. today the columbia mall will be closed after police say a man shot and kill twod people and then killed himself. this morning the big question is why. good morning everyone. welcome to news 4 today. i'm angie goff. >> i'm richard jordan. still a lot of questions surrounding the shooting that left three dead including the shooter. the mall will be closed as police spend a second day at the scene. they have idfied the shooter but have not released his name.

police found a bag next to the gunman that had explosive fireworks. today there's a news conference at 9:30. . we'll carry that live on news 4 today. learning the reason why is at thor of the investigation. >> police are combing the mall for clues about the shooter and people that were killed. e erika gonzalez talked to those there. >> the columbia mall sent to a frenzy. an unidentified gunman fired up to ten shots. the weapon was found near his body. >> he was also still -- had a large amount of ammunition on and about him. >> two zumiez employees, brianna

benlolo and tyler johnson shot to death. >> this shouldn't happen at the columbia mall. shouldn't happen anywhere. >> mall employees ran for cover. stock rooms turned to shelters. >> we went to the back room and locked the door and waited. >> five people were injured and taken to the hospital. at least one with a gunshot wound. members of the fbi are searching every nook and cranny and asking every question to find an answer to why. >> there was something wrong. somebody had to of seen the warning signs and could have done something about this and didn't. >> erika gonzalez, news 4. >> today we'll learn more about the victims killed, both worked at zumiez, the skate shop at the mall. police have identified them as brianna benlolo and tyler johnson that recently moved to the area. darcy spencer spoke to his neighbor. >> like i said, very nice

family. very sad to hear that. i had no idea until now. >> he tracked reports through social media not knowing it was his own neighbor in mount airy who was one of the victims. >> floored. had no idea. i didn't know he worked at the mall. yeah, very -- our thoughts and prayers with the family. very nice, very quiet. very good family. >> family members of 25-year-old tyler johnson told news 4 it was too soon to speak about his death. he was killed at the zumiez skate shop where he worked with brianna benlolo, a store manager who had a young child. police have not said the motive for the killings or whether the victims may have known shooter. the local church youth group held a vigil at the mall where gunman took the lives and

weather. looks like colder air is moving in the area. amelia segal in for chuck. >> good morning. once the sun comes up, we'll have plenty of sunshine around for the morning hours. clouds increase today. tracking snow last night at this time. we are completely dry across the area and will remain dry for the morning hours. the temperature now is 24 degrees. when you factor in winds, the wind chill temperature or how it el 15. for the rest of the morning hours, temperatures remain in the 20s. a cold start, breezy at times throughout the day today. there could be flurries around this afternoon. more importantly, we are looking at another arctic blast to arrive this week. i'll have the timing on that coming up in less than ten minutes angie. >> amelia, thank you. people gather erz to pray for the teens involved in a

deadly accident earlier this weekend. 16-year-old teresa french and 13-year-old emma lowe were walking when a car hit them friday. french died from the accident. lowe remains in the hospital in critical condition. the vigil will be tonight at 6:00. it's happening at the covenant life church a short distance from where the accident happened. frooire investigators are looking into what sparked the fire in the community. the flames poured off the roof there. firefighters arrived to contain it to the apartment complex. several had to be treated but both will be fine. our coverage of the shooting inside the columbia mall will continue. >> we're waiting for a news conference to start at 9:30 this morning. we have the dispatch calls made minutes after the shots were

we continue on this cold streak. temperatures remaining below average. as we look to tomorrow, there's the chance of rain and snow. i'm really not impressed with those chances. then we're looking at another arctic blast. that arrives monday night into tuesday morning. we are very cold here on tuesday and wednesday. now, as we take a look at the satellite and radar image, mainly clear skies across the area pmpt we had scattered snow showers overnight. those cleared the area little or no accumulation with them. when we look at temperature this is morning, in the 20s for the most part across the area. 24 washington, 18 for those of you in gaithersburg. when you factor in winds it is breezy across the area. this is what it feels outside. your wind chill temperature feeling 15 washington, 6 in gaithersburg 15 prince springs. here with future weather, i want

to show you how clouds increase throughout the day. mostly sunny this afternoon. here you can see the chance of flurries in the afternoon hours, mainly northern maryland. as quick as the chance comes it is gone as we get to monday morning. this is the start of your workweek. you can see it's cloudy. now, during the midday and afternoon hours, there could be scattered z rain showers, maybe light snow, really just something to notice. it won't be impacting your commute. not looking at any in the way of snow accumulation tomorrow. just a 30% chance you see rain or snow. here's your planner for today. we're starting off with morning sunshine. notice at 9:00 a.m. a temperature of 21 degrees. it will be breezy at times throughout the day today. temperatures warm throughout the day. by 3:00 p.m., maybe flurries around. a temperature of 31. getting into the evening and overnight hours, actually looking at near steady or slowly warming temperatures.

