of piney branch road. chris gordon spoke to a man who lives in the apartments and says he's not staying home tonight. >> he went to a friend's house rather than stay here tonight. no one who lived here came to the aid of the victim who was shot here on bradford road. they were too scared after hearing shots in the street. at 7:00 tonight residents of the 8800 block of bradford road in silver spring called reporting gunshots outside. police found the victim in the road with a gunshot wound and was transported to a. do you know what the motive may have been? >> he was just walking down the road. we don't have any at this time. >> reporter: a police dog tried to locate the scent of a

suspect. police don't have enough information to post a lookout for a suspect or a vehicle that may have left the scene after the shooting. police are questions witness withes and the victim who is said to be conscious. the shooting happened outside these apartments. a neighbor said the victim was shot in the street and ran to the apartment building, banging on the door, asking for help. no one responded. tonight a resident returning home after the shooting told us there have been heated arguments between residents here recently. >> there's been arguments and i couldn't -- you know, i try to mind my own business. >> reporter: you saw trouble coming? >> i don't know. you can't tell these days. >> reporter: police tonight have no suspect, no weapon and no motive. they may have an important witness, the shooting victim himself. >> strong winds from today's storms left behind damage.

tree limbs were down on almost every corner in some cases blocking traffic. the storm toppled power lines cutting power to homes. utility crews cleared the debris. about 4,000 pepco customers are in the dark tonight. >> a semi blocked traffic for miles. that wasn't the only problem. the power lines also fell on trees sparking a small fire. >> the last of the showers are moving through. >> it's just a little while longer. we are seeing some of the moderate terrain move through, especially to the west with. directly ahead of the weather front. i will zoom in for you. you can see the area of rain.

his account three days in a row withdrawing hundreds of dollars each time. he tells me he paused the tv to get a good look. >> it's weird to see the person that violates you, you know? weird to see somebody who violated you and know this person is just living their life doing these things to people who work hard for their money and they are good people who try to be positive. it's not fair. >> law enforcement in fairfax and lauden counties are looking for him tonight for installing skimmers on atms. a small camera to the right is attached to read your p.i.n. number. one red flag if you are using a skimmed atm is an error message when you put in the card. the advice tonight, sign up to monitor your account daily.

the accident happened this afternoon at the enclave apartments near columbia pike and oak leaf drive. police haven't said who was at fault. so far no charges have been filed. >> a prominent immigration activist looking to bring attention to the plight of children streaming across the border is free tonight. jose antonio vargas who used to write for the washington post has worked illegally in the u.s. for years. he was detained trying to leave the texas border town of mcallen today. agents gave him a notice to appear before an immigration judge before releasing him. he's one of several border towns where the immigration debate is taking center stage. in arizona, protesters clashed while waiting for a bus carrying some children who arrived. that bus never did show up. >> some of those opposed to undocumented immigrants being

brought to maryland are expressing their views with vandalism. take a look. a former military building in westminster was spray painted with what appears to be an anti-immigration message. the building was considered as a place for immigrant children to be held after arriving in the country. the paint is being investigated as a hate crime. >> virginia is also dealing with the immigration debate tonight. the prince william board of county supervisors urges the county executive to find out if undocumented children are being brought to the county. a home for troubled teenager called youth for tomorrow is reportedly housing some of the children. chairman stewart said they should be sent home. >> the reason they should be sent home is to send the message that if you make the journey to the united states you are going to be sent back home. so don't the try it. >> the government says they don't identify shelters for safety reasons. >> new tonight a ruling on race and education. a federal appeals court says tonight the university of texas

can continue using race in its undergraduate admissionses process. the u.s. supreme court heard the case last year, you will recall, but sent it back to the appeals court to decide. a white female applicant sued in 2008 saying she was denied admission because of affirmative action. the appeals court says barring limited use of race would harm diversity on campus. >> victims trapped in a detailed subway car. 21 people died and more than a hundred are hurt. russian investigators don't believe terrorism was involved. the train derailed near the deepest station in the city. 275 feet below ground making the rescue difficult. survivors felt a sharp impact that knocked them off their feet. >> the parents of two maryland teenagers killed when a train overturned on them are now considering a lawsuit against csx. the national transportation

safety board released documents that showed a broken track near the derailment site in 2012. elizabeth and rose were with 19 years old. they post photos from a railroad bridge just before train cars derailed dumping coal on them. a company spokes man said csx is committed to preventing injuries and accidents. >> next at 11, airline fees about to take off. >> this could not come at a worse time. >> why the latest increase isn't coming from the airlines but from congress. >> a stranger rescues a child from a hot car. what this man did in a grocery store parking lot while the baby's mother was inside. >> and new video shows men running from a shooting scene just steps from a neighborhood play ground.

