are in virginia. culpeper, page, rappahannock, spotsylvania county schools will open two hours late today. another busy day for storm team 4. and a cold start to the week. we'll see more snow before the day is over. first we have to get through cold temperatures. meteorologist tom kierein with more. keep your warm winter coat handy. you're going to be needing it this morning as we're down below freezing. just near 20 degrees in our far northern and western areas in the rural areas. closer to washington, only near 20 in montgomery county, too, southern part of the montgomery county, and around the beltway. we're in the low to mid 20s including prince george's county and into fairfax county. staying in the mid 20s through 8:00, bright sunshine today, though. a light wind. i think by noontime should be around 30. only reaching the mid 30s by mid-afternoon. then overnight tonight, snow begins to move in. here's the timing. i think by midnight or so, light snow coming in. earlier than that. after that, we'll have the snow picking up, only for a couple of

hijacked a plane bound for rome and flew it to geneva where he reportedly wanted to seek asylum. none of the 202 passengers were hurt. the co-pilot was taken into custody after the plane landed. not clear why he wants asylum. the incident caused some cancelations and other flights to be diverted including one from dulles. the plane was supposed to land in geneva this morning. it was diverted to zurich, though. it is now 5:03. new this morning, we want to show you new video of secretary of state john kerry that just came into the newsroom. this was from his news conference with indonesia's foreign minister. it's comments that he made about syria, though, that are making the headlines. he blamed syrian president bashar assad for the breakdown in peace talks with opposition leaders. kerry accused assad of refusing to discuss the possibility of a transitional government. he also urged russia to push syria to resume peace talks. russia is syria's main ally. today family and friends will say good-bye to a virginia

police reservist killed earlier this month. a private funeral will be held for kevin quick near charlottesville. there will be a public memorial this morning at the university of virginia for everyone who wants to pay their respects. quick vanished a little more than two weeks ago. police found his body a few days later. they've arrested six people in connection with the death. they have not charged anyone with murder as of yet. we're working to find out when gas will be allow -- guests will be allowed into their rooms at bwi westin hotel this morning. hundreds were ordered to leave after a carbon monoxide leak was detected. anne arundel fire officials said nine people were hospitalized after getting sick in the laundry room. firefighters quickly shut off utility service to the hotel and shut off the leak. out-of-town guests were forced to find somewhere else to sleep. >> from illinois, here for the weekend. just came back from church and couldn't get into the hotel. we're trying to figure out where do we go. >> fire officials say eight of nine people hospitalized were hotel staff. all are expected to be okay.

new this morning, we are getting a better look at a tow carr that crashed into a plane at bwi marshall airport. it happened yesterday as passengers boarded an american airlines flight to dallas. the tow driver was taken to the hospital where she was treated and released. passengers had to get off the plane and were rebooked on another flight. five minutes after the hour. the final full week of competition in the winter olympics kicks off with more weather problems. looking live at the olympic caldron this morning in sochi. news4's jim handly live in sochi with us for more on the weather impacts and what folks need to be watching today. good stuff, jim? >> reporter: yeah, real good stuff or bad depending where you're performing, the park or in the mountains. we just can't seem to get away from talking about the weather. this time fog caused big problems. take a look at olympic park, over the black sea. kind of tough to sell where exactly you're looking.

you can usually see the mountains off in the mountains. now they are shrouded in clouds. that's caused qualifying for men's snowboard cross to be canceled today. the start of the men's 15-k biathlon has been postponed. it's making for a crowded and busy day. take a look at what else is on tap. indoors, all a-go. meryl davis and charlie white have a good chance of bringing home the first gold in ice dancing in american history. they lead going into the free program. the u.s. could also break a more than 60-year medal drought in the two-man bobsled. right now the team usa sits in third place going into the final two runs. women's ice hockey takes the ice again looking to earn a spot in the gold medal game. they play sweden. last week we introduced you to a barista in d.c. who played for team switzerland. they got shut out by team usa. she's about to head back to d.c. tomorrow to start making coffee again. she told me what it was like it

