right now, former governor bob mcdonnell ready for another day in court. he said this morning this is a marathon. coming up, the star witness in the case is back on the stand. the list of lavish gifts he said he gave the mcdonnell family. first, we're starting with some breaking news. melissa is at the live desk. >> right now we're following two big accidents for you. first of all, this first one, the inner loop at new hampshire avenue. i just spoke with state police. witnesses telling them a tractor-trailer was on the inner loop weaving everywhere when it hit a cab and jack-knifed into the jersey wall splashing that. three people hurt in that crash.

no word yet on when the inner loop at new hampshire will reopen. right now a complete mess and totally jammed. if you're headed out soon, definitelily avoid that. the other incident that we're following is in prince george's county. chopper 4 over that scene. this is water street and main street, a pedestrian hit by a bus, dragged 30 feet, pinned under the bus and pronounced dead at the scene. this is a prince george's county transportation bus also known as the bus. as soon as we get more information, we'll pass it along. richard. right now police are on the scene of a deadly shooting in bowie. chopper 4 above that home shortly after the first investigators arrived. this is along chessington way not far from the beltway. megan mcgrath has been on the scene all morning. she's live with what police and those in the neighborhood are

seeing. megan. >> reporter: richard, five hours later you can see behind me that investigators are still here on the scene gathering evidence. they have been talking to neighbors this morning. we've seen a number of family members come here to the scene looking for answers, but at this point police will only say that a man was fatally shot inside this home on chessington way. detectives knock on neighbors' doors looking for information. jackie peters says she heard a strange noise early this morning. >> i'm a very light sleeper. probably around 4:30, 5:00 this morning, i just heard something that sounded just like a pop sound. >> reporter: peters didn't think much of it until -- >> another hour or so, got up, looked out the window because i heard a lot of traffic movement out here and saw all the cars out here. so very surprised. >> reporter: there was a large police presence on chessington way in bowie. officers were brought here by a 911 call for a shooting just before 6:00 a.m. when they went in, they found

the victim dead inside the home. forensic teams spent the morning looking for clues. an evidence marker could be seen in the middle of the street. but what happened is unclear. a man who identified himself as a relative of the victim, but declined to talk on camera, says a family member got a frantic call early this morning about men entering the house. police will not comment on that report. they will only say -- >> when officers arrived on scene, they discovered an adult male suffering from an apparent gunshot wound. right now that's all we have. this investigation is still ongoing at this time. >> reporter: and chessington way is closed and the block surrounding this house, the 9900 block, but police are starting to scale back a little bit. many of the vehicles have already left so they may not be here a whole lot longer. in terms of the victim here, police still have not released his name and they are looking for anyone with information.

if you do have some information, something that might help police, you're asked to give them a call. reporting live in bowie, megan mcgrath, news4. richard, back to you. the star witness in the bob mcdonnell corruption trial is back on the stand today in richmond. the former virginia governor arrived separately from his wife, maureen, this morning. the prosecution continues to lay out its case against the mcdonnells using virginia businessman jonnie williams. williams says he showered them with gifts while they were in office. including the use of this ferrari while the couple was on vacation. williams provided the gifts in exchange for promotion of his new diet supplement. the former governor was asked about williams' testimony as he entered court this morning. >> well, this is -- this is a marathon, it's not going to be decided today, and we just look forward to day after day fini finishing up. >> keep up with the trial today on twitter and on

active tomorrow into the weekend, so be prepared for that. if you've got outdoor plans on the weekend, i'll have the details on the big change coming our way with the rain timing, when it's likely going to be wettest and how temperatures will change as well through the weekend and a big change next week too. all of that coming up in just a few minutes, richard. >> all right, tom. now let's go back to melissa at the live desk. >> three people were hurt after a shattered window pane fell 18 stories from a manhattan skyscraper. workers doing renovations on the midtown apartment broke the window sending shards of glass plummeting down to the street. that whole area had to be blocked off. a man and a woman on the street were injured, as were the workers. all three were expected to be okay there. hyattsville police are looking for the man responsible for putting two teenagers in the hospital. investigators say the three suspects left the scene in a brown jeep heading toward queens

