forecast. >> storm team 4 meteorologist tom kieran is here with more. tom? good morning. the patchy ice north and west of us, otherwise no travel problems but we do have a winter storm warning just issued. all the counties including howard, montgomery, loudoun, northern faulkier, this is for tonight into wednesday. this morning into this evening we are fine, but mid to late evening we could see a quarter inch of ice possible in this zone. could be a real mess on area roads tomorrow morning. likely we'll have delays tomorrow morning because of that icing coming in tonight. but for today, we'll have just some clouds in and out this morning with patchy fog and ice. watch out for that this morning. we'll be in the upper 20s through mid-30s until noontime. by mid-afternoon temperatures

million program to implement new technology to protect getz cyber theft. the goal is to have it ready by early next year. this morning the "usa today" is reporting more than 800 soldiers received illegal kickbacks and fraupt payments when they persuaded friends to sign up for the wars in iraq and afghanistan. the payments totaled $300 million with individual soldiers pocketing as much as $275,000. the recruit program ran from 2005 to 2012. closing arguments could start today in the trial of brian mahiew. the timing of closings will depend on whether the defense presents a case here. if it does not, closing arguments could begin in a few short hours. officers all over virginia are looking for a police reservist who has been missing

since friday. this is 45-year-old kevin quick last seen leaving his mother's home in nelson county south of charlottesville. authorities became concerned for his safety when his silver suv was spotted in the background of this atm surveillance photo. you can see it there. they eventually found that car abandoned more than 100 miles from where quick was last seen. >> i hope that they will catch the person that did this to him. i feel sorry for the family. >> you'll see cars parked all over the place for no reason. i mean, that's just the way it is around here. >> the surveillance footage also turned up with this man's photo. officials are not sure if he's connected to the disappearance of quick but they are looking to question him. 4:34 now. the d.c. police officer's union wants the city council to reject a deal to give the officers their first raise in six years. the arbitrator announced the terms of the deal. officers would get a 4% raise retro active to the middle of last year. they have received nod raise this year and a 3% raise after

that. the union says that doesn't keep up with the cost of living or make up for the past six years. this morning police are looking for the driver who hit a teenager on his way to school and then drove away. this happened yesterday morning off 17th street near lyman place in northeast d.c. day marcus grant was about to cross the crosswalk on his way to the bus stop when the car hit him. grant hit his face on the window of the car and the impact knocked out two front teeth and split his lip. by the time he came to, the car was already gone. >> i was just in shock, that's all. i was just in shock of being hit by a car. and all i know is after that happened i just got up and ran home. >> when i see his face, at that point i'm instantly mad because i'm like, you hit my son and didn't stop. >> grant's mother says he needs dental surgery to replace his teeth and will have a permanent scar on his lip. police say they don't have much to go on here.

welcome back. today facebook turns ten. this morning mark zuckerberg reflected on the past decade in what else but a facebook post. he said it's been amazing to see the world use the site as a tool to build a real community. facebook was created back in 2004 when zuckerberg and the harvard class decided to launch that social network site just for students was the original idea. zuckerberg appears on the "today" show to talk about the milestone and the company's future. construction on the new

arlington county homeless center own 14th street will cost about $5.5 million. $15 million in totalas been set aside by the county for a complete remodel of the building, including the cost of furniture, phones and non-construction renovation costs. the two-story remodel could begin as soon as march. the county board will choose an official bid on february 22nd. well, the honeymoon is over for kids in stafford county who have to make up the snow days they have enjoyed this winter. that means they have to go to school on president's day. students also have classed on may 23rd and june 11. school is supposed to get out early on those days. >> it is fun to enjoy i the snow day but then the makeup comes. >> it would be nice if winter could end. >> amen to that. we'll go to tom kieran. it is still early february, tom. dream on, dream on. yeah, we've got to get through the rest of february. there is the sky over washington now, mostly cloudy. watch out for patchy ice in this red zone. what did not dry out overnight

is frozen up solid this morning. shenandoah valley, the panhandle of west virginia into frederick county, so watch out. the pavement looks wet. in fact, that could be patchy ice because temperatures are at or below freezing in most of the locations, including nearby suburbs in maryland and virginia. near the bay right at freezing. hour by hour, we'll have sunshine in and out through the morning. near 30 by 8:00. then by noon, the mid-30s. aught to be near 40 degrees by mid-afternoon. here's the timing tonight for icing. some rain likely beginning to move in around 8:00 to 9:00 with icing north and west. so a combination of rain and light icing initially. but then the icing begins to accumulate 10:00 p.m. through midnight all the way into dawn tomorrow when we have the ice accumulation. i'll show you that area that's going to get the highest amount and we'll look at the timing on when it will be ending coming up in about ten minutes. now a look at our traffic with

i'm molette green. the food and drug administration is just releasing this info about this $115 million effort called the real cost. and it shows young people with wrinkled skin, yellowing or missing teeth to try to scare them off. the feds want to reach kids 12 to 15 with these commercials and print ads to start running next week. and to see if all of this is really going to work. the plan is to follow about 8,000 of them for two years. that is the latest from the live desk, i'm molette green, back to you. the senate is expected to pass the farm bill that dictates corn subsidies to food stamps and the cost of an acre of farmland. the bill sailed through the house yesterday. most notably, $8 billion was taken away from nutrition assistance and food stamp programs. the bill will cost taxpayers $956 billion over the next ten years. also on the hill today, the