welcome back. the baltimore ravens are saying very little about the arrest of star running back ray rice. police in atlantic city, new jersey, arrested rice and his fiancee over the weekend. they say the couple argued at a casino, and the argument turned physical. both are charged with assault. the ravens say they are aware of the situation and have spoken to rice, but that's about it. rice's attorney says that this whole thing is a misunderstanding. the lawsuit claiming a culpeper county deputy was fired for reporting another deputy's assault of an inmate is over. a judge dismissed the $300,000 lawsuit matthew manuel filed in october. he was one of five deputies fired three years ago following allegations that former deputy alma brown slapped a restrained female inmate after the inmate repeatedly spit on the officers. brown was convicted of assault. manuel and other deputy were rehired in 2012. virginia governor bob mcdonnell says he'll work with the house and senate to pass a budget. he says he can find some common

ground with both chambers' budget proposals. he also criticized the house for failing to expand medicaid in its proposal. and you'll want to pay attention to what happens today in annapolis if you live or work in maryland. the senate will hold a hearing on a proposal to raise the minimum wage. the bill would raise the minimum wage to $10.10 an hour by 2016. it is $7.25 an hour now. governor martin o'malley supports the bill. you might want to head to old town alexandria today if you have the day off for presidents' day. the city will hold the city's largest parade to celebrate george washington's birthday. here's the route. you see it on the screen. starts at 1:00 this afternoon. elsewhere in virginia, a special tribute will be paid to the country's first president. mt. vernon will waive the cost of admission to celebrate presidents' day and george washington's 282nd birthday. along with the free admission, the park will be opened early at 8:00 a.m. several events will take place to celebrate at mt. vernon today including a stair story share about the life and times of

they found children who were bullied more were likely to have depression and physical health problems long after the blig stopped. those -- bullying stopped. those same kids had a lower self-worth as the years went on. researchers say ongoing mental health checks are necessary for victims. and a new computer program called neurofeedback is helping kids with adhd. doctors at tufts medical center in boston say the program improves focus and attention by changing child's brain wave patterns. children who use the program during a study had better attention skills after six months. right now in phoenix, arizona, police are piecing together what happened at a walmart that ended with the shooting death of a man. detectives there looking over the store's surveys foota which shows two people getting into a fight yesterday afternoon. after the shots were fired, the shooter tried to run. police caught him when a member of his family called to report his location. this brutal winter is proving to be costly for many states. they're being forced to spend millions of dollars to repair

burst pipes, downed power lines, and other damage caused by several winter storms. north carolina's governor says he'll spend whatever it takes to protect his citizens and worry about his state's storm budget when winter ends. 5:19 now. a combination of winter weather and changing temperature is causing a growing pothole problem across maryland, virginia, and the district. d.c. crews are begning to patch up the potholes ahead of their spring push. news4's megan mcgrath is live in northwest washington now. it's probably just getting worse now, right? >> reporter: yeah. it is. all of the snow that we've had, the freezing and thawing cycles is creating a problem with potholes all around the area. take a look at this one here. we're on 16th street prior to upshire street here in northwest washington. and you see the size and depth of that pothole. not good to hit that at any kind of speed. take a look here. we've got a hubcap here. someone obviously took a big hit. just down the street apiece, there's another hubcap. these can really cause quite a

bit of damage if you hit them. in the dark this hour in the morning, they're very difficult to see. we've actually seen a number of people really slam into that at speeds that they really shouldn't. you're going to want to take it easy, keep your eyes open especially in the dark. in the district, they filled 5,700 potholes already this year. their goal and they're achieving it is to do the turnaround. the da repair within three days of receiving the report. they've been able to do that. now their pothole ploo-palooza campaign is coming up in march. that's the push to repair potholes before we start spring. it starts when temperatures get above freezing. they add extra crews during pothole-palooza, and the turnaround for repairs is two days. they're getting a significant leg up here on getting these repaired. you see we've got traffic coming through now. this is a tough one to avoid. they want people to report the potholes. they can't repair them if they don't know where they are.

