why this cadet made the u-turn from the inner loop to the outer loop. it's important to point out that the woman in this case, her name is karen williams. police tell us that she was out here. she was going to get her recertification and then she was killed. karen williams was a proud mother of five adult children. four grandkids at 59 years old. tonight, her family and neighbors are heart broken she died. investigators say a maryland state police cadet hit her on the beltway. >> she was a nice person. i always enjoyed being around her. >> reporter: her family tells me she was driving her car to get a teaching recertification at 8:00 this morning. police say maryland state police cadet 18-year-old reyes used his unmarked suv without lights or sirens to make a u-turn in an emergency crossover. he lost control on the outer loop of the beltway. >> the investigation indicates

he sideswiped a 2000 lincoln driven by a woman. that lincoln lost control and crashed into the jersey wall on the fault shoulder. >> medics drove her to a hospital where doctors pronounced her dead. a third car was involved in the crash but none of the three people in that car got hurt. tonight, the unanswered question, was the cadet authorized to make a turn from the inner loop to the outer loop? >> as a cassette, civilian employee, he does not have police authority. that's something that the investigators will look at. >> reporter: tonight, he is on eadministrative leave. investigators interviewed him. he could face charges. >> thanks. crews are pulling an all nighter to get traffic moving along route 1. water and sewage officials announced the water main that broke yesterday has been fixed. all customers have their water

storm and i will let you know what to expect for the weekend and how much you will need that umbrella. right now, a plane could be making its way to the united states carrying an american infected with ebola. the cdc plane was expected to left west africa and land in georgia tomorrow. an ambulance will take the patient to a special isolation university at emory university hospital. either nancy or kent will be on the first flight. it will go back for the other. in ten minutes, we will look at the precaution the cdc is taking to get them here safely. a virginia mother is describing the heart break and terror her 12-year-old daughter has been through. the girl and a friend were sll asaulted last sunday. police arrested three older teenage boys. the victim's mother tells us the attack may have been an act of retaliation. >> reporter: the 12-year-old victim's mother, we're not identifying her, clutches a

stuffed bunny. the girl and an 11-year-old friend left the family's apartment sunday morning to take out the trash. that's where they encountered three older teens known as bullies and trouble makers in the neighborhood. >> they are persuasive. she said they were pushing them with their chest and they was pulling on them in a sense. >> >> reporter: after the girls in their pajamas failed to return she grew worried. she searched by car and on foot and called police. a friend's daughter located the girls and a disturbing story began to emerge. >> she's crying. i can see her shirt has been pulled. her clothes didn't look good. i'm like, lord, please don't say this. she tells me that she was touched. >> reporter: the 12-year-old's mother says what followed for the girls was hours of questioning at the scene and at a police station. >> when she came out, she was more hysterical.

she was very upset. >> reporter: the police arrested two 17-year-olds and a 16-year-old, all three are charged as juveniles, two are felony rape. the victim's mother says two were involved in an incident last fall, mart of a mob of teens who attacked. they say it may have been a retaliation for which her 12-year-old is paying a terrible price. >> i'm overwhelmed. the next day i had to seek out counseling for my daughter. she started to shut down. she takes baths, showers. she washed her hair a lot. she wouldn't eat. if. >> reporter: a spokesman for the police department says the sheer number of suspects and victims involved in the sexual assault case as well as the extremely serious felony charges involved led to the need for a lengthy questioning period.

new evidence is coming out of the mcdonnell corruption trial. jonnie williams is the star witness. he was back on the stand talking about the $165,000 in gifts and loans he gave to the former virginia governor and his wife. one video shows maureen praising williams and his company at a conference she attended. williams says it was all business. the prosecutors show they exchanged 1,200 text and e-mails in two years. during the earthquake in 2011, she wrote williams a note that says the earth just moved, and i'm not even having sex. tonight bob mcdonnell spoke to reporters as he left the courtroom. >> confidence in my legal team. they've done a great job. we look forward to having the truth continue to come out and prevailing. >> williams is going to be back on the stand monday. he's testifying under immunity

from prosecution. same sex couples in virginia may have to wait for the supreme court to hear their case before they can get married. the commonwealth's ban was ruled unconstitutional monday by a federal appeals court. the circuit court clerk asked that the ruling be stayed while she appeals. a virginia man is behind bars for allegedly scamming an elderly woman. jamie fisher posed as a contr t contract contractor. they claimed she a contract with them. they couldn't produce the paperwork. they said she could buy out the contract for $6,000. she paid it. police are trying to link fisher to similar cases in the area. a woman will spend six months in prison for a foreclosure scam. a judge sentenced her to after she pleaded guilty last month. she would break into foreclosed homes, forth deeds and rent the properties on craig's list.

