quick work. chris brown's assault case finally settled today after a short hearing in the district. coming up, the deal that has the entertainer walking away a free man. right now, nearly every student in our area is back in a classroom. some of the changes facing northern virginia students today and how the return to school is slowing down traffic. plus temperatures are in the mid 80s right now. but it feels even hotter outside

because of the high humidity. we'll take a look at how long this late summer heat wave will stick around. good morning. welcome to news 4 midday. i'm aaron gilchrist in for barbara harrison. news 4 mark seagraves is outside the superior court with more. mark, good morning. >> reporter: good morning, aaron. as you said, chris brown walked into the courthouse this morning and pled guilty, admitted to one count of simple assault. the judge said that he had already suffered enough consequences. so he gave him credit for time served and allowed chris brown to leave with no jail time and no probation. brown walked into the courthouse with only a few reporters and no fans outside. he did not speak on his way in. he did not speak on his way out either. inside the courtroom he did tell the judge that he was sorry for his actions on october 27th when he punched a fan in the nose. he admitted that he punched him with a closed fist and broke his

nose and that it was not self-defense. after the court hearing, brown left the courtroom. this time, he was mobbed by about two dozen fans and about just as many reporters and cameramen. here is what his attorney, danny anarato had to tell the reporters after the hearing. >> mr. brown is pleased with the outcome. we think it's fair. it helps him get on with his life. as you know, mr. brown is a recording artist. he has a new album coming out. he wants to foiks s to focus o doing well. >> he was facing up to 180 days in jail for this charge. again no, jail time, no probation. he does remain on probation for his l.a. charges and conviction out there. as for the civil case he is being sued for $3 million by the victim. that case is still pending. his bodyguard, who was convicted, his attorney just told me that he plans to ask for a new trial based on new evidence. that's the very latest in the chris brown case. reporting live, mark seagraves,

news 4. >> mark, thank you n. rockville, police are investigating a pedestrian accident this morning. this is video from chopper 4 after 7:00 am. a person was hit in rockville. bystanders there did help the victim, who was in the road until emergency crews got to the scene. the driver of the vehicle did remain on the scene as well. the victim is expected to recover. a heads up for metro riders, connecticut entrance at the farragut north station is closed because of a water main break. metro trains are not impacted by that closure. l and k street entrance are still open. right now there's no estimate for when the entrance will open again. and now to your weather. after a fairly comfortable august, summer heat is back for sure today. storm team 4 meteorologist tom kierein is joining us with your first forecast. tom? >> live view from our storm team 4 city camera. plenty of sunshine pouring down, even in early september, that sun angle is really high. you can really get things

pairfax county. can you go to nbcwashington.com any time for complete back-to-school coverage. police just released new information on a murder at a popeyes. detectives arrested 26-year-old moises gomez castillo. they say he work there had off and on and is accused of killing the manager during a robbery there. she was found stabbed to death in the back room of the restaurant sunday morning. she had worked at that popeyes for more than 20 years. >> many of the fors and residents in the area knew her. she worked at several of the popeyes restaurants throughout the county. a senseless act of violence from a hardworking woman killed by this man for robbery. >> gomez-castillo is charged with first and second-degree murder. >> everyone inside this house

right now, american airlines is trying to figure out what caused one of its windshields to crack. the plane turned around 20 minutes after it left los angeles and landed safely. a delta flight from laguardia to palm beach florida diverted to jacksonville after two passengers got into a fight. a witness says it started when one passenger tried to recline her seed sooet and the passenger behind her got upset. >> this woman sitting next to me, knitting, tried to recline her seat back. the woman behind her started screaming and swearing and then flight attendant came over. that just exacerbated what was going on. then she demanded that the flight land. >> the upset passenger was escorted off and the rest of the passengers continued on to palm beach. a jury is expected to continue deliberations against

northern virginia, fairfax, loudoun and prince george's counties. kristen wright is live with the change coming to school. good morning. >> reporter: good morning. we were watching parents walking their children into the elementary school. fair fax county is now the tenth largest school district in the country with more than 186,000 students. with that comes change. for example, the cost of school breakfast and lunch is going up by 25 cents this year and also there's a new school. the first in line on the first day of school. >> this is my first day of school and i'm going to fifth grade. like it's really exciting because next year i'm going to sixth grade. >> reporter: the buses pulled into the new bailey's upper elementary with kids excited about their new fairfax school, converting a billing into a second bailey's campus to fix

