testified before the d.c. council about a spike in murders this year. we'll have a live report from the scene in minutes. in prince george's county the crime tape is up after a police-involved shooting. a press conference just wrapped up. >> shomari stone joins us live with information from investigators. shomari? >> reporter: right now police are searching for a suspect who shot someone in this neighborhood right over here. i'm standing at hill oaks road and hill road. police have roped off this area while they gather more details on what led up to this shooting. tonight prince georges county police tell us some people who live in the neighborhood behind this crime scene tape called 911 to report a shooting. a prince george's county police officer was in the area and drove to the scene in less than a minute. the officer says he saw this white mitsubishi gallant speeding down hill oaks road. >> the officer obviously is investigating a shooting. he doesn't know if the white car is involved or not. he flips a quick u-turn and does

stop that white mitsubishi gallant. >> police say the driver gets out of the car, act unusual, holding something in his hand that the officer can't identify. the officer, fearing for his life, shoots at the man. he doesn't hit him. police find a passenger in the car suffering from a gunshot wound. there are bullet holes in the police officer's windshield. investigators are trying to determine how they got there. >> that passenger was not struck by police gunfire. it turns 80 that the passenger was struck somewhere in this neighborhood behind us, and the circumstances leading to that passenger being shot, we are still investigating. it's not clear. >> you're now looking at a live picture of the scene. police are questioning the man. they do not believe he shot the passenger. police are searching for the suspect once again, who shot the peak. and in case you're wondering, the passenger is at a nearby hospital with life-threatening injuries. real quick, i just want to show you the street here. you can see all the cars lined up. these folks are waiting to get inside their neighborhood. just in case you're watching

this and you want to know you can get in here, this area is going to be roped off for several hours while police investigate this shooting. live here in sea pleasant in prince george's county, i'm shomari stone, news4. now to the breaking news in d.c. two people shot and killed near a church on lee street northeast. the crime marks the 23rd murder in the city this year. jackie bensen is live with the latest on the investigation. jackie? >> reporter: doreen, this happened in front of a church filled with worshipers, many of them children. yellow police tape and flashing lights are what people attending the children's service at antioch baptist church on 50th street northeast saw as they exited the building. police would not allow them to turn the corner on to lee street in order to shield the children from the sight of one of the victim's bodies. >> we were locked in until we got information that we could come out. and we saw that everything was roped off when we got here and were told that we couldn't go down either way. and we didn't know exactly had

happened. but to hear that two people have died is doctor unfortunate. >> reporter: gunshots were reported on lee street. the first police officer foss arrive found the two victims on the ground. >> and at this time, we don't have very many details. we are going to go door to door, and also ask for the public's assistance on this case. >> reporter: on thursday, two teenagers were killed in separate incidents in just a three-hour time span in southeast washington. 17-year-old jonathan adams was stabbed to death at 5:15 p.m. in an apartment building on halley terrace southeast.-year-old tyk found shot to death, lying on the sidewalk in the 3600 block of j street southeast. d.c. police did make an arrest earlier today in the murder of 17-year-old jonathon adams. also today cathy lanier testified before a d.c. council committee about an alarming

increase in homicides. 23 since the first of the year as opposed to 12 during this time period last year. live in northeast washington, jackie bensen, news4. now to the weather. we all better enjoy the weekend, because there is more rain and snow on the way. the conditions could create some pretty big problems for monday morning's commute. pretty much exactly what we saw earlier this week. doug, i got to tell you, it sounds like the clock is ticking. >> some people said that this past wednesday's commute was the worst one so far this winter. monday may be just as bad, although i do expect to see cancellations for schools that might help. take a look at where the storm is right now. satellite and radar showing the storm just off the coast of california. and it is really just a monster storm, bringing in inches of rain, 1, 2, 3, 4, inches of rain in parts of the area. 1, 2, 3, feet of snow in through parts of the sierra. as this storm moves across the country, it is going to move fairly quickly and make its way aye aye cross our area, picking up moisture out of the gulf.