overnight, look at the low, only 29 degrees. that's not too bad. in fact tomorrow, a high temperature of 37. while still below average, it won't be frigid outside. look at what happens with your future temperatures. this is 2:00 tomorrow afternoon around 37, 38 degrees. that's our high. notice how arctic air starts to spill into the area by 11:30 looking at temperatures in the teen across the area. for tuesday, a high temperature of 17. we're starting off the day with the temperature around 12, maybe a little colder. when you factor in the winds, this is how it will feel tuesday morning with wind chill temperatures around or below 0. a bitterly cold start. that chill lasts through wednesday. friday and saturday it actually looks like our temperatures try to r to average. that's going to feel balmy outside. >> 40 has never looked so good. >> i couldn't agree more.

we know now why they didn't want this to go down prior to the inauguration. can you imagine sitting on the stage transferring down to the new governor? this secondly makes it official. dave will probably remind us, their defense is virginia allows friends to give gifts to elected officials without reporting them. we have to keep in mind, they're not charged under common weather law. this is a federal indictment. my reaction is i think they're going to -- this is a prediction. i think they're going to have a hard time defending this. >> dave, some legal analysts say prosecutors will have a hard time proving there was an agreement between johnny williams and the governor. >> that's right. that's been the theory. what did they do? i think they had a meeting in the governor's mansion to promote this supplement that johnny williams was promoting. they spoke for it.

there was no law. there is no quid pro quo business. what did they do for what they got? that's murky. they had to back off from ted zec stephens. there are other instances. do they have the case they think they do? some people think the federal law is too broad in some way to apply to these two people. they'll have their day from court. in the court of public opinion it could be something else. jaw dropping, cringe inducing, shocking the way the charges seem to be perceived by the public. if the governor felt the public would perhaps be sympathetic to him, he didn't find that. >> jerry will he find sympathy among the public? >> i don't know. now there's surprise in the whole thing.

this has been going on since before the man was elected governor that he was getting gifts. this investigation goes back all the way to there. that's a surprise to the public. the public, remember, we thought this was a little thing coming about maybe over someone going away, getting some money extra. no, this has been going on through his whole governor stance. >> let me speak to a point dave made about quid pro quo. there may have been quid but no pro. this was about access. they had access for example to university research. any time you've got that kind of relationship and you've done something like -- you know, cars, furs -- shouldn't say furs, dresses or whatever the charges are. you get access. then it's up to the williams. what do they do with it?

can they convince it? a lot of us don't have that kind of access. i think that's why this will be hard to defend. >> yeah. >> doing that this will hurt other republicans? it has certainly hurt bob mcdonnell's political career. >> i was thinking about that, what does this do to the republican party in virginia? there's a cloud now in the district. there's a cloud of what's going to happen to mayor gray. we know what's happened to the ex-governor. will that reflect people's perceptions of the republican party in regard to him? >> you have two prominent governors, chris christie who's in deep trouble and now mcdonnell who's being indicted. you have the national media already drawing that question that you're drawing here with two stars. two stars of the republican party. people are really questioning it. >> mcdonnell was looked at one

time for a candidate for vice president. he had a bright future ahead of him. i go back to my original statement, people are now beginning to be more surprised because we're hearing more. especially that this happened through his whole time in office. >> changing course on gay marriage a. a constitutional ban on same sex marriage. he wants the federal court to strike down the ban. eight years ago he opposed same sex marriage. he says his position has changed. joe, are we seeing a change in virginia politics? >> that's what we ask elected officials to do. when you become the number one lawyer in a state, you now have to represent the constitution. you have to look at the law.

