virginia. grant, hampshire, jefferson, mineral and morgan county schools open two hours late today. >> storm team 4 meteorologist tom kieran is here now with what you need to know to get ready for the day ahead. schools are delaying due to patchy ice that's around this morning from yesterday's sloppy snow that fell. it is frozen up this morning, so watch out for that as we are in the upper 20s to near 30s. most of maryland and virginia, west virginia, including our nearby suburbs. and right near washington and right near the bay we are at or below freezing. here are the future temps, we'll have them around 8:00 or so. still below freezing in the 20s to near 30 degrees. then by noontime for the lunch hour, we are in the mid-30s to above freezing everywhere else. then peaking this afternoon, partly sunny to mostly cloudy near 40 degrees. i think much of the region is there for the afternoon. the big story today is the patchy ice north and west of the metro area. big winter storm warning for tonight. it does include this area here

would only be fined if police busted you with an ounce of pot. some council members want to change part of that bill. >> well, some members, i believe, are still concerned about smoking marijuana outdoors. that they still want to make that a criminal charge to be arrested and locked up. >> now d.c. mayor vincent gray supports decriminalizing marijuana. according to a recent poll, 63% of washingtonians want to legalize pot. >> a federal judge will hear arguments today in the challenge to virginia's same sex marriage ban. virginia's new attorney general mark herring accepts the challenge. 5:04 now. republicans in the house of delegates responded with legislation. the house passed a bill yesterday that gives lawmakers standing in lawsuits at which the governor at the attorney general has chosen not to participa participate.

today the judge will hold a recall hearing for eugene delgadio. opponents filed a petition citing a rarely used law reflecting neglect of duty or incompetence. he called that an effort to disenfranchise voter who is elected him four times. he was censured last year for misusing connecticut funds but he was not indicted for the actions. new concerns for pregnant women this morning. the impact the cold and flu season could have on their unborn child. and while the pilot of the plane behind these controls is being call adhere row this morning. watch out for patchy ice north and west of the area. we could

with a lot of clouds around. then overnight tonight, the colder air begins to move in as rain arrives. we'll have some rain initially with temperatures in the low 30s by around 8:00. but some light icing north and west of us by then. then by 10:00 much of the region including the metro area and points north and west of i-95, icing is likely by 10:00 this evening as we'll be hovering near freezing. then maybe a little below freezing by midnight. icing likely continuing north and west of the metro area. and that is likely going to continue all the way into the morning commute on wednesday. then we've got a third punch winter storm coming in for the weekend. i'll look at that coming up at 5:21. danella, any problems about the patchy ice this morning on the roads? tom, i'm just getting the report of an accident in manassas. no word if it is ice-related, but a lot of the local roadways i've seen a light glaze of ice. be careful leaving your neighborhood, but this is in manassas along wellingford drive

this morning a pilot is being hail adhere row for crash landing a plane instead of hitting a ymca building. the plane was making a second attempt to land at a national airport when it started to go down. the pilot maneuvered the plane well enough to miss the ymca by just 20 feet. all four people aboard the gulf stream plane died when it hit the ground. the pilot's skill saved dozens

of lives. 5:14 now. an escaped prisoner is back behind bars. michael david elliott tore holes in two fences sunday night to escape from a michigan prison. once out elliott kidnapped a woman and stole her car. she escaped and called police. later the car was spotted at an indiana gas station. that's where police tracked him and eventually arrested him. today in the prince george's county, closing arguments in the trial against brian mahiew. he faces murder charges in the death of his uncle niko. the timing of the closing arguments depends if the defense presents a case. now to the search for a missing police reservist. kevin quick has been missing since friday last spotted at his mother's home in nelson county three hours southwest of d.c. near charlottesville. authorities became concerned for the 45-year-old when only his silver suv was spotted in the

background of some atm surveillance footage 100 miles from where he was last seen with him nowhere in sight. >> spotted by a deputy within the sheriff's county office. it was abandoned and obviously we were on the scene. and we are currently examining that vehicle as evidence. >> further clues as to quick's whereabouts include this man's picture. mark seagree is furious with an arbitration ruling that officers will be receiving. officers get a 4% raise retroactive to the middle of last year. they receive no raise this year and a 3% raise after that. the union is upset that the deal does not make up for six straight years the officers did not receive raises. 5:16 now. a teenager is recovering after being hit by a car on his way to school. this happened yesterday morning off 17th street.

