anne arundel county. today sheriffs across the state will push lawmakers to expand the program. today you can let the d.c. council know what you think about the plan to bring the redskins back to the district. six council members unveiled the plan in november to transform rfk stadium into a 100,000-seat domed complex. this also calls for a redesign in the langston golf course and an indoor water park. they hope this not only brings the redskins back to the d.c., but it would also attract the super bowl and the olympics. >> a lot of people have been saying since it is the washington redskins that they should play in washington. >> if they can pull off a complex like that, there could be potential. 4:31, time for weather and traffic on the ones. tom said there's two chances for snow. i'm a little upset about this.

>> and in the next two days. the first one is today. this morning storm team 4 radar showing light snow out here in garrett county, northern west virginia. it's a long way away from us, still a good four hours away before we see any of that coming closer to washington. so for today, here are the big weather stories. that snow moving in today, here's the timing on its arrival. it looks like by 8:00 this morning, maybe a little bit of the light snow north and west of us and initially just a dusting, and then it does move through between 9:00 in the morning through noon to 1:00 in the afternoon leaving just some dusting to one-inch amounts and quickly dissipates in the afternoon getting the sun back by mid-afternoon. then the possibility of some snow on wednesday. light snow in the morning for the morning rush hour. today it will be after the rush hour. tomorrow's for the morning rush hour that may cause delays. just some light snow similar to today, not big amounts. to be followed by a milder

weekend, looking nicer for the weekend with highs in the low 40s. maybe a few flurries on saturday. sunday, some sunshine, partly sunny. again, highs right around 40 degrees. certainly milder than it will be for the next several days as we have a cold pattern setting up here for the next several days. colder than average all the way into the weekend. now we'll look at our morning commute. danella is checking on conditions and any delays. good morning. good morning to you. so far no delays in our area. nice and clear for the commute around the beltway. we'll look at 395 earlier this morning at seminary road. the work zone was set up but it is nice and clear. here's a live look for folks traveling across the 14th street bridge making their way to the district. no accidents or delays this morning. then we'll shoot back over to i-95 again in the hov lanes at springfield interchange. you can still see the cones are up blocking the right side of the roadway, but very light volume. easy as you make your commute.

i'm back in ten minutes. back to you. thank you. 4:33 now. today several key players in the safety of the region will gather today to talk about a recent crime surge on sycamore avenue in takoma park. a number of people requested a town haul meeting with area officials including police chiefs, mayors, comptrollers and more. the meeting is from 7:00 to 9:00 in the main auditorium of the takoma city hall. and a montgomery teacher will be in court. he's accused of being aggressive with three female coworkers over the last year. police records say bowman would grab women from behind and not let them go. the issues with bowman had many parents questioning the background checks teachers go through before they are hired. maryland police are on the hunt for four people who duped a maryland casino by gambling and cashing in on fake poker chips.

the group used fake black $100 chips at the maryland live casino on several occasions. state police were alerted to the scheme there on january 20th. they say the fake chips are larger than real chips and painted different colors. the casino didn't realize the difference until after the group walked away with several thousands of dollars. police believe the four people are from northern virginia but they aren't releasing any other information. some arlington neighbors want to know what is being done to make the road in front of an elementary school safer. this is little falls road. it's narrow and has cars parked on both sides. and yesterday it's where 39-year-old jennifer lawson was killed. lawson was reaching into her minivan in front of her son's school, nottingham elementary, around 11:30 in the morning when a dump truck slammed into the side of her vehicle tearing off the rear door and killing her. now people are asking how this kind of tragedy can be prevented. >> it's heartbreaking, it's awful. >> it strikes a cord for me, so

it's upsetting. >> the dump truck driver stayed on the scene and is cooperating with police. police are looking into whether or not speed was a factor. 4:35. and today defense secretary chuck hagel will explain the drastic cuts that he has included in his latest defense budget proposal. he will meet with military commanders in the norfolk area. hagel's budget would shrink the army to the smallest size since world war ii. and he wants to close military bases starting in 2017 and reduce the size of raises members of the military receive. advertisements for that in chos at your kid's school snack bar may soon be a thing of the past. today first lady michelle obama will announce her initiative to fight childhood obesity will begin targeting advertisements for junk food and sodas at schools. the new rules would phase out unhealthy advertisements and only allow promotions for foods in line with school health standards. school boards, vending machines, posters and menu boards would all be subject to the new rules.

