bring her home, bring her home! >> now at 11 -- >> bring her home! >> dozens of people march in support of missing 8-year-old relisha rudd after police say they found her kidnapper dead. tonight her family's reaction. metro's message to riders after a long commute home on the orange and the blue lines. so what can you expect tomorrow? and three federal workers drinking on a business trip. only two made it home alive. the news4 i-team uncovers how one of them still landed a six-figure job on the taxpayers' dime.

>> "news4 at 11" starts now. >> he evaded justice. that's what neighbors are saying tonight about 51-year-old kahlil tatum. >> the man wanted for kidnapping an 8-year-old girl and his wife is found dead. police say tatum killed himself. >> in the same park where they have been searching for relisha rudd for the last five days. tonight rudd's family still clinging to hope she is alive and with someone else. we begin our team coverage with jackie bensen and the latest on the investigation from the d.c. police headquarters. jackie? >> reporter: here's what's going on right now. investigators are combing through evidence found at that scene this afternoon, hoping for something that will lead them to relisha rudd. these distinctive ttoos are what lead police to say they have found kahlil tatum. after days of fruitless searching in and around kenilworth aquatic gardens for

signs of 8-year-old rely, rudd, the intensity heightened this afternoon when the body of a man was found in a utility shed. this evening, d.c. police chief cathy lanier confirmed the body is most likely that of the 51-year-old man who is believed to have relisha in his custody. >> we have tentatively identified the person we found today of that of mr. tatum. everything that we have is consistent with what we know about his appearance. and it does still appear at this point that this was a suicide. >> reporter: police believe relisha's mother gave the 8-year-old over to tatum's custody at the family center on january 26th. tatum, who worked there as a janitor, posed as a doctor to excuse her lengthy absence from school. she wasn't reported missing for a month. the news frustrated those who know the little girl and hold on to the faint hope she'll be found alive. >> i feel like he was a coward.

not only, that you didn't leave a note. now you're again and we have questions. >> reporter: late this afternoon downstream from the aquatic gardens, bubbles on the surface of the murky anacostia river show the slow pains take progress of divers searching the area inch by inch. tatum is believed to be responsible for the march 19th murder of his wife. the search for relisha rudd resumes tomorrow morning. live in northwest washington, jackie bensen, news4. bring her home! bring her home! >> dozens of pple showed their support for relisha rudd tonight in a walk in southeast where they prayed, sang, and lit candles. members of rudd's family were also there and told news4's erika gonzalez they're still hoping. erika joins us live at kenilworth park in northeast. erika? >> reporter: wendy, the search for relisha rudd will continue here tomorrow. tomorrow morning. meanwhile, as one month draws to an end and another begins, it's another day without relisha rudd.

behavior. she gave piano lessons to hundreds of students. her family has heard from many of those former students in the past four weeks. >> i think the best way to honor my mother is to keep music alive in our own homes and hearts. and i hope you will join me in doing that for her. thank you. >> the alexandria commission for women also honored ten other women for their service. julie carey served as the emcee for the ceremony. new since 6:00 tonight, an escaped inmate is now back in custody. prince george's county police arrested lawrence godfry. he escaped from the dorsey run correctional facility in jessup this morning. he was in update for attempted murder. a tough commute home for metro riders on the blue and orange lines today. should it be better by tomorrow. this picture from twitter shows the farragut west station about 6:00 tonight. look at that.

trains had been single tracking because of a switch problem outside of the foggy bottom station. metro made a temporary fix so trains could run on both tracks for the evening rush, but they were still running at much slower speeds. metro says repairs should be complete overnight, and normal service is expected to resume tomorrow. right now, the race is on to get signed up for health coverage under the affordable care act. the midnight deadline less than an hour away. the online exchange, it shut down twice today because of software glitches and high traffic. there were long lines of people in prince george's county and across the country as they were trying to get help sign you think. americans who do not enroll by tonight, they risk getting fined when they file their taxes next year. but if you started that application process today, you will be able to finish without a penalty. voters go to the polls in just a few hours in d.c.'s race for mayor. candidates are making last-minute appeals and will be trying hard to get out the votes

