>> and right now, road crews across the region are preparing for the possibility of the winter weather in the district. more than 200 trucks will treat the roads and those major roads plus the neighborhood streets. the city is reminding people to clear their sidewalks or risk getting a fine. in prince george's county, crews will treat them as needed. the county is asking drivers to use caution. and that snow, though, isn't all we could be dealing with today. in fact, for a lot of us, today will be a welcome break from the weather we've seen this past week. storm team 4 meteorologist amelia segal is here in for chuck with a look at what to expect. >> a break from the frigid, dangerously cold temperatures for today. yesterday, our high was only 24 degrees. today, it's still going to be cold, but it's not going to be as cold as it has been these last three days. a high temperature today just above freezing at 33 degrees. on storm team 4 radar, i am tracking snow, trying to make its way into the area. all this snow you're seeing

mainly in ohio, pushing on into west virginia will have difficulty sticking together as it tries to enter into our area. some very light snow right now falling around the fredericksburg area as we zoom here on storm team 4 radar traveling along 95, encountering some of that activity. we're looking at little or no accumulation today. temperature right now of 25 degrees, it's breezy today, coming up in just over ten minutes, i'll be showing you your snowfall forecast. how much you could see if you see any flakes at all today, angie. >> thanks. the winter weather causing water main breaks across the region. crews are working around the clock to fix these, wsse is saying there has been 365 water main breaks in our area this month alone. a pipe on rockville pike burst yesterday morning. crews worked overnight to prepare that one. this morning, all five water main breaks have been repaired. good news there. virginia america water say water servicwas restored at each

location overnight. and crews finished up repairing the break that closed part of duke and jordan streets. many customers were without water for most of yesterday, in fact. and we're not the only ones dealing with the winter weather, the latest round is affecting all 50 states, including hawaii. >> at some point, just about everyone was below freezing. there are states of emergency in the south. nbc has more. >> the arctic blast dipped deep into texas with a rare snowfall, heavy sleet. and in houston, freezing rain that crippled the city. >> slippery, a lot of crashes, people losing control. >> despite warnings to stay off the roads, accidents topped 500 by late morning. >> 290 west road. >> the area's emergency center was activated. it's normally staffed only for hurricanes. >> still a serious situation as you see on -- because you see all the traffic backed up one way. >> dozens of icy roads were closed. >> overpasses like this one have been turned into sheets of ice.

it's where hundreds of accidents have happened. >> ice blanketed san antonio. and further east, baton rouge. cities where plows and salt trucks are seldom needed and in short supply. almost 700 flights were canceled, more than 2,000 delayed. in indiana, i-94 reopened after whiteout conditions triggered a deadly crash of more than 40 vehicles, 18 of them semis. three people died more than 20 hurt. in blinding snow, the rescue took hours. >> with a crash scene like that, we had people that not only the first responders could get to at some point. >> bitter cold has frozen waterways in pittsburgh and new york. in several states, temperatures are single digits. including in new jersey where firefighters in union city were forced to battle a massive six-alarm blaze with frozen hydrants and nozzles. the deep freeze has sent natural gas prices soaring, used by almost half the nation's households like the ramirezes,

one teen and put two more in the hospital. police say two cars were both heading north when one of the cars hit pedestrians on the sidewalk. the cars crashed into each other, as well. police are looking into several factors that may have been involved in the accident. >> we're looking at the engineering of the roadway and how it's designed and also as to whether speed may be a factor in this crash. >> officials think the two cars may have been drag racing, be they're not sure of that just yet. this morning, a suspected drunk driver is waking up in jail following a deadly crash in arlington. charged with aggravated involuntary manslaughter and dui. he's accused of crashing his jeep into a car that killed a 24-year-old driver. the accident happened off lee highway in the rosalind area. news 4 discovered he received his license about a month ago, he was suspended for a year for driving while intoxicated. learning more about the death of a former senate aide.

