what court documents call deplorable conditions. she called authorities three years ago after a family member told her someone was being kept many the basement. >> i reported it to the authorities. the authorities have been in and out of that house and nothing has ever been done and them children stayed in there three years longer? that's sad. i can't believe it come to this. >> reporter: on friday, 59-year-old janice land and her husband, 56-year-old john land were arrested and charged with abuse of a vulnerable relative and. false imprisonment. there was a search warrant served at the home. in an unfinished basement room they discovered two young autistic men, twins, in hideous conditions. the only thing covering the hard tile floor was a bed comforter. there was an overwhelming smell of urine coming from the room. the only light came from a

window too small for the boys to escape from. according to documents john land told police the twins were with nonverbal and would, quote, make enough noise if they needed something. officers said there was a radio playing very loud music that would have prevented anyone from hearing them. the home has been declared unfit for occupancy. this evening two men who identified themselves at relatives came to secure it. one of the men told reporters off camera he feels the arrest is all a misunderstanding. because of the late hour we were not able to confirm or find out what the response to sharon's call was three years ago. live in rockville, jackie benson, news 4. >> also new at 11:00, a man oos job is to watch with over criminals. tonight the probation officer is in jail. his name is marco silva. he was charged with aggravated sexual battery in prince william with county. the alleged victim is a

10-year-old girl. silva is on administrative leave without pay while this investigation continues. >> still no sign of a man police say raped a woman while she took an afternoon walk in frederick. it happened in a wooded area near patrick and davis avenue. the woman claims the man attacked her from behind. officers spent the afternoon searching for the suspect but didn't find him. >> in the middle east, secretary of state john kerry arrived in egypt to orchestrate a cease-fire between israel and hamas. this comes on one of the deadliest days of the conflict in gaza. more than a hundred palestinians were killed today. seven israeli soldiers died in the fight. a hospital in gaza was hit by tank fire. missiles were being stored near the hospital. prime minister benjamin netanyahu told brian williams hamas is to blame for the civilian deaths.

they frequently run on trails like this one here near georgetown. after this recent fairfax the one from thursday many decided to go to the free workshop tonight. the joggers listened to todd williams with, former olympic distance runner. he has a brazilian jiu-jitsu black belt. the safety workshop was at the potomac river. he said if someone grabs you, put your weight on the back leg and have a tug of war. yell for help. yell someone else's name like todd, making the attacker think someone is right around the corner. knee the attacker in the private area, slap them in the face. we are going to hear from a jogger now. >> i try not to run in the dark by myself. i sometimes run by myself in the daytime. maybe i have been kidding myself thinking it's safe in the daylight. i don't know. since the last attack was in the daylight.

i can't breathe! i can't breathe! by a man just before he died in police custody. his name was eric garner. his arrest is sparking protest. tonight attention is turned to four emergency responders at the scene. witnesses say they made no attempt to resuscitate garner after he was placed in a choke hold and held down by police officers. the emergency workers are now on what's called modified duty which means they cannot respond to medical calls. >> national guard troops are headed the to the texas/mexico border as the immigration crisis intensifies. governor perry ordered national guard troops to patrol the rio grande are where the majority of crossings are happening. they will try to deter human and drug traffickers.
