it's cold out there this morning, if you haven't been out there, and snow is headed in our direction right now. storm team4 meteorologist tom kierein joins us with his first forecast for midday this monday. tom? >> yeah, barbara, we have a lot of sunshine, and i'm tracking a storm system over the great lakes. storm team4 radar showing that coming into southern lake michigan, illinois, iowa, wisconsin. this area of low pressure is going to be getting closer to the metro area not until, though, late tonight. between now and then, we'll have high clouds drifting over us. this is what's been happening, looking down from space over the last couple of hours. a few high clouds drifting in, and just past 11:00 here on this monday, presidents' day, temperatures are still below freezing. in fact, it's only hovering in the upper 20s to around 30 degrees in the metro area. nearby suburbs, prince george's, montgomery, fairfax counties, and alexandria, arlington, the district, around 30 degrees. in the mid-20s farther west and north. cold air is in place. that's one ingredient. we've got the moisture coming our way for some accumulating snow later tonight.

i'll show you my forecast for how much we'll get and when it starts and stops, and the warm-up on the way, in a few minutes, barbara. >> thank you, tom. right now, wssc crews are working to fix a broken eight-inch water main in clinten, maryland. chopper 4 over the scene along woodyard road earlier this morning where the water quickly turned to ice. now, the street is closed between old branch avenue and pineview court while crews try to fix the water main. no word on when the road will reopen or when the water main will be fixed. today, fairfax county public schools are in session, making up one of sesnowvel ays this winter. it's just one of several districts that were supposed to be soff on this presidents' day. melissa is live in falls church. melissa, the kids look pretty happy going into school this morning? >> reporter: yeah, not so happy. in class on a federal holiday, barbara, because they've been out of class recently so much, students here in fairfax county

making up for all of the lost time. at george c. marshall high school in fairfax county, it's a simple math equation -- too much snow equals makeup school days for students. one of those days is today. >> i feel great about it. i feel, like, today will be a productive day for me. >> reporter: bundled up on this federal holiday and heading in to hit the books, fairfax is one of several school districts whose students have missed too many days this year and are in class today. fairfax says three weather emergency days built into the year, but so far they've used eight. >> we had so many days off for the snow. i guess it's fair. >> reporter: the state of virginia requires students to attend school 180 days, or 990 hours of instruction, each year. if they go too low, it's makeup time. >> i think everyone's ready for some warmer weather. >> reporter: fcps will help make up that time by adding days at the end of the year. many other local school systems also considering similar ways to compensate for those days off. the snow was fun, though, while

it was falling. >> today is a makeup day for the snow that occurred on january 21st. the next makeup day is set for april 7, which would have been a teacher workday, and that is also from the snow that occurred during the week of january 19th. >> reporter: d.c., prince george's, prince william, montgomery, and howard county schools looking at extending year by adding minutes to each day, or trimming recess, or like fairfax, adding entire days. >> i just wish the county could have more snow days so -- since, like, it tends to snow a lot around here. >> reporter: of course, more snow days could be around the corner. we have the people to ask at channel 4. but if they have more snow days, they'll tack on the additional days at the end of the year. melissa malay, news4. back to you, barbara. angie goff is at the live desk. good morning. >> good morning, barbara. we just found out that the

county's investigation bureau is looking into the death of a 3-month-old baby. we are told deputies and ems responded to reports of an unresponsive infant yesterday. this was in the 5900 block of picnic woods in jefferson. the baby boy was flown to children's national medical center. this morning, he died. we hope to find out soon what he died of. the chief medical examiner in d.c. is scheduled to do an autopsy. stay with news4 today for developments in this case. barbara? >> thank you, angie. right now, family and friends are saying goobye to a virginia police reservist killed earlier this month. people are paying their respects to kevin quick at a public memorial at the university of virginia. his funeral will be held later today. it will be private. quick vanished a little more than two weeks ago. police found his body a few days later. they've arrested six people in connection with his death. they haven't charged anyone with murder at this time. well, give yourself some extra time if you're traveling

by metro today. the furrogate north and dupont metro stations are closed today. they'llreopen tomorrow. shuttle buses are running between woodley park and metro center. they're running on a saturday schedule, however they will close at midnight tonight. you can park for free at metro-owned lots and garages. today, mount vernon is celebrating george washington's birthday. thousands of people will visit the landmark today to take part in a series of events. news4's megan mcgrath is live with more on what you can expect. megan, tell us about what's happening. >> reporter: barbara, an absolutely gorgeous day here at mount vernon. you can see the mansion over my shoulder here and all of the snow on the ground. just a short time ago, a birthday observance wrapped up, and now the tours are in full swing here. george washington was actually born on the 22nd of february, but his birthday is celebrated the third monday of the month, and, of course, this is a big day here at mount vernon, the only day of the year when

admission is free. now, earlier this morning, a ceremony was held at washington's tomb here on the grounds. take a look. ♪ [ "taps" playing ] and as you heard, "taps" was played and then a wreath was laid inside the tomb. on hand, governor terry mcauliffe, as well as visitors here to mount vernon. now, it's going to be a very busy day here. they're expecting a large crowd. many of the people are from out of town. they're tourists. we've seen a number of bus tours with students from other parts of the country. others are local. people who just want to come here and pay their respects to the first president. >> we all love our history, and in particular george washington. so we decided to come out and see the mansion. >> i got to say, the view, i mean, george washington had it going on. so, you know, i think coming out here just to commemorate what george washington was really all about is really important.

