in virginia. >> lots of fun. lots of happiness. >> when the commonwealth could join 19 other states to let gay couples get married. and a local school board changing the way it sends your money. the new policy taking effect after a news 4 i-team investigation. >> news 4 at 11, starts now. >> new tonight a mother demanding answers about her son's murder. good evening. i'm in for jim vance. >> it was early sunday morning when a security guard found the body of a 30-year-old man from fairfax county in a parking lot off north capital and n street northeast in the district. how he got there and who killed him is a mystery tonight. we spoke to the victim's family. they are hoping someone will come forward. >> reporter: the family is heart

broken and can't understand why somebody would kill their family member. this man is mourning the mysterious death of his brother in d.c. >> nobody expected this to happen. we're all sad. >> reporter: detectives searched for evidence. police looked near dumpsters. we searched for answers. any idea why he was in the area? >> no. i have no idea. >> reporter: do you know if he was with any friends or did he have a girlfriend? >> not that i'm aware of. >> reporter: a man in the area said he believed the man was a weekend parking attendant. club goers would allegedly give him cash to park. his uncle said he was a good guy. did he have any enemies? >> i don't think so. he was just a young man.

>> reporter: i talked to the security guard who patrols the area. he said he found the body and called police. >> let the police know. >> reporter: the family hopes someone turns in the person who killed his brother. >> the police will take it from there. i'm sure that will give my mom closure. >> reporter: his mother was upset and didn't want to talk on camera. there is a reward up to $25,000 for information leading to arrest or conviction. you can call police anonymously. >> virginia joins a wave of momentum for gay rights in the nationwide battle for same-sex marriage. there was a ruling saying virginia's ban on gay marriage is un-connell. it could be appealed to the supreme court. tonight what happens next for gay couples in the commonwealth.

>> reporter: the wedding cars are already in stock at target. they say a dream come true and administrati mrs. and mrs. the nation is watching after the same-sex marriage ban was struck down. >> as we saw in oregon and pennsylvania when those states declined to appeal the marriage decisions, couples were rushing to get married. we have couple who have been together 20, 30 years. >> reporter: today's ruling came from a three-judge panel for the first circuit in richmond affirming a district judge's decision in february. emily townley is the daughter of two plaintiffs. >> it warmed my heart. it was nice. they're my moms. i'm their child. it's just how it is. >> reporter: what makes the ruling especially significant is virginia's new democratic attorney general said he won't seek to challenge it. that doesn't sit well with victoria cobb of the family foundation. >> to have judges make intentionally fatherless and

motherless homes isn't consistent with what we know. >> reporter: the panel's decision won't take effect until august 18th. those defending the ban will decide whether to appeal to the full appellate court or u.s. supreme court. in arlington, jackie benson, news 4. >> since the u.s. supreme court struck down part of the federal defense of marriage act last year, gay marriage advocates this is the second ruling in a federal appeals court. three more court rulings will be coming in the next two months. any of them could be appealed to the supreme court and be heard this fall. right now, gay couples can legally get married in 19 states and the district of columbia. >> developing tonight, d.c. is asking a federal judge to stay his ruling that would allow anyone with aer permit to openly carry their gun in the district. on saturday the federal judge declared d.c.'s ban on carrying

guns in public unconstitutional. anyone from any state with a gun permit can carry a firearm openly or concealed in the city. police officers have been told to stop enforce the law. the mayor will work to appeal. >> people can't forget this is the nation's capital. we have the president here. i don't think there is any more sensitive place in the nation than the district of columbia. it has to be take into consideration. >> it could take days for the judge to rule on the request for the stay. in the meantime, be prepared to prove you are a legal gun owner if you carry in public. >> a man is in jail in norfolk, virginia, after he admitted killing his wife. investigators say he called a member of his church on sunday morning claiming he killed his wife june. police found her beaten to death. officers spoke with him by

phone. they say he admitted killing her after an argument and told police he was in norfolk. he will be extradited to montgomery county to face first-degree murder charges. >> he wore a mask and made bomb threats. he's accused of holding up at least three banks. in all three cases he handed the teller a note claiming he had a bomb and show a device wrapped in tinfoil. fbi agents tracked him down with dna evidence at the scene. he's being held without bond. >> metro's new silver lines were with busy for the first day of commuting. new numbers show more than 24,000 people passed through the five new stations on the first monday of service. among the busiest, wheelie reston east. there were no major issues with the first day of rush hour service. commuters didn't have complaints. >> it was a great commute. what was impressive is that the rails were smooth.

bring $17 billion to reform health care for our nation's veterans. congress found a bipartisan compromise to overhaul v.a. health programs after reports that some vets died waiting for care. $10 million will allow more to be seen by private medical provider. another $5 billion will expand clinics. $2 billion will fund the smaller programs. house and senate leaders say they can pass it before they go on vacation on friday. >> a local school board votes to cut up its own government-issued credit cards after an embarrassing spending spree by the board members on the taxpayer dime. we have been investigating for months. scott has the latest fallout. >> ten members of the montgomery county school board used their cards to wine and dine -- themselves and others. and for pricey hotel rooms, too. tonight a big vote and an apology from one of the big