tomorrow. election workers spent the day hard at work, getting precincts ready. the polls will be open from 7:00 a.m. until 8:00 p.m. it's a hotly contested primary race with polls showing d.c. councilmember muriel bowser running neck and neck with mayor vincent gray there are eight democratic candidates on the ballot. tune in to "news4 at 11":00 tomorrow night for team coverage and primary results. we also have a page dedicated to primary election coverage on nbcwashington.com. you can also follow us on social media tomorrow with the #decisiondc. d.c. is one step closer to legalizing possession of small amounts of marijuana, under an ounce. mayor gray signed the decriminalization law this morning, and now it goes to congress for a 30-day review period, just like all new laws in the district. 17 other states have already passed some form of marijuana decriminalization. hours before she testifies on capitol hill, the ceo of general motors met with families

tonight, families whose loved ones died because of a faulty ignition switch. gm's mary barra will answer tough questions on the hill tomorrow about why it took her company so long to fix the problem that is now linked to more than a dozen deaths. tuesday's hearing comes as gm issues another big recall. 1.5 million vehicles with power steering that could suddenly stop working. that makes more than six million gm cars recalled for various reasons since february. new tonight, chopper 4 over the scene as dive teams hit the water in prince george's county for repts of a truck stuck in the water. governors bridge road in bowie is near. divers confirm nobody was inside the truck. rescue boats searched around it with a helicopter providing a spotlight. they didn't find anyone. we didn't have any rain to worry about. in fact, it was a beautiful day today. doug, can we enjoy this for a couple days?

well, mygoodness. now we've got fast food rage. a family woman punched in the face at a mcdonald's drive-through. it was caught on video. the victim claims it started with a fight over who should go first in the double drive-through lane. police used the cell phone video to track down the guy. he claims he was defending himself, and he was charged with simple battery. new developments in washington state tonight. a disaster declaration from the federal emergency management agency could come soon after that deadly mudslide there. late tonight, officials said they've now accounted for eight more missing people who were not caught up in the mudslide. that leaves 22 still unaccounted for and 24 people who are known

dead. crews are building makeshift roads over the mud so they can go deeper into the disaster zone. a government business trip that went bad. >> an investigation by the news4 i-team has unearthed the deadly incident involving three federal employees on a taxpayer-funded trip to texas. the u.s. department of veterans affairs is a major employer here in the d.c. area, and as scott mcfarland found out, it's now under scrutiny from congress for how it handles and disciplines its workers. >> reporter: june 2nd, 2010. >> emergency, i need some help, big time. >> reporter: three federal government workers. >> right now big-time help. >> reporter: in a government truck in dallas for a conference. but only two would return home. >> i have a girl that got hit by the [ bleep ] street. she got hit by cars. >> reporter: 38-year-old amy weed falls out of the truck and dies. blood on the truck and the wheel

well, her va buddy chad carney calls 911, slurring. >> she's in the car somehow. she somehow pulled her in the car which they probably shouldn't have. but i think she -- i don't know. it's very messed up. >> reporter: the police report feels the three government workers hit the town that night. a credit card statement and receipts police obtained show about a dozen drinks purchased at a bar including vodka, jagger bombs. the man behind the wheel jed had a 0.3 blood alcohol level, below the legal limit, but that he wasn't tested until about six hours after the deadly incident was reported, and 12 hours after they first arrived a tlt bar. >> did you have something to drink? >> yes, sir. i don't remember exactly how much, sir. >> reporter: police questioned him. >> i looked back there, and she was -- she wasn't there. she wasn't there. and so i said where is she? >> reporter: and they soon discover he is more than a

