with breaking news. >> breaking news affecting how crimes are investigated this your neighborhood. news 4 has a copy from the d.c. police chief that redeploys police detectives and puts them on street duty. >> it's an effort to deter crime but it could hurt ongoing investigations. jackie benson now with the latest. >> reporter: a spokesperson for the d.c. police department says what's known as the support team initiative is nothing new. it puts more cops on the street. however, a departmental e-mail obtained by news 4 indicates that as of september 14 the operation will now include detectives assigned to district stationsment d.c. residents know them as 1-d, 2-d and so on. they are detectives who investigate the vast majority of crimes in d.c. including burglary, street robberies, theft of packages from the front doorstep. they will instead spend one week

a month on street duty in uniform doing things like writing tickets and closing streets at the scene of traffic accidents. we are told detectis assigned to homicide and the sexual assault unit are not includeded. the head of the fraternal order of police tonight told news 4 he's shocked by the announcement. he said some of the detectives detailed with street duty for a week investigate cases of child abuse and neglect. a busy unit which officers claim is already understaffed. according to the teletype these rotations to street duty are scheduled to last this entire schedule of one-week rotations through january of 2016. live at d.c. police headquarters, news 4. >> police released a sketch of the man who may be responsible for three sex assaults in five days. the latest occurred on sunday. a woman walking in an alley was

groped. that's similar to two other attacks last week including one in which a woman was stabbed. all of the attacks happened between 2:00 and 3:00 in the morning. if you have information about this, call the d.c. police. >> right now we want to show you live pictures outside the new horseshoe casino in baltimore. it just opened a couple of hours ago. darcy spencer just tweeted this. the casino is at capacity. people are waiting outside to get in, as you can see. some have been told they should go home. darcy will join us live in a little over ten minutes. complaints are piling up against a local company that promises to make life easier for college students. classes are already back in session for most of them. tonight, some students are still waiting for things they paid to put into storage. the company is called store for summer. its facebook page is full of complaints from students who say the company has failed to return their stuff.

howard university junior reagan henderson is in a nearly empty dorm room. she said they promised to bring her stuff twice but didn't show either time. >> i paid you my money. i have now paid over $300. i don't know where my things are. >> the company posted a statement on the facebook page reading we understand there have been issues with some deliveries. we are aware of the issues and are working through them quickly now. new 4s reached out to the company but we haven't heard back. >> new tonight a candlelight vigil for murdered war reporter james foley. it was held as marquette university where friends and former professors remembered him as a dedicated journalist. isis militants released gruesome video of foley's murder last week. they say it was retaliation for u.s. air strike hs in iraq. president obama has yet to decide whether to authorize

strikes. one of those in the conflict is douglas mccain. he was killed while fighting with isis. tonight mccain's family said he had strong muslim beliefs but he was not the a terrorist. the other american is a 26-year-old woman who is being held for ransom by isis. she was providing humanitarian aid in syria. her name has not been released because of fear for her safety. >> a man accuseded in a shooting and car jacking handcuffed and put into the back of a police cruiser. only few 4s was there when the man hunt for duane williams came to an end in prince william county. tonight shomari stone talks to the woman who found him an called poce. >> reporter: this video show as 20-hour man hunt coming to an end in northern virginia. prince william county police arrest 28-year-old duane williams, the fugitive who's been on the run since monday night after police say he shot

another han in the head in the parking lot at this mcdonald's in wood bridge. >> i thought it was a beaver. >> yes, you heard barbara thought williams was a beaver. crawling in her backyard along lake montclair near boats. the lake is located a couple of hiels from the mcdonald's. >> i ran into the pantry and grabbed my broom so i could get the beaver. >> she walked down stairses to shoo the beaver away. >> i came down and saw the tail end starting to run up there -- of something. i wasn't sure what. >> after she walked outside she looked under her deck and realized it wasn't a beaver. she saw the suspect right under here. just to show you his desperation, there isn't a lot of room to hide. she went back inside and called police. officers found williams and arrested him in front of barbara's house system i hope justice is served. >> the man he allegedly shot is going to be okay.

tonight police tell us his accomplice turned herself inment tomorrow, investigators will tell us how the three know each other. >> i'm grateful they caught him. >> ending the man hunt. in virginia, shomari stone, news 4. >> the plan was to celebrate the first day of class by taking this the city skyline. tonight, four students at a college in ohio. their plane crashed and burst into flames. one was a georgetown prep graduate. he's 18, and was a fresh man in cleveland. investigators say the students wanted to take a quick flight over the city. moments after taking off the plane crashed. those who knew him are devastated. >> very smart. all the time he's laughing. he's so cute. everybody loved him.

>> he was from rockville. georgetown prep held a prayer service for him this afternoon. >> new tonight on the eve of the first day of class georgetown university students gathered to remember michael brown. a vigil was held on the edge of campus. it was part of a largerer discussion for the recent events in ferguson. thursday a community-wide forum will be held that includes participation by faculty and an open comment period for the audience. >> in st. louis, protesters marched to the u.s. attorney's office today. enough to keep pressure on local and federal investigators looking into it. the group wants a nationwide look at how black communities are treated by police. an audio tape of the moment brown was shot was released today. the man who recorded it was talking with a friend oa video chat service and heard six gunshots, a pause and four more. nbc news has not yet confirmed

the authenticity of the tape. >> after weeks of testimony in the mcdonald corruption trial in richmond we could get closinging arguments by the end of the week. lawyers for mcdonnell i say they have only one more witness. mcdonnell wrapped up testimony today. he insists he didn't give johnny williams any special treatment in exchange for $177,000 in dpifts and loans. a key defense claims the marriage crumbled. they couldn't have conspired. prosecutors show photos of them holding hands at the time. mcdonnell said they were comforting each other facing the possibility of a court case. >> i love my wife. i have known her 41 years. it's been a difficult period. >> attorneys for maureen mcdonnell say they will need only four hours before closing arguments. >> a welcome sight down

connecticut avenue. crews repaving the stretch of road from east-west highway to the line. trying to navigate through the bumps and craters there. the asphalt being put down tonight is only a temporary mix. the road will not be repaved until the project is wrapped up in october. >> an investigation is under way into why the striping on i-66 peeled away during the morning rush hour yesterday. samples have been sent to a lab for testing. engineers say there is a chance the tape was damaged. maybe rain played a role. crews worked through the night to fix the crooked lines. >> there is a warrant for a woman in montgomery county tonight. she threatened the owner of the restaurant where she used to work.

two hours after maryland's casino opened people are still waiting to get in. the horseshoe adds to the a booming industry in the state. some people want to know what's the hold up. darcy spencer is out with the crowd now. darcy? >> reporter: we are live outside the casino. you can see thousands of people are still waiting. they have been waiting for

again, they have reached capacity. they have to keep safety in mind. the people out here were told they could be waiting up to three more hours to get in. i asked, why are you waiting? they said they invested this much time. they will go ahead and wait. darcy spencer, news 4. >> thanks. a company ceo caught on camera kicking his dog could face charges. desmond hague won a catering contract for the 49erne stadium. some of the fans want the contract dropped after cameras caught him with his doberman puppy in a hotel elevator. the video shows him yanking the dog by the leash and kicking him. no charges have been filed. in a statement hague called the video embarrassing. he said he takes responsibility for his actions. >> you will see fewer people lighting up this ocean city next summerer. the resort town banned smoking
