plenty of clouds around today. 60s in the shenandoah valley. mid-70s in and around the metro area. 77 at national airport now. most areas going to hold in the mid-70s for the next couple hours. best chance for some showers west of the blue ridge and down into parts of southern maryland. tomorrow i'm already a little bit more optimistic for your sunday forecast. and yes, indeed, many, many 90-degree days on the zseven-da. today russian rebels are blocking european investigators from entering the crash site. armed rebels guarding the perimeter of where that malaysian airlines plane was shot down thursday. >> ukraine also claims that pro-russian separatists moved 38 bodies to a nearby morgue. remains of other victims are still out in the open. they believe rebels plan to move plane wreckage onto russian soil. >> in light of the downing of

mh-17, malaysian airlines says they will wave change fees. if they want to cancel them altogether, they won't be charged. customers will also receive a full refund on canceled flights. now, the waivers are only good for flights between now and the end of the year. as for the investigation, we now know the plane was shot down thursday by a surface to air missile. the big question, though, still who did it and why. u.s. intelligence thoughs it was launched from inside a russian-controlled area. yesterday president obama said insurgents would not be capable of carrying out such an attack without the help of russia. both governments say they were not involved. only one american has been id'd as a victim in the malaysia crash. he's a new jersey native who had dual dutch/american citizenship. quinn lucas schansman moved to the netherlands when he was five. he was on his way to bali for a

family vacation. his grandfather says he was very lively and will be missed. >> we want to know why, who s t shot. >> another passenger had connections to the u.s. karlijn keijzer was a dutch citizen but was working on her chemistry doctorate at indiana university. many of you are showing your condolences for crash victims and their families at a vigil last night people held hands as they walked through northwest from the dutch embassy to the embassy of malaysia. a mother dropped off flowers because she couldn't stop thinking of the kids who died. and others knew the researchers who died. >> they have nothing to do with the conflict. >> so frustrating we can't do anything else. but at least we can bring some flowers. >> the netherlands embassy is

elements is a bike garage. a bike parking place where you'll have 200 parking spaces. and then 2300 spaces provided for vehicles. again, this is sort of embodying the whole thought process of the transportation industry now. and this bike locker will feature a fix it station as well as places for oversized bikes and trailers. in terms of the buses, there will be a total of 15 bus bays here. and the connector will run at the facilities as well. of course this all opens on july 25th. we are giving you a tour today. and of course when this opens, it will be open for business and you can presume that people will more than likely get used to. we are live at wiehle east. back to you. >> thank you. something we've gotten used to is seeing that crane.

pub crawls in arlington may never be the same again. today county leaders are preparing to create new regulations on them. the county board says since bars and promotors are the ones benefitting from these crowds, they should foot the bill for extra police and trash cleanup. today's vote could require bars to get a permit to hold these parties. the county manager will then decide how much the businesses will be charged. well, here is a good reason to smile this morning. there's a free dental clinic in waldorf, maryland. look how packed it was at yesterday's clinic. hundreds waiting for hours just to get in. one woman even went into labor. yep. some say that shows the need for

the service. today's clinic is at north point high school. it opened up around 6:00 this morning. it's going to go on for a few more hours. closes at 4:00. there's been change when we talk about the change of plans to put a gas station right in the middle of the river. >> it's been moved. it was supposed to bring attention to environmental issues. recently local leaders sent a letter to mayor gray detailing how the project sends the wrong message. yesterday the arts commission pulled back from the plan. the mock gas station will still be built, but it's not clear where. a capitol hill staffer due in court on the weekend. the crime he's accused of t will land him in front of a judge today. what's up with the clouds, chuck? >> the clouds are here for a few days but that doesn't necessarily mean the whole weekend will be washed out. keep faith alive, everybody. i'll have your weekend forecast which includes many dry hours. coming up.

israel is expanding its ground advances in gaza today. they attack 36 new targets. officials say this invasion could last up to two weeks. launched seven rockets into israel today killing one person and nearly 300 people have died since fighting began 11 days ago. the united nations says 1/5 of those killed are children.

today we could learn why a capitol hill staffer brought a handgun inside a house office building. ryan shucard will make his first court appearance today even though it's a weekend. he works for tom marino. yesterday he went into the cannon house office building with a .9 millimeters handgun and ammunition. darcy spencer talked to shucard by phone and he says it was an accident. carrying a handgun without a license is a felony in the district. we're getting a new look at robbers trying to steal money right out of your account. take a look. fairfax koun bty police released these photos showing a man and a woman wanted for atm skimming. this is our first look at the female suspect. police say at least three other men are involved. they put secret card readers on machines. if you see a machine that looks odd around the card slot, don't use it and notify the bank

immediately. teams are out on lake champlain searching for a plane that disappeared more than 40 years ago. they hope new technology will help solve this decades' old mystery. >> i didn't think this would ever happen. >> reporter: christina coffey has waited 43 long years to see this. a search team scanning lake champlain for her father. >> i have a philosophy now, you can't find peace until you find all the pieces. >> reporter: her father was george nikita. he was the pilot of a commercial jet like this one. he was flying out of the airport bound for rhode island. in near blizzard conditions the plane vanished. nikita, his co-pilot, and three businessmen on board all from the south have never been found. they're believed to have died when the aircraft crashed into the icy lake. >> i hate that fact that these men are still down there. that there's never been any

