scene to show you what it looks like at this point. megan mcgrath just arrived on the ground to show us the damage up close. megan? >> reporter: well, you can take a look behind me here and see the mess that we have. the suv that has slammed into the side of this mcdonald's right around the area of the carry-out window here. now this mcdonald's is located in the parking lot of the capitol plaza here off annapolis road. this happened just a short time ago. not a lot of detail at this point, but obviously the driver of this suv for whatever reason lost control. they slammed into the side of the mcdonald's. then we are told that the vehicle actually caught fire. firefighters arrived on the scene and put out the flames. we are told that nobody was injured. so good news there. we have seen mcdonald's employees showing up here to the parking lot this morning. obviously, they have turned away when they see what has happened here. the mcdonald's itself not open for business. we are not sure if that's going to be an all-day situation or just until they can sort of stabilize things to do some

cleanup, but certainly not any time soon will they be able to open. what exactly caused the driver to lose control and go into the side of the building? that's still a part of this investigation. back to you in the studio. megan mcgrath live for us there, thank you. and melissa mollet is watching whether this crash is slowing down drivers in the area. melissa? >> at this point we understand traffic is not being impacted. again, you can see the scene where megan is here in landover hills over top of this scene, but if the chopper were to widen out a bit, you would see this is pretty much con tatained to a le parking lot. if that changes, we'll keep you updated. this is annapolis road near 64th avenue. there's a big police presence there. a wider look of things is showing us lookin quite good. d.c. near 295 is slowing down a little bit. top of the beltway, 270 and georgia avenue, 95 and maryland,

welcome back at 6:16. we are staying on top of breaking news in prince george's county and just received new information. this is chopper 4 live over the scene where an suv crashed into a mcdonald's on annapolis road in landover hills. minutes ago we found out police believe this is connected to a carjacking. news4's megan mcgrath is in touch with police on the scene. there is the view from the ground. you can see the suv looks like it is in the doorway. we learned a driver was sitting near this mcdonald's in the vehicle. someone asked the driver for a ride, the driver said no and that's when things became scary. megan is hearing the suspect made some sort of threat. she's piecing together the information right now and we'll check in with her in 15 minutes. 16 after the hour now. we are staying on top of a developing story. the obama administration says russia violated a nuclear missile treaty. a u.s. senior leader tells nbc

news russia broke the 1987 agreement by testing new ground launched cruise missile. this is an ongoing issue but the u.s. has not made the accusation public until now. russia looked into the matter and considers this investigation closed. and later today secretary of state john kerry will call for a cease-fire in the conflict zone. the two leaders there are looking into the downing of malaysian airlines flight 17. i'm angie goff with an unfolding situation 15 miles off the shore of boston. right now more than 160 people are stuck on a whale-watching boat after the propeller got tangled and lost the track rope. this happened yesterday afternoon and they have been there throughout the night into the morning. the coast guard is using cutting equipment right now to try to break the boat free. divers are also trying to untangle the rope this morning.

everyone is okay, though. back to you. thank you, angie. developing this morning, right now wildfires in california are easing and families are coming home. one of the biggest fires there is 75% contained. many evacuation orders were revised to warnings. we are expecting more changes later today. meanwhile, a major fire near dallas is out after booming through an open field. look at this dramatic video as crews rushed to put it out as it reached the size of a football field. nobody was hurt. d.c. is asking a federal judge to stay his ruling that would allow anybody with a permit to openly carry their gun in the district. on saturday a federal judge declared d.c.'s ban on carrying guns in public unconstitutional. now anybody from any state with a gun permit can carry their firearm openly concealed in the district. the mayor is trying to repeal the decision, but it could take

days for the judge to rule on the stay. and a new bill would allow college park residents to allow reppal permits to keep people from renting to students. if the bill passes, restrictions don't apply to existing rental homes until they change ownership. same sex couples could get married as soon as next month. the u.s. fourth circuit court in richmond struck down the ban on same sex marriage saying it is unconstitutional. the ruling is expected to take effect august 18th. and there's several court cases since the u.s. supreme court struck down part of the federal defense of marriage act last year. nationwide same sex marriage supporters have won more than 20 decisions in lower courts. this is the second ruling for gay rights in a federal appellate court and three more ape ape

apellate court rulings will come down in the next three months. new video this morning of a real smackdown here that foiled a robbery. a semi-pro mixed martial arts man worked at the gas station taking down a robber. this video happened next. the fighter and coworkers punched and kicked the robbers away. despite the attention the video is getting, the man just said he wanted to make his dad proud. >> i said to my dad, you know, i said that i was going to make you proud and i did. he was like, i was proud the day you were born. >> so this happened earlier this month. the video received attention from the ultimate fighting championship president dana white. that is how it became more public. clearly not the guy to mess with. >> no. maybe dana white will reach out

