we are under a weather alert. heavy rain, flash flooding and water rescues. the drive home will not be an easy one. >> we have seen water rescues and cars flooded by the high water. now the rain is beginning to let up and the sun is peeking out in some spots. let's get the latest from storm team 4 meteorologist chuck bell tracking it all for us in the storm center. >> some people look at the sunshine as good news. not necessarily. more sunshine into an already very unstable atmosphere could mean to more potentially strong to severe thunderstorms. it remains a weather alert daytiming now through 1:00 in the morning. main flood threat coming to an end by 7:00 tonight. the possibility for strong to severe thunderstorms stas ramp up about 5:00 this afternoon until after midnight tonight. huge amounts of rain in some locations. over five inches in palt more.

you can see on storm team 4 radar flash flood warnings for parts of prince george's, charles, flood warning for fairfax and prince william county. inunidation of rain route 31 getting hit very hard. these showers lifting to the northeast. severe thunderstorms are starting to fire in the mountains of west virginia. the pace they are gng martinsburg by 5:41. water rescues all too frequent. montgomery county firefighters n two hours. news 4's kristin wright joins us live from laurel where lots of vehicles are getting wet, as well. >> reporter: the fir thing i want to show you is the sign over my shoulder.

it says parking area closed due to flooding. it is a low-lying area. the ground you can see slopes down. we are very close to the river. here is what is going to happen this afternoon when commuters who park here come back to get their cars, some of them won't find them where they left them. we want to show you video of cars getting towed this afternoon. we watched as the tow truck hitched up a honda parked in high water. they towed it out of the flooded part of the commuter lot and on to drier ground next door at the lot of the american legion. after that they got to a nissan that was also parked in rising water. the driver is in for an awful surprise when they get back to their car. tonight the water got in several inches. >> probably got about six inches of water in it. all of them that we pulled out

yesterday. nbc's jay gray has more on the life and death of an entertainment legend. >> reporter: a day later the shock of robin williams' death is starting to give way to the realization that the man who made the world smile could not escape the dark sadness he felt inside. >> he was so giving, so amazing and we are all shocked. you never know the depth of depression. >> reporter: today investits confirmed that williams' death was a suicide. >> the preliminary results of the forensic examination reveal supporting physical signs that mr. williams' life ended due to asphyxia due to hanging. >> reporter: authorities won't know if drugs played a role until toxicology results are complete. officers won't say if the was a suicide note. it is what williams did leave

you're watching news 4 at 4:00. >> a sad good bye is set for for a boy killed when a tornado touched down. the boy and his parents were in tents when the tornado blew through. the family was visiting from prince george's. both parentse killed. the boy initially survived but passed away on saturday. a funeral will be held in his hometown this thursday. four firefighters are out of the hospital after a truck crashed while on a call this morning. there was heavy rain wh the truck lost control in fairfax county. the truck flipped over and slammed into power lines. the accident knocked out power to about 100 homes. incredibly there were no serious injuries. millions of federal dollars will help low income students

thunderstorms, some of which could be strong to severe coming our way into the evening hours, mid to late evening hours at that. mid 70s to low 80s around much of the area for now. we do still have flash flood watches for all of the metro area and flood warning for fairfax county. a flash flood warning f. we have seen water rescues today. remember the number one rule, turn around, don't drown. look at the heavy, heavy rain lifting right up on to root 50. there is the chesapeake bay bridge. southeastern prince george's county. that is lifting out. that is the last of the flooding heavy rains but just out to the west where the sunshine has been coming out.

heavy rain for you for about the next 30 to 45 minutes. to the west sunshine broken out and thunderstorms firing up in the mountains of west virginia. had a severe thunderstorm for ha hampshire county. these thunderstorms near petersburg will be making progress towards martinsburg, west virginia, winchester into about 5:40. there is a second line of storms back to the west. somewhere around midnight to 1:00 before we are done with our risk for severe thunderstorms. overnight lows once the rain comes to an end lows back into the 60s and highs low to mid 80s. only a 30% chance of a passing shower tomorrow. once that is gone we are setting the stage for a flawless finish to the work week.

you're watching news 4 at 4:00. >> authorities confirmed this afternoon that robin williams died after hanging himself. >> sean robinson joins us from access hollywood. you have a lot of personal experience with robin williams. how is he different from big names you come across every day in hollywood? >> good afternoon, guys. thank you so much for having me here to talk about one of our favorite stars here at access hollywood. we have been talking over this last day ever since we heard the very shocking news of hiath about what a fantastic interview robin always was. i know that you have seen many interviews with him where he has this larger than life

