and it could be here in just a few hours, but so far this morning the skies in d.c. are dry. it feels pretty cold outside. storm team 4 meteorologist tom kierein is tracking both chances in your weather and traffic on the ones. tom? the first chance is going to be coming in later this morning from this area of snow way out in western maryland, northern west virginia. right now getting a little light snow in anne arundel county. that will continue to track off to the north. the timing on the snow arriving here, about three hours, 15 minutes or so. that's going to put it in around 9:00 to 9:30 this morning to the western and northern suburbs. that's the arrival time. two chances of snow, one today and the other tomorrow. the timing on the snow arriving and leaving. the arrival time at 8:00 in the morning leaving a light dusting of snow to one inch. my forecast for much of the snow ending by later this afternoon. a little sunshine breaking out with temperatures above freezing. so a lot will be melting. second chance of snow is tomorrow morning.

the timing on that is for the morning rush hour. and again, a dusting to perhaps an inch of snow. that ending by late morning, so some delays are possible tomorrow morning. that to be followed by a milder weekend as we see march marching in on saturday and sunday. now danella is checking on delays around early on this tuesday morning. first 4 traffic, good morning. good morning to you. here's a live look from chopper 4 over i-66 making the commute westbound and eastbound. lanes are open inside the beltway. chopper heading to route 50 to check out delays, but so far normal volume on the outside of the beltway. southbound, heads-up at duke street with a broken down car blocking the right lane. but so far, volume is light, so it's easy to work your way around that broken down car. but just want to give you a heads-up traveling in that direction. over to i-270, normal delays at 109 starting right around 80. then you're sluggish passing 109.

but once you get to clarksburg road and continuing to rockville, the lanes are open. no delays there. i'm back at 6:11. back over to you both. coming up on 6:02, the trial of a former montgomery schoolteacher will begin. walter bowman is accused of second-degree assault while teaching at briggs cheney middle school. three coworkers complained of being grabbed by him and being held close. and the trial of the former sunday schoolteacher charged in a deadly road rage case happens today. lee sana says he followed william o'brien to a parking lot to yell at him for honking at him. surveillance video obtained by "the washington post" shows the two fighting last april. sana said o'brien threw the first punch and he hit back in self-defense. o'brien died ten days later. arlington neighbors are pushing to make a road safer after a mother of three was

killed there. this was generjennifer lawson. yesterday she was reaching into her minivan when a dump truck slammed into her. she was waiting for her son at the elementary school when this happened. the road is narrow and cars park on either side making it difficult to drive. now drivers want to know what will be done to make the roadway safer. >> definitely speed bumps to help people slow down, because yeah, you never know what can happen here. i've seen it at the busy time at the end of school with a lot of people walking back and forth. so there needs to be something to slow people down a bit. >> the tow truck driver stayed on the scene and is cooperating with speed. d.c. voters will decide if it's legal to have small amounts of marijuana in the district. the board of elections will review an initiative marijuana supporter. the attorney general says their proposal would break a federal law to ban the district from

offering public housing to anyone charged with marijuana offenses. if you think you may have been impacted by the huge hacking against the university of maryland, today you can find out for sure. starting at 9:00 this morning, students, alumni, faculty and staff can call credit monitoring company experian to find out if your records were compromised. if so, maryland is offering a free year of protect my credit i.d. protection to get you a free credit report and monitoring for suspicious activity. the names, social security numbers and birth dates of more than 300,000 people were stolen in that hacking attack. we have posted the number to call and more information on the data breach at nbcwashington.com. today maryland's comptroller peter francho will try to use a bill to prevent income state tax returns. a pilot program is already achieving results in anne arundel county.

a judge's decision to declare virginia's ban on same sex marriage unconstitutional will face an appeal. norfolk circuit court clerk george schaeffer is filing that appeal. earlier this month the judge ruled that the voter-approved ban violates the u.s. constitution's 14th amendment. schaeffer says an appeal will provide a definitive answer on the law's constitutionality. the attorney general mark herring announced when taking office in january he would not defend the ban. we are sending a crew to union station today to see the progress construction crews have made at fixing the main hall's ceiling. the 2011 earthquake damaged it as crews are repainting and rebuilding the ceiling. they are doing the project in five phases and are just finished with one of them now. today first lady michelle obama wants to make sure your school is always promoting good health. today the first lady will outline a new initiative to get rid of advertisements in school for junk foods and sugary drinks. the new rules only allow

promotions for healthy foods and drinks on school campuses. ads on school boards and gyms, snack bar posters and menu boards are subject to the new rules. a plan to let religious business owners refuse service to gay people. the pressure coming from material airlines and apple to have it vetoed in arizona. plus, the happiest place on earth just got a little more expensive. the money you'll have to fork-over to get into disney world's famous parks. and storm team 4 tracking two chances for snow.