mid-60s. and in prince george's county away from the waters, the low to mid-60s. there's the orange glow on the potomac river with a wide view. later today we'll have highs near 80 degrees. then tomorrow into the mid-80s with low humidity in place and partly cloudy on wednesday. so a wonderful couple of days coming up. great beach and pool weather. then getting into thursday, a little more humid. highs reaching the upper 80s. the average high this time of the year is in the upper 80s. friday, more clouds around with storms on friday afternoon and on your weekend. keep this in mind for weekend plans. saturday afternoon and get on sunday maybe in the morning and afternoon, some showers and thundershowers with highs in the mid-80s both days. monday, a little hotter near 90 with some storms then, too. coming up at 6:31, a look at neighborhood highs today from the mountains to beaches. and melissa is looking at a smooth commute. we are looking good at this point. the beltway at connecticut

avenue, a live picture there of no issues or incidents. 95 south of the beltway is looking good as well as shady grove road at 370. that can get a little iffy in a half hour here. fairfax county coming in on 66, no problems there. a little slow here at dale city down south heading to 95 northbound into the city. but right there is a little bit slow this morning. we typically see it getting slow there again approaching the beltway after it loose ups up a bit. a wider look at things near the beltway, 40 miles per hour. you are moving just fine. d.c. and 295 after 50 is a little slow. 66 inside the beltway, tiny bit of a slowdown. nothing too major. i'm back in ten minutes. 6:23 now. a new study says more than a third of us are behind on our bills. the study was conducted by the urban institute saying 35% of americans let their credit cards, student loans or other payments pile up to the point where they receive a call from the collection agency.

we are staying on top of breaking news in prince george's county. a driver crashed into a mcdonald's. you can see it live from newschopper 4. megan mcgrath just learned the backstory of how it got there from police. good morning. >> reporter: aaron, we have got an lot more detail from police over the last half hour. the suv that you see behind me here, the one that slammed into the side of this mcdonald's,

police say this it was stolen earlier this morning in a carjacking on annapolis road. as the suspect tried to make their escape after stealing the car, police say they hit a minivan that was in the area. that minivan was damaged. the driver of the minivan then began to follow the stolen suv. they ended up here at the capital plaza with the mcdonald's here in the parking lot. that's where the stolen suv got into a fender-bender with two other vehicles that were in the drive-through line here at the mcdonald's. ultimately the stolen suv ended up in the side of the building here. there was a fire. they were able to put that fire out. we are told no serious injuries here, but they do have the carjacking suspect now in custody. now a short time ago i spoke to the husband of one of the drivers who was hit while waiting in that drive-through line. >> we had placed our order

already. another gentleman was in front of her, she struck him, and i don't know. i mean, it remains to be seen. >> reporter: was she hurt? >> well, she went to the hospital. >> reporter: his says his wife was just banged up and shaken in all of this, but police remain on the scene here. the fire is out but the mcdonald's is closed. we are not exactly sure how long that's going to be, but certainly there's a lot of damage to the building. back to you in the studio. megan, thank you. >> news4's melissa mollet is keeping an eye on backups in the area. what's happening out there? >> we have been quite lucky with this trafficwise. most of this is contained to the parking lot here with the suv going into the mcdonald's. but coming through the area any time soon, you will see a large police presence. this is annapolis road near 64th

in landover hill. a wider look at things, we are looking fairly typical this time of the morning. top of the beltway a little slow. 66 inbound, just past the inner loop past the beltway, you're looking slow. and then d.c., 295 slow as well. i just spoke to police about two separate incidents. they are telling us that damascus is shut down near hawkins creamery road and one near chrome mine and hipley mill. and we have dry pavement around. there's no rain showing up and it is unseasonably cool. you need a light jacket on this late july morning. we are in the low to mid-50s for shenandoah valley into the mountains, much of maryland and virginia, we are near 60 degrees. mid-60s by t right in washington. and the nearby suburbs, prince george's, montgomery and fairfax county, the low to mid-60s.

later today the highs will reach the mid-70s. closer to washington, we'll have afternoon high temperatures around 80 degrees in prince george's, fairfax and month g got got montgomery county. a delta airlines flight made an emergency landing at jfk airport two hours after it took off from laguardia airport in new york. because of a problem with the landing gear apparently. nobody was hurt here with the plane on its way dayton, ohio. that is a two-hour trip from new york. before you catch a train on the silver line, "news4 today" discovered several lessons to help make a smooth commute this morning. metro says there were more parking spots at orange line stations and more room on trains. they noticed 7,000 people who normally use the orange line shifted to the silver line. most of those were bus rider who