what he did for our country. >> it's really, really pretty to come back to, and i just love the view. >> reporter: and the u.s. military district of washington is going to perform military exercises beginning at 11:15. they're going to be doing that until 11:45, and then re-enactors on hand, telling stories about washington and his life, and they'll be milling about the grounds all day long. and there are a number of events, cooking demonstrations, musical tributes, as well. and admission, again, is free today. so that's an added bonus, and mount vernon will stay open until 4:00 this afternoon. barbara, back to you in the studio. >> and dress warmly, because it is chilly out there, isn't it? >> reporter: it is. >> all right. thank you so much. and today marks the start of the final full week of competition of the winter games, and it has actually been a slow start to this morning. you're looking live at the olympic cauldron up in the mountain cluster. several events had to be

cancelled. angie goff joins us with more on what's causing the problems and what to watch for today. >> reporter: barbara, we usually would have several spoiler alerts to share with you by this time, but today, the weather stepping in again. check it out for yourself. complete whiteout conditions, what it appears, the fog just rolling in onto the mountains this morning, settling in over the biathlon center, forcing the 15k to be moved tomorrow, and the same for the snowboard cross competition, and there is one result we want to share, and it guarantees a medal for team usa. check it out. the women's hockey team just beat sweden, 6-1. they will now take on either canada or switzerland for that gold medal game. and remember that canada already beat us, beat the u.s., 3-2 last wednesday. a reminder you can catch the gold medal game thursday. there are two big opportunities for the u.s. while we're talking about things we want to keep an eye on and watch.

we're following a developing story in switzerland right now. an ethiopian airlines co-pilot hijacked a plane bound for rome and flew it to geneva, where he reportedly wanted to seek asylum. he reportedly locked himself in the cockpit when the pilot stepped away to use the bathroom. none of the 202 passengers on board the plane were hurt. the co-pilot was taken into custody shortly after the plane landed. it's not clear why he wants asylum. the incident caused some cancellations and other flights to be diverted, including one from dulles airport. the plane that was supposed to land in geneva from dulles this morning was diverted to zurich, switzerland. american airlines is trying to determine what caused a tow car to hit and damage a plane at bwi-thurgood marshall airport. look at the pictures taken by a passenger. the accident happened yesterday afternoon as passengers boarded a flight to dallas. the tow driver was taken to the hospital where she was treated and released. the passengers had to get off the plane.

they were rebooked onto another flight. and new this morning, secretary of state john kerry is accusing syrian president bashar assad of holding up peace talks to end his country's civil war. >> and it is very clear that bashar al assad is continuing to try to win this in the battlefield rather than come to the negotiating table in good faith. >> peace talks between syria's government and opposition leaders just ended with no progress toward peace. syria's foreign minister blamed the u.s. for creating what he calls a negative climate of dialogue. president obama's publicly praising the university of missouri's football player who recently announced that he's gay. the president made those comments during an interview with former nba star charles barkley during last night's all-star game. he said michael sam is courageous for coming out before the nfl draft. president obama compared the debate over openly gay players

in sports to the fight to include african-americans. >> you think about what jackie robinson ended up meaning, not just to baseball, but to the entire society. i wouldn't be sitting here if it weren't for him. you know, i think america's stronger where everybody is being treated, you know, with respect and dignity. >> and during that interview, the president also encouraged young people to sign up for health care coverage. storm team4 meteorologist tom kierein is here now to tell us about some more snow we can get in the area. >> oh. >> it's definitely coming, huh? >> have you had enough? >> i think a lot of people have. you say this isn't going to be too bad, though, right? >> no, no, and i think winter is pretty much sick of itself. [ laughter ] as it has certainly been a long and tedious winter, and we do have the likelihood, i think, of more snow coming in later tonight. the forecast, the total snow forecast, is coming right up. look at the snow on the ground now. that is a live view from our