new video could help police solve a weekend shooting. detectives released a surveillance video showing six persons of interest in a shooting that happened near lincoln road and t street northeast. the men are seen running in different directions near the harry thomas rec center. a new play ground just went up in the area where three people were shot sunday night. if you know who they are, police want to hear from you. >> it is about to get more expensive to fly. we can't blame the airlines this time. starting next monday, security fees will go up more than 100%. nbc's stephanie gosk explains why.

>> for many, the airport security check is viewed as a necessary evil of flying. air travelers will have to pay even more for the experience. they're going to be charging more? >> yeah, we don't like it. >> reporter: all tickets purchased after monday will be charged higher security fees. the current tsa fee for a nonstop round trip flight, for example, new york to l.a. is $5. that will jump to $11.20. for a family of four, that is close to $25. or a fast food lunch. here's where a traveler can get stuck with even larger increases. round trip tickets that include a four hour or more layover, let's say on the way to l.a., someone wants to stop in dallas for bbq, the fee jumps to 22.40. >> this fee increase is coming right in the middle of the peak of the summer travel season. it could not come at a worse time. this is when families are flying on vacation.

they're the ones that are going to be hit the hardest by this. >> reporter: in comparison to airfares of several hundreds of dollars, the increases may not appear huge, but tack them on to baggage fees, snack fees, leg room fees, and the extras really start piling up. >> we love to travel, and i want my kids to travel. if it costs more, we're not going to be able to do that as much. >> reporter: congress raised the tsa fees after it eliminated a security tax on airlines. now air travellers are stuck making up the difference. stephanie gosk, nbc news, new york. panic and anger. that's what a texas man said he felt when he saw a little girl alone in a hot car in a garros ary store parking lot. the doors were locked so taylor manning grabbed a tire iron out of his car and smashed a window to get the child out. >> i hit it, broke through it, reached in, unlocked the car, crawled through the glass, unbuckled her, grabbed her out. she was really sweaty, looked real hot. >> the child's mother was in the

store when this was happening. apparently forgetting her child in the back seat. she ran outside when she saw a crowd gathered. she will not be charged because police were never called. manning said she was grateful he took action. >> powerful storms tonight. we have plenty of company. the weather service estimates 37 million americans were in the path of severe storms around the country today. in new york city, pounding rain moved in. in new jersey, storms left damage in neighborhoods. water spouts -- there you go -- formed over the navy pier in chicago. more thunderstorms moved through north carolina where flooding kept drivers from getting home near charlotte. >> days of wild weather around here. we are about to be in for a treat tomorrow. >> a big treat tomorrow and the day after. now it's time to focus on the temperature drop that we are going to see.

we have a lot to talk about. to show you the temperatures, too, we look around the area. the clouds still moving fast. in fact, they are getting pushed along by by the powerful front we told you about and showed you up and down the east coast. here are storms that storm team 4 is tracking. you can see them around leesburg. we are starting to re-energize. now starting to see them weaken around louden county. leesburg, middleburg. as we track it out off to the east, these are the locations that the areas of at least more moderate rain will be making their way to. gathersburg, fairfax, aspen hill. i know it's late. i'm not seeing any lightning with the storms. i am seeing clearing behind. all of this is a weather front. it stretches from new york down through virginia, north carolina.

it will be bringing down the temperatures. rain continues right now at 73 degrees. tomorrow morning, we are at 68 starting out. some neighborhoods start in the 50s. the clouds head out. warm but unseasonably low humidity for us. sunshine there thursday morning. temperatures will be starting in the 50s. 57 to 72. that's a big range. more locationses in the 60s for thursday morning. we get into the mid 80s for a high. around sandy spring, 82. college park, 84. 83 around areas of falls church in fairfax city for an afternoon high tomorrow. it will feel really, really nice at least for the next two days. 84 there on wednesday. 85 degrees with sunshine on thursday. look at the numbers across the area. s this is early thursday morning. it's almost going to feel like a