senate will hold a hearing on the safety of west virginia's drinking water. west virginia's secretary of state natalie tenant is expected to testify. earlier this month 10,000 gallons of toxic chemicals leaked into the elk river. that river flowed into a water treatment plant and contaminated drinking water for about 300,000 people. since that leak, federal regulators are looking into how the state monitors chemical storage. as soon as today the autopsy results for award-winner actor philip seymour hoffman could be released. he was discovered on his bathroom floor with a syringe in his arm and several bags of heroin inside his apartment. the new york medical examiner's office is looking into whether or not the heroin found near hoffman's body is linked to a blend of heroin and synthetic morphine. batches of the dg mixture have been found in our region since september. 37 heroin overdose deaths have

been reported in maryland alone. according to doctors at the bread for the city clinic, the bad batches of heroin contain a mixture of heroin and other chemicals like synthetic morphine making them more potent and more dangerous. health officials are putting teams of people together to try to stop overdoses from happening. >> they are meeting quarterly to discuss data results and trends around a possible increase in deaths related to opiate abuse. >> the bread for the city clinic at 16th road southeast is handing out overdose kits and educating people how to use them. bob and maureen mcdonnell have to watch what they say around friends and family. a judge ordered the former governor and his wife not to discuss his corruption case against him. the judge orders the mcdonnell not to have contact with potential witnesses ahead of their trial in july. the lawyers want the restrictions lifted so they would only be banned from talking about the case. d.c. fire and e.m.s. could

wrap up their investigation into how a man died outside the fire station by the end of the week. vincent gray says two weeks ago 77-year-old frederick mills collapsed across engine 26 in rhode island in the northeast. his family says no one in the station would help. gray said he has spoken with the mills family. >> we will get to a conclusion as soon as we possibly can. we want to do it quickly. we want to do it thoroughly and we want to do it fairly. and i know that his daughter wants to see justice done. i've talked to her twice. >> d.c. council member tommy wells tells news4 and investigation confirmed the 911 dispatcher sent an ambulance to an address in northwest instead of northeast. mills will be buried on saturday. 4:48 is your time now. the clock is quickly counting down to the start of the 2014 olympic games. we are just two days away from the start of competition in sochi.

you are looking live at the village of the gateway to the mountain cluster of venues. today the local college students will begin a once in a lifetime journey to get a behind-the-scenes view of the olympics. 27 grad students are working on an mba in sports management from george washington university. they will spend the next two weeks in sochi learning how the games are run. they will meet with olympic sponsors, see broadcast operations, visit the athletes' village and learn about the marketing of the event. the professor of the class has taken students to the olympics forhe hands-on experience for more than a decade. our forecast is 30 seconds away now, but first the olympic torch making its final stop today before it ignites the olympic cauldron in sochi on thursday. the torch is touring the capital of the region where the games are being held. it is stop 134 on a relay that has seen the flame reach the highest point in europe, the deepest lake in the world, and even the international space station. you might remember that.

the fact that some of that moisture from yesterday just didn't dry out overnight. and it is frozen up this morning. watch out for that. then we have a winter storm warning for tonight. and that is for -- oh, boy, icing coming into tonight. and that iciness will be tonight into tomorrow morning's commute. so stay tuned. right now, though, where do we have the patchy ice and the slipperiness is generally the shenandoah valley, the panhandle of west virginia, northern loudoun county and maybe extreme northern montgomery county into frederick county, washington county. so watch out for that. the patchy ice is due to that moisture from yesterday. they got that sloppy snow, but look at this. we have a new winter storm warning for this evening into wednesday afternoon. it includes all these counties including howard, montgomery, loudoun, shenandoah valley, much of the panhandle of west virginia and western maryland. this is for icing tonight. i think there's a possibility we could get a half inch to as much

as a quarter to half inch of icing on the elevated surfaces. that's rain that falls, freezes on tree limbs and power lines. and that's going to be causing problems, especially in the untreated surfaces like sidewalks or pavement that has been icy and delays will be likely tomorrow. much of the region is in the 20s to near 30 degrees. and hour by hour through the day today, we'll have our temperatures getting above freezing by mid morning. by noontime, partly sunny, the upper 30s. that's hovering near 40 degrees during the afternoon. then tonight is when the icing will begin to really pile up. and chuck bell is in the storm team 4 weather deck to look at the areas most under that risk. >> reporter: thank you very much. slippery puddles out here on the sidewalks first thing this morning. watch out for that. tonight into tomorrow morning could be a much larger problem. in and around the metro area, a

freezing rain threat for sure but mostly the elevated surfaces with temperatures hovering generally just at or slightly above the freezing mark. metro south just at or slightly below freezing. western parts of fairfax county to montgomery county, an icy glaze is possible. a much higher risk of a much larger problem into northern maryland where temperatures will not just be at the freezing mark, they are well below the freezing mark. freezing rain up to a half inch of ice. and again, that's a high risk. so this part of northern maryland, frederick county, into the panhandle of west virginia, may including the northern shenandoah valley. that could be severely impacted where the danger zone is for the northern end of 270 out to interstate 81. tom? thank you, chuck. we'll probably have delays tomorrow morning, so be sure to tune in to nbc4. stay with us throughout the day as we update you on that. then some rain after that ice begins to melt off tomorrow morning through midday wednesday. maybe sun back in the afternoon with highs in the upper 40s.

complex near doristown. the firefighters say this started when clothes inside a dryer sparked. no one was hurt. today you can offer your opinion about a plan to transform the white oak area of montgomery county. the county council holding a public hearing at 7:30 tonight on the proposed white oak science gateway master plan. that's highlighted here on the map. the idea here is to turn business parks and the fda village into a more livable community. the county also wants to use a rapid transit bus system to make it more commuter friendly. a new scholarship is giving away $25 million for these upcoming school years to a select set of students. the dream u.s. scholarship will be awarded to students who were brought into the u.s. illegally as children. early numbers estimate the scholarship will be awarded to about 1,000 students for this upcoming school year. each year about 65,000 undocumented students graduate from u.s. high schools across the country. the scholarship was created by a
