suspended every major u.s. airline cancelled flights to israel after a rocket exploded one mile from the airport in tel aviv. a delta airlines from new york was in route to israel when the rocket landed. the flight was diverted to france. the faa instituted a 24 hour ban on flights to tel aviv. the agency says it will update the order as soon as conditions allow. we have a developing story in montgomery county where a man was shot and killed by police inside a bank. it happened just before noon at the capital one. pat collins is live at the scene to piece this together for us. >> reporter: wendy, a man shot and killed inside this bank after he threatened an officer with a knife. now, it happened at this capital one bank in the tacoma park shopping center.

the man they say didn't try to rob the bank but say he was inside the bank acting erratically. employees got concerned and called 911 for help. they said when the police got to the scene the man had a knife in his hand and then came gun fire. here now from captain darren frank with the montgomery county police. >> montgomery county police received a call for a trespasser at the capital one bank here. officers were dispatched and at approximately 11:58 two officers arrived on scene and made contact with a black male subject who we believe to be of middle age. the suspect immediately produced a weapon, would not comply with the officers and the officers were forced to use their service weapon and shoot the subject. >> reporter: that man was taken to the hospital where he was pronounced dead. police are going through

security camera video here at the bank talking to witnesses trying to piece together how this all came about. i talked to a man who was inside the bank when it happened. you'll hear from him coming up at 5:00. live in montgomery county, pat collins news 4. developing right now a child nearly drowns in a swimming pool. scott macfarlane at the live desk. >> the child being treated and paramedics rushing to the hospital. it happened at the rockville swim center, a public pool. chopper 4 flew over the scene this afternoon. the pool surrounded by yellow tape with indoor and outdoor pools at the venue. police officers are there investigating and talking to witnesses. we know the child is about 12 years old but don't know the circumstances behind why the child almost drown.

i'm scott macfarlane. new at 4:00 today a man charged with leaving his wheelchair bound mother in a hot car while he gambled. it happened at the maryland live casino. police tell us they were called there yesterday by someone who noticed a 98-year-old woman inside a van in a garage. officers say they investigated and learned she had been alone for nearly five hours. her 67-year-old son was arrested. he is charged now with neglect of a vulnerable adult. police say the woman is okay and is now with her daughter. this afternoon we get our first look at the parents accused of keeping their two adult sons who have autism locked up for six years. janice and john land are facing child abuse and false imprisonment charges. police say they kept their 22-year-old autistic son inside

a room in a home with a dead bolt lock. police found the boys in deplorable conditions. a tile floor with only a bed and a comforter and a strong smell of urine in the room, just a small window for light. chris gordon will have more on the investigation coming up at 5:00. d.c. police are looking for the man seen in this surveillance video as they continue to search for clues in the killing of a popular store owner on the 4th of july. they are not calling him a suspect but investigators say he was on the store on colorado avenue. two hours before two gun men came in and demanded money. the owner died after being hit in the head during that robbery. his wife was also attacked but survived. now to the crash of malaysia airlines flight 17. president obama visited the embassy today to sign the condolence book in memory of victims. there were nearly 300 people on

you're watching news 4 at 4:00. investigators collecting evidence at three separate crime scenes after a man was found dead behind a shopping center. >> megan mcgrath was there when a relative of the victim made an emotional appeal to find the killer. >> officer, find whoever killed my cousin. find him. >> reporter: a relative of the victim came to huron avenue to see what happened for himself. >> i have no words for this. whoever killed my cousin, i want them to find whoever killed my cousin. >> reporter: investigators are working to figure that out. no small job because there are three separate crime scenes. police say they are connected

but won't say how. first is the alley behind the shopping center on huron avenue. a 911 call brought police there just before 2:00 in the morning. that is where the man's body was found. >> he just wasn't moving so i called the police. >> reporter: a witness in the alley and didn't want to be identified said the victim got into an argument with several people. >> i saw two guys fighting and then they left. and then i saw the girl and four other guys. and that's when i left. that's when i left. then when i came back i saw somebody laying in the alley and it was him. >> reporter: as police collected evidence another team did the same down the street at the regency court apartments. there are bloody footprints on the sidewalk in front of it. and across the parking lot more crime tape and more red shoe prints. there are a number of surveillance cameras in the area

including a couple on the liquor store as well as another one on the building around the corner. at this point it is unclear whether the cameras captured anything useful to police. megan mcgrath, news 4. police are looking into the possibility that other people may have been hurt in that assault. montgomery county public school board members could be stripped of their taxpayer funded government credit cards. a special panel investigating recent purchases recommends the county do away with the cards and overhaul how members spend taxpayer money. the latest fallout after a series of reports by the news 4 i-team. >> some school board members in montgomery county recently used credit cards for very pricey and controversial meals for themselves. the news 4 i-team obtained and revealed the meals recently. the school board's chief of

staff used his card to buy a $500 dinner for himself and for some board members, prime rib, lobster tail, sea bass. a year earlier in ocean city we found he did the same. a $390 dinner for board members. . we also found board members used their cards for more than 100 meals in and around district headquarters and used cards to book overnight hotel rooms in d.c., hotels that were a short metro ride away on the red line. the school district set up a special panel to recommend changes. today they recommended eliminating the cards and putting a cap on those out of town travel expenses. the montgomery county school board meets monday to vote on the changes. back to you. >> thank you, scott.