marcus grant tells news4 he was about to cross at the crosswalk on his way to the bus stop when the car hit him. grant hit his window on the front of the car. the impact knocked out two teeth and split his lip. by the time he came to, the car was already gone. >> i was in shock from being hit by a car. and all i know is -- >> when i see his face, i'm instantly mad because i'm like, you hit my son and you didn't stop. >> grant's mother says he will need dental surgery to replace his teeth. and he'll have a permanent scar on his lip. police don't have much to go on right now but he does know that the car was white. it looks like arlington county will spend $5.5 million on just the construction portion of the new homeless shelter. $15 million was set aside for the complete overhaul of the new center on 14th street in the courthouse neighborhood.

that money includes furniture and a slush fund. the two-story remodel could begin as soon as this march right after the county board uses the official bid for the work on february 22nd. new jersey governor chris christie says his office is cooperating with a federal investigation into lane closures near a busy new jersey bridge that caused traffic jams for four days. federal investigators are looking into what christie knew about the closures and when. kris the eachristie's former chf is envoking her right not to be in court. lawmakers are looking into whether the closures were politically motivated. family and friends are mourning the loss of former vice president walter mondale. the family says she died yesterday in minnesota. mondale built a reputation as a national cultural arts advocate when her husband served as vice president under jimmy carter. she was nicknamed joan of arc

because of her passion. joan mondale was 83 years old. 5:18 is your time right now. a disabled veteran waiting for benefits from the government should receive them by the end of the year. the department of veterans affairs says it will end the backlog by 2015. the v.a. had 600,000 cases pending last march and reduced it to h400,000 by november. many claim their benefits were denied or cut incorrectly. 5:19. the winter weather is not letting up today, so this means a mess to our north and west. check out what areas of pennsyania are dealing with this morning. anywhere from 9 inches to more than a foot of snow fell yesterday. cars on the side in ditches. people trying to run through slush. in new york city about 8 inches on the ground. tonight, freezing rain and ice is headed both here and their way making for an even nastier situation. we'll check back in with

meteorologist tom kieran in less than a minute for more on the forecast. the weather could keep you from catching a flight today. here's a live look at reagan national airport with three flights canceled there right now and a similar number at dulles and bwi marshall. but there are more than 460 cancelations nationwide already. airlines are still dealing with a backlog of yesterday when more than 2,000 flights have been scrapped and more than 5,000 were delayed. all right. coming up on 5:20, 33 degrees outside our studios. and we are waiting again for more awful weather to come in. >> it sounds like a broken record. storm team 4 meteorologist tom kieran, are we getting a break any time soon, tom? >> respite days on thursday and friday, but we are dealing with another winter storm coming our way tonight. as we start off this morning, we've got patchy ice lingering from yesterday's sloppy snow that fell north and west of the metro area. it's in the red zone showing a little bit of patchy ice.

