an angry husband set off explosives at his inlaws home. >> we have information on what may have got him. >> sing marks on the front door of the home. at the garage, a piece of framing burned and loose. on the front lawn, a card board cylinder with black powder inside. police are calling it a case of first degree arson. charged 36-year-old marc cassell in a divorce and custody dispute. 2:00 a.m. sunday morning, cassell kochls to his father-in-laws house here on marcliff road in rockville. he believes his wife is staying here. he sets off a device at the front door. another near the garage. he tries to break into the house. his father-in-law hears what's going on and calls 911.

by the time the police get here, cassell is gone. he's arrested later at a relative's house in fairfax. >> we can't guess why he did it. they were going through a divorce and custody dispute. >> reporter: in happier times marc and jennifer lived on green pasture drive in rockville. neighbors say they have two young children. according to court documents, last april marc cassell charged his wife with assault. she attempted to keep me from entering the bedroom and closed the door on my foot and arm injuring me. last month, marc cassell refused to testify against his wife. so, there was a judgment of acquittal. what led to this incident at the father-in-law's house yesterday is unclear. tonight, cassell is in jail in virginia.

they are hoping to bring him back to montgomery county to face the arson charges. in rockville, pat collins, news 4. there's an indictment tonight against the man linked to three unsolved alexandria murders. he was indicted on weapons charges in loudoun county today. he's been in county jail since may. police are looking at him in connection of three unsolved murders. nancy dunning in 2003, ron kirby in 2013 and ruth ann killed this past february. police have not charged him with any of the murders but he is their primary focus. crews finished repairs on the sinkhole on 14th street. it opened up last tuesday in the northbound lanes between constitution and pennsylvania avenue. all lanes are open to traffic. metro's new silver line is set to make a change to the commute, even before it opens.

it is set to open on the 26th of this month. that impact is going to be felt by riders on the other lines. starting on monday, people on the blue line are going to see fewer trains during the rush hour. the wait between the trains could be up to 12 minutes. contractors still have work to do ahead of this opening. they have to fix water leaks at stations and have to install a special tape to keep that third rail from freezing. it may be one of the most dangerous stretches of roadway in maryland. three people died in the past few months. now a plan to protect people crossing route 1 is going into effect. derrick ward tells us how it will impact drivers and pedestrians. >> students, alumni and college park residents will tell you this group has been much harder to cross. sometimes with deadly consequences. now, an effort to change that. state and local transportation planners and police knew the stretch of route 1 was

notorious. >> we arrested 500 drunk drivers on this highway in the vicinity of college park. >> they have been working on a study. today, engineers were out doing the preliminary work for a new signal. >> during the course of that study, three tragedies occurred along u.s. 1. >> reporter: in january this year, a student was killed by a hit and run driver. this surveillance showing the car at the bottom of the screen. in april, another pedestrian killed along the same stretch and earlier this month, a 21-year-old killed by a hit and run driver at the intersection of route 1 and hardwick. >> to expea diet the traffic studies and create improvement. >> reporter: the changes, lowering the speed limit through the campus. a fence to discourage jaywalking and signals to make it easier to

cross. the changes will be added to measures in place. some obvious, others not so obvious. all are needed if you ask those who cross the busy roadway. adherence to the state law for pedestrians is haphazard at best. >> they want to drive over your feet. >> i think it makes a lot of sense to have a lane. >> reporter: planners hope to have the changes in place by the start of the fall. any effort to reduce pedestrian and vehicle accidents is quite literally a two-way street. coming up on news 4 at 6:00, what's being done from a pedestrian perspective to make this a safer route. in college park, derrick ward, news 4. the future of a casino in national harbor still up in the air tonight. today, the prince george's county council delayed a final vote on mgms application. it's expected to be taken up next week. the design has been approved.