now that's not to say state senators don't have to look at the law. they always have an out. that out is i'm voting on what my constituents want. as an attorney general, it's a different ball game. >> this was six years ago he was opposed to same sex marriage. times have changed a lot. like i said once before, we don't know where virginia stands when it comes to colors. purple, red, blue. if you're a democrat in high office, you're going to have to go with the flow. >> if you want to be governor. >> that's right. >> dave, two more democrats in the state senate in virginia. talk about the changing balance of power. one of those democrats is replacing mark herring in the senator and the other replacing the former lieutenant governor. that race is a challenge. >> if they survive with the nine vote lead, one for the herring

seat. that's the one they will have to watch and see how that recount turns out. if they survive, that's 20/20. you have a lieutenant governor who's a democrat to break the tie. if they can keep the caucus together and remain unified, they can push through what they want even by one vote thanks to the lieutenant governor and get the program moving. the question now is what happens in the house? that's strongly in control of republicans. they show no signs at this point in time of making broad approach with the governor. >> i think it comes down to issues. here we talk about jennifer waxton who won. >> she's been certified to win. >> she talked to women whereas john whitback didn't talk to women. he carried the old republican agenda. i think he it comes down to issues. again, this is one of the reasons this is great sweep of

welcome back. in maryland, attorney general gansler is proposing to expand early voting to open all polls on the saturday before the primary election which takes place june 24th. gansler made the proposal and also officially filed his certificate of candidacy along with his running mate delegate joe lean. he's running in the democrat race for the nomination, governor nomination. he says too many maryland residents face obstacles relating to work and child care and exercise their right to vote. he's giving them an extra day to do it.

what does he have to gain. >> a lot to gain particularly with minority voters. when you consider florida, north carolina, and other states where they're cutting back the weekend or what they call soles to the poles. they're getting rid of it. this is what republicans are doing. minority, african-americans, mispanics are demonstrating, protesting. he's on solid ground on this one. >> i think i have to agree with joe. the point is, by having it on solid saturday before the election, this will bring more people out. that's one of the biggest complaints. i can't take off from work. if i take off from work, i'm going to lose pay. so for poor people, yes. for like you say, people of color, this is naturally going to help a lot. >> it's a win/win move for him. people i talk to wonder is it

enough to reverse the damage that may have been done by his remarks he made about being at the party where the drinking was going on with his son -- or his son was involved in. he shot from the hip. he has to back off and explain them again. will this help in that regard? >> the state senate in maryland has overwhelmingly passed the emergency bill to provide health insurance for people who tried to enroll online but were unable to because of computer problems. what role will this play in the governor election? >> it helps brown because one of the black eyes he has is the screw up they had in rolling out the affordable health care. so this is a great opportunity. it looks like the senate is taking care of one of their own and giving him a way to save

face. now the house still has to -- house of delegates still have to approve. >> they're solid democratic. unless there's a technical thing that holds it up. it's still a problem. it's still there. voter wills know especially those that had trouble and won't be helped by this. this is a correction. >> the primary is when, june 24th? >> doing this is a game changer in the race? >> i think it is what hit is now. i think brown had, like joe said, has a very, very good platform. he was the tied up in this. this brings headlines. >> this will help people that got into trouble. people who got in trouble will still remember the initial problems. >> what's race have to do with it? what role does race play in the d.c. race of gray? a lengthy washington post

article raises a question about whether u.s. attorney ron man chin and his assistant are on a mission to take down african-american politicians. they have prosecuted brown and harry thomas. what did you think about that article and the speculation? >> you know, i know the district attorney who goes back to days i lived in detroit. this is a straight up guy. when you think of cohen pointing out that one of the most difficult things he has to do is prosecute people he grew up with. their fathers knew each other, went to brunch together. it's very difficult. i know people think they're overreaching. i don't see it. i don't think we can avoid the race thing. the reality is -- and i go back do what i've always said, you

can't do wrong. i don't care what race you are. you simply can't do wrong. >> jerry, what are your thoughts about that? >> these people, ones you're talking about that have gone to jail, the three counsel members, right they were called wrong. there are others in the communities that i should say people in the communities are asking why these people are in jail and some others that have come close to the edge -- >> he hasn't gone to jail but sentenced. >> dave, what are your thoughtsb these guys have political ambitions? >> well we'll find out. race is there. it's a fact of life in the district of columbia and america at large. these discussions will come from the activities. >> it will go to the jury made up of all kinds of people. >> talk about political ambition