chapel road. now, police say the victims are between the ages of 15 to 17. two of them had to be rushed into surgery last night. one teen was shot in the face, the other shot in the side. a man accused of attacking a transgendered girl will be charged with a hate crime. police say reginald clyburn stabbed the girl in the back several times during rush hour yesterday. this happened near the green line train. the victims say clyber made hateful comments before the stabbing. >> he -- i don't know, he was on something and he was just at my friend like you're ugly, you got this hair, are you a man, are you a man. and he pulled out a knife stabbed my friend and that's when i maced him. >> metro transit police arrested clyber. court records show that he has been arrested before for resisting arrest and on assault charges. a 13-year-old boy stood over a woman and shot her at

point-blank range and now they're looking for the gun involved. the 18-year-old victim was walking with a group of dwirlz yesterday morning in wheaton. investigators say a group of boys met the girls just after 5:00 a.m. the victim was shot after some kind of confrontation. the 13-year-old is charged with attempted murder and armed robbery. a new way of commuting is coming to prince william county. today bre is breaking ground on a new station in dumfries. they have been planning it since the early 2000s. today house majority leader eric cantor will step down from his leadership post. coming up, the democrat who is calling it a huge loss for the state of virginia. plus, new numbers just released in the last hour about the ebola outbreak in west africa. it's growing

new developments this morning in the israel/gaza conflict. israel's prime minister is vowing to dismantle the hamas tunnel network in the gaza strip. benjamin netanyahu says he will not accept any truce that won't allow israel to complete its mission of destroying the sophisticated tunnel network which he says has been used to carry out deadly attacks inside israel. in the meantime the israeli military is calling up another 16,000 reserves. the move will bring the total israeli offensive to 86,000, more than 1300 palestinians have been killed since the fighting began 23 days ago. almost 60 israelis have lost their lives. a team of international investigators has finally reached the crash site of mh-17, the malaysia airlines plane that was shot down two weeks ago in eastern ukraine by a missile. heavy fighting between the ukrainian government and pro-russian separatists around the wreckage has kept investigators away until now.

the team of police and forensic experts will begin by recovering bodies and collecting victims' belongings. the team is made up of investigators from the netherlands and australia. first it was supposed to work, then it didn't. a house subcommittee just spent the last two hours getting to the bottom of what went wrong with the rollout of the affordable care act. members of congress thumbed through pages of a new report pinpointing some of the problems. the report blames the department of health and human services for failing to watch over contractors hired to set up and run the website. while the website appears to work now, not everyone is convinced. >> consumers may believe the website is fixed because some of the front-end problems have been addressed, but there's no way to verify inaccuracies about things like citizenship and income level or ensure the correct subsidies are being paid for insurance premiums. >> the report also says the website was launched without

verification that it met performance requirements. white house officials have owned up to rolling out the site without testing it completely. president obama is pushing government contractors to stop violating labor laws if they want to keep taking federal money. the president will sign an executive order this afternoon. it requires contractors to divulge any labor violations in the past three years when they seek large contracts. the order also requires that workers be given information to help they remember determine whether their paychecks are accurate. in less than an hour hundreds will home an immigration protest. they will gather in lafayette park at noon. the group wants president obama to ending what they call his inhumane immigration deportation policies. house majority leader eric cantor is officially stepping down from his leadership post today. cantor lost in the republican primary to a little known economics professor. he was poised to become the next speaker of the house.

it's a loss that virginia governor terry mcauliffe says will be felt like republicans and democrats in virginia. >> i'm heartsick that eric cantor lost. i will say that as a democrat. ize as governor the house majority leader about to be speaker. now, my staff dealt with eric cantor's staff all the time. i dealt with congressman and leader cantor all the time. they were nothing but helpful. that's an important asset in my toolbox for me to do what i need to do as governor. >> mcauliffe says cantor's loss particularly hurts because virginia is also losing congressman frank wolf and jim morantz. for more we are joined by nbc news political reporter carrie dan. hi, carrie. >> hi. >> what did you think about what the governor had to say. is virginia losing some of its political power now that cantor is leaving? >> terry mcauliffe and eric cantor don't have a lot in

