welcome back at 6:10. a new potentially safer option for women fighting breast cancer could be available in the future. >> a study at northwestern university found that a gel form of the drug tamoxifin is just as effective as the pill form of the drug. and women who used the gel has less of the drug in their blood. this is a relatively small trial and larger trials will be needed before the gel is approved. here's another new study. it suggests that babies begin to process speech months before saying their first word. >> researchers study 7-month-old

murkiness. and it is murdky with a lot of humidity. we have light rain in the area of green way out in west virginia. that's going to be creeping closer to us. the whole zone to our west is going to be moving in by later today. between now and noon, partly sunny, humid, mid-70s by 8:00 a.m. by noon, mid-80s. near 90 by 2:00. then strong storms coming in between 4:00 p.m. to 8:00 p.m. to dtemperatures down into the low 80s. after 8:00 p.m., storms ending. then by midnight, down to the low 70s. by this time tomorrow morning, the upper 60s with much lower humidity moving in. a look at the severe chances today and the severe risk zone, which neighborhoods are in the zone is coming up at 6:21. how is traffic? looking pretty good. chopper is headed down to 66 to show us an accident, but it was too foggy. they turned around. chopper 4 is now over the beltway in maryland near 95. and looking good. in virginia now, 66 out near

change coming tomorrow. your weather and traffic on the 1s at 6:21. breaking news out of russia. the death toll in a subway train derailment is rising again. in just the past half hour, a russian news agency reported at least 16 people died and more than 100 others were hurt. this accident happened during the morning rush in moscow. russian investigators say a power surge caused the subway train to brake hard to lead to the derailment. police say this man is going from one atm to another in northern virginia stealing your personal information. this surveillance was taken after our report about thefts in fairfax and stafford counties on friday. investigators say he turned up saturday at a bank in leesburg. a skimming deviceis placed over the card reader that copies card numbers and over the atm there's a strip hiding a camera that reports customers entering their pins. police say there's one more red flag you should lookout for. >> if you get an out of order

message on the screen or you get an invalid card, which at that point if you know you have money in your account and feel something is going on with the atm, take the time to walk inside and alert the bank officials. >> leesburg detectives were able to grab the devices the thief used there. they are now looking for fingerprints. the sheriff of frederick county, maryland, will travel to the texas border there to get a look at the border crisis. chuck jenkins will join other sheriffs in south texas tomorrow to see children who cross the border alone illegally. general kips is noknown for his tough status on immigration. and it looks like the yoga tax is here to stay in the district. they voted to override mayor vincent gray's veto. he vetoed the $11 billion plan and because of the yoga tax

these folks could have been swimming yesterday. the major league home run derby is a great example of how weird the weather is in parts of the u.s. it's july, obviously, but people in minnesota were wearing jackets, sweatshirts, ponchos -- the jackets are not so weird but the upcold weather? >> it is not uncommon to see cooler weather in minnesota but this is weird because it's summertime. >> we are getting such a mess out there today. we have a clash of the cool air in the upper midwest and the warm, humid air in place here that will be heading our way and triggering strong storms. i just checked looking at the latest observations in the upper midwest, only 55 degrees now in minneapolis, st. paul. northern minnesota, only in the 40s. take a look now at how this clash of air is going to be affecting our region and sweeping in later today coming in from the north and west. and we'll be right on the edge of that.

it won't be as cold as minnesota, but it will be pushing in a noticeable change here by tomorrow morning with below average temperatures during the day tomorrow. much less humid on wednesday. highs tomorrow just in the low 80s. the price we pay for that is rain and storms. right now just getting a little light rain out in west virginia. storms all in this yellow zone. that's the severe weather threat. all these neighborhoods in yellow crossing northern virginia, maryland, the eastern shore, that's the zone where we could get damaging winds and heavy downpours to cause isolated flooding later this afternoon along with some hail. those are our main severe weather threats. a very small chance of an isolated tornado. right now at dawn in washington, very humid. up near 90 by this afternoon. 80% chance of those storms coming in. and then much cooler tomorrow with highs in the low 80s and partly cloudy with lower humidity in place. lit stay in place on thursday and friday into the weekend getting an increasing chance of maybe a storm late on saturday