police tell us he was found hanging in the basement of his parents' home in maryland on thursday. he was facing charges of possessing and distributing child porn. prior to the charges, he was the chief of staff to the tennessee senator. police arrested and charged one man in connection with a university campus shooting in south carolina. police say justin singleton shot and killed brandon robinson yesterday afternoon outside a dorm on the south carolina state university campus. initially believed four gunmen were on the campus at the time. but right now, still not clear if police were looking for anyone else. happening today, metro is preparing to test a stretch of the new silver line out in northern virginia. crews will run trains at the same time metro will run its regular orange line service. the airport's authority says it fixed a software glitch that delayed testing for several weeks. the first phase of the silver line connects the metro system

right now, engineers are working to restore access to the online federal court system. a spokeswoman for the u.s. court says hackers launched a cyber attack that shut down much of the federal court operations yesterday. the attack made it virtually impossible for lawyers to file documents in some cases. so far, no one has claimed responsibility for the hack. big changes could be coming to the ukraine amid months of protesting. ukraine's president schedules a special session next week to discuss a government overhaul including changes to current protest laws. demonstrations like what you're looking at right here have been an ongoing issue for the ukraine for the last couple of months. two protesters were killed this week. a special session has been set for tuesday to discuss these changes. meanwhile, the state department issued a warning for anyone traveling to the winter olympics in sochi. with less than two weeks until the games begin, the state department advised anyone heading there to take extra caution. the department cited a rising number of threats to the games

as the reason for the warning. the state department strongly recommends that 10,000 americans traveling to sochi for the games enroll in their smart traveler enrollment program which would alert you to any potential danger. an e-mail could lead to more charges for the company responsible for the west virginia water crisis. an internal e-mail from freedom industries showed the company knew about a second chemical leak long before company officials reported it to the government. state officers say the information about the second leak was buried deep in the e-mail. so most employees would not have read that far. freedom industries has not issued a statement. today, crews will head back out and look for missing people following a deadly fire at a senior home in canada. that fire killed at least eight people, 30 others are missing in eastern quebec. police officers decided to let the search crews rest from the cold and frigid temperatures overnight. crews have been using steam to melt the ice that froze over that home. the fire broke out thursday in eastern quebec. the town's acting mayor says

more metro riders falling. this time it led to the arrest of a wanted man. just take a look at the video. the man falling off the platform and on to the tracks is 26-year-old eric henderson of buie. he fell at the metro station yesterday. police say he was drunk at the time. he was taken to the hospital for minor injuries, and that's when officials discovered he was wanted by police. but before he could be taken into custody, henderson was released. police say he has an outstanding arrest warrant for failure to appear in court for trespassing charges. now, you may remember another story about people falling on the metro. the news 4 i-team brought this to public attention a few weeks ago. we showed you this footage and much more about how common these types of falls are. to see our full reports and find out what metro's doing to

prevent these incidents, go to our website nbcwashington.com. heads up, doing track work on all five lines so you can expect delays this weekend. on the green line, trains will run every 16 minutes. orange, blue and yellow line trains will run every 20 minutes. on the red line, trains could run as much as 24 minutes apart. more red line trains will run through downtown during the daytime. everything should be back to normal in time for monday morning's commute. happening today, a group of people are gearing up to jump into the icy potomac river during this winter weather. the ninth annual keep winter cold polar bear plunge is happening at national harbor. live there with a group that's doing it and from the looks of it, i don't think you're going to be taking this plunge any time soon, derek. >> reporter: i decided against it at the last minute. just in pursuit of my life. but take a look, there are some folks that are definitely doing it. we are lamenting how cold it is and frigid the temperatures are, well, these folks want to keep

winter cold and that's what they're doing. we see these polar bear plunges a lot, but you don't see the hard work that goes into it beforehand. and take a look, that's what they're doing now. they've got to chip through the ice to get a place to go in and take a plunge. they do this annually, but this year, they are also trying to focus attention on a proposed gas processing facility at cove point in southern maryland. they say that facility's going to receive frac gas, all the problems that the environmental groups say that come along with fraccing that would be contained in that. that's why they're doing it. they definitely believe in their cause. i mean, you have to do something like this. >> it's icy cold, it's frozen over, we got to bust up the ice first and you're going to see hundreds of people around 11:00 today running into the water. and why would they do something like this? because they passionately believe we need an end to global warming, we can't have this place called coal point liquefy natural gas. we need to do better with wind and solar. >> there's going to be speeches

and other events around this. and, again, they're going in at 11:00. actually, there was supposed to be a similar event at sandy point. well, these folks say they're tougher down on this end of the river and definitely planning to go in at about 11:00. we are live at national harbor, news 4, back to you. >> thanks so much. and new this morning, we learned that maryland state police canceled their polar bear plunge in annapolis, organizers canceled the pledge just before 8:00 this morning because there was too much ice in the water. people began the plunge yesterday morning as you can tell. this group each raised $10,000, and that money goes to the special olympics. at least they got to do some of it. >> yeah. exactly. >> and we do want to send a note out that out at the village at leesburg, they are having their big winter ice fest. they're going to have a ton of sculptures out there doing ice sculptures and should be really fun. you said we are going to get a