closure. >> reporter: now new hope from new york and vermont state police and other agencies. they're crisscrossing an 18 square mile quadrant looking for pieces of the plane to help solve this mystery with tools on board that weren't available in the 1970s. the search here on lake champlain will continue through the weekend with all sorts of technology from sonar to submersible robots. ultimately the goal is to see if there are any bodies intact in the wreckage and if they can be recovered. this marine exploration group is helping organize the mission empathizing with nikita's family. >> the pain they've been going through for years, i can't imagine it. >> reporter: kate stensland's late mother was nikita's sister. all this time wondering if there would be another. >> what would this moment mean

we want to recap the latest development in the downing of mh-17. armed rebels are guarding the perimeter of the field where the malaysia airlines plane crashed thursday. international investigators say they are not being allowed to enter the crash site. the ukrainian government is also claiming that pro-russian separatists took 38 bodies from the crash site to a nearby morgue. the rest of the victims' bodies are out in the open. the pro-russian rebels are

asking to take control of the bodies. the u.s. says the missile was a russian-made buk missile unit. ukraine's interior ministry is releasing new video showing a truck carrying a buk missile unit to the border. the unit usually carries four missiles. in that video one appears to be missing. the missile was fired from inside an area controlled by pro-russian rebels. a hundred of the passengers on that malaysia flight were on their way to attend the international aids conference in melbourne. last night we spoke to an attendee about the impact this will have on the aids research world. >> we lost some leading researchers, leading activists, but we know within the international aids community that that bench is deep and that that will further strengthen the resolve of those who are still

she's standing up for her decision not to hold public hearings on a run-down apartment complex controlled by her political supporters. now, in april the d.c. government took control of the park southern and southeast which has 700 low or no-income residents and seniors. hundreds of thousands of dollars in rent money is unaccounted for. the two previous managers support bowser's mpaign. bowser is chairman of the council housing committee that oversees projects just like this. instead bowser has asked for an inspector general investigation. >> the cleanest way to make sure that we have all the answers is to do what i've done and have the inspector general who is independent from the executive and independent from the council who's armed with investigators and auditors to get to the bottom of that case. >> bowser's critics say she has acted to protect the dismissed managers rather than helping the tenants in the buildings. metro's multi-billion-dollar improvement project could slow you down on the route this

their fingertips printed in black and white in the obituary section of the newspaper. >> i think it's terrible and i think you need to keep track after someone dies. i did for the mother-in-law. >> reporter: a quick search online gave these suggestions on how to protect your dead relatives. most important keep the obituaries short. the less information these criminals have, the better. keep a close eye on death certificates. notify credit bureaus and have them flag the accounts. close bank accounts, credit cards, even cancel memberships to places like costco and sam's club. >> criminals are criminals. if they can think of a way to do something, they will rip you off. >> experts say it's important for relatives to send copies of the death certificate to each credit reporting bureau asking them to place a deceased alert on the credit report. if you're closing an individual account, make sure the institution lists closed, account holder is the deceased.

new this morning, news4 has learned new details of one of the largest jury verdicts ever. >> we're talking about $23 billion awarded overnight to a florida family. smoker michael johnson sr. died of lung cancer in 1996. his family sued rj reynolds tocco company blaming it for his death. friday night the jury ordered the get manufacturer to pay $23.6 billion in punitive damages. that's on top of the $17 million that a judge awarded johnson's family. just minutes ago, news4 shomari stone had an exclusive interview with the family attorney who won last night's verdict. >> some say this verdict is excessive. what do you say to people who have the opinion that johnson decided to smoke on his own, he knew about the dangers of smoking. >> i say to those people let's go in and stop the tobacco industry while they drive to the bank laughing at us.

"the washington post" is here with some highlights. how are you doing? >> great. >> let's start with the event takes place this weekend that will make a lot of folks hungry when they hear about it. it has to do with ice cream. >> that's right. it's d.c. scoop. this is the fourth annual. it's a festival of ice cream and it's held at union market. and what's fun about this is we have so many ice cream makers now. we're covering a lot of these and we're seeing them compete. there are 14 different ice cream makers. there are samples and this is such a fun kid friendly event. kids actually get to come taste, vote for their favorite flavors. this is victoria, she won the people's choice last year. she's coming back this year to be a judge for this year's contest. >> does it cost to participate? >> it's free and it's saturday

from 1:00 to 4:00 p.m. free and at union market. >> okay. tell us about the dupont summer concerts. >> this is an annual tradition. a lot of the concert parks this year have seen their budgets slash. folks have been asking me if the concerts are coming back. they are. they were just announced. they're going to kick off on saturday with a favorite local deejay. it's going to be a lot of fun. those will take place from 7:00 to 9:00 p.m. and continue every saturday through august 9th. >> if movies are your thing, extend your weekend to monday night because there's a movie outside on that night. >> screen on the green. talk about tradition. that's one that's been going for 20 years in washington. great date night. skip out of work early. as you can see so much fun. we're going to see this kick off with "karate kid." it's going to take place every