watch out, the roads could be wet. someonen doe washington valley, much of western maryland, frederick county and montgomery county, nearby neighborhoods, watch out. you may see shininess on the roadway. that's likely ice this morning. but i think that will be melting off mid-morning with temperatures in the 30s. then later on we'll see temperatures hover near 40 degrees mid-afternoon. then here's the timing on rain arriving this evening. this is as of 9:00 this evening. the area in green is rain. the area in pink is some rain that freezes on elevated surfaces. that's going to be into the shenandoah valley and get closer to washington. the eurozone is maybe the owner of moderate rain near the metro area, but it is the pink north and west of washington that could need de-icing. maybe snow and sleet along the pennsylvania border. this is midnight tonight. then by dawn tomorrow we'll have the icing continuing north and west of the metro area. that's the highest

concentrations of ice. this is as of 6:00 wednesday morning. not a lot of icing around the metro area with a light glaze. then a is going to be causing likely some delays tomorrow morning. storm team 4 four-day forecast, we'll get more rain lingering through midday wednesday and a sun back in tomorrow afternoon with highs in the 40s. then thursday and friday those two days of a respite thankfully. and a bit colder with the 20s in the morning, afternoon highs to near 40 and partly sunny on thursday. again, friday, increasing clouds. sunday into monday we have the possibility of a coastal storm with snow, sleet, rain, some accumulations of snow and wind are possible. stay tuned. we'll keep you informed on that. the beginning is on sunday into monday. now we'll check on the roads with accidents around, danella? around the beltway in the district, no reports of accidents.

the next two weeks learning how the games run. they will see broadcast operations and visit the athletes village and learn about the marketing of the event. the professor has taken students to the olympics for more than a decade now. the olympic organizers said this weekend that hundreds of rooms were not ready for guests. this morning a new promise that all the rooms will be available by the end of the day tomorrow. weather caused delays in construction of some of the room where is the media has been housed. now many just need to be clean before xeem move in. athletes are using these days before the games officially start to test out some of the unions. these are speed skaters getting time on the ice at the long track venue at the marina. they will have to be the

breaking news out of montgomery county this morning, a burtonsville subway sandwich shop was the latest victim in a smash and grab. megan mcgrath is live on the scene now, megan? >> caller: well, eun, you can see the front door here where the robber actually broke the glass and made entry into the subway. from there he walked through the subway shop here into the back area. take a look inside here. there was a cash drawer, you can see it sitting here on the corner of the table, i'm told by the owner the cash drawer was actually over here. it had $150 in cash in it. the robber took that cash, and this is kind of interesting. then he went up here, there's a dvr system connected to security cameras, there are a number of security cameras inside the subway shop. he took that security camera system so there's absolutely no

record, no video of the person who committed the crime. they also went into the interior here underneath the count irwhere there was a safe. he took the entire safe, actually. took it with them and then left the scene. now, we've been speaking to the owner and the same thing happened about three months ago. >> it happened something like three months ago. they broke the front door and they came in and they took the safe box and the money and broke the video system. >> reporter: and police were here early this morning. they have been dusting for fingerprints, collecting other evidence. as you mentioned, there's been a string of similar smash and grabs in montgomery and prince george's counties. police are looking into connections. in some of the other instances, there is surveillance tape of the person responsible. but unfortunately in this case

the schools are delaying because of the sloppy snow that fell yesterday. it's patchy ice around out that way and even locally around the metro area we are below freezing in the 20s. so if your front step or sidewalk look wet, that's likely ice. so watch out. watch your footing this morning. and hour by hour today we will have some sunshine in and out the morning. we aught to be getting above freezing at 9:00 to 10:00, but patchy ice through 8:00. then the mid-30s near 40 degrees by mid-afternoon. and that's when we'll begin to see the approach of some rain moving in. that's going to be after that into this evening with all the counties in color under a winter storm warning for tonight. and into wednesday afternoon. this is for icing with the possibility of a quarter inch to half an inch of ice north and west of washington into the mountains. dangerous travel overnight. wednesday morning delays are likely.