little relief. chances of them staying really cold and staying solid. >> are we going to have puddles there? >> i don't think so because temperatures just above freezing and that's only going to be for a couple of hours this afternoon. it's going to be a great day to head out there. just because of the fact it's not going to be so cold. temperatures will not be in the 20s for highs today. instead, well, we're going to be in the 30s. it's the little things, right? that's still about ten degrees below average. there will be scattered snow throughout the day today, but little or no accumulation. so flurries i just saw outside of our station here in northwest. on storm team 4 radar, you can see this line of snow making its way through the area, this does include washington and northern prince george's county. and then you look back to the west, much more snow on the way. as the snow continues to push east, a lot of it is going to fall apart. not making it into the area. taking you right into the d.c. metro area, notice the snow over the district, potentially portions of alexandria right now seeing some of that snow in arlington.

more snow, though, in northern prince george's county. also tracking snow around the fredericksburg area traveling along 95 here. likely seeing some of that activity, maybe some flurries over quantico. cloudy skies and breezy conditions. here we are at 11:00 a.m., notice the snow in northern montgomery county up towards baltimore, 3:00 potentially, another round of light snow making its way through the area. 7:00, continuing to track snow, 9:00, notice this activity once again over the district into prince george's. down into southern maryland. overnight tonight, we're dry, and then maybe some flurries around tomorrow afternoon. here's your snow forecast. you can see really not impressive at all, which is good news because i think we need a break from the snow we had on tuesday, the cold all of the sort of weather right now. just a dusting for most of us today if that. as you get into carroll county

up towards baltimore, a dusting to an inch is possible there and northern parts of frederick county in maryland. but most of us not seeing accumulation today. temperatures right now in the 20s. 25 in washington, 26 degrees in college park, 21 in dulles, our high yesterday was 24. so we're already above that. but when you factor in the winds, this is how it feels outside. it feels about ten degrees in washington, seven in camp springs, 12 down in the river. so it is feeling very cold out. we'll hit our high temperature of about 33, 34 degrees, around 4:00 or 5:00 this afternoon. so you can see temperatures will continue to climb a little bit from where they're at right now. now, for tomorrow, a high temperature of 28 degrees, so it will be colder, sunshine in the morning will give away to afternoon clouds. again, maybe some afternoon flurries, as well. monday, high temperature of 34, mostly cloudy skies, and then look at what happens early tuesday throughout the day on tuesday and then on into

rockville pike. officers say one car was involved here, police have not released the victim's name. and this morning, police are looking into what caused this deadly crash in gaithersburg. one teen has already died and another teen remains in critical condition. officers say the two were walking on the sidewalk along muncaster mill road. officers believe speed was a factor and think the driver may have been drag racing. crews across the region are preparing for another round of snow this morning. 200 d.c. trucks are treating busy roads and also hitting some of the neighborhood streets. crews are monitoring the road conditions there and will treat those roads as needed. >> talking about that weather, storm team 4 is watching for more wintery weather stuff today. it comes after a very wintery week full of heavy snow and also some frigid temperatures. >> this time, though, we're not talking about too much snow and it'll actually be one of the warmest days we've had in a while. storm team 4 meteorologist amelia segal with a look at what to expect. >> good morning, richard. it's hard to believe that we're using the term warmest with the

twitter @nbcwashington. the fight for a pregnant woman's life and that of her unborn child has been decided. voted to remove the woman from life support. chris van horn has more on this controversial decision. >> reporter: the fate of munos and her unborn baby has brought protesters and legal action. her husband and her family say she would never have wanted to be kept on life support after being considered brain dead. jps said under state law they can't remove pregnant patients from life support. follow her wishes or let the fetus at 14 weeks in late november continue to live. >> it's a tragedy. and i think everybody should agree on that. that it's just a sad thing, indeed. >> dr. richard galvin is a philosophy professor who has taught medical ethics. while it's a tough set of circumstances, he doesn't think it's a difficult decision. >> this is not a case in which

there's some sort of uncertainty about what the woman would want to have done. it's very clear in this case she has stated she does not want to have this done and the family c concurs. >> the family says the fetus is abnormal with variety of health concerns. >> it's piling on at this point. these are all considerations that peek against the hospital taking the action that it has. >> and that was chris van horn reporting. the hospital has until 5:00 p.m. on monday night to remove munoz from life support. the hospital did not say they would appeal that decision. and this just into our news room a d.c. man reunited with his dog stolen from his home during a break-in. eric peterson tells news 4 tip sister called police after seeing a picture of margo and a dog that looked like her on the streets of northeast d.c. police found a 2 1/2-year-old