you on friday. three suspects at fairfax county police are hoping to identify for skimming at three banks since early june. it appears at least one of the skimmers is the same guy who struck in leesburg just a day after his photo was broadcast widely. detectives have taken note of that. >> that's one of the angles they are looking into. they are commonalities. sun trust being the victim as well as similarities between the photos. that's definitely something we are looking into. >> now leesburg police were able to get their hands on both devices the skimmer used, the one that goes over the card opening and the camera with a pinhole that goes above the machine to try to get your pin number. they also have been in touch with detectives down in stafford county. it appears he targeted a bank

another reason drivers are gritting their teeth in a traffic heavy area this week and the coming week. the wisconsin avenue corridor in bethesda is going through growing pains. adam tuss shows us how easy it is or isn't to navigate around the construction. >> we are in the heart of summertime construction season. nowhere is that probably felt more right now than here in bethesda where the road work is going on and the sidewalks, well, they are being ripped up, too. it's at the point where the cyclist haves to pop their wheels over the construction equipment. some pedestrians deciding to avoid the sidewalk. the traffic, well the traffic crawls a lot. bethesda resident andrew

bradley lane. crews may shut down a lane in the middle of the day as they work here. back in bethesda, all the roadwork is here t sidewalks being redone. a lot going on. when will it be finished? that's the question. we'll have answers for you next hour at 6:00. in bethesda, adam tuss, news 4. storms still moving through. let's head in to doug kammerer with the latest. doug? >> these storms are ominous looking storms, too. you can see the storms are moving through the d.c. metro region, at least through downtown. we saw them come through a minute ago. storm team 4 radar showing where the strongest storms are. they move to the east rapidly now. the line of storms through maryland and back through portions of virginia around the fredericksburg region. this is the only severe warning we have in effect until 4:30 for berkley county, west virginia and jefferson county and a small portion of washington county and maryland. heads up, if you are in

martinsburg, this storms making its way your way very, very quickly. a lot of lightning and heavy rainfall. closer to the metro region, montgomery county, you are seeing it now around the area. the mount airy region and howard county. right around laurel and chefrly and tuxedo, maryland. that's where this storm is coming through. when this came through, it got dark in a hurry. take a look at this. this is video from our tower cam. looking to the southeast. watch this. you can see the cathedral, too. watch how this comes across. here comes the rain and the wind. it goes dark. it looks almost like nighttime here across portions of northwest d.c. that storm system pushing to the east. heads up bowie and kettering, clinton, producing strong wind

and more to the south. this is really strengthening over the last half hour. it's going toward quantico and back to culpeper. this comes close to the fredericksburg region. severe thunderstorm watch until 8:00 tonight. you can see it goes to the west. notice this line back toward the west. that's the line we are watching for later tonight. then, i think we'll see another chance for stronger storms. temperatures down from where they were earlier. 79 in d.c. look at fredericksburg. 96. no rain there, yet. where we have seen the rain, the temperatures dropped into the mid-70s. we will see temperatures rise a little bit as we move through the rest of the evening. speaking of, around 11:00, notice that line i'm talking about through montgomery county, howard county, loudoun and fair faction. 10:00, 11:00 tonight, we are not out of the woods just yet. the first line is moving out. most of the rest of the evening will be okay. tomorrow morning, 8:00, no problem. here we go tomorrow afternoon,

another round of strong to severe thunderstorms. they have a better chance of producing heavy downpours and flash flooding. it's something we'll watch tomorrow. tomorrow will be another weather alert day at nbc 4. then, just some beautiful, beautiful weather wednesday and thursday. high temperatures into the 80s. friday, a high temperature of 86 degrees still quite nice but a chance of showers and storms. we'll have the weekend forecast for you and the rest of the seven day outlook in a few minutes. >> thank you. a new warning for parents about dangerous dosing dangers. a new study finding too many parents are giving kids too much or not enough medicine. >> this has been a problem in the past and still is a problem. take a look at these two spoons. one is a teaspoon, one a tablespoon. their names sound familiar especially when they are aprooefuated. there's a big difference in size. this is three times it size of this one. it's leading to medication

overdoses in babies. doctors tracked 300 parents. they found those who use spoons to give their children medicine were 50% more likely to give the wrong dose, either too little or too much. both can have dangerous kouns quenss. one in six used a kitchen spoon. they believe that's because most list doses in teaspoons rather than in milliliters. worth noting, dosage errors resulted in more than 10,000 calls to poison control centers every year. the study underscores recent recommendations from the cdc that parents use these things to measure their child's liquid medication, a dropper or syringe that using milliliters. they suggest drug companies change the labels and quit using teaspoon. use milliliters. it will be safer for children.