this is what we know about the victims gunned down at the columbia mall. they worked at the skate store zumiez. one of theic haves is 25-year-old tyler johnson. he lived in the area. the other victim is 21 year-old brianna benlolo. she worked as the zostore manag. her grandfather says she had a 2-year-old son and this was her first job since giving birth. >> a statement was released saying we are deeply saddened by the violence that has occurred within our store in maryland. he also says the zumiez team is a tight knit community. brooks says counselling will be available to employees in the area. here's a better idea of where in the mall the shooting happened. police say the gunman opened fire outside the sooim easy

store on the second level near sears. first responders had a challenge to get to the scene of the shooting. >> this is what police have said so far about the man suspected of openings fire though we don't know his name or why he did it. investigators have identified him. they believe he took his own life. there's plenty of questions about what he planned to do. next to his body they found a bag with explosive device. both were disabled. still the discovery has police searching every part of the mall this morning with canine units. in the minutes after the gunfire started, howard county 911 was flooded with dozens of calls. at one point more than 40 were on hold aspahers tried to figure out what was going on. you can hear first responder at the scene trying to nail down where this happens and whether people in the mall were still in danger. >> we do have report of an active shooter in the mall. looks like at least three down at this point on the upper level

near zumiez. >> all right. we're inside. >> all units at the mall. we have an update. we have a number one male last seen with a shotgun. >> it took several hours for the chaos to subside inside the mall as police searched for weapons and more victims. the shooting happened an hour after the mall opened. several were inside and heard the shots. >> must have been so scary. one man describes what he saw. >> guys over top a person. either themp they were trying to shelter them or revive the person or whatever. looked like right across a p the actual store, someone right there. >> shoppers saw people running and screaming for help. others heard the gunshots. they say it was complete chaos as many ran to safety. some hid in stores and storage areas, also inside dressing rooms until it was safe to come out. we're getting a view of what

tracking any snow. scattered light snow last night that has since left the area. right now the temperature is 24 degrees. when you factor in winds, it feels like 15. it is very cold when you step out your door this morning. once again, the heaviest jacket will be necessary. for the rest of the morning hours, temperatures remain in the 20s. 9:00 a.m., temperature of 22 degrees. clouds will start to increase as we get towards the late morning and midday hours. we will be mostly cloudy this afternoon. br throughout the day today. we are looking at another arctic blast to arrive this week. i'll show you when to expect that to arrive, how long it will be here, and also some good news. our temperatures will warm a little bit towards the end of the week. all of that kopg up in ten minut minutes. the west virginia company responsible for the water crisis will remove 18 of their tanks.

freedom industries is blamed for the leaks. march 15th they'll start taking the tanks apart. this cut offer the water supply to 300,000 people in the state. the company is ordered to remove 1 million gallons of chemicals from the plant. a defrocked pennsylvania pastor will be preaching in the northwest at the methodist church. he was stripped of titles last month after he presided over his gay son's wedding. schaefer declined adding he has other gay children and he will marry them if they ask him to. another popular chain store could be the victim of a massive credit card breach. the arts and crafts store michaels is investigating a data hack that could change the

harsh criticism on the roll out of his health care law. david gregory joining us this morning. >> we want to get to that. in light of yesterday's shoot og so close by and three dead, watching this debate over guns reignites. specifically online. >> yeah, i think you always see it come back after such an awful event like this. you know, it's a reminder frankly on the national scale that a year ago during the state of the union this was a push after the massacre in newtown, connecticut. we look where the president pushed for a slew of gun control measures and did though the succeed. the tragic part about that for people that care about greater curbs on gun right, if newtown wasn't going to do it, it's hard to see what request. gun rights proponents argue it's always a debate that's mist cast. it's much more about the act,

the crime and not about the freedoms for gun owners. that debate is always going to continue. this year in the state of the union, it's not something the president will make central. >> what about security in public places. theaters, school, malls, anything on that front increasing security? >> i don't think this is a big issue for the president for the state of the union. the debate will be there on both sides of the gun rights debate. there's more of a push for security and potentially more arms security. these are difficult questions. >> coming on tuesday, what do we expect to hear, health care? >> the president certainly wants to defend health care and talk about the economy in the year of action he proposes. a lot of talk of income equality and what republicans and democrats can work together on issues like universal preschool education and those things. i think that's where the

