>> good morning, guys. most of us were dry for all of the daytime hours yesterday. some isolated showers around mainly during the evening hours. today just a slightly better chance that are you dealing with a shower or thunderstorm. once again we are going to feature plenty of dry time. depending on where are you, looking at variably cloudy skies across the area. the sun trying to break out. temperature right now at 75 degrees. the dew point indicates the humidity. above 65 we say it is humid. it says 67%. notice it will be muggy and humid throughout the day today. the clouds will win out. we are dry for the rest of the morning hours but getting into the afternoon hours, especially the later afternoon hours, some scattered showers. more on your forecast in ten minutes. we're learning new details about a crash involving d.c. council member marion barry. since we brought you this breaking news last night at

11:00, a source tells nbc 4 applicant ticketed him for driving on the wrong side of the road and driving with an expired tag. the crash happened last night along pennsylvania avenue just a few blocks from minnesota avenue in southeast d.c. police saying another car was involved in the accident. the driver was not hurt badly. barry was taken to the hospital for treatment. he is diabetic and his aides say his sugar level was low and he got disoriented. barry tweeted out this -- thank you, everyone, for the calls and well wishes. i thank god for his grace. ". police say someone stabbed a man on the green line just before 2:30 this morning. rescuers rushed him to the hospital. he didn't have life threatening

injuries. a major convention begins today, bringing asmany as 50 leaders from african countries right here to the district. believe in africa day panels will be held at the museum. at noon, the mayor will host some of those leaders in the ronald reagan building. the summit runs through wednesday. why should you care? because it is going to affect a lot of the roads in the area. megan mcgrath is live. >> reporter: we're already starting to see the closures. african leaders summit is a four-day event that will have a major impact on traffic in the d.c. area. look behind me here. we're standing along m street in georgetown. you can see the 29th street has already been closed. it's closed from m all the way down to k street. that's going to be the case for the next couple of days here. we are going to have a major

impact in our area all through the week. things getting under way here today. the number of events. of course, monday and all the way through wednesday. folks will just have to plan accordingly. we are going to see some traffic tie-ups as a result of all of this. let's take a closer look at the areas that are going to be affected here. there are events at the national academy of sciences, the white house, the world bank and mandarin oriental hotel. expect road closures in those areas as well as parking restrictions. you aren't going to be able to park when there are events taking place. closures are going to be staggered depending on the events around town. monday that is going to be the first big impact that we're going to see. take a look at this map. give you an idea of some of the road closures we are going to experience monday. primarily in the area of southwest washington around the mandarin oriental hotel. there are really too many specific road closures to mention here so take a look at

brantly's treatment is already under way. nbc's jay grey tells us more about the doctor and how he is doing. >> reporter: with some help, dr. kent brantly, the first ebola patient ever treat in the western hemisphere, walked out of an ambulance and into emery hospital saturday. >> we have a unit that's staffed with both physician experts and nursing experts that are really key players in understanding practices to maintain safety not just of the unit and all the other patients but the general public as well. >> reporter: plane specially converted for his transfer from africa landed just before noon. then police and fbi agents escorted an ambulance with dr. brantly inside. his treatment started immediately at the atlanta hospital and for the first time in weeks dr. brantly's wife, amber, was able to see and hear her husband from the other side of a glass barricade in the isolation unit. dr. brantly was working as a medical missionary in liberia when he was infected with the deadly virus. last july, just before he left

you're going to want to watch out for track work on the red line today until closing tonight. the brooklyn and rhode island avenue stations are closed which means you have to get off your train at ft. to it. ten and nomo. you can always take the green line to avoid the delay. all of the metro's other lines are running at normal weekend service. your commute through bethesda could become a little bit smoother today. >> that's right. maryland state highway administration could re-open a portion of cedar lane tomorrow. now this stretches from elmhurst parkway. this all depends if the weather holds up and cooperates and crews can finish up their work.

this breaking news now from china. state media reporting at least 150 people are dead following a strong earthquake. hundreds of others, we are hearing, are hurt. the quake registered at 6.1 magnitude. this was in china's hunan province. it toppled houses and building. we're working to get some video from that region. this is the strongest earthquake to hit hunan in 14 years. we have learned a sheriff's deputy mistakenly shot and killed an innocent homeowner during a standoff out in california. los angeles county sheriff's deputies were looking for an armed parolee who took a woman hosta hostage. the sheriff says that the deputy mistook the homeowner for that armed man. deputies evacuated three people inside of the house before the shoot-out happened. this will probably make for some intereing photo albums. a florida wedding party had to evacuate their boat when a fire started during the ceremony.

nbc's heather crawford tells us exactly what happened. >> reporter: all of the passengers aboard this boat were brought to shore. >> we were having dinner and all the power went out right before they were getting ready to cut the cake. we all had to go up to the top of the ship -- or boat. and there was a fire in the engine room. >> reporter: a short time later the fire department arrived. >> everybody was all right. the crew was great about everything. and they got there. the fire department got there as soon as they could and brought us back in. no injuries or anything. >> reporter: jean hawkins, the mother of the bride, says it is definitely a night she will never forget. >> i have three girls, so this one getting married, the first one, yes? i'll never forget it. >> heather crawford reporting

vehicle pink? >> as you know, part of our responsibility is saving lives. we also have a duty to prevent as far as life saving and making people aware of different things. so we thought what a better way to get people's awareness about breast cancer than to paint a couple of our vehicles pink so that when we're out and about in the community, people can see this as a reminder, awareness about breast cancer and making sure that women are doing their monthly checks and staying healthy and watching their diet and things that they can do to prevent breast cancer. >> you not only have a pink ambulance, you have a fire truck as well. you told me that another vehicle is getting added to the fleet soon as well. correct? >> we do have a pink engine at firestation 805 in the capitol heights area. it has a pink rack. these vehicles are actually painted pink at no additional

