history of producing severe weather. this line back towards the west, too, a very dangerous situation. now, here is the storm that is right over laurel. continues to make its way off towards the east. get ready for you live just to the north of buoy out here you will see the storm move in. i would not be surprised to see a new severe thunderstorm warning for this. right now severe thunderstorm warning for northern prince george's and howard county until 5:15. look at this line. there is just a tremendous amount of lightning with this and a lot of wind. if you live around frederick or loudoun county heads up, make sure you are inside. this is a very dangerous line of storms, not just because of the intense lightning with this but this one already has wind reports upwards of 60 miles per hour. it is going to continue move towards the east. the rest of us some under a severe thunderstorm watch until 10:00 tonight because once these storms move in another line

towards the west. the areas under the watch are loudoun county, prince george's county, the district and everybody up towards the north. i will continue to watch this for you. we do expect more warnings and will keep you updated. >> we also have breaking news here at 5:00, a new report released about the rudd case. there was quote nothing district officials could have done to prevent the little girl's disappearance. jackie vin jackie bensen is live with the details. >> reporter: this is an internal review of how social workers, school and staff handled this disturbing and heartbreaking case. she was living at the family shelter when her mother allowed a janitor at the facility to essentially take her. her disappearance was brought to light when the janitor caught his wife. two weeks later he was found

dead of a self-inflicted gunshot wound. officials have stated they believe she was killed within days of being taken from the shelter. and the report knows her mother never reported her missing saying the review team did not find evidence that these tragic events were preventable. it does go on to recommend better training for social workers and staff. there were several instances where professionals mandated to report known or suspected child abuse failed to act. the report goes on to say quote the shelter's no fraternization policy did not require employees to report violations of that policy. and the shelter staff for failing to keep track of kids stating during nightly checks shelter staff did not accurately determine whether the children were present. the report concludes with a

statement that most who follow this tragic case can agree with, large family shelters are no place to raise children. this report contains a very sweeping revolutionary recommendation that could prevent things like this from happening in the future. we will tell you more about that coming up on news 4 at 6:00. it has been a dangerous and even deadly 24 hours on our roads for pedestrians. since yesterday there have been three accidents involving cars and people crossing streets in our region. in one case a young mother died. >> now that schools are all back in session traffic is getting heavier again. it is a reminder to us all. in montgomery county alone there were two accidents today involving pedestrians. >> chopper 4 flew over this one where a man was struck by a minivan and thrown several feet. we learned the driver is 100 years old. investigators tell us the victim had just gotten off a bus and

was walking through the cross walk when he was struck. paramedics rushed him to the hospital. police charged the elderly driver with failing to yield at a cross walk. this was the scene in rockville. one person was hit by a truck near research boulevard. by standers helped the victim until emergency crews arrived. we are told the victim is expected to recover. we are learning more about a mother and young daughter who were hit by a car while walking home from the grocery store. her daughter was critically hurt. this crash happened on river dale road in prince george's county yesterday. right now our county bureau chief tracee wilkins is joining us live where she spoke with the grieving family and friends. >> reporter: you can just see how busy it is on river dale road specifically here at this cross walk. plenty of pedestrians crossing and lots of cars coming at full

speed. today we talked to the family members who told us everything about this mother who absolutely lived for her daughters. 3-year-old new rain coat and book bag still have tags and hang by the front door but her mom won't be taking her for the first day of preschool today like they planned. >> what she wants to do. >> reporter: isabella was injured and her mother killed while crossing inside the cross walk on river dale road yesterday afternoon. >> i saw the lady with her daughter. >> reporter: she was just leaving the supermarket down the street from her home. witnesses on the scene yesterday told us it appeared that the driver who hit her was going too fast. >> he was coming really fast. the only thing that i saw and heard was the woman scream and grabbed the child to protect her. >> reporter: so far the driver

who remained on the scene has not been charged. >> she was raising her daughter. >> reporter: today the family is burning a candle for the mother of two and trying to figure out what the future will hold for her youngest now that her mom is gone. >> reporter: coming from a lot of different directions coming towards this cross walk. coming up on news 4 at 6:00 the family tells us what they would like to see happen with that driver who is believed to have hit this woman in this accident. again, he has not gin charbeen i'm tracee wilkins, news 4. we are tracking breaking developments right now in the apparent execution of american journalist steven sotloff. a service that monitors jihaddist websites found a video that appeared to show sotloff's

execution. two weeks ago isis terrorists beheaded american reporter james foley and threatened to kill sotloff all in retaliation for the limited air strikes against isis targets in iraq. news of the execution of a second american citizen by isis has drawn strong reaction from a wide range of groups tonight. iw mark segraves has that part of the story. >> reporter: at the museum in downtown washington cure ators just installed a tribute to james foley. that tribute mentions steven sotloff still being held captive and threatened with death. that display a few feet away from the memorial with names and pictures of more than 2,000 journalists killed over the past decade. soon foley and sotloff's names will be added to the wall. on capitol hill the head of the