killed two people inside the zumiez store before he turned the gun on himself. the man started shooting 11:15 yesterday morning a little more than an hour after the mall opened. officers were there in less than two minutes, but the damage was done. the gunman fired as many as ten shots. the shooter's motive is unknown. it's not clear if the shooting was random or domestic. >> as word of the shooting spread, people decided to pray for victims and families. a small group held the candlelight vigil last night despite the cold weather. they're remembering the two killed, 21-year-old brianna benlolo and 25 year-old tyler johnson. police were inside making sure things in the mall were secure. officers spent the mall searching the mall store by store with police dogs. they say that's standard procedure. at one point someone reported a beeping sounds inside of macy's.

at first police feared an explosive but rule had the out. meantime, it's not clear when people inside the mall at the time will be able to get belongings. >> with the mall packed with shoppers, several saw what happened. we have one woman who works at a children's store at the mall. she describes her experience. >> it was chaos. completely crazy. everybody started running, screaming. i almost passed out because i couldn't breathe from running and screaming. i didn't know what to do. >> steepleton says she found a place to hide in a back stairwell with several kids who were from two months to five years old. they had people block the stairway door and another door. after an hour, they were all able to leave. this morning the people who were hurt during the shooting are recoverings at home. howard county general hospital announced five people had been treated and released.

good morning. welcome to "viewpoint." i'm pat lawson muse. if you've inched on the crowded highway or rode the trains, you know transportation is one of our biggest issues. washington d.c., virginia have had their own systems for boosting transportation projects however there's a new plan in place agreed to by the transportation planning board. the purpose is to get the three jurisdictions into the same lane so to speak when it comes to setting priorities for transportation projects and land use many the region. my guests are todd turner, a

member of the buoy city council and former cir of the transportation planning board, chuck dean, executive director of washington government and the director of the d.c. office of planning. welcome all of you. >> thank you. >> tell us what this plan agreement means and to someone who is sitting in bumper to bumper traffic or waiting on a packed metro train, what difference is it going to make. chuck? >> we have two plans passed by the council governments and transportation planning board in the last two weeks. one has to do with the transportation, regional transportation priority plan. the other is how we organize our communities. those are called activity centers. that is called place and opportunity. to give background about the council governments, we're a multidirectional 22 governments throughout the region. our board is all star team of mayor, council chairs, our

mayoral vice chair. we plan around environment and public safety. >> i'm curious about activity centers. >> we expect 1.6 million people will join us here in the region by the year 2040. we have a little over 5 million now. this is about the size of the city of philadelphia. our organization is agnostic about that growth. we want to plan for it. so we expect that half of those people will g to one of these is 141 activity center throughout the region. these are mixed use, leveraging our existing transportation and transit infrastructure. these may be urban, suburban or satellite region in the city. >> explain how that will change life as we know it in this region for people like me that drive miles and sit for what

seems like hours in traffic daily. >> what's great about this plan is that for the first time as a region we've come together with much more consensus we've ever had about what pattern of growth serves our region in the future. the great recession was pay tremendous wake up call even in a region like ours that continued to add jobs during the recession. different jurisdictions faired different in the recession. places that did the best seemed to have this mix of uses that chuck talked about. access to transit, lots of transportation choices so that when economic hard times hit, people could dial back, dial down their transportation costs. so this new agreement places plus opportunity is really about how we grow in the future and if our plans come to fruition, at least half of that population, half of the homes will be in

activity centers. 75% of jobs will be there. a lot of people will be able to commute by transit, walk or bike. >> todd, you live in and represent buoy. you're way out in the suburbs. this will make a lot of difference to people who live in prince george county where transit is not good. >> right. obviously one of the things we did with the priorities plan is bring our member jurisdictions and region together to come to a consensus on those types of things we need to do whether activity center, whether primarily maintaining the current system. whether metro or roadways as well as pedestrian, bike, and other opportunities. so what we have is a blueprint for the member jurisdictions for them to follow in order to get to that point. we primarily came up with three