storm team4 skywatcher camera looking down on a neighborhood near in northwest washington. look at the snow on the ground. you can see the sidewalks have been shovelled, streets plowed, but the snow is piled up on the side streets there on the side of the side streets. and i think we're going to add more on top of that. here is a weather system. right now, a weak area of low pressure, now coming in across the great lakes spreading some snow there. and it's going to be tracking north of us here in washington. but close enough to give us some accumulating snow late tonight. there's the sky over the potomac now. just quite a bit of sunshine, a few high clouds drifting over us. still below freezing. 31 at reagan national. the dew point, very dry at only 8 degrees. you need skin lotion. a light northerly breeze around 5 to 10 miles an hour. and we have temperatures elsewhere still just in the 20s to around 30 degrees. and we'll just only barely make it into the low and mid-30s much of the region by later this afternoon. so today's weather story, the big story is the cold weather

that's going to be in here through the day. afternoon highs much of the region, i think, will only be in the mid-30s in washington. should be reaching upper 30s southern maryland and the eastern shore, and parts of northern virginia. but only just near the freezing mark north and west of the metro area. out of the mountains, it will only be up around 30 degrees, mid afternoon with the clouds closing in. then the snow begins to move in tonight. here is the timing on that. the leading edge of the snow, as of 11:00 tonight, we'll have that moving into the shenandoah valley, panhandle of west virginia. that is between 11:00 tonight until around 1:00, 2:00 in the morning, that it will begin to sweep across the metro area, and eventually quickly leaving. initially, light snow, and then briefly moderate, between 6:00 a.m. after that, it's gone, maybe mixing with some rain, this zone in green here, in yellow, on the eastern shores, draws some warmer air in. so how much snow from this system as it moves on through? i think we may get a dusting to an inch right here in washington. and areas just to the north of

the metro area, northern prince george's county, montgomery, maybe 1 to 2 inches, northern loudon county, frederick, and farther north, maybe 2 to 3 from western howard county up near the pennsylvania border, washington county, and western marynd. and after that's gone, we'll have a welcome warming coming our way tomorrow afternoon. some sunshine back, highs in the 40s. and then, hitting the mid-50s, i think, on wednesday and thursday afternoon. and with that mild weather, we're going to have rapid melting of the snow pack, and likely we may get some creeks and streams starting to run out of their banks by friday, as we'll have temperatures up near 60 degrees on friday, and maybe a little bit of rain, too, adding to some of the snow melt. we might have some flooding issues by the end of the week. storm team4 is watching that, and we will keep you fully informed over the weekend, beginning to dry out, sunshine saturday, sunday. still highs in the 50s, morning lows 30s. could this be winter's last gasp? >> well, you tell me.

right now, the fbi is learning more about a teenager who claims to be a serial killer. she murdered a man who answered her craigslist ad in november. during a jailhouse interview with a local newspaper, barbara confessed to killing 22 other people as part of a satanic ritual. she said she stopped counting at 22. she said she joined the cult when she was 13 years old and began murdering people when she was 16. police are on the lookout for a possible serial armed robber targeting women in northern virginia. the loudon county sheriff's office released this sketch of a man who robbed the woman, or a woman, or maybe perhaps all of the women, at gunpoint. deputies say the man robbed two women over the last week at the remington apartments in the sterling area. in one case, he told a woman to give him her wallet and jacket, and the other case, the man grabbed a woman's wallet. >> my girlfriend lives out here,

and always out here walkinger you know, kind of worry about her sometimes, so i'll let her know to be very vigilant when out here, and just basically check around corners and things, be safe. >> police think the same man is connected to two other robberies targeting women back in december, just a few miles away. if you recognize the man, call the loudon county sheriff's office. and we're getting our first look at what's shaping up to be a bitter battle over expanding health care in virginia. the virginia house and senate unveiled their budget proposals yesterday. the house version rejects governor terry mcauliffe's call to expand medicaid eligibility to about 400,000 residents. the senate version would also reject expanding medicaid, but it would accept federal funds to create a marketplace for private insurance. and here is part of the statement terry mcauliffe released about the budget proposals. the house should join an overwhelming majority of business leaders and help 27 other states that have decided to utilize federal resources to

close the coverage gap. maryland governor martin o'malley may have a hard time winning in his own state if he runs for president. according to a new "baltimore sun" poll, former secretary of state hillary clinton leads o'malley 59% to 6%. even vice president biden would fare better than o'malley in maryland. current lieutenant governor anthony brown may be the man to beat right now in the race for maryland's governor. 35% of democrats who are likely to vote say they support brown. 14% support attorney general doug gansler. 40% of democrats say they're still undecided. larry hogan is a front-runner in the race for the republican nomination there, but not by much. in fact, 68% of likely gop voters say they are still undecided. and you'll want to pay attention to what happens today in annapolis if you live or work in maryland. the senate there will hold a hearing on a proposal to raise the minimum wage in maryland.