welcome back at 6:09. a drug thought to be safe during pregnancy is now linked to adhd in young children. researchers in denmark studied nearly 65,000 children. they found that kids had a

higher risk of adhd when their mothers took acetaminophen. that's the most common pain reliever taken by women. they say this does not prove a cause and effect relationship and more study is needed. if you're planning a trip to the happiest place on earth any time soon, it's going to cost you. disney world raised ticket prices. a one-day ticket price to the magic kingdom will cost you $99. same ticket for animal kingdom and hollywood studios is $94. that's an increase of $4 per park. this is disney world's second price increase in a year. >> it's expensive to go to disney world. that's one ticket. imagine my family going to disney world. >> and your kids are clueless. they just want to see the big mouse. >> the mouse scares me a bit. all right. we'll check the forecast at 6:11. tom kieran is tracking two chances of snow. tom? >> some kids want to see snow white, and we are getting white

snow out in the mountains of western maryland getting closer to western maryland. and there's some areas of light snow in northern anne arundel county heading off to the north and east. the snow out in the mountains will be arriving later this morning around 8:00 or so in the western and northern suburbs. then between them and early afternoon is when we'll get the dusting to one inch of light snow. next weather and traffic on the ones at 6:21. another chance of snow on wednesday and a look at your weekend. now, danella, are the delays building? they are, tom. we'll take a closer look at i-66 eastbound. the first set of delays to 34. you know how that goes, it is thick here and things out a bit. here's a live look from chopper 4. second large delays here, but it is not heavy as chopper pans out. this is route 50, so you are sluggish again here. but once you pass route 50 heading to the beltway, it's an easier ride. just the stop-and-go pattern. 395 southbound at duke, the earlier disabled vehicle is gone and your travel lanes are open.

6:14 right now. and we're tracking not one but two chances of snow in the coming two days here. tom kieran will let us know when we'll see the first flakes in minutes here at 6:21. today a judge is expected to set a retrial date for a murder case in prince william county. back in 2010 a judge vacated justin wolfe's murder conviction after a key witness recanted his testimony. he was convicted for the murder her for hire of william patrol. wolfe remains in prison. the three women held captive for more than a decade were honored last night in their home. the three were given the governor's annual courage award. the governor called the women extraordinary and stronger than most. they said they were happy to receive the medal. news4's melissa malay following breaking news at the live desk. >> i want to show you a lye picture right away over an

apartment fire. a three-alarm blaze near allentown, pennsylvania, that's burkes county. the apartment building for people 55 and over was under construction. as you can see, just unbelievable flames and smoke burning completely to the ground. you can see that fire engulfing the structure. the flames seen from miles away. it was under construction, and we understand there was damage also done to an apartment building near. at the live desk marx lisa malay, news4. arizona's governor is getting pressure from national businesses this morning to veto a law that would allow small business owners to refuse service to gay people. ceos from american airlines and apple are asking the governor to veto that bill. january brewer has until friday to sign or veto the measure. a group of small business owners in phoenix are sending the governor their own message by posting signs saying they are open to everyone. >> i'm glad to know which businesses this phoenix and the broader community actually i'mse this bill. tracking is the outer loop of the beltway

are blocked because of a five-vehicle accident. that's according to police. they are working to clear it. expect delays. it looks like you are forced off at buckman road. now heading to the beltway, i'm checking the brake lights in the outer loop of new hampshire avenue. luckily i'm not tracking any accidents, but slow drive times, here it is from i-95 to georgia avenue. that drive is taking nine minutes, but you can see you are under speed at 38 miles per hour. now, a live look from chopper 4 over i-66 at route 50. now normal volume between the bypa and the beltway, you see that drive time slowing down. so from fairfax county parkway, 43 miles per hour to the capital beltway. thank you, danella. 6:32 is the time now. defense secretary chuck hagel will explain some of the drastic cuts he's included in his latest defense budget. he will meet with military commanders in the norfolk area. nbc's tracie potts is live on capitol hill now with more. good morning. >> reporter: eun, good morning. he's going to norfolk to talk about specifically the impact o
