several big developments. it was this week that we learned that two americans were killed fighting for isis in syria, and the barbaric execution of american journalist jimz jim foley at the hands of an isis militant from great britain. nbc's brian moore joins us. he is live on capitol hill. brian. >> hi, wendy. the united states and united kingdom has some of the same fears about foreign fighters, but the reactions are quite different. as the united kingdom elevated its terror threat level, prime minister david cameron warned isis extremists may reach far beyond iraq and syria. >> we are in the middle of a generational struggle against a poisonous and extremist ideology that i believe we'll be fighting for years and probably decades. >> reporter: he wants to limit travel and revoke passports of british jihadis to prevent attacks at home.

cameron's actions and words, a sharp contrast to president obama on thursday. >> we don't have a strategy yet. >> reporter: the white house is trying to explain today what the president meant to say about u.s. military plans for isis and syria. >> one of the things that the president said in the now famous statement is the word yet at the end. the department of defense is hard at work. >> while working on a plan for syria, new russian incursions into ukraine threaten to turn that crisis into another flash point despite crushing economic sanctions. >> for all of russia's continued agitation in ukraine, russia is becoming only more isolated and more weakened. >> reporter: weakened but still a threat, and a talking point as president obama meets with nato allies next week. the department of homeland security says there is no need

to raise the threat level here in the united states, but acknowledges isis is a threat to americans. live on capitol hill, i'm brian moore, news 4. brian mentioned the obama administration is not raising the threat level here in the u.s. we also checked with metro. they aren't making any changes either, but we did obtain an internal transit police memo that talks about isis as well as the approaching anniversary of the 9/11 attack. transit police are being instructed to remain vigilant to the threat of terrorism. as for our local airports, they say they are not making any changes to change security at this time either. former u.s. army major and convicted killer nadal hasan says he wants to join isis. he is on death row for murdering 13 people in that shooting rampage at fort hood back in 2009. he wrote a two-page letter to the terror group telling them he wants to be part of their jihad. he signed it with the initials s.o.a., standing for son of allah. his lawyer says the letter shows

his client's religious zeal motivated his actions. prosecutors in the trial of bob and maureen mcdonnell are getting a final turn in front of the jury at this hour. closing arguments have been going on all day. prosecutors targeted bob mcdonnell far more than the former first lady, but the former governor's lawyer argues his client did nothing much for businessman jonnie williams. northern virginia bureau chief julie carey is live in richmond with the latest. >> reporter: that's right. bob mcdonnell's attorney finished telling the jury that the former governor xhid no official acts that benefitted jonnie williams, the businessman that gave the family $177,000 in gifts and loans. prosecutors, though, see it much differently. they accuse bob mcdonnell of wrapping himself in the virginia flag and then stomping on it by selling out his office. >> reporter: prosecutors began the day with a fiery closing argument. although the trial has often seemed to focus on maureen

mcdonnell, her angry meltdowns, and broken marriage, today bob mcdonnell was squarely in prosecutors' sights. >> they put bob mcdonnell at the heart of it. they didn't say that he was somebody just brought into it by his wife. they said it was a corrupt bargain initiated by jonnie williams in which bob mcdonnell was a willing partner. >> reporter: here's how the government's lawyer put it. this is bribery. this is corruption. this is the real thing. don't let it stand." he was on the jonnie williams' gravy train. do what you can when opportunities arise, and i'll keep paying you." prosecutors also pointed jurors to this photo and told them not to believe bob mcdonnell's testimony when he said he didn't know about many of the gifts until after the investigation began. mcdonnell said he didn't know jonnie williams bankrolled the rolex watch health insurance wife gave him and didn't even think it was real. who poses like that for seven photos with a watch you think is a fake? bob mcdonnell's lawyer fired back at prosecutors accusing them of tearing the former

governor's life apart without finding proof he did anything beside arrange a standard meeting for jonnie williams. his attorney told jurors, "the federal government has not produced any evidence, least of all that bob mcdonnell committed bribery or defrauded a bank." maureen mcdonnell's attorney cast her as a victim. she argued the former first lady was genuinely passionate about the new product anatabloc." said her attorney, "she cannot be guilty if her motives are not corrupt." let's talk about corrupt motives. at that moment a picture of jonnie williams on the video monitor. supporters of the mcdonnells laughed. he also told jurors his client can't be convicted of public corruption charges because she is not a public official. just married to one. both maureen and bob mcdonnell's attorneys have asked jurors to find their clients not guilty of

all charges. now, right now prosecutors are taking that last turn in front of the jurors. what we don't know right now is that once that is wrapped up, whether or not they'll be doing jury instructions tonight or whether that will happen after labor day. reporting live from richmond, virginia, i'm julie carey, news 4. right now the work is on to fix a stinky mess in adams morgan. a sewer line broke open spilling raw waste into rock creek. there is a warning now to stay away from the creek south of the zoo all the way down to georgetown. news 4's eric ward takes a look at the impact this is going to have on the district. >> reporter: usually these massive tanks at the blue plains treatment facility are the last stop for waste water, but earlier this week the raw sewage took a detour into rock creek. it was wednesday when crews found a blockage in the sewer line that they -- since 1885.

