington app. search nbc washington in the app store or in google play. happened again. take a look at this video of a man falling off a platform and on to the tracks at the cheverly metro station yesterday. police say 26-year-old eric henderson of bowie was drunk. he was taken to the hospital for minor injuries, and that's when officials discovered he was wanted by police. but before he could be taken into custody, henderson was released from the hospital. police say he has an outstanding warrant for failure to appear in court on trespassing charges. the news4 i-team was the first to make the public aware of the growing problem of drunk metro riders. to see our reports and to find out what metro is doing to try to prevent these incidents, go to our website, nbcwashington.com. former virginia governor bob mcdonnell and his wife will go on trial this summer on federal corruption charges. both appeared in a richmond courtroom today to plead not guilty. they were released on their own

recognizance, but were ordered not to leave the country. the mcdonnells were indicted on tuesday after a lengthy federal investigation of his relationship with a former ceo of a dietary supplement maker. the indictment says the couple took thousands of dollars in illegal gifts and loans. new details tonight in the death of a former u.s. senate aide who was awaiting trial on child pornography charges. police say ryan lasgarn hung himself yesterday. he was the former chief of staff in republican senator lamar alexander's washington office. authorities charged him with possessing and distributing child porn last month. d.c. police chief cathy lanier is calling for changes with her department, saying she has been forced to rehire nearly 30 so-called bad cops in the last two years. recent high profile arrests of two officers charged in sexual misconduct cases prompted a

hearing on the matter in the d.c. council today. lanier said she wanted to roll out a plan to have officers wear body cameras to establish a record of conduct. >> they seem to be the single best indicator for ensuring that you have high levels of accountability. so body cameras are being embraced by the community. >> chief lanier also called for improvements in how the district reviews prior disciplinary charge against officers. more than 100 officers have been arrested in the last five years, but many of those cases were dropped. next, and new at 11:00, a local crime ring. thieves targeting luxury cars. the surveillance video police want you to see. serious safety violations in the wake of a deadly accident at a maryland mall. what our i-team has uncovered about the company at the center of the investigation. and the search for margo goes viral. >> she is my companion. she is who i come home to. >> one man's desperate plea after burglars broke into his d.c. home and stole his beloved dog.

tonight a new clue in a car theft ring targeting luxury vehicles in virginia. loudoun county police just released this surveillance video from november. it shows three suspects pulling into a gas station at dulles in a bmw and an audi, both stolen from a car auction. the men are seen switching the license plates on the cars with a third stolen vehicles. similar thefts also targeted two mercedes-benzs in january. now to a deadly drunk driving crash in arlington. news4 has learned the man

arrested has been in trouble for driving drunk before. jackie bensen joins us live from the scene with the story. jackie? >> reporter: doreen, court records show this man got his driver's license back just last month after a year-long suspension for driving while intoxicated. so the 2:00 a.m. collision was horrific. a jeep driven by 24-year-old aman lael was headed eastbound on lehigh. at the intersection of forth myer drive, he struck with deadly force, killing a 24-year-old man identified as chowry of alexandria. >> driving eastbound on lee highway, remained on scene and is currently being interviewed by police department individuals at the headquarters. >> reporter: news4 has learned that aman singh lael has a long history of traffic offenses, including speeding and reckless driving. in 2012, he was convicted of dwi. his license was suspended and

returned just last month. lael has been charged with dui and aggravated involuntary manslaughter. he is being held in the arlington jail on a no bond status. live in rosalyn, jackie bensen, news4. >> new developments from the news4 i-team. they have issued serious safety violations against a construction company for its role in a deadly garage collapse. it happened at the bethesda mall last may. documents obtained by s mcfarland reveal whiting-turner construction company has been issued six citations and $13,000 in fines. state investigators say the company didn't properly secure a 42,000 pound slab of concrete, a slab that fell and killed contractor carol wills. >> it was a lot. it was a lot to take in when it first happened. he was so happy. he was so happy. he was at a place in his life

where he hadn't been in a long time. >> whiting-turner did not return multiple calls for comment. the company is contesting the violations. the accident has delayed the completion of a new theater complex at the mall until this fall. tonight a d.c. man's desperate to find his dog. the dog was stolen from his home. his home in northeast d.c. was hit by burglars yesterday. they took a tv, two ipads and a laptop. they also opened the kennel and took his 2 1/2-year-old cockapoo named margo. he has had her since she was a puppy. peterson is offering a $10,000 reward for margo's safe return. and the story has touched a lot of people. this afternoon, the #findmargo was trending on twitter. and check this out. a snowy owl stopped traffic in downtown d.c. this afternoon. it was perched near 15th and l streets, right on top of "the washington post" building. at one point, about 75 people

were gathered outside to take pictures. there will have also sightings at reagan national airport, hains point. >> he is there to tell us we have another week of these kind of temperatures. >> he should be flying south. and so should the rest of us. this is getting awful. >> it is. so it's unprecedented cold for us, cold we haven't seen in years. >> sustained cold. >> exactly. >> the worst part of it. >> 1928, 24 degrees. those are the high temperatures over the last days. and i think we could have a string of three more coming up next week. they're that low. and, of course, it doesn't help when the wind is blowing, as is the case right now. we've got a wind at 5 to 15 miles per hour out there. so it is bringing down the windchill values. the other thing we're talking about in this pattern are these fast-moving storms that continue to bring a little bit of snow to the area right now. winter weather advisory, it's up for areas just to the west of us. those counties shaded in purple,

cumberland, oakland, down towards petersburg. on the other side of i-81, i still think we could get a little snow around our area as well. it could lead to some slick roads. tomorrow afternoon, moderate slick roads says the snow comes down during the late evening hours. could we see 2 inches? a very low chance of that. and a low chance of really any substantial across the area as well. on storm team 4 radar, you can see how dry it is currently. we have clouds moving in. and i think our first chance of snow tomorrow comes around 10:00 a.m. to noontime. there it is, a streak of snow coming through up until about 4:00 p.m. to 5:00 p.m. tomorrow. after that, it's just some lingering snowshowers that will be hit and miss through the area. in terms of what we're going to see laid down across the area, we'll be, again, a little bit of snow showers that could lead to some isolated slick spots to the north and west up around i-29 and north up around i-95,

especially that northeast pocket of maryland. turning windy also tomorrow. 33 to 38 the temperature. our winds pick up 20 to 25 miles per hour. and of course once again, that's going bring down the windchill value. so here is what i'm looking at. about a trace of snow. some snowshowers around d.c., fredericksburg, up to an inch maybe, and anne arundel county, northeast pocket of washington is where there could be just over an inch of snow. and check out the temperatures over the next seven days, folks. 28 degrees the high temperature on sunday. right now i've got wednesday dry. but wednesday is a day that i think bears watching. because there is an area of low pressure that will start developing down to the south. and if the jet stream starting digging back around to the west, we could, could be looking at some snow around the areas, doreen, with some of the lowest temperatures again coming our way in quite some time. look at that. the high temperature right now

a south african dj has beaten the odds for an out of the world experience. a real one. he landed a spot to fly into space. he meet with more than a million worldwide contestants. he had to pass a few tests before being declared the winner. he had to sky dive from 10,000 feet, and he had to go into a spinning room and manage to not get sick. passed both of those tests. he is 25 years old. he hopes to pursue an aeronautical science career after the mission. how many people dream about