much of the region should be peaking around 30, maybe low 30s for a brief time. downtown, making it to the mid 30s early to mid-afternoon. back down below freezing tonight, clouds return after sunshine today. and snow is likely tonight. here is the time frame. by midnight tonight, leading edge of the snow moving into the metro area from the west. and initially maybe just a dusting between midnight and around 3:00 a.m. between 3:00 in the morning, then through around dawn on tuesday, it will quickly exit, head off to the east. and then we'll begin to see sunshine back. winds shifting into the south and west. warming up. how much snow will we get from that quick, fast-moving system coming through tonight? maybe a dusting to an inch across northern virginia, the district, nearby suburbs in maryland. farther north, much of the northern suburbs may get an inch or two at the most. and maybe two to three inches in the dark blue zone near the pennsylvania border and

mountains. this may be winter's last gasp. a warmup on tuesday, 40s and sunshine by the afternoon after that morning snow ends. then wednesday, thursday, mild weather moves in. wonderful 50s. it will feel like springtime on wednesday, thursday, and friday. friday maybe a passing rush hour in the morning through midday. then over the weekend, highs in the 50s with sunshine. that's the way it looks now. i'm back with another update, weather & traffic on the 1s, at 5:31. now danella's looking at the first 4 traffic on this president presidents' day. the earlier crash on 295 has cleared. lanes are open. i was watching police activity blocking the right lane here, it cleared. i'm not seeing delays for folks across the 14th street bridge and making the commute into the district. also clear as you make the commute on the dulles toll road. in fact, the greenway to the dulles toll road heading to the dulles connector road, no accidents, no delays.

snow days. a lot of school districts are trying to figure out how to make up for all the lost days without extending the school year. some school systems have even considered adding extra time on to the schoolday. secretary of state john kerry warning of a new weapon of mass destruction. climate change. he says it's to blame for this brutal winter we've been having. news4's danielle lee live on capitol hill now with more. danielle? >> reporter: hi, aaron. good morning. it's not just the u.s. seeing the extreme weather, it's happening around the world. here capitol hill, not everybody's able to attribute that to climate change. in the east, people digging out from the most recent snowstorm. in the west, there's severe drought. england is seeing record flooding. japan is seeing record snowfall. that's why secretary of state john kerry speaking in indonesia compared climate change to weapons of mass destruction. more and more scientists are blaming this kind of weather that we're seeing, these extremes on, climate change, saying it's time the countries come together to talk about

reduce pollution and what everybody can do. that's something we also heard from secretary of state john kerry, calling on individuals to take action. in terms of action on the hill, that is going to be tough. a large group pushing back, not ready it attribute this weather that we're seeing to climate change. they're also saying we need it look at efficiencies and think about the cost of businesses as we make these policies if they were to enact any. the u.s. and china are the two biggest contributors of greenhouse gas emissions. secretary of state john kerry says that china has agreed to work more closely with the u.s. to address that pollution. live on capitol hill, i'm danielle lee, back to you. >> all right. thank you. 5:34 the time. president obama is publicly praising the university of missouri football player who recently announced he's gay. the president made those comments during an interview with former nba star charles barkley during last night's all-star game. he said michael samm is courageous for coming out before the nfl draft. the president compared the debate over openly gay players

in sports to the fight to include african-americans. >> you think about what jackie robinson ended up meaning not just to baseball but society. i wouldn't be here if it weren't for him. you know, i think america's stronger where -- where everybody is being treated. with respect and dignity. >> during the interview, the president also encouraged young people to sign up for health care coverage. maryland's lieutenant governor anthony brown may be the man to beat in the race for governor in maryland. 35% of democrats likely to vote say they support brown. 14% support attorney general doug gansler. 10% favored delegate heather mizeur. 40% are undecided. larry hogan, the front-runner in the race for the republican nomination now, not by much. in fact, 68% of likely gop voters say they are still undecided. maryland's current governor may not even win his own state if he runs for president. according to a new poll, former

secretary of state hillary clinton leads governor martin o'malley by nearly 10-1 among likely democratic voters in maryland. 5:35. today is your last day to see a special exhibit showing the original emancipation proclamation. the national archives in downtown washington is displaying the historic document in honor of black history month. president abraham lincoln issued the proclamation in 1863 during the civil war, freeing slaves in rebel states. lincoln's signature is still visible. after today, the 151-year-old document will go back in storage. also today, you can see the original emancepation proclamation at the national -- emancipation proclamation at the national archives downtown. beautiful display of history there. also today, stop by the library of congress for an open house. the visit -- visit the main reading room and look at exhibits featuring items from the first three american presidents.