council condemned the murder. >> the shock that isis killed another u.s. journalist. this is completely against islamic teachings. this is not a muslim organization. this is inhumane body of criminals that need to be confronted and has been condemned. >> reporter: according to the committee to protect journalists sotloff is the tenth to be murdered this year. we condemn the strongest terms possible the murder of journalist steven sotloff. he went to syria to tell a story. they were civilians. their murders are war crimes and those who committed them must be brought to justice swiftly. a few days ago sotloff's mother released this video. >> i ask you to be merciful and not punish my son for matters he has no control over. i ask you to use your authority

to spare his life and to follow the examples set by the prophet mohammed who protected people of the book. >> mark segraves, news 4. jurors are entering their sixth hour of deliberations in the corruption trial of virginia's former governor and his wife. they have five weeks worth of testimony from 67 witnesses that they have to consider along with hundreds of exhibits. northern virginia bureau chief julie carey joins us with the look at the last thing the jurors heard from the judge before they left the courtroom. get a look at the stack of jury instructions and you can understand why

the sentence for singer chris brown today in his assault case in the district. brown was arrested last october you will recall after punching a fan in the face. today he pleaded guilty to simple assault in exchange for the sentence. he was locked up for almost 30 days after that incident. just two of the days were served in d.c. brown apologized to the court for the incident. his attorney says brown has learned a lesson. >> mr. brown has learned that he wants to be more judicious about his actions. he is a talented and karcharismc kid. i think he is misperceived a lot. he is a wonderful person. i am glad this is behind him. >> are you confident he will never be in this trouble again? >> i confident mr. brown will make good choices going forward. >> brown is facing a $3 million civil lawsuit in this case. it was a terrible accident

plenty of storms and severe weather. we show you the latest as far as the storms are concerned. first storm not making its way out of our region. another storm system firing up and this is the storm right now still dealing with this warning until 5:30. that includes loudoun county and frederic county. this very long warning as this is pushing along. a very strong line of storms. this is an entire line. anytime you see a line like this you have wind coming out of the storm and potential for wind damage. here is frederick, maryland. you see a lot of rain right around that area. new mark about to hit you. probably seeing winds. as we widen out here one thing you notice as this is pushing off going to be around johnsville around 5:23 and heads up if you are in the area. stay indoors if you are thinking about heading out here in the

next ten to 15 minutes you want to wait for this line to pass you by. in through northern montgomery county you probably see this next storm move through, too. the other storm that we saw which had been severe over the last hour and a half has weakened a little. it is going to continue to make its way over portions to the north of crownsville here in the next ten to 15 minutes cht that storm weakening just a little. there is still a few more back towards the west. that is why you see this area here in the purple which includes loudoun county, fairfax county and that area is under a severe thunderstorm watch until 10:00. it all has to do with what is happening here towards the west. we have a lot of storminess that will make its way into our region. with the heat and the humidity that we have seen we have seen a lot of fuel for the fire today. current heat index at 100. 101 in fredericksburg. today easy one oe

high temperatures tomorrow not quite as hot and not nearly as humid. even though we hit 89 it will not feel like that. 88 in frederick and 90 degrees down towards fredericksburg. less humidity we are thinking a low impact as far as weather is concerned for your day tomorrow. we are not expecting thunderstorms. storms will come back for the weekend unfortunately. so tomorrow 89. back to 90 on thursday. 92 on friday and then 94, another hot and humid day on saturday. a good chance for strong storms on saturday but some could be severe. that weather strong front. look at the temperature difference. 94 saturday and 80 on sunday with cloud cover early and a chance of a shower early in the day. look at the 70s. this little hot wave, this heat wave that we have not lasting lo. we will continue to keep you posted as far as severe storms are concerned. right now home depot gathering information on a potentially mammoth credit card

breach. the company says it is working with investigators to figure out what happened and it is working to protect its customers. the security blog first reported the breach involving home depot customer's credit and debit cards. we reached out to home depot and the company confirmed it is looking into unusual activity and says the breach may have dated as far back as this past spring and says it could be bigger than the target data breach which occurred over a three-week period last year. she worked at popeyes for 25 years and she was killed on the job. police made their arrest today. why they say the motive is clear. a father thrown in rail for trying to get care for his sick son. we find out what happened after he was chased down and hauled away from his family. it is ridiculous. he

