parts of the south are dealing with weather that they have not seen in years and in the meantime, the weather advisory is taking hold in the district, and the snow is headed our way. >> and president obama going it alone. the republicans are speaking out already about the plans that the president will lay out in the state of the union. >> and also, more details on the deadly shooting at the mall, and we will tell you why the investigators are focused on the financial records of the shooter. i'm jim vance. >> i'm doreen gentzler. this the storm is bringing sleet and snow and bitterly cold temperatures across the country. this is the scene in atlanta. you can see the cars stuck in a lot of traffic. in louisiana, the airports in baton rouge and new orleans were shutdown by the storm, and in many schools across the south were closed theday in anticipation of the weather. >> and the same system affect ing the carolinas is bringing snow right now. it is falling in southern maryland, and how much and

where? >> well, it is the case of southern maryland that sees the most snow out of the storm, and some of us will not see any at all, and we will show you storm team radar, and showing you where the storm is, and currently, it is fall iing on t radar at fredericksburg, and annapolis and baltimore and most of it is not reaching the ground and the atmosphere is too dry, and we have reports of southern maryland and leonardtown where we are e sr are seeing the ligh beginning to fall. and we will see snow beginning to fall in fredericksburg and waldorf, and calvert county, and that is why we have the winter advisories in that area, and anne aroundel, and it includes the northern neck into the early tomorrow morning. not the area nos west though. i will break it down and show you who gets what and when in the full forecast. >> thank you, doug. news4 today begins early

tomorrow morning getting you the latest traffic and weather tomorrow. and we will have information about school closings or delays tomorrow starting at 4:00 a.m. and southbound wisconsin avenue in bethesda are still closed. the temperatures are causing a water main break this afternoon and we will have more on the progress and the traffic jam it is causing. and the state of the union address begins this three hours. we have learned that president obama's vision for the coming year includes a raise of the minimum wage for workers on federal contracts. he is going the do that and more through use of executive action rather than waiting for the congress to act. the republicans are going to be watching close to make shure tht he does not overstep the authority. >> well, dealing with the federal contracts and the minimum wage, he is going to have to au ththority to do that

but we are going to watch it closely. >> reporter: and he says, boehner says that it will lead to the job losses, the very people the president says he is trying to help. and the republicans will be watching him closely tonight. >> and the minimum wage is a big issue in our area. and chris lawrence is on capitol hill with more. >> yes. that is true. they could not pass it when they were going for a hike to $9 and hard to get it done going for more than $10, but if you combine the push with what is going on here locally, the workers may yet see a bump in pay. >> reporter: from the field workers to the factory floor, store clerks and local cooks, hourly workers in our area are going to be keeping a close eye on president obama's speech and a bigger push to raise the minimum wage. >> the minimum wage in maryland is no longer a wage that anybody can live on. >> reporter: and the governor wants $10.10 statewide, the same

amount the president will call for. and some small business owners say that on top of the added cost of obama care is going to squeeze too hard. >> it does make it more difficult for them to operate and put together profitable businesses. >> reporter: but a recent study showed that while the region is home to the 7 of the top 10 counties, poverty ra the census bureau estimates more than 6% of the montgomery county residents up der the age of 65 live in poverty and so the district, and montgomery and prince george's county will all boost the minimum wages to $11.50. what does that do to the officials in, say, virginia, when they have to deal with this issue? >> well, i'd not be surprised with both essentially the federal push towards raising the minimum wage, and now with governor terry mcauliff in

virginia, if there weren't an additional push to move virginia clo closer to where the district is. >> and we spoke with one virginia legislator on the hill tonight, and he says he is speaking to a lot of small biz pness owners who say, that there has to be room for the entry level job, andle is of the minimum wage jobs are not meant to be carried on throughout a lifetime, and the businesses need to have it set aside to start a lower wage to the start and then increase. thank you, chris. and let us mention that chris is the newest member of the team coming over from c nshnn. and well come, bro. >> no well come cake or balloons? >> wait, until you come back to the station, because you don't know what is going to wait for you. >> and out there in the capitol hill today in the cold, and maybe tomorrow, a water main. well come. >> well come.

>> and you can watch the state of the union address live here on nbc4, a nd if you are away from your tv, we will e stream it live on nbcwashington.com. there is a bill that will permanently prohibit federal funds to be used for a pay of abortions. the law would prevent locally used funds to pay for abortion care for women. the bill will likely not make it to the senate for a vote where democrats are in control, and president obama said he would veto the bill. there are new details into the investigation of the shooting at columbia mall, and the police say they are going to go through the phone and the financial records of the suspected gunman, and his name is damion aguilar. and he also made a stop before going to the mall in

burtonsville, and pat collins as more. >> well, drips and drabs, we learn more. and a few moments ago, the howard county police say they have to do more before releasing the kcontents of aguilar's journal, but aguilar was aware that he had mental health issues. we learned this as we learn of a mysterious trip ing a aguilar m here to burtonsville on the morning before the mall murders. >> reporter: college park in prince george's county and burtonsville in montgomery county, and the columbia mall is in howard county, and three pivot points in darion aguilar's life on the day of the murderous attack on the mall. 4704 hollywood road, the aguilar home in college park. 5:15 saturday morning, the police say that aguilar tells

his mother that he is leaving to walk to the his job at the dunkin' donuts, and aguilar works at the dun kkin' donuts about a mile from the home on the other side of the beltway near the ikea store. aguilar did not show up for work that morning, and instead, he ended up here in burtonsville, and why did he come to burtonsville? did he keep his gun stashed somewhere around here? we don't know for sure. but we do know this, later that morning he took a cab. the destination -- the mall. 10:15 saturday morning. that is the time that police say that aguilar arrived at the mall. he hung out there for about an hour before he began the shooting spree. now, he could is opened fire anywhere in the mall, but he chose the zumiez store for his mu murder scene. zumiez is a clothing store that caters to skater and snow

boarders. he is said to have been active in skateboarding. tonight, the howard county police have releesased this posr asking for anybody with information about aguilar to contact them. he is known to the hang out at the columbia mall, and smoke cigarettes with other guys out soo outsi outside. but at that point, they are not certain whether or not aguilar was a customer at the zumiez store. now, police say they have no evidence that aguilar had any relationship with any of the murder victims. they continue to look for a m motive in the case. live in burtonsville, pat collins, news4. there is a lot of focus on the shooter, but we want to the highlight the life change made by one of the victims. tyler johnson was killed at 25 years old, and at that time he overcame his own demons and using his experience to help teenagers with drug addictions.

