johnny manziel's middle finger salute isn't going unpunished. and sad news about the rare snowy owl that captivated washington earlier this year by flying low through city streets. good afternoon. i'm jenny. >> storms kicking up across our area, folks. >> let's get the latest from doug. we got the weekend upon us now. >> yeah, we do have the weekend, and, unfortunately, i think we have rain upon us too, and that rain right now not in every area, but where you are seeing the rain, you're going to continue to see that rain. let's take a look right now. storm team 4 radar picking it up very well. no rain around the immediate d.c. area as far as the city goes, but notice what's going on right here. there's a boundary that has set up. more shower activity down towards the south, and that's really where we're seeing this. to the north and east of the city. down towards st. mary's county and the eastern shore. look what's going on right here.

troubles in his personal life and his marriage. today his lawyers focused on the real reason he is on trial. those loans from a wealthy businessman. prosecutors say he took those in exchange for helping his company. northern virginia bureau chief julie carey has more from richmond. >> reporter: yesterday was an emotional walk through the mcdonalds' troubled marriage. today it's all about the facts and figures. bob mcdonald's defense attorneys are taking him through all the financial documents, the texts, e-mails introduced into evidence in this case. key among them? the $120,000 in loans johnny williams gave to bob mcdonald's company. yesterday bob mcdonald said he didn't know about the first $50,000 loan to maureen until after she had accepted and spent it, but the next two loans were negotiated by him. a $50,000 loan in march of 2012 and a $20,000 loan in may of that year. both checks came out of williams' starwood trust account

that rare owl that was found that was found dead near the relief site on the shoulder of a minnesota highway. it was in january of this year that the snowy owl was hit by a bus in downtown d.c. well, after a lot of rehabilitation at the university of minnesota she was released in april. officials don't know what killed the owl, but believe she may have been hit by a vehicle. she was identified by a band that was placed on her leg just prior to her release, and they say that her body was in good condition which indicates the owl was successfully hunting. it is another controversial name. the washington redskins. the washington post editorial board announced today it will no longer use the name redskins in its opinion section. the editorial board says that's the standard it applies to "offensive vocabulary." the nfl team's name unquestionably offended native americans and many other americans too. this applies only to the editorials. not the sports and news stories. well, johnny manziel's middle finger will cost him

$12,000. the nfl fines the browns quarterback to his gesture to the redskins bench monday night, and they'll -- it was after an uncomplete pass. excuse me. he can appeal to have the fine reduced because it is more than 25% of his weekly salary of about $25,000. we know a lot of you could be heading up i-95 tomorrow for the battle of the beltways. it's the first matchup between the skins and baltimore ravens since december of 2012. just months before the ravens won the super bowl. skins defensive end jason hatcher is expected to make his first appearance, and don't forget the best seat in the house in your own home. we'll have live coverage from baltimore before and after the game. it starts at 7:30, and you can watch everything here on nbc 4. well, if you haven't taken the family out to the nats park lately, you may want to get out there tonight, folks. the nats are going for their 11th straight win, and if they

work together creating a mobile fence to try and coral the canine. alex calder nar ating live from overhead during nbc 4's afternoon newscast. >> you can see that armada of cars that have been doing what they can to pry to protect this dog. >> a motorist then takes the lead trying to herd the pooch off the freeway, and that's where andy takes over. >> i turned my hazards on, and i made sure that she was kind of going towards the shoulder. >> other cars do the same, and then andy gets out of her own vehicle, and the foot pursuit begins. finally with the help of others, andy manages to get the dog up an embankment, scoop her up, and head towards home. >> she's super sweet. i was sitting with her the whole time, and she just licked me, and she was just sitting there on the floor calm. she's really sweet. >> well, that dog had -- didn't -- had a collar, but there was no tag on the collar, so she's been turned over to the local animal shelter, which is going to try to find the owner. if not, you they will put the dog up for adoption.

