>> new calls for a ceasefire in the middle east. we begin tonight with the immigration crisis at the border with time running out in washington before congress goes on vacation there is a new proposal about how to fix the problem. it is a small move and short term will it be enough. >> maryland officials meet to talk about the idea of housing unaccompanied minors in montgomery county. we begin with steve handelsman live on capitol hill. >> this is moving fast, maybe to a dead end but still moving fast and not because the border crisis is getting urgent, it is already urgent. >> reporter: there is no change on the rio grande. texas cops still catching kids surging up from central america. what is changing is the calendar. three days until congress goes home for the summer and republicans want to be seen fixing the crisis by friday.

>> frankly, we need to show that we can act and act thoughtfully, responsibly and quickly. >> reporter: republicans charge barack obama created in 2012 when he ordered half a million children raised in the u.s. can stay. >> come step foot in the united states of america and nothing will happen to you. >> reporter: house republicans proposed 649 million short term. they beef up the border and end individual hearings for each migrant child. no way say hispanic democrats who say judges will grant asylum to many kids. >> refugees fleeing crime, fleeing poverty and attempting to be reunited with their families. >> reporter: she said she escaped a sexual assault in guatamala. >> please do what is best for the kids in desperate need of help. >> reporter: republicans plan a vote this week. >> sufficient support in the house to move the bill.

>> reporter: if the plan passes it dies in the senate. >> that is not acting with the sense of urgency. >> reporter: no deal to stop the surge of children and take care of the thousands getting caught. just four days remain for congress to come up with the plan or the whole thing pushes to september. i'm steve handelsman, news 4. one of the biggest challenges in the border crisis, what to do about the thousands of unaccompanied children coming into the united states. most of the kids are from central america. the state of maryland is exploring ways to provide temporary housing for them. today we learned that many could be brought to montgomery county. our team coverage continues with news 4's chris gordon live in rockville. >> here is what we know tonight. some unaccompanied minors have already made it to our area and more are expected specifically here in montgomery county where we attended a council meeting where they repaired to welcome

them saying these children are fleeing danger, drug cartels and gangs. >> mothers, parents, grandparents are choosing to basically put their children on to this very horrific trek to come to our country in order to save their lives. >> reporter: montgomery county council member requested this hearing to determine if montgomery county is ready to accept unaccompanied minors. >> montgomery county is home to half of all of the immigrants in the states. we have the largest latineo community. >> reporter: maryland is trying to find foster families for up to 1,800 children taken into federal custody. news 4 learned montgomery county has been asked to house up to 25 youngsters until foster families can be found for them. in today's briefing it was said

montgomery county public schools had more than 100 unaccompanied minors. enrollment for english speakers for other languages increased and will be further challenged by the addition of new international students. >> all of the unaccompanied minors from honduras, guatamala and el salvador do qualify for enrollment for the program to receive instruction in english as a new language as well as parent engagement and counseling support. >> reporter: the county health department is also gearing up to render services. we are told that 25 minors are coming here to montgomery county, is that state of maryland is planning to send another group to prince george's county but we have not been told how many or when to expect them. that is the latest in montgomery county, chris gordon news 4. new details made public in

court about the private lives of former virginia governor bob mcdonnell and his wif maureen. for the first time we are hearing from their daughter who took the witness stand and broke down in tears. northern virginia bureau chief julie carey is in richmond with the update. >> reporter: it was truly a jaw dropping day in the courtroom today. for the first time we learned about the defense planned in the ce and it sounds more like a soap opera as the mcdonnell's troubled marriage will be made for the jurors and everyone else to see. >> we are looking forward to being able to present our defense and truth in court today. >> reporter: minutes later we learned how revealing and painful that defense will be. the first bombshell came from maureen mcdonnell's lawyer as bill burke told jurors there couldn't be a conspiracy because they were hardly talking in 2012.