common politically. eric cantor was fairly conservative but he was still majority -- or house speaker john boehner's second in command. he was poised to maybe become the leader in the house and there's a lot of power that comes along with that. the ability to schedule votes, to corral members to vote for certain legislation. when you're the governor of a state that really makes a big difference. >> what about kevin mccarthy? >> mccarthy is very affable, he's from california. he has more of a laid-back style than eric cantor. he has good relationships with the tea party wing and more establishment groups. so far he seems to be poised for a pretty easy slide into that position. >> today is the last day for members of congress. they're going off on their summer break. there's still a couple of issues on the table, including immigration. >> this could ending up being a very tough kay for house speaker john boehner. the house is putting forward an immigration measure that would address the crisis at the border. it's a lot less than what the president asked for but it's

something to say we're dealing with this crisis. there's some tea party members that say it's not addressing the causes and urging members to vote against it. that could be a big embarrassment for john boehner if that legislation goes down. yesterday we learned boehner will allow members to also vote on something that would address sort of the dream act, one of the things tea party members say is drawing these children into the u.s. so we'll see how that plays out but it could be a very dicey day up there. >> it's only a matter of hours, right? >> school is out for the summer for congress. >> what has congress accomplished? there's been a lot of bickering this term, but what have they done? >> well, the term do-nothing congress was actually from the truman administration. that congress dubbed the do-nothing congress passed 908 bills. so far this year they passed 142. so a lot less. >> so when we look at these numbers, it doesn't bode very well for these members of congress when they go back home to their districts. >> there isn't a whole lot to

desk. right now i want to show you a live picture of that massive crash that shut down the inner loop at new hampshire avenue. right now we can see one shoulder, one inner loop lane getting by. this is chopper 4 over the scene right now. it is backed up for five miles all the way back to georgia avenue. take a look at that as the chopper pans to the right there. the tractor-trailer was weaving, it hit a cab and jack-knifed into the jersey wall smashing that. three people were hurt. several cars behind that crash had to stop short. your alternate here, connecticut to east-west highway to coalsville. no word on when this will reopen. a five-mile backup, the inner loop at new hampshire. richard. right now, the ebola virus is officially considered out of control in west africa. the cdc is asking u.s. health officials to be vigilant, looking for the virus in

patients. symptoms set in two days to three weeks after contracting the virus. it will begin with a pretty high fever. some patients report a fever of 103 and above. other symptoms are nausea and vomiting, could even lead to some sweats. early and aggressive treatment is crucial. without aggressive treatment, the organs begin to shut down. one of the first organs to go is the kidneys. now, with the virus having not reached north america yet, there is still a big concern for travel, that the virus could spread from people traveling. direct flights affecting regions in 35 different countries. doctors say here in the u.s. we shouldn't be too worried about an outbreak, but it's important to educate yourself. >> it is not airborne. you get it through direct contract with an infected person, usually through vomit, saliva, feces. it really is when someone is actively transmitting the virus through bodily fluids. >> this morning the world health organization says ebola is responsible for 729 deaths

across west africa. for more information on the type of vaccines being developed for this particular outbreak, head on over to our website, nbcwashington.com, and search ebola outbreak. a maryland man who recently traveled to liberia died this week. 24-year-old nathaniel dennis' family said he tested negative for ebola. he started having seizures. he was in a coma over a week. dennis's family was raising money to bring him back to the u.s. when he died. >> we're all va we don't feel like we've been defeated because we tried as hard as we could. we'd like to bring his body back and give him a proper burial with his friends and family. >> the family held a fund-raiser to help pay for the funeral costs. the fredericksburg man who engaged police in a standoff was sentenced to 88 years behind bars. michael bailey was sentenced yesterday. as part of his plea deal, the

50-year-old will spend 20 years in prison. this morning a rockville doctor is behind bars for allegedly running a pill bill. he's known as dr. z. doctors say from 2009 to 2013 he made hundreds of thousands of dollars selling prescription drugs. they say people were coming in from all over the country. one of his patients died from using methadone for no medical reason. >> the allegation that people were coming from outside the state of maryland because they knew there was a doctor in maryland who would be willing to prescribe pills without proper medical purpose. >> he faces a mandatory 20 years to life for the patient's death and 20 years for each of the 29 points of distribution. he's due back in court tomorrow. new this morning, crews have stopped the last of the water gushing from a 30-inch pipe near the university of california los angeles. the 93-year-old pipe burst on tuesday, spewing an estimated 20 million gallons of water. the water flooded six buildings on cs,