she was found out when the owner of one foreclosed home in upper marlboro went to pick up her mail and found a family in her house. she faces five years of probation after she's released. a teenager accused of sexting his girlfriend could avoid going to jail. he got one year probation. prosecutors wanted to take pictures of the 17-year-old and compare them to the ones they say he sent to his underage girlfriend. the judge wouldn't allow it. he will have to complete 100 hours of community service and stay away from his ex-girlfriend. for the next year, he can't text or use social media. he was hoping for a different outcome. >> i feel good about the situation but then again i feel bad because didn't get what we wanted. >> you wanted not guilty? >> yeah. >> you want to hear those words? >> yeah. >> he has another court date scheduled for august of next

year. a medical examiner ruled a new york city police officer's chokehold killed a man who had asthma. eric garner died after the officer at him and took him to the ground. garner was accused of trying to sell untaxed cigarettes. chokeholds are banned by the nypd. the officer who placed him in the chokehold has been reassigned to desk duty. the incident is still under investigation. garner's family is expected to hold a rally tomorrow. israeli troops are moving deeper into gaza to search for a kidnapped soldier. israel says he was captured when militants attacked a group of soldiers and dragged him into a tunnel. hamas denies it and suggests the soldier may be dead. their truce ended about an hour after it started. the u.n. blames hamas for breaking the cease-fire. hamas says israel's military movements are to blame. it was a deadly day. more than 140 palestinians were killed and two israeli soldiers

died in that surprise attack. last minute action on capitol hill as congress heads for a five-week vacation recess. house republicans passed a $700 billion immigration bill to deal with children arriving at the border. but it's nothing more than a symbolic gesture. the senate is out on recess already. this bill isn't going anywhere. president obama has also made it clear he would veto the republican proposal from the house. the president says he will have to take action since congress failed to. next at 11:00, ebola virus just hours away from the u.s. >> i have no concerns about either my personal health or the health of the other healthcare workers. >> how doctors in atlanta are responding to critics who fear the virus could spread. two major events having a big impact on local traffic. the areas you may want to avoid.

mandarin oriental. it's a daring rescue mission. an attempt to save the lives of two american aide workers. the first patients ever to be treated for ebola on u.s. soil. that takes some extreme precautions. erica edwards reports. >> reporter: the american doctor and miss ari who travelled to africa to help ebola victims then became infected themselves are scheduled to come home for treatment. one by one dr. kent brantly and nancy writebol will be kept in ice lace. it's unclear who will be first. that perp is expected as early as saturday at emory university hospital in atlanta. >> we are one of four institutions in the united states capable of handling patients of this nature. >> reporter: emory has highly specialized isolation rooms like this and has been set up for this kind of operation for 12 years. staff have been trained to care for patients with extremely

infectious diseases. both brantly and writebol are in serious condition but stable enough to make the journey, from the ground to air and arrival at a secure air force base outside of atlanta. doctors at emory are confident they are ready to treat the ebola victims while protecting them services. >> i will be one of the individuals who will be coming in direct contact with the patients. have i no concerns about either my personal health or the health of the other healthcare workers who will be working in that unit. >> reporter: more than 1,300 people have been affected with ebola. the death toll is more than 700. this is a weekend where you have to plan out when you will be outside and when you will be inside. >> what's this about bertha getting worse? >> it's expected to be a hurricane. as i told you earlier, still no real threat to land. it's expected to become a hurricane off the east coast. when i say right off, well off,

probably by 500 to 1,000 miles off. no real worries there. out there right now, what are we dealing with? rain. he would talked about the rain coming through. once again, it's very, very light. if you are outside, you need the umbrella. down south, we have a different story. temperatures in the mid 70s. 78 at the airport. the rain light. but east of i-95, down towards southern maryland, the northern neck, around fredericksburg, that's where we see heavier rain come through. this is a more moderate rain. no areas of heavy rain. we're not talking about thunderstorms with lightning, anything like that. this is just plain rain down around the northern neck especially, along st. mary's county. this is the area that will see the rain most of the night. you may get a tenth to a quar r

quarter, maybe half an inch. to the west, you may not see much at all overnight tonight. this system continues to move up. this say wave. here is the wave right here that's making its way through the region right now. behind it is some clearing, at least aloft. cloudy ton y tomorrow. but a chance of some dry period. tomorrow will be similar to what we saw on our friday. 8:00 in the morning, clouds, maybe a few breaks in those bro clouds. in the afternoon, a few showers. do not expect a lot of rain tomorrow. carry the umbrella, but don't expect a lot of rain. we may see air little bit of sun. rain comes sunday. sunday could be a washout. still a little bit uncertain about this. is a tough forward. watch what happens during the afternoon. it won't be raining all day. it will not rain everywhere all day. i would expect to see rain during the afternoon. once again, carry that umbrella with you sunday i think you have a better chance for rain during

the afternoon. bertha, there it is. winds of 50 miles an hour, moving west at 22 miles per hour. as it moves close to the bahamas, still a tropical storm. that's the official forecast from the national hurricane center. making its way towards our area and then right back out into the open waters of the atlantic. category one hurricane potentially as it gets closer to the bermuda area. it's expected to pass north and west of there. only impacts towards the beaches, but that's about it. tomorrow, your planner, maybe showers early in the morning. these are light showers. any rain tomorrow will be on the light side. then we are on the cloudy side towards the afternoon. by 5:00, temperatures around 80. that's the high tomorrow. 79 on sunday with a better chance of rain. it's the 60% chance of rain. we will see those showers throughout the afternoon. 87 on monday. 90 on tuesday. that's when things get a little bit more hot and humid. it has not felt like july -- or rather august now.