news4 mark segraves has the story. >> he was a positive young man who was so respectful and so much fun and so delightful and had so much life to live. that is part of the tragedy of this. >> june worked with tyler johnson here at the hc drug-free, a nonprofit in howard county. she says that tyler was not the average 25-year-old. he had a rough start to the short life, getting hooked on drugs and alcohol at a young age. >> he was in baltimore city, and picked up with some drugs on m him. and he did spend some time in jail. >> reporter: but tyler did not let that one incident define his entire life. >> that experience made him so committed to keeping anyone else from ever going through that, and again, that is the piece that we need to remember. >> reporter: and over the past few years, tyler got himself off of drugs, and he spent much of the free time helping others get

and stay clean. >> reporter: and he would have helped anybody. >> and tyler had a deep need to help people. if we focus on the mall shooting and that of it, we lose what tyler was really about. >> reporter: one of the best things that tyler was known for is his hugs. >> a tyler hug is one that you nknow that you matter. and to the people he helped, tyler mattered very much. >> if i had a son, i would want him to treat people like tyler treated people. he was a sweet kid. >> in columbia, mark segraves for news4. and still to come, a major mix-up at one of the metro stations. >> a new sign goes up, and then it has to come down after news4 started asking the tough questions. and the d.c. government has placed some of the homeless residents in this hotel.

the winter olympics are now less than two weeks away, but concerns about security are to put something of a shadow over t the sporting events. jim handly is preparing to fly to sochi and he updates us with the safety. >> well, right now, president vladimire putin says that he has a steel of rings around it. there are drones and warships and all ready to be deployed just in case. and the officers will be in plain sight to make sure that the athletes and the speck tato are safe. and the militant extremists have made multiple threats to attacks, and fears of terrorism have led to fewer tickets, but the organizers say that the games are ready. >> the russians have done everything in terms of deployment of people. >> i'm very confident that the

villages are among the safest places in russia right now, and i'm also extremely confident in the way that our security agencies have prepared for the safety of athletes. >> and the opening ceremony for the sochi winter olyic games takes place next friday and much of the athletes will get there much sooner, and i'm headed to sochi tomorrow, and covering all of the big news of the day from russia to the protests and the controversies, too, and i will give you a behind the scenes look at the excitement of the games, and check out my blog on washington.com, and go to facebook and follow jim handly, and one word, and i know that you have been to siberia, but in is sounding like a oxymoron, the russian riviera, and i have the storm 4 weather app, and the high today in sochi was 60 degrees. >> second day in a row. >> and a few days in a row, you have been checking it. >> the only thing i have to hold on to, palm trees. >> and you are talking about the security, but as a reporter

getting ready to go there, you are facing security precautions as well? >> yes, challenges. and for new restrictions, i cannot bring this phone or my tablets, and we have one smartphone we can take, and they have had the number on the phone for months, and there is no expectation of privacy, and we are going to be on camera and every text and communication i will send is legal and part of the culture there. >> and your reports are going to start when? >> leave tomorrow and the following week we begin thursday, friday. >> and are you going to bring us back one of the hats? >> maybe some nesting dolls, and i know the hat you want, vance. >> safe travels, my friend. >> and much of the southeast is dealing with the winter weather, and the icy roadways can be found all over the region in areas that rarely ever get snow. the weather channel's mike seidel is in fayetteville, south carolina, and he had this report a moment ago.

>> in fayetteville, we had sleet and snow, and now it is all sleet, and the temperatures and the clouds around the freezing mark, and the roads are fine. remember, with 32 right now, but the air is dry. by tomorrow morning the temperatures are going to be down in the teens, and we have a winter storming until 9:00, and we will be here for five to the eight inches, and right here on the interstate kcorridor, and this is a big p deadeal, becaus snowfall is 3 to 6 feet. >> what kind of place is that where it is only that much traffic? >> well, they are all home. is that it, doug? >> well, if you think it is hard to get around here when it snows a little bit, in the south, they are having a mess of thing and entire interstates are shutdown because of the ice and the snow.

for us, the cold side, and 18 degrees right now with a windchill of 7, and a cold day, and we are seeing a lot of them in january, and snow is making the way down, but it is not making its way all of the way down, and not seeing it reporting over annapolis, and waldorf, and starting to see the way to the light snow, and the reason is because of the atmosphere not too dry to reach the ground yet. it is coming, and we have a loft the moisture to the south, and norfolk to raleigh, and these locations could pick up 3 to 6 inches, and some parts of norfolk, 6 to 12 inches of snow, and maybe a foot down there to virginia beach. and the same thing for atlanta and mamacon, georgia, and they don't see our weather at all. nothing at 6:00, and cold weather, and that is what we have, and the snow, coming down to southern maryland and the neck and fredericksburg and culpepper, and that is it. it will make it up to the i-95 corridor, but it is going to be so light here, and if you live north and west of d.c.,
