l lesson first on 4. news 4 at 4:00 starts now. good afternoon everyone. i'm erika gonzalez in for pat lawson muse. >> and i'm jim handly a man hunt is underway for a suspect wanted in connection to a violent crime spree in northern virginia. some residents are being told to stay inside their homes now. this all began with a shooting near the mcdonald's on dale boulevard. police tell us a short time later the gunman carjacked someone less than a mile away. investigators say his name is duane williams. for the past few hours officers have been searching by air, land and water in the community where police are telling residents to stay inside and keep pets indoors, as well. they say williams should be considered armed and dangerous.

>> we have a great deal of concern to get him in custody since our second victim was a random victim he happened to be there when he was attempting to find a ride. >> pat collins will have the latest on the search tonight at 5:00. kids united in grief after a local teenager and three other students were killed in a fiery crash last night. 18-year-old abe pishevar was on board the cessna plane that crashed. he graduated from georgetown prep. he just started college. everyone on board were students there. he, a wrestler, died with two of his teammates. their coach spoke about the loss a short time ago. >> they are all hard working. they are good students. they are respectful. they are a joy to coach.

and whether it was lucas or john or abe or someone else, it is equally as tragic to lose any one of them. >> a prayer service had just wrapped up at georgetown prep. gris gordon will have more on how he is being remembered in a life report at 5:00. >> the woman hit by a car in prince george's county this morning is expected to recover. chopper 4 flew over the accident shortly after it happened around 8:00 on the walker mill road near country road in capital heights. no word on what led up to the accident. it doesn't look like there are any marked cross walks. the driver did stay behind on the scene. >> just minutes ago the prosecution's cross examination of bob mcdonnell wrapped up in a flourish. prosecutors allege that mcdonnell agreed to promote jonnie williams's company and the lead prosecutor ended by

quoting mcdonnell's inaugural speech in which the governor said to whom much is given much will be required. >> at times we have heard some heated exchanges between the prosecutor and bob mcdonnell. mind you, mcdonnell has been on the stand for more than 20 hours. today the prosecution is grilling him on the specific timeline of when he received the gifts and loans from jonnie williams. they are trying to make the case that it lines up with mcdonnell promoting williams' company. mcdonnell is adamant money was for a small real estate company he owned with his system and not for him personally and not in exchange for favors. mcdonnell telling the prosecutor if you are suggesting i got a $50,000 loan in order to get mr. williams' calls returned you are off base. >> the prosecutor responding

that is not what i'm suggesting. showed evidence of text messaging, e-mails and hand written notes that mcdonnell kept. they show they discussed a loan transfer in 2012. the note suggesting that williams could not sell some of his stock so he transfer it. the prosecutor said in essence you would get $187,000 worth and all you have to pay him back is $110,000. mcdonnell responded i don' know, sir, this was a proposal that never happened. it was a discussion. 22 days into the trial. i saw jurors, yawning, rubbing eyes. the judge at one point shouted everybody let's tighten this up, urging the prosecution and the defense to move forward at a quicker pace. julie carey is inside the courtroom right now. ahead at 5:00 she will explain why mcdonnell was being mocked by prosecutors for his spelling of a name.

she will tell you whoseame that was and why it is so significant. in richmond, virginia, i'm david culver, news 4. the final numbers are still settling right now but it looks like the dow will close just shy of a new record after flirting with a new high of 17,153 points in a day. analysts say today's gains were fuelled by merger news. it is opening day for maryland's fifth casino. the horse shoe opens this evening. guests have more than 100 games to choose from as well as a poker room. once the doors finally open the casino will stay open 24 hours a day. officers with the department of transportation are expected to be on hand to help direct the traffic. this is the second casino to open in our region. maryland live is already in

operation. mgm will open its casino at national harbor in 2016. don't say we didn't warn you. last month we told you that the district is writing tickets for vehicles blocking the path of the street car. the street cars themselves will be operating fully until november at the earliest but in the previous month 143 tickets have been written at $100 a piece. and eight vehicles have been towed from the street car's route. the ticketing coincided with the testing that started last month. straightening up and driving right today. no more lane confusion for commuters on i-66. crews fixed those lane stripes overnight. those lanes caused quite a bit of confusion yesterday. take a look at video of drivers trying to figure out where their lanes were. v-dot tells us the crooked lines were laid down last week and somehow peeled off.

