harrison. staying on top of a developing story in woodbridge, virginia. searching for dewayne williams and jamie boyer, both wanted in connection of a shooting outside mcdonald's on dale boulevard. kristen wright is live there now with new details on this ongoing search. kristen? >> reporter: this shooting is just the beginning. that is why police say they need to find these two people before anyone else is hurt. wanted in a shooting and carjacking in woodbrinl, virginia. prince william county police say williams pulled the trigger and boyer was the accomplice. williams is considered armed and dangerous. >> great deal of concern to get him in custody since our second victim was a random victim. >> reporter: the first crime scene, mcdonald's parking lot last night around 7:00. williams shot a 23-year-old man he knows in the face after an altercation and drove off. investigators say they spotted

the car williams was in, but he pulled into the freedom high school parking lot and got away on foot. the crime spree continues. next, williams carjacked a man at a nearby intersection. >> that victim remained in the vehicle the entire time in the driver's seat. the suspect flagged him down, opened up his passenger side door and got into the vehicle. there was a conversation between the two of them. during that conveat t suecma stents to where the victim felt that he had to give this person a ride. >> reporter: police say williams got out after a mile and the driver was unharmed investito wt door-tor throu the misty bridge apartment complex and a nearby neighborhood looking for the two suspects and also searched by chopper and canine into the early hours of the morning. jamie boyer, the woman they're looking for, was with williams when he fired those shots here at the mcdonald's but was not with him during the rest of the

crime spree. the man who was shot, we're told, is expected to recover. live in woodbridge, kristen wright, news 4. >> kristen, thank you. prince george's county police are investigating a pedestrian accident. just after 8:00 am, a woman was hit by a car at walker mill road and country road in capital heights. she was taken to the hospital in serious condition. no word on what led to the accident, but it did not appear to be at the crosswalk. a driver did stay on the scene. and take a look at this scene here. news chopper 4 above i-66 near route 29 in centreville this morning. as you can see, vdot fixed the crooked lane stripe. we showed you these bad stripes yesterday morning. created confusion and dangerous conditions. brand new stripes laid down last week peeled off the road for some reason. crews spent the night replacing them. later today, the new casino coming to prince george's county isn't even built yet.

david culver are there. watch their full reports on news 4 at 4:00, 5:00 and 6:00. right now,otounohe virginia reporters are in richmond, following details of the trial. as we mentioned, you'll hear their full report. d.c. council will hear about the expressway. ddot has been asked to postpone a decision on the expansion until september. people living in the area don't want the expansion because of long-term construction and pollution. they say the tunnel needs to be updated so it can better serve the area. the meeting begins in half an hour at the d.c. council chamber. fears of damage estimates in california could reach $1 billion after this weekend's earthquake. and the area is still being rocked by new aftershocks. plus we are less than an hour away from a major announcement from president obama that cod have a lasting effect on the way veterans are being cared for. what we have learned, ahead of

so far, though, no reports of anyone hurt or being damaged by these aftershocks. eun? >> angie goff from the live desk, thank you. people are still cleaning up nearly two days later. take a look at the scene here. a mobile home park in napa valley. three homes were destroyed by the 6.0 quake and fire that followed. without power or plumbing, those homes that survived have to get water from neighbor's swimming pools. the salvation army is donating food. it's estimated the earthquake caused a billion dollars in property damage. officials in california are already preparing for the next big one. california senator dianne feinstein said there needs to be a state-wide system to alert that a quake is about to happen. that way, people can duck for cover and get away from windows. large-scale alert systems are already in use in mexico and japan. following the funeral for michael brown, hundreds of people are focused on finding solutions from ferguson,

baccalaureate program. the staff assumes the role of international flight crew to guide the kids through their global journey. >> the world is theirs. that's what we want to push our scholars to believe. think outside of the box! >> reporter: and students will see a lot of new faces this year. there are about 1,200 new kids with more than 800 new teachers. also new? bus cameras that will catch drivers who ignore the warning lights and illegally pass buses picking up children. as for teachers, ceo kevin maxwell says they've hired 95% of the teachers they need. they still have some openings in the area of hang and special education. so, they are still doing some hiring. he says, however, that they do have substitutes in place so they should be good to go and they are still looking to fill people for those positions in a full-time capacity. in upper marlboro, megan

only from the fbi but the high-profile jerry sandusky case. in 2011, penn state hired him to investigate the complaints. for more on that trip, we're joined by mark murray, senior political editor. two days in a row now. what are you expecting out of this visit in charlotte today? >> all centered around the va. veterans affairs, it a mont agohas on the g scandals after inspector general report and other watchdogs found that a lot of veterans weren't getting good care at va hospitals across the country. that led to eric shinseki, head of the va and the obama administration to resign his post. president obama appointed a new person instead. congress passed a law to give more money to va hospitals and president obama will be announcing new executive actions he will be taking to ensure

better care at veterans hospitals. >> and allowing that money that congress gave to receive private care as well is this. >> veterans who don't live close to a va hospital will be able to get access to private care. that's what republicans wanted. democrats wanted more money to help all the va hospitals hire more nurses, have more doctors. that was a compromise, something that's been very rare in this congress. >> one issue they seem to agree on. why north carolina? >> well, one, north carolina has a very big military -- lot of military bases there, big military community. but also this is the american legion's annual kvens. in the past, i remember vice president biden has addressed this. president obama reall wants to make this clear to the american legion and his audience. all the steps the administration has been fixing. >> interesting race for governor in florida. think about that. >> best race for governor.

gorgeous day, excellent visibility. and farther east around the bay, beautiful day around the bay as well, from annapolis to easton. st. mary's looking gorgeous. gorgeous through north central virginia as well. suburbs of montgomery, prince george's counties it's in the mid to upper 70s now. scanning the sky, we have no rain anywhere in the vicinity. and there is some rain, and lots of it, associated with the hurricane that is continuing to show not a lot of organization. it's cristobal, northeast of the bahamas right now. and it's going to be along the atlantic coast, oseno vmeurpiinup. right now it has winds of 75 miles an hour. that's the latest update. brand new track into storm team 4 coming east of the outer banks as of wednesday morning. it's going to be several hundred miles east. but close enough for some high