for six weeks. when a stranger reads it out loud the baby's heart rate slowed. researchers say it showed the baby was familiar with the rhyme and singing out loud can help the baby learn. new moms who work outside the home according to the study the job is getting in the way of breast feeding. researchers at the cdc looked at mothers who went back to work within six weeks of having the baby. a third of them planned to breast feed for six months but did not continue because of work. scientists at duke university studied nearly 200 overweight women split into two groups. one got regular help with exercise and setting goals. after a year only 11% reported being depressed. the group that didn't get intervention nearly 20% were depressed. if you are on a budget which

on students and now a crack down on scams that target student loan debt. two robbers make off with more than $180,000. how the thieves got away with a casino heist. first at 4:30 baltimore's curfew is so strict now it is making national news and creating considerable local controversy. >> once it goes into effect it will hold kids and parents accountable for the child's whereabouts. peter alexander with our story. >> reporter: its battles with drugs and gangs cast baltimore on "the wire" and now some insist the city's mayor is going out on a wire with plans to enforce a strict new curfew intended to keep kids safe. protests broke out at the city council meeting last month and critics weighed in. >> are they going to demand i.d.

>> reporter: the curfew kids under 14 must be off the streets by 9:00 p.m., one of the earliest curfews in the country. 14 to 16 year olds have to be in by 10:00 on school nights and 11:00 on weekends and the summer. >> reporter: mayor says parents should be held accountable. >> this is about we make sure kids stay out of harm's way and they don't become victim of violent crime or perpetrate. >> reporter: once picked up by police kids are taken to a curfew center where parents have to get them and face a possible fine up to $500. the fine is waived if parents complete a family counseling session. critics say the plan amounts to virtual house arrest. >> communities know who the kids are and organizations who work with them have been asking for services about the city is choosing not to invest in.

the illinois attorney general says her office will continue aggressive targeting of student loan companies trying to rip off borrowers. it might only be july but wal-mart is trying to lure you in with back to school shopping with back to school discounts and deals. wal-mart is also increasing the number of back to school products sold online to 75,000 items. the company will also offer teachers 10% back on purchases. the catch, the discount is in the form of a wal-mart gift card and you will get the card after you complete a purchase. that means you will have to spend more at a later date to get your money back. netflix is sizzling. that company just reached a milestone. the internet video service added 570,000 subscribers in the u.s. despite hiking prices by $1 a

you're watching news 4 at 4:00. a touching show of support for the 12-year-old victim of the so-called slender man stabbing. someone donated their purple heart to her. that stabbing happened in wisconsin in may. two of the girls' classmates admitted to stabbing her multiple times to please slender man, a fictional online character. the victim's family says she is a fighter getting stronger every day. and a judge who gave a lenient sentence to a teacher who raped a 14-year-old girl,

armed and dangerous, two people who pulled off a major heist at caesar's casino on the atlantic city boardwalk. >> this is unusual for atlantic city. >> reporter: new jersey state police are releasing few details about the hold up but according to this flyer the armed robbery around 6:30 monday morning involved two people wearing masks. one showed a weapon. according to the flyer the robbers got away with two plastic cash boxes containing $181,200 in cash. >> there is a lot of security. when they come in with guns there is not a lot you can do. >> reporter: roger gross is the publisher of global gaming business magazine and says such robberies are rarely spur of the moment crimes. >> this is the type of thing planned way ahead of time. >> reporter: he says odds are those behind the heist won't get away with it. >> there are cameras all over the place and the security and

tacoma park shopping center. pat collins spoke with one customer inside the bank when police arrived. >> reporter: police say the man was acting eradically inside the bank and pulled a knife on a cop and now that man is dead. we begin our story now with the man inside the bank when the police showed up. >> and he saw the police men walking in and they were telling the guy to stay freeze, or something. and then the teller told him to go out of the bank and leave the bank. when he was leaving the bank that is when he heard the gunshot. >> reporter: those are the interpreted words of a witness. the scene, the capital one bank in the tacoma park shopping center. it was just before noon. police say a man was acting erratically inside the bank and bank employees called for help. when officers got to the bank

they say the man had a knife in his hand and the officer felt threatened and fired a shot. the suspect ended up dead. hear now from captain darren frank with the montgomery county police. >> the knives in the hands of the suspect that caused the officer to fire the shot? >> absolutely. yes. he was brandishing a knife. >> and threatening the officer? >> correct. >> that is what caused the officer to fire the shot? >> i can't speak for the officer but that is consistent with our training. >> reporter: police say there was no indication that the man was trying to rob the bank. they say he was acting erratically. juan hernandez was inside the bank when it happened. he described what he saw through his cousin who acted as an interpreter. hernandez said he saw the suspect in an office with a man who appeared to be the manager. >> trying to