personality and makes everybody in the room laugh. he just goes on and starts on this ad-libbing trail. you can't follow him. you have to sit back d just let him go. here is the thing that we would like everybody to know. robin williams was the kind of guy who would come in the room and speak to everybody, all the crew, everybody in the room, shake your hand, look you straight in the eye and introduce himself. after the camera wasn't rolling at the end of the interview when the red light went off he was still laughing and chitchatting and still just being just a wonderful guy, not being an actor but just talking to everybody. that is really rare here in hollywood to have somebody who connects with you on such a different level and wants to make sure you know that they don't consider themselves above anybody because of what they do. they are just an average regular person. and that is what he would do whenever he would com in the

room. >> for years he spoke openly about his drug and alcohol problems. we read he was in the middle of treatment for depression and recently spent time at a rehab facility. what else do we know about that? >> that was what was very shocking to many of us. because he last month was in rehab to continue his sobriety. that was information given to us by his publicist after we learned of his tragic passing. this was an ongoing battle for robin williams. tonight we have a full show about his life and career and struggle where he talks about his alcohol abuse, drug abuse and a rare interview where he talks about his depression. he did not talk about that that much. we will look into what could have made him so depressed. what made robin williams think that there was no hope out of a certain situation. we'll also hear from a lot of his fellow comedians, people who

you're watching news 4 at 4:00. >> right now emotions are still running high because of the unarmed missouri teen shot and killed by police over the weekend because of the threats of violence the officer's identity is being kept a secret. his name was supposed to be released today. now there is concern about more angry crowds gathering in the streets tonight. >> reporter: tuesday's rallies in ferguson, missouri were more

than tamed compared to the two nights before. still there is an uproar over the police chief's refusal to release the name of an officer who shot and killed 18-year-old michael brown jr. >> we don't think it is safe right now. it ask a minority of op making the threats. we think some may be edle so we are going to delay that information. >> reporter: the chief's decision didn't sit well with the dead teenager's family but they called for calm at a rally tuesday afternoon. >> i need all of us to come together and do this right, the right way so we can get something done about this. no violence. >> reporter: that plea followed a second saight night of unrest monday night. officers in riot gear lobbed tear gas at crowds angered by brown's shooting death. civil rights activist al

sharpton called for calm in ferguson but wants federal investigators to step in. >> the local authorities have put themselves in a position hide their names, not being transparent. >> reporter: ferg police have been vague about what exactly led the officer to open fire on brown who was unarmed except to say the shooting was preceded by a scuffle while witnesses say brown's arms were up in surrender when he was hit by the officer's gun fire. >> the outrage in fergus continues today after the death, the action in the investigation, the protestess. our topic and troy johnson joins us in studio. i would imagine your listeners are very upset. >> really sickened twice by what is going on. first the death of a young man just at the beginning of his life. a lot of listeners understanding

this is just a life cut short. the reaction by a few in the crowd that are not there for peaceful protests but decided to take advantage of a painful situation while a family is trying to mourn. they were out looting and stealing. a family about to put their son to rest and they have to stop and say we need peace. just very unconscionable. >> one of your radio colleagues is out in st. louis. what is he sayingbout what he is seeing and what the community is experiencing. >> i actually worked with him for about five years in st. louis. you know how it is when you are a broadcaster and you're a part of that community. he is very upset. let's take a look at what he had to say. >> i'm sad for mike brown. i'm sad for his family. i feel terrible about everything especially what has happened

sunday night with the looting and burning that went on. it is areas that i frequented many times. to see them destroyed, people destroying their own community is something that breaks my heart. i hope that very soon people will come to their senses and let justice flesh itself out. >> it is a very painful thing to see. places that you frequent that you go to and spend time with especially people that follow you as a broadcaster. it is just very painful. >> here we are another young life cut short. are we just a tragedy away from something like this happening in one of our communities or neighborhoods? >> we have had that here in the d.c. area before back in 1991. you think about the riots in the latino community kind of striking back because they were unhappy with the way they were being cared for by the police department here in washington, d.c. so it begs the question. these things can happen so fast.

ferguson is a blue collar town with regular every day folks. all of a sudden just a spark can make things happen. here is a young man who lives in ferguson who is sharing how he feels about his interaction with the police department. >> i'm just 15 and it's crazy how the people who are supposed to be protecting us is the one killing us. it makes me live in fear in my every day life like are they going to kill me. >> it gives a moment to know you need to rally around the young people and give them the support they need so they don't fear the police department. they need to grow up and be a contribution to society. >> it is a story that will certainly gain traction as the investigation deepens. first at 4:00 an answer in a bizarre case that baffled police and a community in maryland.

allison pluck and her daughters were found dead inside a car in the middle school parking lot in hagerstown in june. just today police announced the cause of death was accidental heat stroke. the car windows and doors were closed but the car was unlocked. back to the weather we have seen dangerous conditions. several people have en trapped in cars in high water. take a look. montgomery community fi rescue crews saving this woman near beach drive. coming up on news 4 at 5:00 that driver describes her dramatic ordeal to news 4 transportation reporter adam tuss. let's turn to chuck bell in the storm center. >> the sun is actually out here in northwest washington but the rain is still coming down in buckets across parts of prince george's county. flash flood warnings continue.