the bill would raise the minimum wage to $10.10 by the year 2016. it's $7.25 an hour right now. governor martin o'malley supports that bill. secretary of state john kerry is warning of a new weapon of mass destruction -- climate change. he says it may be to blame for this brutal winter weather we're having. nbc's danielle leigh is on capitol hill with more. >> reporter: much of the snow-packed east is looking forward to warmer temperatures this week, as communities dig out from the latest round of winter weather. the west is still praying for water, stuck in one of the worst droughts on record. so bad, president obama paid california a visit last week. around the world, countries are seeing similar extremes. record snowfall in japan. record flooding in southern england. scientists are blaming climate change. they're warning it's time the world seriously cut back on pollution, often coming from power plants. >> this is not good.

you don't need a ph.d. in climate science to understand what's going on, that things that we have overwhelming evidence that climate is changing. >> reporter: speaking in indonesia, secretary of state john kerry compared the threat of climate change of weapon of mass destruction. >> all challenges that know no borders, the reality is that climate change ranks right up there with every single one of them. >> reporter: but on capitol hill, new laws demanding reductions in greenhouse gas emissions could be tough. >> what we have to look at is the fact that you don't make good laws, sustainable laws when you're making them on hypotheses or theories or unproven science. >> reporter: some lawmakers are reluctant to cause the recent weather evidence of global warming. the u.s. and china are the two biggest contributors of greenhouse gas emissions. secretary of state john kerry says china has agreed to new efforts to work with the u.s. to reduce that pollution. in washington, i'm danielle leigh, nbc news.

and we want to show you some of the more beautiful aspects of this brutal winter weather. these are ice caves on lake superior on the northern tip of wisconsin. thousands of people are trudging across the frozen lake to see and photograph the natural wonder. this is the first time in five years the ice has been thick enough for people to actually walk on the -- on it. look at them out there. to see the caves, the lake is frozen with at least 18 inches of ice. we'll check in again with tom kierein for the latest on our forecast. he's outside now on the storm team 4 weather deck, and it's pretty cold out there still, isn't it? >> yeah. and there's more ice on the great lakes than there have been in the last 20 years. we have beautiful blue skies. live view from the storm team 4 city camera overlooking washington. temperatures right now below freezing. most locations now are generally hovering in the 20s. we are right now at 31 at reagan national and elsewhere we're in the 20s.

and we will have it generally in the 20s here during the rest of the afternoon. and then, maybe briefly in the mid-30s by midafternoon. and as we take a look here now over the next few hours, we'll have increasing clouds. and by 11:00 tonight, the leading edge of snow moving in. after that, some light to moderate snow briefly for two or three hours between around 3:00 a.m. through 6:00 a.m., and then it will quickly end, and leaving in its wake about a dusting to an inch around the metro area. we could pick up as much as 1 to 2 inches northern suburbs, 2 to 3 inches farther north and west of there. by the time it ends around dawn on tuesday. then, during the day on tuesday, during the afternoon, back up into the 40s. so we'll have melting snow and continued melting each day, wednesday into the weekend. highs in the 50s wednesday, thursday. near 60 friday with a chance of rain. so maybe dealing with high water with all of the snow melt. and in addition to that, rain on friday. barbara, that's the way it looks. >> all right, tom, thank you. news4's angie goff is following breaking news at the live desk now. let's go to her.

angie? >> barbara, a new video just into our newsroom from south korea where a building collapsed killeding eight students. take a look at this video. notice it is nighttime there. rescuers working right now to find dozens of other still trapped in debris. this is happening in the city of gangxu, about 30 miles south of seoul. 35 college students were at a freshman orientation when the building caved. no official word nown why, but investigators speculate heavy snow on top of the roof could be the cause. i'm angie goff at the live desk. barbara, back to you. >> thanks, angie. we just checked, the bwi-westin hotel remains closed. it was shut down yesterday after dangerous level the of carbon monoxide were detected inside the building. they think the leak came from the laundry room. hundreds of guests were ordered out of their rooms, many without belongings and forced to sleep somewhere else. nine people were taken to the hospital, about you are expected to be okay.

fire investigators in bethesda are trying to fd out what sparked an attic fire. take a look at this video. flames were shooting out of the home on irvington avenue as crews arrived yesterday. 50 firefighters responded and had the fire under control quickly. crews worked into the night to mop up the hot spots. no one was at home at the time of the fire. ray rice's lawyer says an argument between the baltimore ravens' running back and his fiancee was a little more than a misunderstanding. police in atlantic city, new jersey, arrested rice and his fiancee, janae palmer, over the weekend. they say the couple got no an argument at the revell casino, and the argument turned physical. police charged rice and palmer with assault. a montrose, virginia, principal is headed to court. washington & lehigh school andrea michelle roan was ticketed late wednesday night during the region's heavy snowstorm. the officerha