priorities as part of this three year process. one is maintaining our current system. one, increasing people's reliance and trust in us as government to provide that service efficiently and effectively to them. and then obviously to move these people whether either through transit or through the highways more effectively. therefore having a better commute and mirroring the activity centers. if you really think about it, you think about the map. we have 141 dots that we think are places currently or potentially going to grow in the future. as a region we need to connect those to our transportation system to make it effective. >> how significant is it you've been able to reach the agreement and to establish a plan you're calling a priorities plan? >> this is really years in the making. it's a lot of dialogue. i think todd as the chair of the tbb started this process over three years ago for the

transportation plan. on this activity center's plan, this is initiative over a decade old. it was a year ago the board agreed on the designation of 141 centers. now with this place plus opportunity report, we're looking for centers to be all they can be. what this is is really a playbook. a game plan for the region. a playbook so that if you're noma where our office is, we have tools and strategies to make it all it can be. i was just at rockville town center. they'll have a different set of strategies. todd from buoy, they'll have a different set of strategies. this is an unprecedented game plan for places around the region. >> we're talking transportation. we'll continue our discussion on "viewpoint" right after this

. welcome back. we're talking about transportation with members of the transportation planning board here. todd, you were just explaining how this would become a reality. explain how it would matter in restin. >> at least for the transportation priorities plan as i indicated it's a blueprint for the member jurisdictions to say these are -- we didn't identify projects where we could say we have a regional impact with respect to this particular project or that project. however, there are things we kushtd currently provide we can improve. one is our highway network. it's not a top down telling each jurisdiction where you need to do it. it tells you these are types of

things you can do as a reej tre improve. >> then at the find the investors and develop the plan and then they build it? >> exactly. that's how it fits with the other document chuck talked about place plus opportunity. it gives people very specific ways to analyze their community and figure out exactly what are the assets and deficits those communit have and where the private sector might be able to invest, where the public sector might be able to add infrastructure. where non profits step in and help with affordable housing and other needs the community might have. it's specific and detailed guidance to communities about what are smart investments to make. >> can we talk for a moment about metro. it's the backbone of this

region's system with 750,000 trips daily. it's the only mass system in the country with no tax to fund it. metro is just able to play catchup. does the plan suggest a regional strategy for helping metro? >> the regional transportation plan priority number is meet our existing obligations. that means a state of good repair. so we're referring to metro and referring to highways. this is the year i think to reach the agreement on metro. there's new funding from virginia and maryland last year. so i think folks are working really hard and i think we really are applauding the good work that the metro board has done with their plan momentum. that's related to region forward. that's our vision for their region. the regional transportation priorities plan, our sister board we staff is also coming together. i think there's now the moment we need to fix it, need to get

to the state of good repair. mr. chairman, if that's not priority number one to meet existing obligations. >> that is the priority. this is an example of regional consensus. we have impact, funding it and board of directors. i know richard sauls, general manager has been coming out to speak to jurisdiction, maryland, virginia and the district about momentum and their plan for 2025 about maintaining and expanding the system. we have an opportunity as chuck was saying with the decisions last year by both virginia and maryland to move forward using the revenue we have in order to improve the system. >> we know metro gets people out of their cars. talk about the challenge that poses in the area you've just indicated there's so many moving here on a weekly and yearly

basis. they get jobs with the federal go. and go to suburbs. they bye homes. they boost the economy and create the sprawl that you're trying to address. >> i think these are connected. metro is at the core. for vre or mart to work, metro has got to work. with this plan with the regional transportation priorities plan, we did an unprecedented amount of public outreach. three public comment periods, a scientific survey. one interesting fact is folks that drive want metro to work. folks that take transit want the highways to work. folks want the whole system to work and want choices. i think choices, pedestrian, bicycle and cars. >> and streetcars. >> talk about street doors. those proponents who say

streetcars could be a lot better for cities like washington than buses. they're cleaner. they hold more people. and you're going to get them. we're also talking about streetcars in virginia. >> we are going to get them. we've looked at the 22 mile priority phase we've looked at. we're look at as much as 50 miles of streetcar. if question added just 37 miles it would trip it will number of households that live within the quarter mile of fixed guided transit. think of how many more people would have access to that reliable, high quality, free service and give them access to the entire region's job market. it would be an amazing thing. what we have in our region is more urbanizing suburban places than any other place in the