it's a bittersweet day for students and parents in prince george's county. it is the end of summer break and it is back to school. >> sweet for the parents. joining students on one yellow bus is the surprising face, the superintendent of schools. megan mcgrath reports on the hopes for the year ahead. >> as students got their final hours of sleep the bus drivers did a final check of the fleet and then hit the road. getting on a bus in upper marlboro superintendent of schools. >> we have some gifted and mont sory seats. >> reporter: students came to school eager to get started. what are you expecting? >> the school has a new gifted and talented center with an

international language cne as well as an accelerated math program. he loves math, but -- >> i am nervous. >> you are nervous, why? >> because this is my first day in second grade. >> reporter: at melwood elementary african drums and dancers were at the front of the school. melwood has a new international program. kids are encouraged to think creatively and globally. the staff assumes the role of international flight crew to guide the kids through their global journey. >> the world is theirs. think outside of the box. >> reporter: and students will see a lot of new faces this year. there are about 1,200 new kids and more than 800 new teachers. also new, bus cameras that will catch drivers who ignore the warning lights and illegally

flight got into it. they had to divert the plane. >> this is the economy plus section of the airline where you get an extra four to six inches of leg room that you pay for. it was all because of this little device that sits at the edge of your tray that prevents the person in front of you to recline your chair. are you allowed to recline without is asking the person behind you. the knee defender. united 1462 was forced to divert to o'hare because a woman tried to recline her seat. a man had that behind her. she stood up and threw water at him. so the flight attendants decided to divert the plane. neither were arrested. they didn't give names or anything else. it sparked a big battle and the website crashed today. >> the heated controversy going on there. i for one, before i lean back i kind of look.

up until the moment it was set to take effect a few hours ago. kerry acknowledges the truth negotiated by egypt is in his words an opportunity, not a certainty. this latest round of fighting lasted seven weeks and killed more than 2,200 people. a young woman is among at least three known american hostages of the terror group isis. she is 26 and was on a humanitarian missionh she was abducted a year ago. nbc learned isis demanded $6 million in ransom for her return. and there is late word today that an american jihaddest recruited by isis was killed in syria over the weekend. the news under scores a threat that is deeply worrying to american and british intelligence experts. brian mooar has the latest now. >> as president obama was talking about a growing terror threat -- >> rooting out a cancer like

boston. they say a survey conducted back in may shows most potential jurors in massachusetts hold an overwhelming presumption of guilt. tsarnaev is charged in the bombing of the boston marathon that killed three people and injured hundreds others last year. his trial is set to begin in november. breaking news, the search for a suspect in woodbridge now over. >> prince william county police say they have caught duane williams. they say he is the man who shot someone in the face at a mcdonald's last night. police say he carjacked someone about a mile away. we don't know details about the arrest of williams at the moment but we know williams has been considered armed and dangerous and police have been warning people to stay indoors as they searched. no word yet on a possible female accomplice but duane williams arrested.

a story of heroism is getting a closer look tonight. scott macfarlane is at the live desk with the story. >> you may have heard the story of josh shaw, a usc football player who apparently saved a relative from drowning. the school is taking a second look at the version of what happened. shaw tells it this way. the quarterback was at a family party when he saw a nephew struggling and he says he jumped off a second floor balcony and sprained both ankles. the school has received several calls contradicting the story and police and fire never received calls. shaw was just named team captain. at the live desk i'm scott macfarlane.

