6:11. we are staying on top of breaking news in the district. an officer shot a man overnight in southeast washington. police are narrowing the crime scene. right now fairlawn avenue from burns street to m street is closed and that's where we find derrick ward with more. >> reporter: 2500 block of fairlawn avenue southeast, police have moved the crime scene over from minnesota avenue. we're told it happened at about 1:00 a.m. this morning. a police-involved shooting. we are told that a male was taken away conscious and breathing. not much more. this remains under investigation. we don't know what the call was that brought police to the area in the first place. derrick ward, news 4. i'm molette green at the live desk with some breaking news.

montgomery county police telling us they are investigating a report of a shooting that happened in the 2400 block of app pliers mill road in silver spring. we have calls in to police and we're sending a crew that way to bring you more are information on this developing story out of silver spring. back to you. this morning a montgomery county swim coach will plead guilty to charges he abused a girl he was coaching in the 1980s. that woman is in her 30s now. in exchange for the plea, prosecutors will recommend 53-year-old not face more than ten years in prison. police are arrested him in april. his defense attorney declined to comment on the deal. this morning former d.c. council member michael brown is waking up in prison in montgome montgomery, alabama. brown pleaded guilty to taking more than $50,000 in bribes from an undercover fbi agent while he

fairfax county board of supervisors denied a proposal to push back the closing seven years. the meeting was contentious and lasted hours. some members supported the closing, but it was opposed by people who live this. >> many were built well after 2006 knowing the landfill will be closed. developers will will renew their faith. >> fairfax county supervisor jerry high land also proposed the proposal. it is now scheduled to close in 2018. maryland and virginia made the short list for the new fbi headquarters. the next step is hearing from you. general services administration says it's between a warehouse site in springfield, virginia and two sites in prince george's county. the gsa will let the public chime in on the site and begin to look for qualified developers. the fbi headquarters will bring with it 11,000 jobs and $2 billion in economic impact.

for the first time this morning, we can identify the man that police say was at the center of a carjacking and crash in landover hills. police arrested 21-year-old dominic harrison, he faces several charges. he's accused of carjacking, crashing in to two cars and slamming in to a mcdonald's. they believe he suffers from mental illness. two people are in the hospital after a porch collapsed. there was a lot of damage there. the two victims were trapped for about 20 minutes. both people are expected to recover. investigators are working to find out what caused the accident. flori a federal investigation will examine whether your gm car has an air bag problem, unrelated to

the scene of breaking news in silver spring. >> reporter: we're at the 2400 block of pliers mill road. i'll let you take a look at the scene. montgomery county police saying about 5:30 a.m., an 18-year-old female was shot. she met with a 14-year-old male, someone she knew. at some point, that male fired a gun. the female was hit. she's been transported to an area hospital and sxegded to be okay. the suspect left the scene in a car. we don't have a description, but there is a search for the suspect. pliers mill will be closed at saints margaret's way. you'll be diverted around it while the investigation continues. we're not sure whether the incident happened on the street or in a house, but there is lots of police presence at the intersection.

two year investigation that was done on the phone cramming. you sign up for something online, you put in your name, your address, your phone number. when hit enter, you may be authorizing a charge on your phone. same thing happens with apps. 20 million people affected every year. we're told one in 20 don't even know it. today the ftc will be here on capitol hill talking about this. the ftc thinks they have some answers. they want to make sure that all of those charges are in one section of the bill. so even about if it says something generic like service charge, you'll know it's not coming there your phone company. they also want to inform customers you have the right for ask that no third party billers bill on yo phone account. in other words, no one other than your phone company can try to get your money. so they're working on it. we'll get more details this

afternoon. new developments this morning in the israel/gaza conflict. they dropped leaflets asking people to tell them where military tunnels are after another u.n. school was targeted. more than a dozen people were killedhen tank shells slammed into the crowded building. richard engel is live in gaza with more. >> reporter: good morning. this is yet another u.n.-run school being used as a shelter for palestinians that has come under fire. witnesses tell us that it happened around 4:00 in the morning local time. the school was full of families. one of the incoming rounds landed on a classroom, there were women and children sleeping inside. the ceiling came down on top of them. medical officials say at least a dozen perhaps as many as 15
