latest. >> reporter: a short time ago shooting suspect duane williams arrested in this community without incident by the prince william county police. our shomari stone and countyman carter were there when police took this suspect into custody. and so ends this massive manhunt. in the air, on the ground and in the water scores of prince william county police conduct a massive manhunt. they are looking for 28-year-old duane williams, a suspect in a shooting incident outside a mcdonald's on dale boulevard. this afternoon police officers say they spotted williams in the montclair community, a residential neighborhood that borders on a large lake here. as police move towards williams they say he ran towards the water and then disappeared.

people who live here have been told to stay inside their homes, to keep their pets inside so dogs can track the trail. there is almost a cop on every corner here as they essentially surround the place in the event that williams tries to walk out. for some neighbors it's been an unnerving day. >> seen a lot of cops? >> yes, sir. >> with long guns. >> a little scary? >> children at home? >> they are at home. >> reporter: a little nervous? >> my oldest is nervous. we talked about it and the importance of catching people who break the law. >> reporter: police say williams shot and wounded a 23-year-old man last night during an argument in the parking lot of the mcdonald's on dale boulevard. williams has been on the run ever since. at one point he carjacked a man in his effort to get away. with williams at the time of the incident a woman identified by police as jamie boyar.

she is still at large. so now all clear in this community shooting suspect duane williams is now in police custody. i'll be back with more details about the arrest coming up at 6:00. live in prince william county, pat collins, news 4. >> thank you. now to two communities united in grief tonight after a local teenager and three other students die in a fiery pne crash. the small plane had just taken off from a regional airport about 15 miles outside of cleveland when it went down last night. 18-year-old abe pishevar died. he was a freshman at case western reserve university. pishevar was on the wrestling team there and two of his new teammates also died. >> it is not something you expect to get into as a coach.

co-captain last year of the wrestling team along with his good friend abe pishevar. abe distinguished himself at gorge town prep. in his senior year he suffered a football injury and couldn't wrestle. >> he was looking forward to wrestling at case western. i talked to him last week when he moved in, actually. one of the first things he did was go right to the wrestling room and sent me a picture in the wrestling room. >> reporter: the georgetown prep community is devastated by the news that 18-year-old abe pishevar was one of four students from case western reserve university was killed when this aircraft crashed shortly after takeoff last night near cleveland, ohio. georgetown prep held a prayer service in the school chapel. just before the service i spoke with athletic director by phone. >> he was an energetic,

news 4 at 6:00. that is the latest live at georgetown prep. developing tonight on news 4 at 5:00 a possible audio recording of the moment michael brown was shot in ferguson, missouri. the attorney for the man who recorded it said it was handed to the fbi. nbc news has not confirmed its authen tisity and law enforcement says at this stage it is impossible to know the tape's significance. here it is. >> you are pretty. you are so fine. >> the man claims he was recording the conversation with a friend on a video chat service at the same time brown was shot. he says he heard six gun shots, a pause followed by four more shots. we must disclose that it has not been authenticated and we don't

know how what happened before or after the recording or if it is the brown shooting. response after local police officers complained the union is taking sides in the michael brown case. $1,000 was donated to help the officer who shot the teenager. the head of the f.o.p. says the donation is not about race but about supporting a fellow officer. the black police officers association sent letters complaining that the decision lacked regard for men and women of color. tonight investigators in maryland have closed their probe of credit card purchases by the montgomery county school board. some of the purchasers were revealed by scott macfarlane. in a letter released by the school district today the maryland office of state prosecutor says expenses made by board members do not rise to the level of criminal misconduct. the i-team found some board

members used their taxpayer funded credit cards to buy pricey meals including lobster and to stay in hotel rooms in d.c. despite being minutes from home. the board recently voted to strip its members of those cards and to place new limits on travel expenses. a massive plan to change d.c. school boundaries for the first time in 40 years may not happen after all. two leading candidates for mayor say they won't implement the plan next year if they are elected. tom sherwood reports that many parents are concerned about the planned upheaval. >> reporter: the mayor announced the new plan just last week but he is a lame duck and won't be around to enforce it. thousands of students and dozens of neighborhood school patterns would be disrupted if the mayor's year long effort to rewrite school boundaries takes effect as planned. >> confusion, a little kind of

a major repaving project has turned a busy commuter road into a trip for the mechanic. this road is in such bad shape everybody is wondering what is going on. here is where this is happening on connecticut avenue between east west highway and the d.c. line. news 4 transportation reporter adam tuss did digging for us to find out more about the problem and when the road is going to be fixed. >> reporter: what a mess this project has become here on connecticut avenue. it was supposed to be a repaving project. take a look. the road is chewed away. when we started asking questions to the maryland state highway administration they agreed saying this road is in bad shape and now a new layer of asphalt goes down tonight. the rubber meeting the road and ither is agreeing with one another right now. the maryland state highwa administrio t ag in control here tells news 4 after

the sidewalk and a swarm of photographers and reporters. he just wrapped up more than four days of testimony on the stand. we heard from his defense team. they plan to call only one more witness. that will happen tomorrow. further maureen mcdonnell's defense team told the judge they expect to only need three hours to present their case. and that means we could be to closing arguments in this case by the end of this week. in another harsh cross examination today prosecutors tried to expose holes in bob mcdonnell's story. he, however, stood firm to his ground. bob mcdonnell, his daughter by his side bracing him. many focused on the $50,000 check that jonnie williams gave to a small real estate company. mcdonnell insists the williams loan was a business transaction between friends and not payback for his help in promoting the

in news 4 your health medical marijuana could be leading to fewer deaths from pain killer overdose. that is the finding of a new study of the journal of the american medical association. it found states with medical marijuana laws on the books had an average 25 fewer deaths from prescription drugs. researchers say the longer the laws have been implemented the fewer the deaths.