well, it's a major milestone in auerbach yard. bao bao, tomorrow she turns 1, and the zoo is throwing a big, big party. over the last year the panda cub has become the zoo's most popular attraction. she's also been a big boost for our local economy. official here's at destination d.c. tells news 4 that hotels in our area had created packages for tourists centered around the panda mania. i can't read this. i got to watch this. it includes bao bao in its advertising. bao bao is a mess today. >> they need a vacuum. >> we definitely see it as an economic generator. we can't really track that with official numbers, but certainly you see the spike in interest, and even if it's so cute, want to see her or whatever it may be, that's interest in our city, and so we can get it and take advantage of it. >> it is exciting. bao bao's birthday party from 11:00 until morning until 2:00 in the afternoon. visitors, doug, you should know

of the hagerstown area through frederick county and montgomery county and to the cambridge region. that's the boundary. along that boundary, we're going to continue to see showers develop. you can see those in through montgomery county. these have not moved. that boundary is stationary right now. it's going to drag to the south. i expect these showers to develop down to the south too, which most likely includes d.c. right now, though, take a look right here. we'll sfwloom on in right around the gathersburg area. this is towards the only area down towards rockville, but this rain has been rain -- it's been raining here for about the last two hours continuously. now, most of this has been on the light to moderate side, so i'm not anticipating any flooding with this, but this is the boundary, and i want to show it to you in a different way here. you actually see this. all the way from the north. this is not worked for me all week. it's supposed to follow my finger, and look at that. this is the mess that we've got down here that's going to come across the area. that's what we're fwog see during the day tomorrow, i think. it's going to be a mess. at least as far as rain is concerned.

a developing story. the horrifying execution of american journalist james foley is now considered a terrorist attack on this country. that word this afternoon from a top white house advisor. the white house and the pentagon are heavily hinting now that a stronger response is on the way. nbc's jennifer johnson has our report. >> u.s. war planes dropped bomb on three more isis targets today. a top military official says if isis is going to be stopped, the bombings have to ebbing up and down into the terrorist group's home base of syria too. they now say they won't rule anything out. >> if you come after americans, we're going to come after you wherever you are. that's what's going to guide our plan. >> today the pentagon refused to say if there are any immediate plans to begin a bombing campaign in syria. >> we don't telegraph our punches, but i think you can rest assured that the leadership here in the pentagon understands

washington. in hindsight it seems unbearably sick, but the parents of jim foley also say they were encouraged by a chilling e-mail that his kidnappers sent to them last week. in december a terror group -- isis said that foley would be executed as a result of air strikes on isis targets in iraq. then six days later they released that video of foley's beheading. >> i actually was excited to see an e-mail despite the conclusion that they would execute jim. we -- i underestimated that point. i did not realize how brutal they were, and i actually hoped we could engage in negotiations with them if they were willing to send us any sort of

bridge in july are back in u.s. custody now earlier this month. two german artists claimed spopt for replacing the flags on top of that bridge with bleached out versions. they reportedly turned the flags over to the u.s. embassy in germany. the berlin-based artist saying the stubt was a tribute to public art and to the bridge's architect. the flag switch raised serious questions about security. the brooklyn bridge is one of new york's most visible landmarks. >> we're tracking developments in the popular ice bucket challenge. this one, there were some problems. firefighters were helping some college students in kentucky with that challenge when the ladder on the truck got too close to a high voltage power line yesterday. two firefighters inside the truck -- inside the truck bucket suffered a potentially life-threatening shock and severe burns. witnesses say they heard an explosion. >> looked up, and we saw a big flash. there was another explosion.

they are both down the bucket. >> the firefighters were on campus to douse campbellsville university's marching band with cold water to raise awareness about als, which is also known as lou gehrig's disease. ice bucket challenges have dominated social media this summer, raising more than $40 million for als causes. president obama agreed it is a good cause, but he has put the word out, the bucket stops here. >> there will not be any giant pails of ice water dumped on the president. he refused a challenge from ethel kennedy who is the widow of bobby kennedy. the president donated an undisclosed sum to the als association instead. yesterday the state department reminded ambassadors and diplomats that the challenge is off limits. federal ethics rules prevents them from using their office for private gain, no matter how worthy the cause. >> why a last minute redesign could force apple to delay the

a massive watch nest outside an 80-year-old woman's home in central florida. florida pest control offered to treat and remove temperatures for free, estimating that it could be upwards of 15,000 watches in it, and they say that the nest could be spreading beyond that chair there underneath the house. the treatment process, by the way, began early this morning and is expected to take the next

two days. toxic chemicals have left one utah woman in critical condition and it may have made a second appearance at the same restaurant one month before. jan harding drank iced tea that contained a solution from dickey's barbecue here a few weeks ago. her attorney now lamz that in july an employee stuck her finger in a sugar container, licked to test for lye, and her tongue started to bleed. harding remains in critical condition. now to an unsettling aspect of the global village created by social media. imagine someone stealing family pictures that you have posted and tried to pass off. it happened to a many month mother, and here's nbc's andy devine. >> reporter: it's as simple as clicking a mouse, and pictures of your children can be ripped from social media and in the hands of a stranger.