is used to be dropped off at the west falls church metro station. there are now fewer trains running on the blue line during rush hour as well. metro says there are plenty of parking spots at the east metro station. only 1300 parking spaces were used yesterday and the garage can hold 2300 vehicles. metro also says more than 30,000 of you passed through the new station. 6:34 now and the montgomery school board voted to cut up their own government issued credit cards immediately following our i-team investigation. the board was under fire after news surfaced board members swiped taxpayer-funded cards for dozens of expensive meals and pricey hotels. that includes a $500 meal in ocean city for several board members featuring lobster tails, surf and turf and sea hbass. scott mcfarland uncovered this news. >> reporter: how do we get to

the point where the board has to cut up their own credit cards? >> we got to the point where we decided we didn't need credit cards. we decided to go ahead with not having credit cards for the board. >> the board of education also voted to limit the out of up to travel expenses. maryland state ethics and corruption investigators are looking into the district's credit card purchases. they subpoenaed the board's expense reports. new this morning, a call to acon to address a serious health concern. richard jordan is live in maryland now with the warning on skin cancer. >> reporter: hi, eun. the surgeon general wants people to be concerned about spending too much time in the sun, but it's not only the sun that can be dangerous but also strong, harsh light like the ones that typically come from a tanning bed. that's just as dangerous as the sun. in fact, you can get more exposure to u.v. rays in a shorter amount of time in a tanning bed than you would outside in the sun. so the surgeon general releasing

a report this morning and say that is skin cancer is not the most common type of cancer but it can be the most deadly. and this year alone, 77,000 people are expected to get melanoma. now, you could have a genetic makeup to make you more susceptible to skin cancer meaning you have fair skin, blue or green eyes, blonde hair, red hair, all that makes you more vulnerable to skin cancer. also men more likely than women to get melanoma, but there are things you can do before that you heard from doctors and dermatologists to make sure they have sunblock when outside to protect their skin and try to wear long sleeve shirts and pants. try to stay covered up if you're outside for a long period of time. and primarily if you work outside, the surgeon general says you have to worry about the sun when it is the strongest at midday. so we're expecting more from the surgeon general at a news

southwest airlines could be fined $12 million for accusations it made faulty repairs to planes since 2006. the federal aviation administration claims the airline failed to comply with regulations on repairs to the aluminum skin of some of the jet liners. and southwest operated the planes while not in compliance.

we are following breaking news at 6:45. >> one of several stories to bring you up to the minute the minute you're up. here's megan mcgrath live with more. >> reporter: take a look behind me at the suv that slammed into the mcdonald's just off annapolis road. police say the suv was stolen earlier this morning. stolen in a carjacking that happened on annapolis road not

far from here. now, as this began to unfold, the suspect took that suv. then they started to leave the scene. that's when police say they hit a mini van that was in the area and damaged the minivan. the driver of the minivan then pursued the suv. they wound up here at the mcdonald's and the suv knocked into two other cars here in the area of the mcdonald's and then ultimately went into the side of the mcdonald's. there was a fire, a small fire. firefighters put it out. no serious injuries. one woman who was hit in one of the cars here in the parking lot did go to the hospital to be checked out, but her injuries are not considered to be serious. but police were able to take the person, the carjacking suspect, into custody. they are talking to that individual right now. but quite a mess here at this mcdonald's. needless to say, it is closed. back to you in the studio. >> megan, thank you.

6:46 right now. both sides will present opening statements in the bob mcdonnell trial today. virginia's former governor and his wife are facing corruption charges accused of trading political influence for more than $150,000 in gifts and loans. today the man behind the money johnny williams could take the stand. he's the prosecution's star witness here and will testify under the protection of immunity. we have an update to a story we are following off the boston shore. now learning that the rope of that lobster trap has been untangled from the propeller of the whale watching boat that got stuck there yesterday afternoon. take a look at the boat. this is a picture of what it looks like. more than 160 people stranded about 15 miles off the coast since yesterday afternoon. now we are hearing that all should arrive back to boston in the next half hour. we are told that the boat is moving slowly to shore. everyone is okay. and we hear once they get back they get a refund and other asis

today hope for veterans could be on the way with the u.s. senate expected to consider president obama's nominee for the secretary for veterans affairs. robert mcdonald says taking care of veterans is personal to him. if confirmed, mcdonald will take a series of immediate actions in the first 90 days to deliver the care veterans deserve. a new jersey woman is accused of leaving a child in a 140-degree car for hours so she could get her nails done. police arrested rashena francis on friday after leaving the 6-year-old boy in the car for two hours. the car was off and the windows rolled up when police arrived. the child is going to be okay. that's so alarming that we keep hearing these stories of adults leaving children in hot cars. and it only takes a few minutes. a new mexico teen just invented a potentially life-saving device to prevent parents from leaving children in hot cars. >> i want you to hear what you