dog this morning. he's taking margo to the vet to make sure everything's okay, get her checked out. he's thrilled to have his dog back. on thursday, thieves broke into eric peterson's home in northeast. peterson says thieves stole the tv, two ipads and a laptop, but all he wanted was his dog back. and we asked you to share our tweets about this. we want to thank all of our viewers that helped in this search. today marks the first full day in office for northern virginia's newest state senator jennifer wexton. she was sworn in yesterday ternoo puts democrats one vote away from controlling the state senate. next monday, we'll find out the results of the recount in the other special election and that will determine the balance of power. former virginia governor bob mcdonnell and his wife told the world they are innocent. yesterday, the two pleaded not guilty to corruption charges of fraud and conspiracy in court. northern virginia bureau chief julie carey was in the courtroom when they did and she says the judge had strong words of his own for the media.

>> applause from well wishers as bob mcdonnell and wife maureen left federal court, their two daughters alongside as they navigated a crush of cameras. this is what mcdonnell had to say about the show of support. those friends and family and reporters packed a courtroom as mcdonnell completed not guilty against the fraud and conspiracy charges against him. several lawmakers including the house speaker were there. >> i wanted to make sure that bob knew his friends were there and if he needs to call upon us for moral support, we're here. >> reporter: they've surrendered their passports and cannot leave the country. they were indicted on tuesday on 14 charges of fraud and conspiracy. prosecutors say they accepted more than $165,000 in gifts and loans from a wealthy businessman in return, help promote one of his company's products. many of the allegations were

leaked and reported long before the indictment. both judges had stern words for attorneys said judge david novak, this case is going to be tried in the courtroom, it's not going to be tried in the media. the gamesmanship with the media ends now. >> bob's got -- he said he hasn't done anything illegal, the united states government says he has. so 12 jurors are going to decide what the truth is. >> the case has clearly taken a toll on the couple. in response to routine questions from the judge, she says she's taking medication for concentration issues and anxiety. >> of course she's under a lot of stress and anxiety. i can only pray for her and hope she gets the medication that she needs and some help. >> julie carey, news 4 today. >> d.c. police chief kathy lanier says she's been forced to rehire 28 so-called bad cops in the past two years. she testified before the d.c. council on police misconduct. the hearing comes after the

arrests of two d.c. officers charged in sexual misconduct cases says the council needs to tigen loopholes in the disciplinary system. many of those cases were dropped. today marks three years since the uprising in egypt that forced long time egyptian president hosni mubarak from office. the explosions killed at least six people in cairo on friday. a group is claiming responsibility for the attack. the latest violence follows the ouster morsi in a military coup back in july. loyalists are planning rival rallies. sam's club is cutting back this morning. but this time, it's not about the prices. how the retail giant is about to make major cuts. plus -- >> you're profiting from 9/11. and it was a terrible thing. >> controversy over new york's 9/11 museum, and it's not even open yet.

caused some slower sales. the company says fewer people were out shopping, and that impacted sales in the last quarter. sales did grow, however, sales did grow a little. over to you. out of this world music is about to set off into space. landed a spot to fly into space next year. he beat out more than 1 million other contestants in a worldwide competition organized by a private company and the kennedy space center. he had to pass a few tests before being declared the winner including sky diving from 10,000 feet and not getting sick in a spinning room. that's the tough part there. the 25-year-old deejay hopes to pursue an aeronautical science career after that mission. it's supposed to be a place that honors the victims of the 9/11 terror attacks, but this morning, many people are outraged before it even opens. we'll explain why coming up. plus, we've all seen our fair share of winter weather this week, but you'll never guess where these people got to see a winter wonderland. the temperatures will let up

on a fast-moving fire in oregon. take a look at this footage from the western coast of that state about 125 acres of open land have been torched by the flames. officials say the fire started as a controlled burn from last fall but cleared up thursday morning when strong winds carried it to drier conditions. so far, no injuries have been reported and no homes have been destroyed. a winter wonder land popped up in a place you might not expect. the winter fun is hosted by a popular resort about 40 miles north of tehran at one of the highest skiing resorts in the world. it's popular for people there with a family friendly atmosphere and very different from what most people expect to see when they hear about the happenings in the middle east. busy. >> yeah. some of us around here are going to get some snow, but i don't think it's going to be enough to build a snow man. >> not really enough to make a snowman. something you'll notice throughout the day today. a dusting at the most. it's not going to impact you at