at the time of the conspiracy the mcdonnell's marriage had broken down. the couple is charged with taking more than $150,000 in gifts and loans from wealthy businessman juohnny williams. the first lady's attorney says not only was the couple's marriage a wreck but she developed feelings for johnny williams. you will hear she had a crush on him. unlike the other man in her life johnny williams paid attention to her. witnesses will testify williams was her favorite playmate. >> the most riveting moment in virginia politics in quite some time. they had a relationship that was inappropriate for a married couple. >> the defense attorney picked up the story bob mcdonnell was show he was not nearly as successful as a husband. one of the first witnesses called was the couple's daughter. it was johnny williams' $15,000

gift to her before her 2011 wedding that later set off the federal investigation into the first couple's dealings. kalen said she met williams one time before her mother said called to say he wanted to pay for the wedding reception. she broke into tears a attorneys showed her pictures to the wedding that is forever linked to her parents' indictment. minutes ago the former governor left the courthouse and came down the sidewalk and i asked him about the difficult day. >> how painful was that today? can you comment on that? >> i would rather be governing. >> reporter: i can tell you prosecutors also have powerful opening statements today and promised jurors they will show that the former governor sold the power andfluen of his office to johnny williams.

reporting live from richmond i'm julie carey. >> to keep up with the details in the case make sure you download our nbc washington app. we will post all coverage and send you a breaking news alert when there are big developments. an ashburn ceo charged with murdering his wife is out of jail now. he posted $2 million in bond today. he is accused of killing his estranged wife, michelle, in april and making it look like a suicide. michelle was found dead in her home after her young children reported her missing. lawyers tried to keep castillo in jail asking that bond be revoked because new dna evidence they say linked him directly to the crime scene. a carjacking, a hit-and-run and then a crash all in a matter of minutes. one man is in custody for the mini crime spree. it happened on annapolis road just after 5:00 a.m.

police say an suv was stolen from a man at an intersection and a couple of minutes later the stolen suv hit a minivan and two other cars before smashing into the side of a mcdonald's restaurant. >> i heard this big loud noise crashing into the building and looked up and hit the window and the car just caught on fire. >> the fire was quickly put out. nobody was inside the restaurant and there were no other injuries. d.c.'s gun ban has gone back and forth and back again all in a matter of a few days. today a federal judge issued a stay on his recent ruling that overturned the ban on firearms outside of a home. pat collins live with more on the confusion created for residents and police. >> reporter: one day they say you can't carry a gun, the next day they say you can carry a gun. now they say you can't. what do you think?

>> do you think people should be allowed to carry guns on the streets of washington? >> in principle, yes, but where do you draw the line? before you know it people are carrying m 4s and rpgs down the street. >> i think the city is violent enough and we don't need people walking around with guns. >> personally i wouldn't want anybody to carry a gun but our second amendment does support that right. >> reporter: d.c.'s gun law has gone back and forth you get dizzy trying to figure this thing out. here we go. last friday and for many, many days before that it was illegal to carry a gun in the streets of washington. saturday a federal judge overturns the city's antigun carry law. monday in response to what the judge did on saturday the police chief sends a directive to officers saying if someone owns a gun legally they have a right to carry it on the streets.

this morning that federal judge stays the order he gave on saturday to give the city a chance to figure out what to do. this afternoon the chief rescinds the directive sent to the officers yesterday so now we are back to where we were last friday. do you think an average citizen should be allowed to carry a gun on the streets? >> yes. simply because if that person is of rational mind they should be able to discern when it is to be used and not to be used. >> only police should have guns. >> i don't think it would be safe. the city is already pretty violent. i think that would probably make it a lot worse. >> reporter: there is a lot of controversy here and it could take some time before d.c. gets a gun law that sticks. live in northwest, pat collins, news 4.