they have planned to do it anyway, so has visa and mastercard. later in the year, target is now moving the date up by six months or so. after this massive security breach over the holidays affected 40 million people with their credit cards. as many as 70 million more with their personal information. we have also learned this morning this was not the last time but apparently a strange of hotels are looking at a possible data breach in their restaurants. credit card numbers are stolen there as well. neiman marcus was hit over the holidays. their chief information officer has testified, but that hearing is before the senate judiciary committee in just about five hours. the target breach is part of a larger debate on who should collect your pirnl information. retailers say banks, but what should i upgrade to? in the day ahead, president obama heads just up the road

cold temperatures aren't just causing headaches here in the east coast. out west a week of freezing temperatures back in december now costing millions for citrus growers. about $441 million were lost in naval, mandarin and lemon crops based on the cold here or because of the cold. that means the prices of all citrus fruits will go up at the grocery store. juice prices won't be affected. the majority of california's citrus crop is eaten as fruit, not just. 5:40. many children in northern virginia won't have president's

welcome back at 15 before the hour. d.c. mayor vincent gray says the fire and ems department could wrap up their investigation into how a man died outside a fire station by tend of this week. more than two weeks ago mederick mills collapsed outside this fire station. no one in the station would help. gray says he's confident the investigation will come to a conclusion soon. >> we'll get to a conclusion as soon as we possibly can. we want to do it quickly, thoroughly and fairly. >> d.c. council member tommy wells tells news4 an investigation confirmed the 911 dispatcher sent an ambulance to an address in northwest instead of northeast. mills will be buried on saturday. it is now 5:46. bob and maureen mcdonnell will have to watch what they say around friends and family. a judge has ordered virginia's former governor and his wife not to discuss the corruption case against them.

the judge ordered the mcdonnells not to have contact with potential witnesses ahead of their trial in july. the lawyers want some restrictions lifted so they would be only banned from talking about the case. and in the day ahead, embattled loudoun county supervisor eugene delgadio will be in court for a hearing regarding neglect in duty and incompetence. he called the effort to disenfranchise voters who elected him four times. last year the loudoun county supervisors censured him for misusing funds. he was never indicted for his actions. watch for developments in the challenge to virginia's same sex marriage ban. a judge will hear arguments today in a lawsuit that claims the ban is unconstitutional. northern virginia reporter david culver is in norfolk for the hearing today. so will virginia's attorney general mark herring who supports the challenge m. are upset with herring who say it is

his job to defend this law. the bill may not survive in the democratic controlled senate. today the senate is expected to pass a $1 trillion farm bill. congress has been working to redraft the 11-year-old bill with changes like cutting $8 billion from nutrition asis the answer and food stamp programs, eliminating direct payments to farmers and only giving money to farmers in situations of direct need. the new bill will cost taxpayers $965 billion over ten years. also on the hill today, the senate will hold a hearing on the safety of west virginia's drinking water. west virginia secretary of state natalie tenant is expected to testify. earlier this month 10,000 gallons of toxic chemicals leaked into the elk river. the river flowed into a water treatment plant and contaminated drinking water for 300,000 people. since that leak federal regulators have been looking into how the state monitors chemical storage facilities.

tonight you can tell prince george's county executive rashaad baker what you think of his proposed budget at wise high school in upper marlboro. he'll host another hearing next wednesday night at laurel high school. and today you can offer your opinion on a plan to transform the white oak area in montgomery county. the hearing will be held at 7:30 on the proposed white oak science gateway master plan in the area you see here. the idea here is to turn business parks and the fda village into a more livable community. the county also wants to use a rapid transit bus system to make that area more commuter friendly. 5:49 now. thanks to a new scholarship opportunity, children who were brought into the u.s. illegally could get a portion of a $25 million fund for education. dream u.s. scholarship will be awarded to students who were brought into the u.s. illegally as minors. early numbers estimate 1,000 scholarships will be handed out for the co year. each year about 65,000