spenders. >> i am very sensitive to the toll this has taken on the institution and on my colleagues. for that i am truly sorry. >> reporter: says chris barclay who used his card, taxpayer money, for dozens of meal at restaurants near district headquarters and for a hotel bill and room service at the washington hilton, a 30-minute metro ride from the office. and along with other board members and the president shared a $500 dinner at ocean city. it included lobster tail, surf & turf and sea bass. after the spending revelation it is board promised reforms and tonight voted unanimously to cut up the cards and cut back on travel expenses, too. we tracked down the board president after the vote. how did we get to the point where the board had to cut up its own credit cards? >> we decided we didn't need credit cards. the best thing to go ahead with is to not have credit cards for

in the middle east a missile has killed a top hamas leader. there is extensive damage but the home was empty when it was hit. israel appears to be broadening the assault. troops are warning residents in gaza the to evacuate saying what's coming will be worse. no one claimed responsibility for two deadly explosions near a gaza hospital today. strikes killed ten including eight children. hamas blamed israeli air strikes. israel said it was a misfire by

hamas militants. >> when buying an airline ticket do you want to know the fare or what you will really pay after the fees and taxes are tack theed on? today the house approved a bill that the lets airlines advertise rates leaving out extra charges. since 2012 federal regulations required airlines to show the full price in ads. the airlines claim that hurts business. so far the senate doesn't have a version of this bill. >> first he was banned from the nba for making racist remarks. donald sterling lost a battle to prevent the sale of the team the l.a. clippers. today clears the way for $2 billion sale. the judge sided with sterling's wife. >> reporter: a victorious shelly sterling said she can move ahead with plans to sell the los

angeles clippers. >> this will be good for the city, for the league. for my family and all of us. >> the ruling came shortly after closing arguments wrapped up in the trial in which sterling and his estranged wife battled for control of the team. the judge in the end sided with shelly saying her testimony was more credible. he also found she acted appropriately when she had her husband donald removed from the family's trust on the grounds that he was mentally incapacitated. the ruling clear it is way for shelly to implement her agreement to sell the clippers to former microsoft ceo steve ballmer for a record $2 billion despite ongoing attempts for appeal. >> he didn't see this as the final battleground. this is one stage of a long war.

we hoped for a different result. this is not the end. >> although sterling has been banned for life from the nba, he's promised to continue the fight. curt gregory, nbc news. >> buildings blown apart. trees and power lines down. that's the scene in revere, massachusetts. a strong tornado touched down. the storm did extensive damage but didn't hurt anybody. more than a hundred homes had damage. it was an ef-2 with wind gusts between 100 and 120 miles per hour. we had strong wind gust that is knocked down trees. this is northwest d.c. where a tree crushed a minivan. the vehicle was parked with no one inside. wind is also blamed for causing a large tree to fall this afternoon, blocking holly and dogwood avenues. those winds we had brought in this cooler weather we are enjoig. >> you almost need a sweater. >> i heard you come for dinner. it's cold out there. >> windy.

i tried to tell you that at 6:00. it will be a little bit cool tomorrow. temperatures tomorrow morning will be five to ten degrees below average. low to mid 50s. we are talking about very cool air. right now still on the mild side in d.c. if you step outside it's cool. 74 degrees the current number. wind out of the northwest at 13. winds gusting to 23 miles per hour. the winds haven't died down yet. they will continue to do so as we move on through the night. what's out there? temperature this is the 60s back to the west. 61 in petersburg, west virginia. already close to the 50s there. 72 now. 72 in fredricksburg. storm team 4 radar, clear. not seeing rain.

mostly through portions of maryland. again as we look at the wider view this was a large storm system that came through earlier today. around 9:00 in the morning. another tornado out to colorado. look at this. this was close to where i went to college. look at the tornado right around i-85 close to denver. this one around fort lupton. one of the best weather schools of all time. >> we'll take your word for it. >> future weather showing what will happen. a little bit of a cool note. sunshine across the region tomorrow. that will help temperatures warm up. not that warm tomorrow.

nice and mild with the temperatures in the 70s and 80s. tomorrow morning, cool for you. 56 in some of the coolest suburbs. average temperatures around a september 10 is what we'll have tomorrow. high around 87 in d.c. 79 in winchester if you get there. a little bit breezy with plenty of sunshine. no impact as far as the weather is concerned. we'll continue to see nice weather tomorrow. look at the rest of the week. 87 on thursday. fantastic weather and low humidity. better chance of showers and storms for the weekend. not calling for a washout. i'm watching on saturday. it could bring more rain if it makes its way in here for fr the coast. we'll watch for that. nice numbers. >> we'll enjoy it. >> thank you, doug.

injuries. today at practice, garcon hurt a hamstring and sat out of practice. he said he'll appreciate the day off tomorrow. they will be back on the field wednesday at 8:30. >> no practice tomorrow. they are back at it on wednesday. someone should tell rgiii his roster spot is safe. >> is he competing? let's move on to baseball. the nationals were up six runs against the marlins tonight. as it turns out six wasn't good enough to get the w in miami. the marlins came back as the nats blew their largest lead of the season. zimmerman pitched a solid ball game. he struck out six. allowed two runs.

ian desmond comes in to score. harper follows him. a two-run single. nats are up 6-0. soriano crushes this ball to right center. that will score a run and rbi triple. they try the game at 6. jeff baker takes the pitch to deep left. they score the game-winning run and how about that? the marlins come back from six down. they are walk-off winners against the nationals. 7-6. the nationals will get back at it tomorrow. strasburg gets the start. >> we'll head back to football now. peyton manning had the best season in nfl history last year. he picked up his fifth mvp award. setting nfl records for passing yards and touchdowns of the season.