snow, sleet, rain, all in the forecast. this is for monday morning. your commute is going to be one tough time. i'll tell you. and this will all change over to snow. the winter storm impact here, we're still going for a medium to high impact event. snow and ice during the rush. delays will be likely with this. we could push this up to high. some of the latest models are now in. i'll have the latest forecast as far as how much snow you may be getting in your area, coming up. breaking news right now in district heights. firefighters are on the scene of a two-alarm fire. chopper 4 is flying over the scene at oakcrest towers and brook drive. we're told there are several small fires on the fifth floor of one of the buildings, but no word yet on a cause or if anybody's hurt. following a developing story right now, an american airlines flight headed from dallas to reagan national airport made an emergency landing tonight after hitting a flock of birds. flight 1180 returns to d/fw a few minutes after takeoff tonight. emergency vehicles were standing by during the landing, but the

flight touch down safely. american brought in another aircraft for the passengers. they are now on their way to reagan national. expected to arrive about 12:30. an attempted carjacking on capitol hill. the suspect is still out there, but police hope surveillance video will help lead to an arrest. take a look. it happened at a bp gas station on pennsylvania avenue on tuesday of this week. surveillance video caught it all. a woman gets out to pump gas. a car drives up. a guy gets out and sneaks into her car. police say he tried to drive off, but wasn't able to start the car. he also tried to steal the woman's purse, but she fought back and he ran off empty handed. in prince george's county, three men are facing attempted murder charges after back-to-back robberies. police say the group held up a clerk at a gas station on annapolis road in lanham thursday. two hours earlier, they robbed a drug store in bowie and fired their weapon. nobody was hurt. tonight detectives hit the

streets in woodbridge, handing out flyers and talking to drivers. they're trying to find the killers who shot two women inside a grocery store one week ago tonight. police say they do have some leads in the shooting at platanos grocery store. surveillance video shows three men in dark clothes entering and leaving a few minutes later. one woman was killed. glenda coco romero was a new mother. police say they did not take anything. officials are warning montgomery county college students tonight after a threatening message was found on campus. someone wrote a threat on wall in the campus center. it said school shooting and had an actual date, march 5th, 2014. college officials immediately alerted police. tonight officers are increasing their presence on campus, and reminding students to report any suspicious activity. president obama is warning russian president vladimir putin to stay out of ukraine. the administration is evaluating

whether to attend the g-8 summit in sochi as putin continues to station military units around the divided country. earlier today, the president warned russia that entering ukraine would come with serious costs. >> any violation of ukraine's so forth and territorial integrity would be deeply destabilizing, which is not in the interests of ukraine, russia, or europe. >> trade and commerce ties between the u.s. and russia could also be damaged if putin decides to enter ukraine. right now it is a system so big, it looks like a tropical storm on the satellite. as doug mentioned, we could see rain, snow, and ice all this week, all part of that same system that slammed california. this is by far the worst storm they've had in four years. rain falling up to an inch an hour. streets are flooded, homes threatened. and nbc's jennifer bjorklund has a look at some of the damage. >> reporter: the mud is pouring.

but this is nothing considering there is a lot more where that came from, and it is looming over this neighborhood on hillsides blackened by fire. >> i hate what is happening. >> reporter: as much rain in a few days as california got all year last year. that's what this weekend storm system is promising. the runoff in the los angeles basin has the normally dry l.a. river roaring back to life. l.a. city fire swift water rescue team picked up two men and their dogs left stranded. >> had his owner there with him. it looks like this is going to be a successful rescue. >> reporter: and how successful will homeowners efforts be here after firefighters struck more than 1900 acres of vegetation from the foothills. rainfall at the rate of an inch an hour, leaving tons of mud and debris to slide down the hill into backyards, threatening entire neighborhoods. for those who didn't heed mandatory evacuation orders issued to one thousand homeowners, they'll be stuck here. >> we're at a point now to where once the mud is flowing, and

now to a developing story in montana. an 8-year-old boy was rushed to the hospital and several people are still unaccounted for after an avalanche there is no word yet on the child's condition. rescuers found him buried under a mountain of snow about an hour after it hit. they have located three other people in the last couple of hours. right now it's unclear how many others may be trapped and still missing. it's a disturbing trend. more and more steroid users are going to the internet to get their drugs, especially ch savvy teenagers. a reporter discovered how simple it is and captured one of the buys on video. >> reporter: my cell phone camera captures a drug dealer in action. >> you use this after you finish your cycle. >> reporter: we'll get to what is in the bag after a second. but let's rewind back to what sparked this in the first place. hid nene the sporting goods category of backpage.com's for sale next to that bowflex you'll