malcolm thomas in wakefield, virginia. police found two women dead oxen hill yesterday morning. they were responding to a call to check on the people who lived inside the home. police say the murders do not appear to be random. they say it was domestic. still, neighbors are on edge. >> you see it on television. you hear about it and then you wake up one morning to the police knocking on your door and you find out that that very thing is going on next door. it is very, very, very unnerving. >> the suspect, thomas, is in custody in southern virginia awaiting extradition at this hour to prince george's county. happening today, family and friends will remember virginia teenager who vanished a year ago. 17-year-old alexis murphy disappeared from a gas station. this was while she was on a shopping trip. her body was never found. tonight family and friends will gather at 6:00 at the nelson county high school in

lovingston, virginia. a jury convicted randy taylor of and dush abducting and murdering murphy even though her body was never found. he was sentenced to two life terms in prison. this is the pile-up of a chain reaction crash. virginia state police say it started yesterday afternoon when they pulled over a woman. she had an outstanding warrant. when police started to take her into custody, her passenger allegedly jumped into the driver's seat and took off. police chased him until he crashed the car into another car which in turn hit another. six people hurt in all. two of them seriously. we do have a scam alert for people. police say that a man posed as a water company worker to get inside one woman's home. once inside the woman told police she noticed that several things were missing after he left. investigators say this is the second time in the past week

in this week's "wednesday's child," we meet a young man with special needs but his social worker says is he a lovable boy who could really benefit from a permanent, loving home. >> reporter: the greater mount cavalry church is one of 6-year-old terrance's favorite places. terrance who neitr walks or is able to see or hear well loves coming here. inside, some of the choir members are already warming up.

they came just for us so we could see just how much terrance loves their music. ♪ >> reporter: terrance' eyes widened as he felt the beat. he seemed to enjoy letting the sound surround him and embrace him. he has some hearing ability and it seemed that he was listening intently to the words and feeling the energy that filled the church. terrance comes here each week with his foster parents. his social worker says he's been in foster care for most of his life. >> he's a wonderful kid. he's so adorable. he's so cute, as you seen. and he just needs a home. >> reporter: terrance seemed to feel right at home here at the greater mount cavalry church. sensing the vitality of the singers, feeling the powerful rhythm of the drums and the strong spirit of sounds pound the out on the organ.

desperate families to finally get what they came for. one case per family of clean drinking water for 4-year-old todd jr. and his 1-year-old sister, michelle. they live in toledo, ohio where families are waiting in line and living in a state of emergency. >> orderly fashion, please. >> reporter: the water here is not safe to drink. >> i'm very concerned for my kids because i don't want them to get sick. >> reporter: the city announced tap water was dangerous to consume, store shelves went empty in hours. lines at grocery stores wrapped around the block. some drove from ohio to michigan for a case of water. police called in for crowd control. >> so far there's no real panic but people are very concerned. >> reporter: lake erie, a major source of drinking water for toledo, may have been impacted by a harmful algae. the city's water treatment plant serves 400,000 people, an area spanning 100 square miles. restaurants have been shut down.

bahamas. storm slammed over puerto rico bringing up to eight inches of rain in some parts of the island leaving thousands without power or wart serviter service. the storm is packing winds up to 45 miles per hour. not the prettiest of weekend but at least, on a good note, we aren't dealing with anything so severe. >> the good thing about bertha, it will track back out to sea. it will impact turks an caicos and parts of the bahamas. but then it is just going to kind of run parallel to the eastern seaboard far enough away where it is really not having any direct impact on the east coast. there could be some rip currents from it but we're not going to be seeing any rain from that tropical system. it could become a hurricane wednesday. category 1 only. then it would start to dramatically fall apart. for today the weather in our area having a low, maybe moderate impact on your day. i say potentially moderate because of that threat for scattered showers this afternoon

a trip to camp david and the white house didn't say what the president had planned for today or whether or not first lady michelle obama would be joining him. he is expected to return to the white house later this afternoon. another big d.c. birthday, this time happening at the national zoo. folks there making plans to celebrate its giant panda cub's first birthday. bao bao turns 1. august 23rd join the celebration by decorating the birthday card and eating chinese noodles. why chinese noodles? they are a tradition in china that symbolize long life. bao bao has been exploring outside with her mom. this is the second cub that's survived at the national zoo. >> so fun watching bao bao grow up over the last year. today is international friendship today. this happens every first sunday in the month of august. you can use the day to spend time with your friends, maybe call them, maybe send them one of those old-fashioned cards. just a few years ago the united nations officially recognized

media there. this looks like it might be from either a hotel or resort or a sky cam of some sort showing the ground there shaking and people just frantic not knowing what to do. >> we are bringing these videos in from our feed as we are monitoring this story. we are told a woman who lives in that region says streets look like a battlefield after a bomb went off. also that her neighbor's two-story house collapsed. it was a 6.2 quake in china's human province in the southwest part of the country. it borders burma and laos. it was the strongest earthquake to hit human in 14 years. in 2008 there was one in sichuan that killed 70,000 people. at 180 now. i saw a school is one of the buildings that collapsed there as well. >> we are watching a lot of video of the rescue workers and the military rushing, scrambling trying to help find people. a lot of crumbled buildings in the area. we will continue to follow this.