entire nation. part of that is investing in transit to make those currently suburban places more urban. more urban means more convenient giving people more choices so people can choose to bike to work one day or bike to get their groceries. they can take the train the next day, can drive some of the time. that's how people live their lives in our region. they make different choices at different times. that made our region so attractive to people and why we continue to grow we've got to take a break. we'll be back. we're going to give you information about these plans and organizations represented here. blatche

columbia mall will be closed as police investigate the shooting that left three dead. howard county police say yesterday around lunchtime, a gunman shot and killed two before turning the gun on himself. police say both victims worked at skater store called zumiez. one of them 25-year-old tyler johnson. he grew up in elliot city. the other was 21-year-old brianna benlolo. she had a 2-year-old son. police have not released the suspect's name. we're going to bring you the police update in a moment. now back to "viewpoint." let's talk about transportation projects. there are plans for four metro stations on the silver line. how will that change life as we

know it intyson's corner? >> this is a great plan. tyson has more office space than much of the area. tyson will be four clusters not one entity. it will be a mixed use. one will be able to live, work, recommend reyat all in one place. >> retro fitting sounds like it creates a lot of inconvenience. >> there's construction going on for folks in northern virginia now. wait a couple of years for my perspective. >> what are good examples of good smart growth in our area. tysons is one. >> on the maryland side the advancement of the purple line and an opportunity to provide developments along the length of that line. the state of maryland has

entered into the unique private partnership to build and maintain that line. we've obviously got authority to move forward. obviously we're going to need federal assistance through the starts program to build the system. i think that's one project that maryland has come fully by in prince george county. >> other good examples, boston and arlington, rockville, shady grove. >> i mentioned boston and arlington. you go back three decades and decisions arlington made that transformed the community. i think some would say that was the community to pass through to get through. now it's the hub. it's the hot spot for folks coming from d.c. that's related to land use and transportation coming together. that boston corridor is example of activity centers.

each metro site has character. one is a government center. one is center for defense and contracting and other -- a lot of variety in those plans. >> with can we talk about national harbor? we've got the harbor there, a casino coming, a fer ris wheel coming and just opened the outlet mall. your opinion, good or bad when it comes to transportation? >> it's a mix of land uses that would be ideal. you hit on the one thing it lacks which is great transportation connections and transportation choices. the vast majority of people that go to national harbor whether working there or going there to as visitors or shoppers, they have to drive. you know, that lack of choice i think is something that i hope they can remedy in the future. they need more transportation. >> transportation, many say build more roads. there's a lot of road

construction going on in this area. the more construction there is, the more inconvenience and delays there are. there are philosophies, build more roads. we can't build more roads with tolls out of the way. what are your thoughts on that? >> it was dedicated to ron kirby, the director over 25 years. one of the things with his untimely passing last we're, one of the things he was known for was not forcing people to make choices. that we need to do all these things in order to improve our region. i think we want to go along that path. that's what the regional transportation party's plan is. give you a menu of thing, options, whether increasing roadway access, increasing metro, providing other types of bus rapid transit also something that's proposed as part of the plan and how that interacts with land use decisions. like i said, this is a

blueprint. each jurisdiction has to make as they do currently make ultimate decisions about what projects they're going to fund and what's their priority. one of the things we have as a transportation planning board is have the regional focus or lens so we can look at projects as they submit it for federal funding and ask how does that improve the regional system? that's one of the things. we're not going to dictate. that's not our role as a transportation planning board to say this is a good project, that's a bad project. you have to explain to us how that improving the regional transportation system. >> many believe the dedicated bus lanes and bike lanes are helping. the question is, you know, what do you do to convince people to give up those cars? i mean, that's the whole strategy. >> what's been interesting for us in the district, we're not having to do a lot to convince

people. 95% of the time parked and driven 5% of the time, for a lot of people it doesn't mike sense to use something inefficiently as a car. when you have taxis on demand -- i won't mention a brand. when you can call up a car and have it arrive at your doorstep in five minutes or share a vehicle. i will talk about enterprise, zip car and car to go all in the district. you have these transportation choices. it starts to make less and less sense to have the depreciating durable good that cost you money. in the district, our households spend less than 11% on transportation. in the region, the average is 19%. >> big difference. >> got to take another break. we'll continue right a this.