4:35 now. if you live in prince william county, listen up. the outcome of today's county board of supervisors meeting may affect you. a debate is brewing between schools and county services. tonight the board will vote on a new real estate tax. if approved, they will also decide whether that money should be invested. parents and teachers want to see more funding for smaller class sizes and more going to sports. police and fire services are in need of more money as well. the meeting is at 7:30 at the mccourt administration building. norfolk circuit court clerk george schaeffer is filing an appeal. earlier this month the voter-approved ban was ruled to violate the 14th amendment. the appeal will provide a definitive answer on the court ruling's constitutionality. this morning other state

welcome back at 4:45. take a look at this video. two dozen people were gathering for a family picture when the deck collapsed in southern indiana. security cameras captured this at a neighborhood clubhouse. adults, children and a baby fell 15 feet. no one died but some are still recovering two months later.

the family released this video as evidence in its lawsuit against the companies that built and maintained the deck. well, time is running out for arizona's governor to decide whether to sign or veto a bill that would allow business owners to refuse service to gay people. governor jan brewer is getting local and national backlash from supporters of gay rights. a group of phoenix business openers sending a message to the governor by posting signs letting them know they are open to everyone. some conservative republicans who even voted for the bill are now calling for the governor to veto the bill saying their votes were a mistake. >> i understand what the intention of the law is, it's to help protect small business owners, but in the long run, i mean, you know, are we going to start having separate drinking fountains, too? >> ceos for american airlines are asking the governor to veto the bill. the super bowl is supposed to be in arizona next year and the super bowl committee is also asking for a veto. today maryland's senate will look at two bills to decriminalize marijuana. the first would make it a civil

offense to possess small amounts of the drug. you would be fined if police busted you. you wouldn't face criminal charges, though. the other bill would make it legal for adults to possess marijuana. that bill is less likely to become law. governor martin o'malley opposes it. most police in maryland oppose both bills. the maryland police chiefs association will speak out against the legislation today in napolis, as will the mayor's sheriff association. look for more on news4 at 5:00 and 6:00. police are hoping this piece of surveillance video will help identify three possible killers. these men stormed into a woodridge grocery store and jewelry store friday night and killed the cashier, 21-year-old glenda ramira. a customer was able to hide under the counter during the shooting but didn't see what happened or get a good look at the men. the three didn't take any money. 4:47. we are learning to see if the d.c. council will take action after a long night of testimony on the slow response of d.c.

fire and e.m.s. family members involved in several high-profile cases of delayed response by emergency personnel spoke before council members for hours last night. many said their relatives would still be alive if paramedics and firefighters had done their job. >> what happened to my father is unacceptable on any level. procedurally, morally or legally. these blunders by the fire department have been going on for years. they have proven they are unable to address their shortcomings internally. >> that man's father medric mills jr. collapsed across the street from a d.c. firehouse. five firefighters knew there was an emergency but failed to help him. 4:48. new this morning, consumer advocacy groups are calling for the fda to improve labeling on popular testosterone drugs for men. they are looking to add a black box warning on testosterone medications that would warn of the increased risk for heart attacks. the fda is reviewing the safety

of testosterone drugs in light of two receipt studies that showed higher rates of cardiovascular problems in may. the supreme court washed out any hopes of front-loading wash mag sheeps keeping consumers from filing class-action lawsuits. people have been suing the machine makers claiming a design flaw causes a musty odor. the makers filed an appeal with the supreme court saying the claims are not similar enough to justify a class action. the justices she cliented to get involved. lawyers can continue to pursue the cases in the lower courts. there's a battle over proposed bike lanes in northern virginia. the plan calls for the removal of street parking along king street between west cedar and highland place in alexandria. last night community members on both sides of the issue shared their concerns before alexandria's traffic and parking board. in order to add bike lanes in both directions, crews would need to narrow traffic lanes by one foot. >> if you go up and down the strip, all you're seeing is