right now officer accused. he was convicted of shooting a suspect who was running away and then lied about it. today he made another dramatic move in court. and another family is crying foul. >> i will say this, my son didn't kill himself. >> how a young man was killed in police custody. and we found something new is being done to help speed up traffic on the dulles toll road. a montgomery county school community is coming together for the first time to grieve and comfort each other after the tragic loss of a student. >> a 15 year old from sherwood high school was killed over the holiday weekend in a car accident. chris gordon joins us with more on the accident that killed sean gingloff. >> reporter: it is important to note that no criminal charges have been filed in connection with this fatal accident. police tell me it takes about

six weeks to get definitive results from a blood alcohol test and they confirmed to me today that blood was taken from the driver in this crash. >> reporter: we have new information about the crash that killed 15 year old and sent two others to the hptd. >> the driver did tell officers that he was coming from a party where alcohol had been served. officers did notice odor of alcohol. blood was taken from him and that will be tested for alcohol. >> reporter: we are told that police investigating the crash then went to the house and found the party was over but they saw alcohol and limited drug. sherwood high staff wore school staff and passed out letters to be carried home that included a

sheet with suggestions for parents when discussing death with children. principal told me a support team was on hand today. >> i'm here to take care of my students and my staff. and it's really hard to watch others grieve. >> reporter: the memorial continueso grow as friends bring flowers and post pictures and light candles. that's the latest. chris gordon, news 4. i'm doug kammerer taking a look at storms that continue to be out there across our region right now. severe thunderstorm watch in effect for prince george's as well as the district. we have very strong storms in here in through frederick county, more storminess back that will try to move in. this is where the strongest

storms are right now. severe thunderstorm warning in effect for frederick county and northern portions of howard county. this storm right now right over the mount airy area damascus just to the south we continue to watch as the storm moves towards the east. heads up in that area. another big storm in portions of northern loudoun county. this is right along luckt road. here is the potomac river. and over towards the urbana area. the storms continue to move to the east at 30 to 35 miles per hour. there will be more. the severe thunderstorm watch is in effect until 10:00 tonight. heads up around damascus. montgomery village at around 6:02. continue to keep you posted here from the storm center. a former police officer convicted on assault charges had bond revoked after he apparently tried to attack prosecutors at his sentencing. a jury convicted johnny riley.

prosecutors say he shot a handcuffed suspect where he was a police sergeant. this happened in 2012. riley had been out on $100,000 bond. his sentencing will be held in october. there is no word on a motive or a suspect in the labor day killing in fairfax county. officers found the body of ramirez early yesterday morning in a garden apartment complex. we are told he was under a tree and had trauma to his upper body but investigators did not elaborate. helived a couple blocks away and at this point investigators are not sure if he was targeted or if the victim was a random crime. >> we cannot eliminate the possibility that this was a random act, therefore we do urge the neighborhood to be on guard. we don't have specific evidence that he was robbed but we don't know that that wasn't the motivation. >> police have been asking anyone who may have seen

something to give them a call. news 4's pat collins has been talking to people who live near the crime scene and will have the latest coming up in our next hour. this is a problem plaguing ambulance, police, fire truck drivers across the country. many are complaining it is taking them longer to make their way through the congested roads and packed intersections as they try to answer calls. >> tom cost elo has more on the lost seconds that could mean the difference between life and death. we see this all the time it seems. >> we talk about the seconds that matter. a fire can double in size in one minute. think about that. a cardiac case, paramedics responding to a cardiac case. if they don't get to a scene fast enough within just a few minutes it is over. you have to be there that quick. so 30 seconds matters. here is the problem. we road with fire departments here in montgomery county, maryland, chicago, boston and

orange county, california, we put go pro cameras on the rigs. what are they going through and experiencing as they try to cut through traffic? what we saw were really unbelievable delays. we saw people cutting in front of the engines and literally stopping. we saw people who couldn't move and panicked and didn't know which way to go. we saw motorcyclist who decided to play chicken with engine 708 in gaithersburg and cut in front of the engine. time after time we saw the seconds start to mount up. you may not think 10 seconds matters but it builds. as one fire captain said what if we are trying to get to your kid because your kid stopped breathing? please consider the consequences here. it is a pretty big story. >> if you are there and we have seen it coming off the ramps or the beltway or the freeway and there is nowhere for the cars to go. do we go into the intersection?