wednesday's blockage caused 1,200 gallons of raw sewage to flow into rock creek not far wash where. >> it was untreated compared to the spills that we sometimes have of combined sewage, which would be diluted with storm water. >> reporter: crew hz to pump the lines to bypass the blockage while repairs were made. the intersection of 20th and biltmore had already lost dozens of precious parking spaces. >> probably about 50 spaces taken up by the project over the course of the last two and a half months. >> reporter: they lost even more for a while because of the blockage. at first they weren't sure why. it came as a shock to find out it was raw sewage. >> i assume whenever anybody flushed that's when we heard the, you know, come woosh come down the pipe. >> reporter: now in the scheme of things 1,200 gallons isn't a lot, but 1,200 gallons of raw sewage that hasn't been diluted about by rain water as when storms overflow, that's slightly more serious. precautions are in place. >> anything that comes in contact, whether it's a human or

well, gas prices are at their lowest level in years. >> reporter: traffic, gridlock, enough to make any driver cost-conscious. then there's this woman who travels back and forth between charlotte, north carolina, and d.c. all the time. he says recent sky-high gas prices have kept him off the road. >> yes, where he. i don't do travel. if i'm traveling alone somewhere, i'll fly. >> reporter: he says for him airfare is cheaper than driving, but that may be changing. gas prices are heading in the right direction. down. they may keep going that way. plus, we're with to switch to winter gas, which is generally thought to be cheaper to produce. taking a look at how the prices stack up this labor day weekend compared to last, in d.c. $3.60 this year.

hotel after howard's homecoming game last year. sources tell news 4 the singer has reached a plea deal in the case. his bodyguard was found guilty earlier this year. brown's hearing is set for tuesday morning. a crucial clue. as police work to find the person who may be behind a series of sexual assaults in the district of columbia. this surveillance video shows the possible suspect running from one of the crime scenes, and there is hope those images, plus a sketch released earlier this week, will provide a break in this unsettling case. news 4 mark seagraves joins us live with details. mark. >> reporter: this is oak street. we're just off of 14th street. it's the site of the most violent of the three attacks. neighbors say this is a very peaceful street. i can tell you, after being here for a few days working the story, it's one of the friendliest blocks i have ever visited. that peace was disrupted last week when one of their neighbors was sexually assaulted and stabbed. today police released surveillance video of a man they say is a person of interest.

>> reporter: this grainy surveillance video shows a man running past an apartment building just around the corner from where one of the three victims was attacked and stabbed. the fact that it happened in this neighborhood is alarming. because, as i said, it's not a violent neighborhood. it's a peaceful street in particular. >> earlier this week police said the same man who assaulted a woman here on oak street could be responsible for three sexual assaults in the neighborhood. >> if it is one person, that's obviously some type of sexual predator that they continue to do it. >> reporter: the attacks happened within a five-day span last week. each happened between 2:00 and 3:00 in the morning. all of them in or near the mt. pleasant neighborhood. first, in the 1700 block of kenyan street. three days later on oak street. the very next day near 17th and park road. in all three attacks, the suspects matched the same description. neighbors here on oak street say

news of the attacks have some changing the way they live. >> it's horrible. a neighborhood that you have grown up in and your siblings and your mom and dad and now you are afraid to even come outside. >> it's a little alarming, and i will -- i used to keep my doors open. i go upstairs, and the kitchen door was open. i won't do that anymore. >> reporter: police say in the oak street attack where the victim was stabbed, the woman fought off her attacker. he left behind this hat. in the newly released surveillance video taken from two cameras at a nearby apartment building, the person of interest can be seen walking toward the crime scene wearing a hat and then running from the crime scene without a hat. >> it makes me not want to even go out at night. >> it was just something that i just never thought would happen. >> reporter: now, you may recall police originally said the suspect in this oak street attack was wearing a green and white polka dot shirt and that red baseball cap. it's hard to tell in the video if that's the same hat or the same shirt, but police would

like to talk to that man. they say if anyone recognizes that man or that chicago bulls hat, please give them a call. reporting live in northwest, mark seagraves, news 4. tonight dozens of people remain in the dark after some power lines fell in alexandria. it's also leading to some major traffic problems. southbound route one from slaters lane to first street has been shut down since this afternoon. crews say it could take ten hours to clear the scene. we're told three utility poles fell over. we still don't know what caused it, but it does not appear to be weather-related, and officials say it does not appear that anybody crashed into it. at one point there were more than 1,100 power outages, but that's now down to about 120. let's hope they can get the power back on before they get too hot, veronica. >> that's for the weekend really. the heat starts to build, and a little bit of a -- here we are at the end of summer, and now we're getting into a summer pattern. >> the hottest weekend of the year, right? >> exactly. and we're talking about heat. not just for the labor weekend,

>> the family of a shooting instructor accidentally killed by a 9-year-old girl says they feel sorry for the little girl. charles was killed in the shooting range tragedy in arizona on monday. he was standing next to the 9-year-old girl teaching her how to use an oozie when she lost control of it and a bullet hit him in the head. his ex-wife and four children say they hope the girl and her family can move beyond the shooting and not let it surround their lives. they say they plan to write a letter to the family. >> our thoughts and our prayers are with them as long as a lot of our close friends of the family. they're not just praying for us bushgt we're making sure this we get it across that we really do want the prayers to be going out to the family of the little girl. >> prosecutors say they will not file charges in the case.icd as
