family and friends will say a final good-bye to a washington man who died outside a d.c. fire station. the funeral will happen at 11:00 this morning at the canon baptist church in northwest. mills was dying across from a fire station last month. his daughter begged firefighters to help but they refused and told her to call 911. the ambulance was sent to the wrong address. mills died waiting for help. we are following a developing story in northern virginia. an all out manhunt in the murder of a popular music teacher. last night, police released a sketch based on the accounts of the only person to witness the crime. >> reporter: take a close look at this composite sketch of a balding man with gray hair and a full beard. it was developed based on the only known witness to the murder of ruth ann. >> of course, if it looks exactly like someone they know, that's perfect. but we also want them to look at

it and look at the features and see if it reminds them of someone they've seen. >> reporter: the woman shot and killed after answering a knock at the door of her alexandria home thursday morning. her mother's care giver who was also wounded provided the description. >> there's been a high profile with this homicide case. he may be taking pains to change his appearance. >> reporter: police do not believe that a well known and loved music teacher knew her killer. she lived on ridge road drive for decades. >> a mother, a friend, a neighbor, a fellow church person. she's been here for so long, and you would have to walk many miles from here to find somebody who doesn't know them. >> reporter: her death is a disturbing reminder of two other unsolved murders in alexandria. nancy dunham in 2003 and ron curvy late last year. many are asking, could they be

connected? >> somebody coming in and killing him for no reason at all, no rational thought. like being struck by lightning. >> reporter: darcy spencer, news 4 today. >> and many people living in the community are feeling a mix of sadness and fear. and that's leading them to change their habits. more people are saying they are locking their doors and refusing to answer the doors to strangers. some are adding security, like peepholes to their front doors. outside ladados home, there's a growing number of memorials and sheet music. police say they will keep a strong presence in that community. if you recognize that man, call police. we have posted the sketch and interviews with neighbors on our website. happening today, two major meetings about possible changes coming to d.c. neighborhoods. the first is a major proposal to revise the master plan for ward one. jim gran will talk about the

review. the meeting is happening on gerard street northwest. it's happening at noon. and then the second meeting is about revitalizing the capital quarter neighborhood. it's a 23-acre misused development project. council member tommy wells and d.c. housing authority are hosting that meeting. wells is running for d.c. mayor. the 2014 winter olympic games are underway. it is the first day that athletes will receive their medals. and today, we'll see figure skating, speed skating and ice hockey among some other events. this all comes less than 24 hours after sochi started things off in style during the opening ceremony. the world was watching as sochi kicked things off. but this morning, one mishap has the world buzzing, especially online. take a look. one of the olympic rings did not light up as planned. it was supposed to grow from a smaller snow flake and shoot

fireworks. you'd never know there was a problem if you were watching the ceremony in russia. instead, russian tv cut away from the mishap to show video of a rehearsal, making it look like everything went off without a hitch. and nbc 4 is the place to go for coverage of winter games. coverage of today's events start at 2:30 this afternoon with men's ski jumping, biathlon. prime time, men's snowboarding starts at 8:00. and after that, stick around for news 4 at 11:00. passengers on this plane say they captured cell phone video of the man who tried to hijack a plane and diverted to sochi. now, this morning, new video moments after the takedown. and a maryland man locked up in cuba. the visit he just got in prison, and why it could be beneficial. and conversation recorded. this morning, the clues that could help determine who tapped a u.s. diplomat's private phone call. >> we're on twitter and facebook.

this morning, we now know a hijacking attempt geared at the olympics opening ceremony was a hoax. cell phone video shows the alleged hijacker on the right wearing a red jersey. passengers say he claims he ha a bomb. he demanded the istanbul bound flight head to sochi. the pilots pretended to comply, instead, landed in turkey, triggering a standoff before police arrested the passenger. police say the 45-year-old was drunk and did not have a bomb after all. a congressional delegation says they met with a potomac man jailed in cuba. vermont senator bernie sanders met with 64-year-old alan gross

for about an hour yesterday. he called the visit productive for u.s./cuban relations. cuban police arrested gross in 2009. gross is accused of spying for the u.s. government. but he says he was there to set up internet in jewish communities. the cuban government said it is willing to release gross in exchange for four cuban citizens detained in the u.s. since 1998. the american missionary obtained in north korea has been moved to a labor camp. kenneth bay was arrested in 2009. the u.s. state department tells his sister, it is concerned with his health. bay is accused of using his tourism business to form antigovernment groups. the state department is working for bay's release on hum humanitarian grounds. people in japan are recovering this morning after a 4.2 magnitude earthquake hit the country. just off the eastern coast on the line with fukushima. japanese authorities say no one

was hurt and that the area is not under a tsunami warning. there was some initial concern because of just how close the quake was to the disaster at fukushima nuclear power plant that failed back in 2011. those fears were dismissed after the facility was checked for impact. this morning, a teen's ambitious plans that have many people asking, are you serious? and a chance of snow today, let's go to chuck. >> snow chances are high. snow amounts, though, may be very, very low. whether or not that's good news, that's up to you. i'll be back with the timing of xt. snow fs see y almond.

the u.s. finds itself in a diplomatic tight spot with russia just as the winter olympics gets underway. a secret phone call leaked to the web over the unrest in ukraine and it included choice words. andrea mitchell has more. >> reporter: vladimir putin's government is having a field day over america's diplomatic stumble. as protesters chanted outside the u.s. embassy in moscow. >> reporter: the top u.s. diplomat for europe trying to make light of her very undiplomatic gaffe. >> it was pretty impressive trade craft. the audio was extremely clear. >> reporter: too clear. nuland was heard around the world talking to the u.s. ambassador to ukraine and using