how much rain have we gotten so far and have we gotten enough? >> we have had plenty. over 5.5 inches at baltimore's inner harbor. much lower amounts out towards northern parts of our viewing area. meanwhile our weather alert day continues here from now up through about 1:00 in the morning. the flood threat, the main threat for flash flooding really

will be tapering back a bit after about 7:00 as the super soakers are lifting out of the area. as those pull away the opportunity for strong severe thunderstorms will continue up through about midnight and 1:00 in the morning. storm team 4 radar heavy rain now in central and southern prince george's county if you have anybody coming route 301 or route 50 towards annapolis those can be very slow commutes especially over the bay bridge. this thunderstorm ha lost intensity now. that is some good news. that was headed out towards winchester. that is down in intensity for now. to the west is the cold front that has to get through before the risk for potentially severe weather starts to diminish. don't turn your back on mother nature. 7:30 tonight here comes the line of possible thunderstorms by 11:00 east of the mountains to the western sides of the metro.

1:00 in the morning thunderstorm possibilities entering into the city. by wakeup time tomorrow morning things are dry. can't rule out a quick passing shower. seven day forecast a passing shower tomorrow and gorgeous weather arrives tomorrow night up through thursday, friday. the weekend looks awesome. temperatures mid to upper 80s, near 90 on sunday. next real chance of organized rain showers and thunderstorms on monday with heat and humidity. might get three days in a row of 90 or higher next week. we just checked with police and the search continues for the gunman who killed a young girl as she was visiting relatives. she was shot by mistake after a fight between two men. shomari stone got inside the house in landover where the shooting happened. >> reporter: i'm on the second floor of the house walking into the bedroom where this 3-year-old girl was shot. this is one of the bullet holes. her family wants your help

catching the killer. 3-year-old was a sweet girl who liked to swim, run at play grounds. tonight her mother speaks for the first time after her daughter was shot and killed on sunday. >> i feel like i just feel so terrible and helpless. >> she says they were visiting a cousin at this house in prince george's county. police say 25-year-old devaughn wallace was there and was dating someone who lives in the house. he accused someone of wearing his clothes and got in an argument and walked away and allegedly came back with a gun. >> he came back with a gun. i saw him running towards the house with the gun. >> seconds later police say he fired several shots into the home. take a look. her aunt allowed me to show you the room where she was playing before she was hit. i counted six gun shot holes.

happened as reported he says it is nothing short of a miracle. >> reporter: it was tough to put into words what ron london says he saw saturday afternoon. >> hard to understand it but to see it, it brought it to life. >> reporter: a life almost taken at the hands of a young mother. >> if you took the odds of 1,000 babies being thrown over the cliff there none would have lived. >> reporter: london in at a home saturday when he says a woman who police identified as 25-year-old destiny hedaque was acting strangely. he says he saw her on her knees with her son reading scripture for several minutes before she stood up and tossed her son over the edge. >> threw the baby like this, held it and came back down three

times and the last time she threw the child. it went much higher than her head. this child was going end over end. >> reporter: a deeply religious man he says only by the grace of god the baby survived. >> how god orchestrates the timing of that baby spinning through the air could have hit that concrete and ended it. >> reporter: nothing short of a miracle in the eyes of a man who had he not been there the outcome may have been much different. >> we have to pray for her because if she ever needed it is it now. >> the mother is charged with first degree child assault and prosecutors are considering raising the charge to attempted murder. her baby is now in the custody of family and is expected to make a full recovery. right now first at 5:00 we have a weather alert day out there. >> and it has been a wild day on the roads. heavy rain fell fast across the

region and caught many drivers by surprise. some were trapped while others may just be realizing that the cars are parked in high waters. >> we have live coverage now. we have a number of flood warnings to tell you about still in effect. we begin with adam tuss live in kensington where rescue crews were busy all day. >> reporter: you guys mentioned it. this storm caught a lot of people by surprise. this is beach drive here near cedar lane. look how much water is still flowing across the road here. it is coming from nearby rock creek and going right across the road. earlier today right around that turn we watched as a woman got her car stuck and she had to be rescued. with the rain constant the water rising fast, fast enough that it trapped ellen liptenburg.

rescue teams walking her carefully back to higher grounds. she was relieved to be out of the situation but was second guessing herself. >> i guess i'm embarrassed. my judgment was wrong. i called 911 right away. >> reporter: she was lucky and you can see how fast the water level was rising. it is pouring. this is beach drive near cedar lane. wasn't long ago you could see the entire road. now we have six to eight inches of water. it wasn't long ago that that car down there tried to make its way through here and got stuck. >> montgomery county fire and rescue crews have been busy and are warning keep your guard up for the rest of the night. >> in about an hour's time we rescued about eight people out of their vehicles. no one was seriously injured. a couple of them were pretty tense situations. >> back here now l