we continue to watch the storms. a severe thunderstorm warning for berkeley, west virginia and jefferson county, west virginia. this line is making its way through martinsburg. down closer to d.c., it's moved through the downtown area, now on the east side of the beltway to bowie. look at this one. a lot of lightning with this. right over quantico and over i-95. guarantee you it is producing problems out there on the

you can get it on your smartphone or tablet. we are keeping a close eye on d.c. superior court where a man arrested for shooting three people in a car this weekend is expected in court any minute now. two victims died and a child witnessed the whole thing. mark segraves has the story. >> reporter: it started just after 1:00 sunday morning. shots rang out here at the intersection of north capitol and t street northwest in the bloomingdale neighborhood. 36-year-old jimmy fleming, who was inside the car opened fire, shooting three of the occupants, killing two men and injuring a 17-year-old boy. sources tell news 4, a witness who was also in the car at the time of the shooting, but was not injured led police to this house, a few blocks away on "w" street northwest. neighbors say police surrounded the row house sunday morning with guns drawn. police cornered the suspect on

his back porch where an intense stand off ensued. after intense shouting between the police and the suspect, he surrendered. neighbors did not want to talk on camera fearing retaliation. several of them told us police are frequently called to this house for various disturbances. >> we are getting a look at the thief who has gotten into homes by pretending to be a cable worker. this video shows him boarding a metro bus. police believe it's the same man who talked his way into two homes in north d.c. posing as a cable guy. while there, he stole cell phones and other personal items. among the victims, the parents of mayoral candidate muriel bowser. it is tough to find a parking space in d.c. starting today, you are going to get a ticket if you don't stay within the lines along the streetcar route. the d.c. streetcar teams are out

there right now writing tickets along the h street corridor of northwest. the goal, to get drivers familiar with the streetcars returning later this month for more tests. that means, if you are double parked or parked outside the white line, you are going to be hit with a $100 fine and your car could be towed. more than half our country's roadways are in need of repair and some of the worst conditions are here in our area. according to a new report from the white house, 95% of the district's public roadways are in poor condition. in m.aryland it's 20%. 6% in virginia. president obama is calling on congress to pass a new transportation bill. without it, the white house says in our region alone, more than 35,000 jobs and 8800 projects could be in jeopardy. new at 5:00 tonight. concern that what you are spending on taxes isn't delivering a high quality

education. the center for american progress, an educational think tank analyzed school budgets and student performance. here in our area, fairfax county, virginia, frederick county in maryland among the best. prince george's county and the city of alexandria, among the worst. there was surprising news about two of the wealthier systems. howard county, montgomery county, they get middle results. this isn't about high wealth areas or about places that have high achievement. what we are trying to do is say look, when you look at howard county, are they getting a great bang for the dollar? d.c. schools were not included in the study. you monitor your children and what they do on their ipads. tonight, there's a different concern. >> experts say they could be causing allergic reactions like rashes. how to protect yourself. >> there are five word that is just scream winner for home

region. right now, the strongest storms moved away from the washington, d.c., metro region. it's good news. look at these storms here. this is the one i'm watching here. notice this bow. it looks like a bow from a bow and arrow. it shows strong winds. if you live around lakeshore and pasadena, heads up in that portion of an rund l county. i-95 to quantico and the potomac, a strong storm here. itis moving to charles county to waldorf in the next 20 to 30 minut minutes. we are not quite done with the storms just yet. the severe thunderstorm watch goes until 8:00 tonight. there may be more storms after that. another round of storms tomorrow. the latest on the next couple days in the forecast. a blast from the past.

