obstacles slowing the search as investigators try to get to the scene. you will notice a difference as you step outside. our break from the summer heat is coming to an en aend as the humidity returns. we begin with breaking news on the roads. here is melissa mollet. >> taking a look here, we actually have chopper 4 over the scene if we can take a look. you can see this is 270 southbound coming out of dickerson, off to the left side, we have backups for miles. we're talking about ten miles back to frederick thoris mornin. so slow heading out anytime soon, take 355. you can see really how slow it is. another accident here also this morning, 66 at spring fellow road blocking two lanes there. and wider look, looking quite good.

store storms may hit first. metro is in the final phase of testing trains on the silver line. you can take a look here. right now the empty silver line trains will run rush hour service along with other trains and that means delays. megan mcgrath live at the franconia springfield station. >> reporter: with the coming of the silver line, there will be more options for riders and some will see a decrease in their wait times for trains. so good news there. however, if you ride along the blue line, you may actually see a negative impact. you might have to wait longer for a train. only so many trains can pass through the roslyn tunnel, that's a choke point in the system. so to make way for the silver line trains, they're reducing the number of blue line trains. so what does that mean for folks who ride the blue line?

take a look. blue line trains are going to come every 12 minutes during rush hour. that's up from 8 1/2 minutes which is what was seen previous to the silver line. metro says wait times will go from an average of 4 minutes to 6 minutes, that's an increase of about 2 minutes during rush hour. we've been talking to folks here. some say they believe they wait too long for a train as it is. others say an extra two minutes is not a big deal. >> for an extra two minutes, i think it would hurt my time being at the work. >> i'm an early bird. get lear early, get out of here early. >> two minutes doesn't matter. >> no does that bother me. >> reporter: and metro says that the majority of people will either see a decrease in their wait times along the system on other lines, or they will see no change at all. of course all of this is new.

more than 250 of the 298 people on board the plane when this crashed. bodies have been placed in refrigerated train cars. dutch investigators say the victims are in good condition. the rebels say they will turnover the victims and the black boxes for u.n. inspectors. in the meantime, the u.s. says it has you powerful evidence that pro-russia rebels shout down the plane with a russian surface to air missile. new this morning, vladimir putin speaking out against ukraine. richard jordan has the latest governments s developments. you putin made a short video statement. he says he has tried repeatedly to get the ukranian military and pro russian rebels to the negotiating table, try to stop the blood shed there in eastern ukraine. he says if he would have been successful if these two parties would have come together, this

plane crash could have been avoided. and he shifted the focus to the safety at the wreckage site. he says there should be safe condition for international investigators working at that site. now he says that no one has the right to use this tragedy to achieve their own selfish political goal. he says the event should not divide but should unite people and then putin added that those responsible need to come forward and accept responsibility. that's the latest from tlive de. happening today, construction for an mgm casino at national harbor could get the green light. county council will vote today. the development costs $925 million and it's projected to bring thousands of jobs and millions in revenue. if approved, the casino is scheduled to open in the summer of 2016. neighbors to that planned casino worry about traffic. 8,000 to 10,000 are expected to visit the casino every day. residents fear their commutes

first. by 3:00, well southwest of the metro area. isolated thunderstorms all the way into early evening. a look at changes coming this weekend that will have you making plans. that is at 6:21. in news 4 your health, a new study suggests disadvantaged teens may get more than an academic boost by attending top notch high schools. their health may benefit. they compared two groups from low income neighborhoods in los angeles. one group was offered admission to successful public charter schools while the other was not. the study found 36% of the selected kids engaged in at least one of 11 risky behaviors like binge drinking or unsafe sex compared with 4 #2% of the other teens. the key to losing weight could be in how much you sleep. that is according to a sleep study out chicago. according to that study, people who don't get enough sleep have increased levels of a hunger hormone and also consume about

the israel-gaza conflict seeing some of its bloodiest days. sunday's shelling led to the deadliest day of the conflict. fw officials say more than 500 palestinians have been killed since the violence again, 20 israelis. the white house sending skri do know cajop kerry to try to forga truce. late sunday, the u.n. security council held an emergency meeting to propose a resolution calling for israel to pull out of gaza. protests are planned today outside the nation's largest pro uz really organization. christians for united israel are hosting their annual d.c. summit at the convention center. several groups are expected to stage demonstrations condemning the israeli war in gaza.

mean while pro-palestinian protesters are calling for an immediate end to the violence. hundreds were outside the white house last night telling the u.s. to stop military funding to israel. they claim israel's attack on gaza was up provoked. secretary of state john kerry appeared on meet the press and expressed support adding the u.s. is hopeful for a cease-fire. i'm richard jordan at the live desk. police are looking for a missing woman. she's been missing for nearly a week now. she was last seen last wednesday. her name is hannah covington. there is her photo. last time anyone saw her, she was on rickenbacker avenue. she's 44 years old. 5'6", 150 pounds. she was wearing a white polo the hat, blue jean jacket, black shorts and blacktop. we haven't learned the circumstances as to why police fear that she may be missing. but they haven't s h couple days.