all. it's breezy outside today but not as cold as it has been these last few days. still, though, high temperature of only about 33 degrees. if you're wondering our high this time of year is 44. so we're continuing to run below average. and here's what you can expect today again. temperatures in the 30s, scattered snow, but little or no accumulation. on storm team 4 radar, i am tracking this activity. you can see there's a line from baltimore down through washington on into fredericksburg continuing down into virginia. and then more activity back to the west. you can download our storm team 4 weather app where you can get the radar right on your smartphone, really convenient, especially on a day like today or if you want to see there's going to be any flurries in your area. so as we take you down closer, you can see some light snow falling over pretty much all of prince george's county, making its way into charles county right now. and as we continue to work our way through the rest of the morning hours, we'll continue to see snow moving through the area, otherwise cloudy skies and

breezy throughout the day today. the threat of snow lingers until about 9:00 or 10:00 tonight. and then after that, we're dry, and then tomorrow, we're mainly dry, too, just a chance of some flurries around during the afternoon hours. temperatures right now are in the 20s. 21 in frederick in camp springs, 26 in fredericksburg, 21 down in charlottesville, washington coming in at 25 degrees. it is breezy outside with winds in washington at 23 miles an hour. when you factor in the winds, this is how it feels, in the teens, about 16 in manassas, ten right now in washington and gaithersburg. for the rest of the day, temperatures will warm to a high temperature of about 33 degrees, cloudy skies and, again, some light snow around at times today, but like i said, really not amounting to much at all. for tomorrow, it's going to be colder, high temperature of 28 degrees, another breezy day. we'll start off with sunshine, 11:00 a.m., mostly to partly sunny skies, but clouds will

increase, we'll be mostly cloudy by tomorrow afternoon, maybe some flurries planning on hitting up one of the local ski resorts tomorrow looking like great skiing and snowboarding weather, actually. for monday, mostly cloudy, high temperature of 34 degrees and then another arctic blast returns early on tuesday. starting off your day on tuesday, single digit temperatures in the suburbs, teens inside of the beltway. high temperature on tuesday of only 20 degrees. for wednesday, we remain frozen, high temperature of 24 degrees. the chill eases a little bit as we work our way towards thursday and friday, high temperature on thursday of 35 degrees. friday, high temperature of 41 degrees. overall, though, we just cannot shake this cold pattern. it's looking like we'll remain on the cold side of our average high, at least until about february 5th. >> okay. >> thanks. >> someone definitely not feeling the cold, we're talking about a warm and happy ending, just into our newsroom. video showing the owner eric

peterson reuniting with a dog that was stolen from his house during a break-in. >> he was shaking, too. look how happy. >> peterson tells news 4 that a tipster called police after seeing a picture of margo and a dog that looked like her on the streets of northeast d.c. police found the 2 1/2-year-old on benning road along with some of his items that were stolen. peterson says he's taking margo to the vet to get her checked out and make sure she's okay and says the thieves in addition to th this tv, couple ipads as well as his laptop. but all he wanted was his dog back which he said was like his family. >> and margo looks pretty good. doing okay. >> yeah. happy. >> papa's happy, too. is it cold enough for you this morning? the surprising place where a lot of people are saying it's too warm. and why it could be costing them. and right after us, veronica johnson, she is going to take us inside the washington auto show. rev up your engines, stick around for nbc 4's drive time.

out and it looks like the big winners will be the people who like the cold weather. according to the weather channel, the high for super bowl 48 will only be 35 degrees and there's a chance of snow. the seattle seahawks will take on the denver broncos in the first cold weather outdoor super bowl in history. and while we are dealing with the winter weather, people in alaska are concerned with unseasonably warm temperatures. >> unbelievable stuff out there. farmers saying the unusual midwinter snow melt could damage crops in gardens. a dry summer already hurt hay farmers in another season like that could mean more hay will have to be imported. farmers are using hay to protect crops already planted. and they have a couple ski resorts out there they've had to close three times. it's too warm. >> something's wrong. we're not supposed to be seeing green in alaska while we're snow covered around here. and and unfortunately, we're going to stay completely frozen here for the most part. it's a high today of 33, so it boent as bad as it has been. it's going to be cold and