unexpectedly, the bang you hear sounds like the car is going to break. >> i just go, ouch! most of us travel the same roads every day and think the road is fine, but potholes erupt overnight and i have seen a few more new this morning. we'll lookout for patchy ice in addition to the potholes this morning. some of the sloppy snow that fell last night is frozen up this morning. that's patchy ice. and the winter storm warning for tonight, icing likely tonight into tomorrow morning. but the patchy ice zone is mainly where the heaviest snow fell. yesterday, shenandoah valley into the panhandle of west virginia and northern maryland along the pennsylvania border, frederick county, northern, loudoun, extreme montgomery county. watch out for that. and the iciness may be around the metro area with temperatures below freezing. your front steps and sidewalk could be wet. in fact, that could be patchy ice. we are in the 20s to near 30 degrees around the metro area and right near the bay. hour by hour today we'll have our temperatures getting above

freezing. i think by around 9:00 this morning that aught to be getting into the upper 30s by noon and then hovering right around 40 degrees during the afternoon. a little sunshine in and out this morning through noontime. then clouding up during the afternoon. then it's tonight when we could get some icing. winter storm warning, all these counties highlighted here that includes loudoun, montgomery, howard, into frederick county, washington county, and the panhandle of west virginia, northern shenandoah valley, that is for tonight and into tomorrow morning. a quarter to a half inch of ice is possible causing some dangerous travel on untreated surfaces. that's going to be tonight. maybe some of the elevated surfaces like tree limbs and power lines, and that could mess up the wednesday morning commute. chuck bell is joining us with a look at the timing of that. chuck? good morning, it is 28 degrees out here in front of channel 4 and the puddles in the parking lot are carrying a layer of ice. that's going to be repeated again tomorrow morning as well. check out your forecasted temperatures.

as we start here late tonight and go into tomorrow, starting out as rain in and around the metro area. but notice temperatures at or below freezing by midnight tonight. especially northern montgomery county, northern loudoun county, into northern maryland. that's where the freezing rain is likely to be the most. so slipperiness in and around the metro area, but freezing rain could lead to an extended period of accumulating ice in northern maryland. and temperatures may stay below freezing until well after sunrise tomorrow, tom. so big troubles. >> then some rain after that and temperatures into the 40s tomorrow afternoon. then a break, a needed break for a couple days thursday and friday, partly sunny. cold in the 20s with increasing clouds on saturday. then another storm. this one could be more significant on sunday. a chance of snow developing. a coastal storm we are tracking and watching that here in storm team 4. could be snow, sleet, rain in part of the region. accumulations of snow possible. wind is also possible from that.

opening ceremonies. that is olympic park in the coastal cluster. it is also the home to the ice hockey, skating and krurling competitions. jim handley gave us a tour of the olympic park yesterday. >> and this morning jim is joining us live to give us a different look at the olympic experience. hey, jim. >> reporter: eun and aaron, we are coming to you now from the mountain cluster. that's about 30 miles inland from olympic park we just saw there and about 30 degrees colder. you know, this place looks like an alpine movie set, but about a year ago there was nothing here but a dirt road. up and around this is where the skiing competition takes place. you also have bobsled, luge, snowboarding, down below is where the athletes, spectators and volunteers spend their off-time and money. take a look at the video we just sent in a short time ago. dozens of hotels and restaurants under deadline pressure to get ready for the rush this week. you'll find familiar names like mcdonald's, northface and

marriott. no snow here but that's a gondola right away. we caught up with two doctors on a midday jog. they like what they have seen so far. >> they really enjoyed the training, the snow conditions have been perfect for what they do. they like the course. it's been a fantastic experience so far. >> it was great. i take care of slope and we handled training yesterday. the course was perfect. we'll train here in an hour and they are excited. >> it is comfortable, the food has been great. access has been easy, so they were quite ready. >> reporter: by the way, the river behind me had to be shifted about a year ago to accommodate the new construction, not just here in the village, but also on the highways and on the railroads, too. together those two transportation systems cost $8 billion to build. we are heading back on the rails to the coastal cluster a little bit later on. you should know that's open to the general public. security is extremely tight all the way up and down.