federal contractors from discriminating based on an employee's gender identity. the action will update two previous orders about discrimination already on the books. it adds sexual orientation and gender identity to a list of protected categories for federal contractors. a white house official said the order would affect some 28 million workers. roughly a fifth of the nation's workforce. today both sides in the possible sale of the l.a. clippers will be back in court today. the trial will determine whether donald sterling's estranged wife has the right to sell the team for $2 billion. sterling agreed to the sale, but then tried to revoke consent. the future of the clippers has been up in the air since recordings of sterling making racist remarks were made public earlier this year. a lot of you cannot wait until thursday, the day when redskins training camp

about 5,000 gallons of diesel fuel that spilled. two people were hurt but expected to be ob. > okay. starting today, the county will stop selling the cash key system which allows customers to add money to a key which then used to pay for parking. tens of thousands of those keys were sold. montgomery county says it's looking into other payment options like paying with your cell phone. speaking of electronics, today you'll notice the price increase in your buying a plane ticket. what you the tsa fee just doubled. you'll notice the biggest chain if you fly nonstop. the so-called september 11th security fee was $2.50 for each leg of the trip. now we'll pay a flat the $5.60 for all flights and any connection longer than four hours will count as a separate flight. the fee hike was mandated by congress. airline officials say they are

today steps being taken that could help prevent problems like this in the future. thousands left without power in triple digit heat for days after a derecho. officials want to bury some you power lines starting in the district. you'll have a chance to say what you think about moving them underground today. pepco and ddot have filed an application with the public service commission. if it's approved, it will be i american university park and friend ship heights area. the hearing is at 10:00 this morning at the commission office on h street. new this morning, d.c. police investigating a deadly shooting on minnesota avenue this northeast d.c.. right by the dea station and rec center. this happened around 10:00 last night. police have confirmed that one person has in fact died. no word yet on why the shooting

happened or the identity of the victim. and new this morning, we're working to learn more about a police officer attacked by a dog. a melee broke out near georgia avenue and hamilton street on bring. it ended up with an officer being attacked by a metro transit police dog. the officer was trying to get the crowd of juveniles under control. right now all we know is that the officer went to the hospital as a result of that dog bite. developing now in washington state, cooler temperatures what fire crews need to tame a wildfire. the carlton complex fire covering more than 238,000 acres right now. flames have ripped through community, reducing them to rubble. 150 homes and businesses were destroyed, up to 500 more are been evacuated. light winds could help the crews battle the flames. firefighters in prince william county trying to figure out what sparked flames at a townhouse. this is video shot moments after

we're getting you up to the minute with the big stories making news. >> we begin with richard enfwge live in gaza. >> reporter: good morning. this conflict here is continuing. palestinians say more than 500 people have been killed in the last two weeks. 100 of them just overnight. much of the fighting is taking place place in an area just to the east of gaza city. in that neighborhood alone, more than 70 palestinians have been killed in the past in hours. what happened was israel launched an offensive and was surprised it at the level of palestinian resistance there.

assumption was that the ukranian military was trying to clear them out of there, but ukraine saying they are not involved. there is heightened concern for the investigators. a lot of what is going on is reportedly happening near the refrigerated railcars were the bodies wiere moved. so a lot of effort under way there to keep the investigators safe. 12 minutes before the hour. president you putin is speaking out against ukraine for the ongoing violence. he says russia supports a full u.n. investigation into the downing of malaysia airlines flight 17. he's calling on rebels to allow investigators full access to the crash site. international leaders say pro-russian separatists are in control of that site and are destroying crucial evidence. this morning the largest international airline says the attack on flight 17 is outrageous. president of due bye emirates

little slow, as well. top of things, looking pretty good. bw parkway a little bit slow southbound into town. right now metro is in the final phase of testing trains on the silver line before it officially opens on saturday. right now the empty silver line trains are running rush hour service and that could mean delays. megan mcgrath live at the franconia spring field station. >> reporter: with the opening of the silver line comes several new stations. so more options for folks along the metro system. also some people are expected to see a decrease in wait times for trains. however, if you ride the blue line, you may actually see a negative impact. you may see your wait time increase. there are only so many trains that can go through the roslyn tunnel, a choke point in the system. so to make way for the silver line trains, they are actually going to decrease the number of

the blue line trains. so what does that mean for commuters? blue lane trains will come every 12 minutes during rush hour. that is up from 8 1/2 minutes. metro says that wait times will go he from from an average of four minutes to 6 minutes. so an increase of two minutes. we've been talking to folks and they don't like the fact that they may have to wait longer, but they also say that two minutes, not a big deal so long as it is just two minutes. >> i hope it won't be too long, but two minutes extra, that's nothing. if they're talking about 10, 15, 20 minutes extra, that's a big deal. >> is >> it doesn't run on time now. have a 2 minutes won't be a big difference. >> there are worst problems in the world. >> reporter: so this of course is all new. we'll have on wait and see.
