virginia. >> and storm team 4 is looking for the next chances of snow, and who is going to see the most. >> and first at 5:00, the arrest that is now the focus of an investigation that is the subject of three killings. news4 broke this online, on air, and on social media first. 72 hours after alexandria police linked these three murders to one gun, charles severance went to the russian ambassador for amnesty. and then he was arrested because of a possession of a firearm in loudoun county. >> this is a look at the suspect, and the mugshot taken of severance last night. our producers and reporters have

been working all angles of this investigation over the last seven hours, a nd our crew was n wheeling, virginia, where this came to a head in a public libra library. and now we have coverage with mark segraves. >> well, you can see behind me, this is the public library in wheeling, west virginia. this started thursday morning when the police sent them a picture here at the library sending them a picture of charles severance saying that this looks like the composite sketch of the suspect wanted in the alexandria murders. thursday, severance checked into a downtown hotel in wheeling, virginia, and the hotel known as the wheeling inn. he stayed there overnight, and the police could not find him there, and they started to search the city. and i talked to the chief of police in wheeling, and he said

that severance was spotted inside of the library yesterday afternoon. they went inside with federal agents and local police, and arrested him without incident. i spoke to the library here at the ohio county library in downtown wheeling, and she told me that severance came in and presented a virginia state identification card to logon to the computer there, and spent two hours at the computer terminal before the police came in and arrested him there. and he made the first court appearance, and he was not represented by a attorney, and he asked for a public defender, and he told the judge that he does not want to return to virgin virginia. monday, severance will be back in a courtroom here in wheeling, west virginia, where he is going to have an extradition hearing to see if he is going to be brought back to virginia. he is charged with one count, illegal possession of a firearm by a felon, but police say he could face more charges.

that is the latest reporting live in wheeling, west virginia, mark segraves, news4. the investigation in alexandria centers around three mu murders. nancy dunning, the wife of a former sheriff. ron kirby, a regional transportation planner. and music teacher ruthanne lodato. she's the daughter of a prominent judge. their murders span more than a decade, but they have chilling similarities. all three were well known active members of the alexandria community. all three were killed in their homes. just last week police said that there was strong evidence suggesting that the cases are linked, and may be the work of a single killer. >> and charles severance was a once recognizable figure to anyone who followed alexandria city politics. northern bureau chief julie carey covered the beat in the 1980s, and she knew of him, and she said that some thought he was odd and others found him threatening. julie continues with the coverage here from the alexandria police headquarters.

>> that is right. i knew him as an independent candidate for mayor in 1996 and 2000 and i can tell you that he cut a very unusual figure for a politician. he would come to campaign events not in a suit and tie, but looking more like a street person. he was prone to rant, and i have also since learned that at the time the city manager was so concerned about his outbursts that she assigned an undercover police officer to keep an eye on him. >> reporter: this was alexandria mayor bill euille's reaction when we showed him the composite sketch of ruthanne lodato's description next to his mug shot. >> that is a strong resemblance. >> reporter: and he is someone that he used to cross paths with. in 1996, charles severance looked like this photo found on a website. and he ran for independent candidate, and once challenged congressman jim moran, and kerry donnelly was his opponent, and

remembers him as very odd. >> he would come totally dressed in black, and had a black cloak, and black hat, and sunglasses and black gloves, and he could come to the campaign events. and he would ask a question about the local community question or the local neighborhood question, and he would launch into a die tribe about mental health services to juveniles and the prescription oftroph trotrophic drugs. >> reporter: and we learned that donnelly reported that the city manager was so concerned about him, she assigned an undercover officer to keep an eye on him. and this website is registered to severance, and it contains complaints about his legal treatment over custody of his young son, and the possession of gun, and the site reads referring to severance, though

he has committed no crimes, he is compelled by other rulings. mayor bill euille also remembers him as a strange person. >> he didn't have the act together, and he certainly steamed to have issues. >> reporter: but interesting that neither mayor euille or kerry mcdonnell remember him on the scene for a few years. and fou we will have reaction coming up from the victims' families. as we mentioned from the top, we are just learning that severance had a run-in with the d.c. police one week ago today, and a report was filed last friday after severance reportedly showed up at the russian em bbassy on wisconsin avenue in northern d.c. and asked for asylum, but the embassy turned him away, but he was not arrested this is only 24 hours after alexandria police

robber targets her 9-year-old daughter. this happened as the girl was walking her dog, and the police believe they have caught that man, but as the news4's derrick ward reports. the attack is forcing the family to make a big change. >> reporter: she is a child, and 9 years old, but already apprehensive to go play with the little dog diamon diamond. >> she does not want to go out by herself. when we walk the dog, we go together. >> reporter: that is her mother who does not want to be identified, because earlier this week, her daughter was a crime victim, assaulted by a grown man who tried to rob her. the 9-year-old was out walking the dog like she does everyday. the man called for her to come here, and she didn't. she did what she was supposed t to. >> he was calling her to come over, and she said, i dont n't w you and he started to come closer and grabbed her from the arm, and he pushed her down. >> reporter: police say that the man took off her boots to see if she had money hidden and patted her down to see if she had money in