anti-biking signs. >> we're not anti-bike. we just think it's not a safe plan. >> the alexandria city council will consider the plans next month. all right. ten minutes before the top of the hour, we're starting out with 37 degrees outside our studios right now. and we're thinking about a little bit of snow. >> thinking about it. i don't want to think about it. >> tom is thinking about it. >> i want to think about sunshine and 70 degrees, tom. it is still february. and old man winter doesn't want to give it up quite yet. we have a likelihood of light snow moving in, but it is several hours away. as you head out the door, you will need your warm winter coat. storm team 4 radar showing a little gray patch there right around calbert county. there's a few flurries there. farther west, storm team 4 radar showing some light snow that is advancing from the west to the east. just now coming into garrett county. and it's into northern west virginia. it's still a good four hours away from getting into the metro area. so we're talking around, maybe

8:30 to 9:00 in the morning it will begin to move in. and here's the timing on this light snow. i think it will leave just a dusting to an inch. my forecast, a dusting to an inch for the metro area between around 10:00 in the morning until 1:00 or 2:00 in the afternoon. it will quickly exit to the east and break up. and we'll get some sunshine breaking out by mid to late afternoon. fast-moving system leaving a dusting to an in. ch. it will stick initially and melt by noontime. into the afternoon, all of it melting. temperatures now mid-30s in washington. nearby suburbs, we are in the 20s. and off to our west it's only around 20 degrees, northern shenandoah valley and parts of western maryland in the mid-20s. so whatever snow falls is going to stick initially on untreated surfaces. there's the washington monument. a live view with a cloudy sky, the city lights reflecting under the clouds. 35 at reagan national with a light northwesterly breeze. 8:00 we'll be cloudy around 30.

then between 9:00 to noon or 1:00 or 2:00 in the afternoon we'll get the light snow. temperatures getting a little above freezing. much of that snow melting. all of it melting by mid to late afternoon getting into the upper 30s with the sunshine breaking out coming out of the north and west. that's our first chance of snow. we've got another chance of snow tomorrow. looking at that now, we join chuck bell who is on the storm team 4 weather deck. >> reporter: good morning, tom. a good tuesday morning, everybody. it's cold outside here this morning. 30 degrees on the storm team 4 weather deck. as tom mentioned, a cloudy sky overhead. this little first snow chance as tom was talking about is on its way out. but there's another chance on its heels. this is the one we were watching yesterday for tomorrow. here's the snow forecast for tomorrow. again, another very weak, very fast-moving system. and as a result it's not going to leave much in the way of snow. best chance of seeing an inch of snow will be in the northern and western suburbs. parts of loudoun county, northern montgomery, out to frederick and hagerstown in northern maryland.

welcome back at 4:57. think you work long hours? more than 130 montgomery county employees earned at least $40,000 in overtime last year. that's up from 94 workers who earned that much in 2012. most of those employees are firefighters and correction officers. the county says it's cheaper to pay all the overtime than to hire more full-time employees. more problems on the silver line as conflicting messages are being sent. the contractor building it says the line is good to go, but the construction management team overseeing the construction says no way. our transportation reporter adam tuss found out some of the

road work could slow you down this week on road creek parkway. ddot says to expect temporary lane closures in both directions starting thursday and ending monday. the closures will happen during the day and overnight. all lanes will be open during the morning and evening rush. tonight loudoun county public schools will get one step closer to offering advanced arts to students. the school brd will vote to bring musical theater magnet problems to start as soon as next school year. this gives students the chance to learn about a subject more in-depth than the regular class can offer. it was developed by parents who believed the lack of an arts program put their student at a disadvantage, especially in looking at college. take a look at the scream, we have changes to let you know about spotslvania county schools. full days instead of halfay