. welcome back. we're talking about transportation. help me now. commuter connections, you've got a new call center? >> you talk about getting people out of single vehicles. we actually operate a call center. call someone, get a live person. they'll put you in the database. there might be somebody in your neighborhood that work several blocks away and also looking for somebody to share a car. commuter connections does more than match making. they work with employers to promote transit demand. we sponsor bike to work day and car free day every year. check out commuter connections. >> i would imagine that you were harriet happy to see montgomery county adopt the bike share program? >> very happy.

it means for the region we are cooperating across jurisdictional lines on a new form of transportation. we did that for metro. even our streetcar programs are operating more less independently. this is a great example of transportation services that is now regional that you can be a member of and use in lots of jurisdictions. makes it convenient for people. >> todd, down the road, we'll have a lot more choices. you use the term multimobile. >> it gives you a choice of ways of getting around. whether transit or car or pedestrian or bicycle. it's just an opportunity to give people more choices, based on where they're living and where they're working. i grew up in new york city. it was easy to get around. that's something that i always remember. obviously as a resident of buoy, it's more difficult to do that. however, we're the same as other jurisdictions that are outside

johnson who recently moved to the area. darcy spencer spoke to johnson's neighbor. >> very nice family. very sad to hear that. i had no idea until now. >> greg dodd tracked reports of the murder suicide at the columbia mall through social media not knowing it was his own neighbor who was one of the victims. >> floored. had no idea. i didn't know he worked at mall. yeah, very -- our thoughts and prayers with the family. very nice, very quiet. you know, very good family. >> family members of 25-year-old tyler johnson told news 4 it was too soon for them to speak about his death. he was killed at the zumiez skate shop where he worked with 21-year-old brianna benlolo, the store manager who had a young child. police have not said what the motive may have been for the killings whether the victims may have known the shooter.

rockville man that may have killed a d.c. resident. vincent was found two weeks ago near the corner of yuma street in southeast. he was taken to the hospital where he later died. yesterday morning officers arrested robert osborne with second degree murder. west virginia governor gave the company responsible for the water crisis until march 15th to start removing all 17 of their above ground tanks. earlier this month freedom industries neglected to report a leak in the chemical storage plant. those leaked into the elk river and contaminated water for weeks. the arts and craft store, michaels believes their payment system may have been hacked by the breach that hit stores like target and niemann marcus. investigators are looking into what information if any might have been stolen from the cards.

today the columbia mall will be closed as police investigate the shooting that left three dead there. howard county police say they'll give us an update during a news conference at 9:30. we'll bring that to you live. we hope to learn the name of the gunman who police have identified although they have not released his name. that man shot and killed two people inside the zumiez store before he turned the gun on himself. in minutes after the gunfire started, howard county 911 was flooded with dozens of calls for help. at one point, more than 40 were on hold as dispatchers tried to fig you're out what was going on. you can hear first responders at the scene trying to nail down where this happened and whether people in the mall were still in danger. >> looks like at least three down at this point. all on the upper level near

zumiez. >> all right. we're inside. >> all units at the mall. we have an update. male between 18 and 25, white t-shirt and white tank. khaki pants seen with a shotgun. >> it took hours for the police so search for weapons and other victims. >> meanwhile police identified the victims gunned down. tyler johnson who recently moved from ellicott city. the other victim is 21 brianna benlolo from college park who worked as the store manager. her grandfather tells the associated press brianna had a 2-year-old son. he also says this was her first job since she gave birth. meanwhile we're hearing from the ceo of zumiez rick brooks.

he released a statement. he also says the assume easy team is a tight knit community and all our hearts go out to brianna and tyler's families. brooks says counselling will be available to store employees in the area. we want to look at the map of the mall where the shooting happened. the gunman opened fire outside the zumiez store on the second level near sears. first responders had a challenge getting through the mall to the scene. >> with the mall packed, several heard and saw what happened. one woman explains her experience. >> it was chaos. it was completely crazy. everybody started running, screaming. i almost passed out because i couldn't breathe from running and screaming. i didn't know what to do. >> staepleton says she found a