new developmentess regarding a situation in ukraine. president obama announced new sanctions against russia today meant to pressure president vladimir putin to cut ties with the separatists in ukraine. the sanctions target energy, weapons and finance industry. mr. obama says russia and the rebels in the ukraine are not cooperating with the investigation of flight mh-17. >> these russian-backed

separatists continue to tamper in the evidence and continued to shoot down ukrainian aircraft in the region. and because of their actions scores of ukrainian civilians continue to die needlessly every day. >> reporter: the european union announced sanctions against russia today. when asked if this is a new cold war president obama said it is an unwillingness by russia to recognize ukraine can chart its own path. israel ramped up the offensive in gaza as the death toll from the three-week conflict continues to rise. more than 1,100 kill. many worry the humanitarian crisis could get worse. >> reporter: for the first time since the conflict began israel stepped up the attack on gaza city home to about 500,000

palestinians. among targets it hit overnight include the home of hamas's political office here in gaza. no one was killed in that attack. in addition we got a report that israel struck a fuel tank at gaza's largest electrical power plant. as a result of that strike according to officials at the facility there are massive disruptions across the territory. already palestinians are facing a dire humanitarian situation that will get worse as a result of this power outage now according to officials who work at the plant. a situation that continues to worsen as the death toll continues to climb with no end in sight despite diplomatic efforts and calls by the factions that they are willing to accept a ceasefire that can be extended. the ebola virus outbreak in

africa is so bad that a west african airline is suspending flights to the two cities hit the hardest. says it won't fly to and from capitals. more than 1,200 cases of ebola reported making it the largest outbreak in history. two americans have been infected. one of them, a missionary, has kwa quarantined herself in her house. >> doing about as well as expected and maybe a little better than yesterday but very, very weak. >> once symptoms appear it takes ebola 10 to 14 days to run its course. there is no specific treatment for the virus and about 70% of the victims have died. checking our forecast, we are in july. i don't know where i am anymore. >> it's like we are in vacation in vancouver. >> northern wisconsin or one of

through our region. that is why we are on the cooler side tonight and that cooler weather continues to infiltrate the region. because of that we stay on the cooler side of average over the next couple of days. tomorrow morning well below average. mostly clear, quite cool like fall, 52. cooler suburbs you feel it when you step out tomorrow morning. 63 by tomorrow morning in the city. not quite as cool in the city but you feel the chill. as we make our way through the day tomorrow a little warmer with sunshine and a little less wind tomorrow will feel a lot more like early fall than the middle of fall like today. 84 degrees for a high tomorrow in d.c. back towards i-81 around 79. eastern shore looking good. now your impact forecast for tomo nimpact to talk about. the only issue will be tomorrow morning with the sweater or jacket. september like temperatures continue with a high of 84 back to skrun and july.

two people have been hurt in a wall collapse outside of baltimore. pat lawson muse is at the live desk with more. >> chopper 4 captured a med-evac. the home was vacant at the time. located about 15 minutes outside of baltimore, another person was transported by ambulance to the hospital. rescuers say they both are expected to be okay.

at the live desk i'm pat lawson muse. a new law in the district will get rid of styrofoam containers and add tax breaks for your commute. >> cleaning up our local rivers is the goal of the law. mayor gray signed it a few hours ago. news 4's mark segraves was there and has details on how this will impact you and business owners. >> there you go, ladies and gentlemen, another step forward for the environment. >> reporter: local leaders and environmentalists applauded the new law banning styrofoam products in the nation's capitol. small business owners who have to pay for more expensive containers point out this isn't the first time a law designed to help the rivers will impact their business. several years ago it was the bag fee. >> they say no more styrofoam, use plastic. >> fishermen say they are tired of seeing the containers floating by. >> it doesn't go back into the

a very close call on the tracks. two people were walking on a railroad bridge in indiana as a train approached earlier this month. the women had nowhere to go so they laid down and the train rolled right over them and amazingly they both survived. one of them stubbed her toe. both women have been charged with trespassing. railroad officials say there are no walk ways oen the bridge because nobody is supposed to be up there. >> wow. never too late to go for your dreams, a emessage from a montgomery county woman turning 100 tomorrow and will celebrate another goal that has been decades in the making. she is remarkable, kristin.