overcrowding and a quickly growing school system. the vertical design is the future. >> we do believe we'll have to start looking and going up. so we believe this sets the stage for future design of o schools throughout the county. >> reporter: students at bailey's and every elementary school across the district will no longer have half days on mondays. starting now they'll go the full day every monday. the change allows fairfax to build in 13 bad weather days into the school year, which is now under way. >> i have a really, really nice teacher, because i've seen her throughout the year in third grade and she is really nice with her kids. >> you meet new people for the open house. i saw people that i didn't know at all. >> reporter: fair fax county school district is also introducing new programs to help identify and support students who are showing signs of mental health issues. one of those programs is

america's fight against the terror group. the president will leave d.c. for the republic of estonia. other than discussing the isis threat, the president will send a strong message to russian president vladimir putin to reverse his movements in ukraine. with the president's trip this week, his foreign policy is in the spotlight. for more on that, we're joined by mark murray, senior political editor for nbc news. good morning to you. >> good morning, aaron. >> russian forces in ukraine and the fight against isis. what are some of the critics saying? what have some of the criticism of the president been in looking at these two issues? >> because all of this has been crises, one after the other, instance in ukraine or isis in syria and iraq never makes the president look good. crisis means something hasn't been fixed or settled yet. this has allowed critics from the right and left to seize upon maybe the president hasn't been tough enough. maybe he shodn't have withdrawn troops from iraq.

and so it allows a lot of monday morning quarterbacking that's kind of gone on. the white house will tell you, and president obama mentioned this at one of these fund-raisers, the world has always been an unstable place. when you look in a macro sense of things, the world today is safer than it was 10 years ago or 50 years ago when there was a big titanic struggle over nuclear weapons between the united states and the then soviet union. but this is th entire summer of just focused on crisis after crisis hasn't been helpful to the administration. >> do you anticipate with this gathering of nato leaders now that the president will see more pressure from allies to take certain actions or vice versa? >> the whole point to note about nato, the entire purpose has been an attack on one is an attack on all. with the united states going to estonia and saying we've got your back, that would carry the full weight of the west coming to estonia's defense. that's the biggest thing to take

from. one thing we have seen from this entire european story, regarding russia and the ukraine is how united europe has been and when it comes to sanctions. some people might say these sanctions haven't been enough to stop putin. getting germany, france, these countries that have economic dependency upon russia, there's been a pretty good achievement for the administration so far. >> at the same time, recent polling has said people here at home in the u.s. don't necessarily want the u.s. to get more involved in a lot of foreign affairs, right? >> that's right. president obama is kind of caught in this tricky situation where he is giving, in a lot of ways, into foreign policy what the public wants, not going into war after war, withdrawn from iraq, withdrawing from afghanistan. but he isn't getting a lot of credit for t one of the reasons why is that america has these situations, yes, we want to withdraw but we still want to be seen like we're the you state, the world's superpower, being able to control all these events that now we see are outside of our control. >> looking ahead to 2016 there,

the revel casino in atlantic city is now officially closed. the casino only opened two yeefrs ago and leaders hoped that it would help to turn around the struggling casino industry. eight of the 12 casinos would have gone out of business in the last two years. new study says millenials are ruthless in the workplace, people between 19 and 36 years old. millennials are more willing to lie to get ahead. apparently they are five times more likely to take credit for somebody else's work than baby boomers are. the survey also found that mill millennials are more willing to self identify as workaholics than their older counterparts. stop worrying about how the team can -- has heard only

right now the fbi is looking into a new celebrity hacking scandal. somebody broke into apple's icloud service and posted revealing photos of some a-list celebrities like jennifer lawrence over the weekend. the fbi says it is aware of the allegations and is addressing the matter. it didn't reveal what type of action the agency was taking. apple also issued a statement saying it's investigating whether other icloud accounts were compromised. storm team 4 meteorologist tom kierein is joining us now. you promised that it would heat

up big time. it really is already just really hot outside. >> promise i wish i hadn't kept. it is already quickly heating up. 96 yesterday got to 95 in washington. today we'll probably get into the mid 90s again. the first time this year we've had three days that hot. 95 degrees or hotter. and we are well on our way. there is capitol hill with the sun pouring down. and reagan national is at 89 degree. steamy. humidity. dew points at 72. that is sweltering humidity. and it's going to stay with us into the afternoon. and dangerous car heat, too. the interior of a car with the windows rolled up can quickly heat up. so, check the backseat. we've had several fatalities this summer. never leave a pet or child unattended in the car with the windows rolled up. it's 90 degrees outside. within ten minutes, it can be into the mid 90s. in 20 minutes it can be 105 or