tow the costa concordia. the whole move is expected to take a week. this is the most expensive in history costing more than $1 billion. 32 people died when that ship capsized two years ago. even with his murder trial in recess, oscar pistorius is grabbing headlines and using his twitter account to deny claims that he was in a bar fight. his p.r. team says he was approached inside a johannesburg nightclub and the man asked him questions about the trial and the argument ensued but nothing physical. coming up on the "today" show, jeff rossen has more on how the olympic star was allowed to be inside that nightclub. and ugly mess for the miami police department as two officers get into a big fight that all started with a routine traffic stop. take a look at the video there. a city police officer pulled over a car for speeding not knowing the man in the car was a lieutenant in the same police

department. the two guys fight with both of them down on the ground. the dash cam in the officer's cruiser captured the conversation with his supervisor afterward. the lieutenant was dressed in plain clothes and confrontational. he had no idea the map he pulled over was another officer. >> he's plain clothes dude, plain clothes, plain car. i ran the tag and it don't come back. it come back, it come back to a rental agency. >> the officer has been placed on paid leave. the lieutenant is still working this morning. 95% of the roads in d.c. are in poor condition yet 95% of them have a plan to be fixed. and how thieves are trying to get your credit card information at the hotel where you are staying and where you can do to protect yourself. and heavy rain and strong

right now if you are about to drive to work in d.c., a new survey shows 95% of the roads here are in poor shape. the white house plans to fix them to make your drive easier. plus, expect storms today. it is something we are getting used to in the evenings this summer. we could see heavy rains and winds, but so far a beautiful sky over d.c. this tuesday morning. take a look. a few clouds out there, but guess what? this view is going to change. >> storm team 4 meteorologist tom kierein is looking at the timing everybody wants to know. when is it going to be in my neighborhood? we are starting off as we just saw with golden sunlight flooding the eastern sky. it is still very humid. that's the first ingredient for storms. the next one, heat. it's going to get up to 90 this afternoon, but the third ingredient is a cool front sweeping in from the west. all three of those working together to give us some strong storms later this afternoon.

right now we've got the steam heat in the low to mid to upper 70s in the metro area and around the bay. near 70 into the mountains. very humid all around and a little bit of light rain out of the mountains with light showers tracking off to the north and east. this one here in west virginia is moving towards win chester and the other one north and west of there headed to cumberland the next hour. and the timing on storms, here we go. we'll have by noontime some isolated thundershowers in the mountains. then by 3:00 p.m. shenandoah valley and east of the blue ridge is getting strong storms. all the areas you see in the orange and yellows, and that holds on shifting to the east right into the metro area and northern maryland. by 5:00 p.m. to 6:00 p.m., the eastern suburbs. then clearing the bay after 8:00 p.m. the strong storms could produce damaging winds and flooding rains as well. a look at hour-by-hour temperature changes throughout the day coming up at 6:41. melissa, we are dodging potholes

and what else? potholes, some construction, a couple trees down. other than that, your typical tuesday morning. taking a look at chopper 4 over the top of the outer loop and inner loop of the beltway, this is bw parkway headed in or out of town on the parkway. a live look at things near the beltway, typically slow after the turn to fairfax inside the beltway on 66. quite slow there. taking a look at 95, slow as well. then 66 heading through oakton and faiax, a little slower than we typically like to see at this point this morning. i'm back in ten minutes with another look at 270. 6:32 now. if you are headed out the door, a pretty good bet you'll run into bumpy stretches of road out there. we just got our hands on a new white house study this morning that found that 6% of the roads in virginia, 20% of roads in maryland and 95% of the roads in d.c. are in disrepair.