federal worker. he is a top executive with the department of veterans affairs in mississippi. >> i had no idea that what she was doing. i didn't know if she fell out or jumped out. i mean i just -- i had no idea what was going on. >> reporter: police arrested both men, chad barney for public intoxication and fillingham on suspicion of intoxication manslaughter. prosecutors would not file charges. investigators found no evidence of foul play and that she fell out of the truck on her own accord. but records unearthed by the i-team found the men were operating the truck outside proper guidelines, including by driving it while intoxicated. but before the federal investigation was complete, federal records show in november 20, fillingham resigned from the va in mississippi. and those records don't officially specify why. they also show by march 2011 the va rehired him for a new management job in augusta, georgia, back on the taxpayers

dime, again earning about $100,000 a year. >> why this person hasn't been fired is just beyond me. >> reporter: darrin sellnick is an independent consultant on veterans issues and he reviewed the records g up by the i-team. >> for them to not only rehire him, but on a fast track that is really abnormal shows lack of judgment at a minimum. >> reporter: we asked the va why they rehired him. they declined to answer, citing employee privacy reasons. >> the va needs to quit being afraid of disciplining people and firing them. >> reporter: florida congressman jeff miller shares the house veteran ace fairs committee. >> they don't seem to want t hold anybody account about for doing somebody wrong. >> reporter: the house committee in december ordered the va to turn over its internal documents on the jed fillingham case and to do so within ten days. the committee says it has yet to receive them. so we reached jed fillingham by phone. he refused an interview, though, saying only quote, that's on the va to answer those questions.

scott mcfarland, news4 i-team. not a bad way to start the week? >> 67 today. some areas even close to 70. i think we'll be close to those numbers tomorrow, though possibly a little cooler. maybe right back up there on wednesday. take a look outside there right now. notice i didn't say but. i've had tod+÷ do that just abo every forecast. not really this forecast. we've got a little butt in there. but not bad at all. right now very nice conditions as we look out towards the cathedral. current temperature out at the airport. still sitting at 55 degrees. a very nice afternoon. and a very nice evening. winds out of the northwest at about 8 miles per hour. we are starting to see some clouds filter on in. but those temperatures are staying up. 46 in winchester. towards culpeper. 45 in gaithersburg and 46 right down towards the river down towards patuxent river. storm team 4 radar is clear. it's going to stay that way through the next 24, maybe 36 hours. and then we'll start to see things get a little unsettled again. a few clouds trying to make their way in ahead of the next storage system.

right now we're still on the clear side. the big storm that came through over the weekend, and another big storm that is going to miss us almost completely here. it is going to bring us some cloud coffer during the day tomorrow. and that's why temperatures might be just a little bit cooler as well as our wind change. this evening, we've been on the mild side there go the clouds. see that little area of clouds? that moves through right on during the day. i think we see clearing. and by 4:00, 5:00, 6:00, i think we're look at plenty sunshine and that will allow temperatures to get back into the low 60s. then we watch our next frontal boundary. the storm system is way back here. but we've got a frontal boundary that is going to be draped right across our region. cool air to the north. mild air to the south. wherever that boundary sets up, if it's north of d.c., we're on the warm side. if it's south of us, we're on the cold side. right now it looks like this is going to meander just to the north that keeps most of us on the warmer side of things. i think that will last through wednesday. maybe thursday before we start to see things go bad. by thursday afternoon, that front might be down to our south. and it does look like we'll see a good chance of rain during the

day on thursday. should it be short-lived though. we're not talking about another washout. tomorrow we'll see clouds and then some sun late inhe day. still nice, though. temperatures 59 to 65 degrees. linds light and variable, about 5 to 10 miles per hour. next couple days, up to 67 on wednesday with a good chance for a few showers. a better chance of showers if not rain on thursday. temperature around 63. friday is the day we're really watching here. not much of a chance of rain. but cooler temperatures. 54 degrees for a high. that's also opening day. so we're hoping we can bring the numbers up. 63 on saturday. 58 degrees on sunday. and 52 degrees next monday with another chance of showers. so we're not talking about any real warm temperatures, as far as temperatures go, the average and that was up to 62. it look like most of the next seven days should be at least be around that number. looking pretty good. we're easing up. >> yeah, but, you know. >> we're getting there. >> good weather for voting tomorrow. >> true. >> i guess. we just need to frolic a bit.