never use, and just above this cute figure skating dress, you'll find a direct link to the underground and illegal business of anabolic steroids. the drug is traditionally used to help build muscle in cancer and aids patients. now it's being helped to use muscle in the gym and it's showing up with nicknames like gear and juice. >> alex rodriguez is facing an enormous penalty. >> reporter: we've all heard of top athletes allegedly doping up. but more and more it's teenager that are lining up, lured by transformations like this. >> kids will take synthetic steroids in the hopes of making them feel better about their bodies. >> reporter: expert says many kids track down these drugs online. we wanted to see just how easy it really was. >> i found this seller on backpage.com. on the website he said he had these steroids along with the syringes. i contacted him and he asked me to meet him in a public place. which is what we're doing. we're outside a 7-eleven in

do steroids, i'll build myself up, and i'll become very muscular. i can defend myself and i'll look better. >> reporter: there is no one single source for where these drugs enter the black market. jamie says he gets his from medicine cabinets. >> most people i get it from already have a prescription for testosterone. >> and it's one of the things that we're seeing more and more today. >> reporter: the former director of new york city's security and intelligence operations says eradicating the drug is a che. >> the law is not being able to keep up with technology. >> reporter: we reached out to backpage.com and craigslist, where we found a total of seven ads in just one week. no one returned calls for comments. ultimately, experts say parents and mentors play a critical role in warning teens of the risks and of keeping drugs like this out of their hands. jonathan vigliotti, news4, new york. you know the winter weather has been extra bad this year. did you know it's even hurting the economy? expert says the harsh winter is partly to blame for the

>> i think he will be back there, because we're going to be talking about a ton of delays i think on monday morning. and i showed you what was happening on wednesday morning. we saw 2 inches of snow around the area on wednesday morning. and so many people said it was one of the worst commutes they have seen all season long. this is all it takes to put the beltway into a situation like this. now, coming up this monday, i think we will see similar situation, and the weather could actually be worse. but i also expect more closures on monday. we didn't see a lot of them on wednesday. so hopefully we won't see this scenario play out again. but it's not going to surprise me one bit, because we are going to see not just snow, but ice early in the morning. and that could actually lead to more problems. 24 degrees the current number. winds out of the east at 3 miles an hour. temperatures have not dropped a whole lot. we saw a high today of only 29. it was the coldest february day so far this year. now, storm team 4 radar is dry around our area, and we're seeing clear skies. so we're going to continue to see those skies on the clear side. we'll drop a few more degrees overnight.

back towards the west. this is where the storm. and again, this storm is just massive. and you can really see that swirl, that area of low pressure bringing in all that moisture in towards california, which so deliberately needs it that area of low pressure will move across the country. move into our area with that moisture, and with that, at the same time, cold air will filter in out of canada. and we are talking arctic air here. the temperature swings over the next couple days. today we're at 29 degrees. we'll be near 59 in some locations on sunday. and then back to 29 during the day on monday, and even down around 9 degrees for many of us. that temperature fluctuation is going to be huge. future weather, tonight we're on the cold side. tomorrow not bad. actually a little warmer, but still on the chilly side as temperatures get into the 40s for many of us. on sunday, mild. we get into the 50s, even 60. but to the north, frederick, hagerstown, westminster, you may see shower activity earlier and you may stay on the cooler side of things. down around fredericksburg, you

may get to the 55, 60 degree mark. on monday, things go down quickly. the cold air moves in. rain down to the south at 5:00 a.m. ice around the i-95 back towards culpeper and snow towards the north. by around 11:00, it's snow for just about everybody, and it lasts for a good portion of the day. and it does accumulate. have i updated the snowfall totals. this was our first call, and that is what we're thinking now. i actually brought these information down to the south a little bit, as the trend has moved the storm farther south that means more snow for areas like d.c. 2 inches plus down toward the south. but even down there i think you're going to get accumulation. and 6 inches plus around hagerstown, frederick, leesburg, toward howard county too. this is going to be another big snowstorm. and i would not expect or would not be surprised to see these numbers going up. especially around the i-95 corridor. it may actually be the bulls-eye this time. 43 degrees on your saturday. 54 on sunday. 32 on monday. the one factor will be the ice