molette green is live in northwest d.c. to see what the president is doing to fix the nation's roads and you found a real mess out there, molette. >> reporter: yeah, aaron, good morning. you read the numbers and i want to show you what it looks like in real life on newark street in northwest d.c. in the american university community. take a look. this is one street, i counted ten or more nasty spots. this whole street, i think, needs a redo. today the president will be focusing on rebuilding america's roads, bridges, the infrastructure and a more efficient way and smarter way. he wants to be able to test new technology, so that's why he's going out to northern virginia and to mcclain to a highway research center push for a backdrop. and expect to hear the president criticize congress for not funding critical highway

projects. one of the economic advisers points out that this problem impacts all of us. >> it adds to traffic. it wastes gasoline. it damages your vehicle and causes more repair costs. >> reporter: so what's the fix? the president is going to say it is critical for congress to fund the highway transportation fund. that's the fund that pays for projects already in the works. and there's an august deadline fast approaching on those projects that could be at risk. we'll hear more later this morning from the president. we are live in northwest, back to you. molette, thank you. >> a maryland swim coach accused of sexually abusing one of his swimmers could plead guilty in this case.

christopher yacht abused one of his former swimmers from 1984 to 1989. she was 7 when it started. according to "the washington post," yan agreed to enter the guilty plea later this month in exchange for a maximum sentence of ten years in prison. yacht founded the maryland suburban swim club in laurel. i'm richard jor dan with breaking news northwest of pittsburgh. there's been a house exp.on this is a picture posted online from that area. you saw that ball of fire there. two people are reported missing. our affiliate says they have confirmed the two people were killed in the blast when police initially arrived to the enis a. they heard ammunition going off here and had to pull back. those who lived nearby describe a horrible sound and debris hitting their homes from this explosion. we still don't know what the cause was, but it appears the first report is that two people

militants in gaza rejected it. now benjamin netanyahu is warning hamas israel will intensify its military operation. the israeli military says militants already fired three rockets into southern israel. no one died. the american soldier once held by the taliban in afghanistan is back on active duty. army sergeant bowe bergdahl is settling into a new job in texas after doctors treated him. david gutierrez is live this morning. ood morning. >> reporter: good morning. sergeant bowe bergdahl finished his six week reintegration process here and soon will be settling into the desk job. the army now calling him a normal soldier, but in the eyes of the public he's anything but. military officials won't say exactly what bergdahl's day-to-day routine will be, but they tell nbc news that investigators will finally be able to question bergdahl about claims that he deserted his

outpost in eastern afghanistan in 2009. as for what bergdahl will be able to do, he'll be able to go off base for the first time now without a military or medical escort. now some families of bergdahl's colleagues will be coming up to talk with the mother of the soldier who believes her son was killed while searching for beg dahl. the military so far said there's no evidence that anyone died specifically searching for bergdahl, but one pentagon source says as far as military officials can tell, bergdahl has not spoken to or seen his parents. >> as gabe mentioned, in a few minutes we'll have more on the "today" show on bowe bergdahl's reintegration process and the investigation into what happened back in 2009. that's coming up at 7:00 a.m. a hearing today could lead to evidence being thrown out

against a prince william county teenager charged in a sexti in, g scandal that you saw first on news4. 17-year-old trey sims faces felony charges for sending video of himself to his then high school girlfriend who was also a teenager. manassas police arrested him for child pornography. during his arrest sims said officers took naked photos of him for evidence. the he plans to ask the judge to dismiss the pictures at the hearing. three officers are out of the hospital this morning after lowering a flag on joint base in henderson hall in arlington last night. lightning from the strong storms hit nearby and was enough to injury the soldiers. just because you're 21, eun -- >> just because you're 21 doesn't mean you can get alcohol anywhere in the united states. the d.c. man found out the hard way according to the concord monitor in new hampshire, the man was denied the right to buy

alcohol in new hampshire. not because he was under age or drunk or suspicious but because he had a d.c. license. it turns out a corky state law does not list a d.c. license as a legal form of i.d. if you are planning a trip to new hampshire, a passport or military card is an acceptable alternative. today we could learn whether speed cams to open force a lower speed limit on the road. they plan to lower the speed limit to 25 miles per hour by august 1st. by the end of august the immediamedians will be installed to try to prevent jaywalking. and the university of maryland is also trying to make sure students know how to safely cross the street as part of their orientation program. and app promising to get you a seat into booked restaurants wants to charge you for something that is already free.