race cars or just be a kid this is the place to be. >> these kids dpet the same treatment they get at home. >> reporter: since the beginning news 4 has been part of it. camp fantastic is one part of the camp for kids campaign. on this day general manager and nbc 4 staff and community advisory board members made their annual pilgrimage and get a little inspiration. >> it is an amazing operation. i challenge you to not -- >> reporter: as one staff member told me they just kids who happen to have cancer. there are certain challenges associated with that. whether it is canoeing or just being in a supportive environment like the camps here the goal is to teach the youngsters that there is life

after the struggle. >> there are examples all around. malcolm brewster remembers his first trip here as an 8 year old with brain cancer. he beat it and is now a fixture on the volunteer staff. >> this is just a chance for kids to be kids. a lot of times they don't get to do that. >> reporter: they are battle tested and optimistic. the culmination ended with lunch and validation that things can, will get better. after eight years her dreams are coming true. >> now i am going for my last treatment after this week and i will be done. >> reporter: camp fst a place to dream, heal and be. zachary kiesch, news 4. >> they do it all. they are in the bond. >> one of the most special things about it is the fact that these kids have the opportunity to be among other kids that are just like them and for maybe the first time in their lives they

you're watching news 4 at 4:00. >> a lot more shaking overnight in california's wine country. napa county rattled by four aftershocks this morning. the strongest quake was the first that hit around 5:30 this morning with a magnitude of 3.9. over the next 70 minutes there were three more quakes. all of them with magnitudes hovering just below 3. sunday's quake was a 6. in the meantime recovery continues. gas and electricity has been restored and napa wineries say they will be open for business as the final summer weekend rolls around. here on the east coast shark sightings. the most recent was off the coast of massachusetts. it was a 15 foot great white shark. this is happening just before the long labor day weekend when a lot of folks, of course, are

heading to the beach. >> reporter: swimmers were back in the water a day after a great white shark was spotted just off the shore. most seemed unphased by the visitor who forced visitors out of the water for a few hours. >> they don't go that far out any how. >> once we heard about the shark we figured we would head down. >> state police spotted the shark about 150 yards off the coast. police estimate the shk 10 to 15 feet long. no one was hurt. >> everybody said get out of the water. >> she came in screaming saying shark in the water. don't get in. everyone was like freaking out. the whole beach cleared immediately. >> reporter: last week four other great whites were seen

about 40 miles south. reminding many about the ultimate shark story. >> we are going to need a bigger boat. >> reporter: proving sometimes life imitates art. >> there have been at least 12 shark sightings near massachusetts beaches this summer. scientists tell us a rebounding gray seal population may be one reason sharks are coming closer to shore for a little dinner perhaps. >> if you are thinking about heading to our beaches kind of a head's up because the surf will be rougher. >> that will translate to rip current potential. it is wednesday and thursday. around here gorgeous day for us. humidity not too bad. we have a hot one to talk about for tomorrow and then a hot stretch that starts this weekend could be one of our hottest weekends of the summer. take a look at the temperatures out there. coming in anywhere from 84 to 86

coastal locations is that for wednesday and thursday time period there is the potential for rip currents. keep that in mind if you are heading to ocean city or any areas around the coastal areas of new jersey. impact forecast if you are exercising tomorrow going out to play tennis or run, it is going to be hot. higher temperatures we have seen for the summer. make sure you hydrate. we start out early 7:00 a.m. around 68. there it is at 92. 87 for thursday. friday at 85 degrees. the weekend right now that's when the heat hits us. there is a chance for showers, maybe thunderstorms coming our way on sunday. the temperature 94 degrees. the warmest weekend of the summer with a few storms on sunday and maybe an isolated storm right now on labor day with that temperature of 91. you find yourself constantly recharging that iphone it can be defective.

trips at taxpayers' expense. an investigation by the news 4 i-team reveals one high profile government spending a lot of money on itself. scott macfarlane joins us with a look at the story he is putting together. >> a review of receipts and travel itineraries reveals d.c. council spent tens of thousands of tax dollars on its own travel and trips since the start of 2013 including pricey hotel rooms in vegas. the one you saw cost taxpayers $500 plus for one night in may. that hotel cost $700 for one night last year. dozens of government trips totalled in recent months. you paid for their food, air fare in many cases. we found last minute bookings o something many women do to keep