nadya suleman admitted to welfare fraud. in l.a., she pled guilty to getting welfare getting paid for personal appearances. she illegally collected $26,000 in welfare benefits. a judge sentenced her to -- by the way, she's known as the octomom. she has to pay a small fine. the lawyer says she's paid back the welfare money she took. it is official, citibank is going to pay $7 billion in a mortgage probe. erika gonzalez is here in the studio to explain. this is a big deal. >> yes, it is. we want to remind you, we mentioned it to you last week. this started to come out and it's a lot of money. citigroup will pay $7 billion to settle a federal investigation into how it handled risky mortgages. we first told you about this, this expected payout last week. well, today, it was made official. the settlement includes a report

$4 billion in civil penalties and $2.5 billion in relief to homeowners. a lot of people have been expecting help there. attorney general, eric holder said there will be announcements about other financial institutions, soon. groceries and gas can leave your bank account trembling, right? we are spending more these days. it's just not on the things we want. a gallup poll shows we are spending more on essentials like groceries, gas and utilities and less on traveling and dining out. that said, most of us have plans to travel this summer. a third of people surveyed plan to spend one night or less away from home. not much of a vacation if you ask me. selling house takes a lot more these days than putting up a for sale sign. five word that is credit.com says buyers are looking for.

former president george w. bush hopes to be back on his mountain bike soon. he had his left knee partially replaced in chicago. this is mr. bush's second knee replacement procedure in two months. it was the same procedure he had on his right knee in may. mr. bush returned to dallas with his wife laura today. well, it's a surprising headline, an 11-year-old boy treated at a california hospital because of an allergic reaction to his ipad. >> the ipad caused a rash and it wouldn't go away. kristen wright is here with more on the story. what doctors say you need to know about this, kristen? >> it's interesting. recent reports in medical journals do link otherwise unexplainable rashes to personal electronic devices like cell

phones, laptops and tablets. specifically, it's a nickel allergy, more commonly a reaction to jewelry, zippers and buttons. >> let's fly a kite. >> reporter: toddlers and tablets. they start early. educational apps make it fun. not so for an 11-year-old in california. he broke out into an itchy rash that wouldn't go away. doctors traced it to his ipad. he's allergic to the nickel found in the tablet's casing. the dermatology at children's health system in washington says nickel allergies are common. he's surprised by the report. >> we usually think of contact coming from poison ivy, foods, plants, that sort of thing. but, it actually turns out something we regard to as inactive, inert, a metal. >> reporter: reaction to ipads and tablets are rare.

associated with this. watch where it's going across 50. annapolis and the bay bridge. heads up if you have family members traveling the bay bridge or thinking of getting on that. a lot of lightning with that storm and this one. in charles county and to the south, quantico to fredericksburg and big time storms. thunder and lightning out of these. these are moving to the east. on that path, around the waldorf area and 5:57. this will continue to move off to the , southern maryland, you are next to see these strong storms. back to the west, here is the other line moving through jefferson county and washington county. this comes across the sandy hook area and frederick. i think, if this stays together, it will scoot past loudoun county and montgomery county, too. the watch continues.

showing your support to me and my family. stay strong. >> reporter: the accused gunman was looking for his ex-wife, kassidy's aunt when he broke into his former sister-in-law's home. he shot kassidy's parents and four young children. the bullet just grazed her. >> she has the presence of mind to remain quiet and play dead. >> reporter: she then called 911. police say she saved her grandparents who were believed to be the next targets. >> i know my mom, dad, brian, emily, becca and zach are in a much better place and i'll be able to see them again one day. >> ronald haskell grew up in alaska where he was voted class clown and homecoming king. haskell's wife filed for divorce a year ago. since then, his own mother and sister filed restraining orders against him. now, he faces the death penalty, if convicted.

captivity. why military families are angry with the army's handling of bowe bergdahl. >> first, our weather. oh, my. here we go again. lightning, wind, heavy rain and thunder moving across the area in dramatic fashion tonight. it's a busy night for storm team 4. doug kammerer is tracking the system and lets us know when the storms will clear out of here. doug? >> we have seen a lot of busy nights the past week. right now, severe thunderstorm watch in effect until 8:00. we have had strong storms move through the d.c. metro region. the storms are off to the east, down to the south and back toward the west including a severe thunderstorm warning in effect. tornado warnings north of baltimore. it shows what the storms can bring. look at this line of storms off toward the east right now. very heavy storms around the