so. within 40 minutes it can be 115 degrees. within the hour it can be almost 120 degrees inside a car with the windows rolled up and the outside temperature at 90 degrees. right now it is in the upper 80s already near 90 with the sun pouring down across maryland and virginia. even in the bay not much relief there. shenandoah valley, little bit cooler. mid 80s there. western maryland, cool spot. oakland, way out in garret county. it's only 70 there. highs this afternoon into the mid 90s. most of the region is probably going to sort of stall out in the upper 80s, low 90s near the bay waters. eastern shore will be mid 90s, most of maryland and virginia. should be low 90s. upper 80 to near 90 out in the mountains. we're getting a few scattered sprinkles way out in northern west virginia, west of garret county. those may develop a bit as we

>> it will sunday and monday. >> thanks again, tom. breaking news out of memphis, tennessee, right now. melissa mollet at the live desk. melissa? >> breaking news, scene unfolding live in memphis near a daycare center called university scholars. female employ at the center has been shot and killed. this is according to police. they are not saying whether she was killed inside or outside that center, only that she work there is. now the shooting suspect has now barricaded himself inside a nearby home. police saying this is a domestic incident. they do not know if anyone else is with him inside that home at the live desk, melissa mollet, news 4. >> we learned the namative mother killed while crossing the street with her 3-year-old daughter in maryland. prince george's county police said she was killed on riverdale road near the parkway yesterday coming from the grocery store. she was with her 3-year-old in the crosswalk when the car hit both of them.

>> he was coming really fast. the only thing i saw and heard was the woman screamed and grabbed the child to protect her. and after that, i just saw her fly over there. >> the driver of the car is cooperating with police. that intersection is near a lot of stores and while there are pedestrian crossing signs, neighbors would like to see more. the little girl remains in critical condition. new concerns about a dwindling number of police officers in the district. the washington post reporting a wave of retirements and defections in the police department could leave the force understaffed. chief linear says many retirements are mandatory because of police rules. she's hiring as many officer as she can, about 300 year, the max allowed under her budget. many are calling for an increased police budget to deal with that shortage. why anyone would want to kill her son, 20-year-old edward brown was found shot and killed

on the anacostia trail. his body was found a couple hundred yards down the path. when he we asked brown's mother if she had something to say to her son's killer this is what she told us. >> i hope whoever did it gets arrested and does the time that they need to serve for the murder of my son. he was my omega. he was my helper. he was the world to me. >> so far, police don't have any suspects. grief counselors will meet classmates of the teenager killed in a car accident over the weekend. killed riding in the backseat of a car that crashed early saturday morning. two friends also in that car were seriously hurt. the convertible went off the road near mcduff avenue. police are still investigating the cause of that crash. you'll have a chance to weigh in on the plan to expand noise ordinance in culpepper county. it would make it a crime to make noise louder than 65 decibels

today the first of its kind testing of ebola vaccine begins on humans. scientists are leading the trials here. fda fast track review of the drug as deadly outbreak in africa continues to spread. director of the cdc spoke to the "today" show about what else it will take to control the outbreak. >> spiraling out of control. what we have to do is begin to reverse the process by acting now, immediately sending in resources, specialized people, people to help and ensuring that we really are all collaborating and working together to get the maxim packum impact. >> they're hoping volunteers develop an immunity. scientists say they will know whether it works by the end of the year. >> your child's safety at school could be at risk in an emergency. nonprofit save the children says

21 states don't meet basic disaster requirements, including some in our area. news 4's melissa mollet tells us what they found. >> with many of our kids back in school, of course, we want to know they are safe no matter what. in a disaster, too many schools simply are not prepared. now the nonprofit judged states on how they fair in four categories, how they evacuate kids in an emergency then how they get our kids back to us and what states do to evacuate children with special needs. also, whether those schools can actually respond to any type of disaster from an active shooter to a hurricane. now, taking a look at who passed and who failed, 21 states failed in at least one county in our area right here. virginia did not pass because it does not have sufficient plans in place for children with special needs. the district failed as well, missing multiple disaster plans in every school. 29 states actually passed,

two new studies are making headlines. first, it may be possible to retrain your brain to stop eating junk food. it's like any other addiction and after years of eating a high-calor high-calorie, highly processed food your brain changes. a new study claims y can eliminate junk food cravings after six months of healthy eating. the second study from tulane university found a low-carb diet is more effective for weight loss than a low-fat diet. >> this does not mean throw out