we have a developing story out of africa. the centers for disease control confirms the epidemic is outpacing the response to it. a third american missionary has contracted the deadly ebola virus there in west africa. it is the group serving a mission that says the american is a doctor who was working in a hospital in the capitol. they said the doctor worked in the obstetrics ward in a

different part of the hospital from the patients being treated with ebola. two evacuated to atlanta after they contracted the virus and have since been treate and released. the british couple arrested for taking a critically ill child out of the hospital against doctor's orders is being reunited. he has a brain tumor and his parents wanted to go overseas for a type of radiation therapy that is not available in the u.k. the couple was detained in spain where they were trying to sell property to pay for the treatment. today british authorities dropped the case and the couple was ordered free from a spanish jail. they said they just wanted their child to be healthy. >> my son is smiling and happy. we are doing things with him. we want to be left in peace. he is very sick. i want to get on with his treatment. >> a clinic in the cheque

republic is offering to treat if he is eligible there. melissa rivers says her mom would be touched by the outpouring of kindness their family is receiving this week. and today she confirmed her mother comedian joan rivers is still on life support. the 81-year-old comedian went into cardiac arrest on thursday after a routine procedure at her doctor's office in new york city. they rushed her to the hospital. fans have been stopping by to pray and show their support. rivers is the host of "fashion police "on the e network. the show has postponed taping. a security alarm helps a lot of families feel safer in their homes. how do you know you are getting what you pay for? erika gonzalez explains why a local woman is sounding the alarm. a quick arrest in th

summer is not done with us yet. we have a stormy afternoon and evening. how are we looking now? >> a very stormy afternoon and stormy evening. very hot, too. some of us under a severe thunderstorm watch until 10:00 tonight. take a look at storm team 4 radar. you see stronger storms in through montgomery county. look at the storms towards the west. we take a look at some of those. this is the one that has the severe thunderstorm warning associated with it. it is weakened. that is good news but down to the south still a very strong storm. if you are around mt. airy the strongest storms to the east. back towards the west you see more rain moving through. same around damascus over

towards clarksburg. this is the strongest storm right now. not a lot of lightning with this. still a strong storm. on that track it will be around clarksburg around 5:48. so heads up in that area and towards northern montgomery county. once again, severe thunderstorm watch in effect for some of us until 10:00. we will see another round of storms come through. 94 degrees after a high today of 95 unofficially. we will see temperatures come down. 91 degrees at 7:00. 87 degrees by 9:00. we see a storm chance at both of those times. where we have seen rain temperatures have cooled. 75 in gaithersburg. 77 in rockville. 94 in d.c. and 92 around warrerenton. we will continue to watch the heat. tomorrow 87 to 91 degrees. it will be warm but a lot less humid tomorrow. that is the good news.

90 degrees on thursday. humidity moves back in on friday with a 30% chance of storms. 94 on saturday. saturday another hot and humid day. look what happens after that. strong storms potentially on saturday. look at the temperatures into the upper 70s as we make our way through early next week. >> thank you, doug. new details about the murder of a restaurant manager inside a popeyes. police have arrested a co-worker who they say stabbed the victim at least 40 times and tried to recruit a friend to carry out the crime with him. as barry simms reports he is charged with first degree murder. >> reporter: the motive according to police was clear. a seven-year employee of this popeyes restaurant wanted to rob the place. the night manager got in the way. >> it was a gruesome scene. all over dollars, a few dollars.

>> reporter: 26-year-old moises gomez-castillo is charged with first and second degree murder, assault and theft. we are hiding this man's identity and says he tried to recruit him. >> he said he was going to cut a woman. i said i don't want part of killing nobody. i will rob it with you. he said once he told me he was going to kill, he told me she had to go i was like no. i'm done. i ain't killing nobody. >> reporter: what did he show you? ? >> knife he was going to stab her up with. >> reporter: what kind of knife? >> butcher knife, kitchen knife. >> reporter: police say the victim was stabbed at least 40 times. she was found by another manager sunday morning. police say she was a 25 year employee of popeyes. >> essentially he wanted to rob the place. he wanted to take money.

and she, unfortunately, is the person that was in the way of him accomplishing that mission. >> we have evidence to make us believe that he pre-planned this robbery. he was familiar with the business operations of the business and pre-planned what he was going to do to rob the business. >> reporter: he was arrested sunday afternoon at this annapolis apartment building. >> i was in shock. >> reporter: joe lopez lives here and says he doesn't know the suspect or who brought him to his apartment but police broke down the door during their investigation. >> i know he was a dangerous person. >> police say part of the evidence against gomez-castillo includes cash believed to have been taken during the robbery. if you drive the dulles toll road you will notice changes. crews will be converting 19 of the exact change lanes into easy pass only lanes. officials say the changes will

showed up at her door, a salesman from a different security company wanting newton to switch services. >> right away i'm already saying i don't want it. >> reporter: newton got phone calls the next day asking if the salesman can stop by. >> very polite and all. >> reporter: the salesman convinced newton she was on a month to month contract and he promised to tell her a wireless alarm system so she would no longer have to replace batteries and said the company is local so it would be easy to get someone out for maintenance unlike her current company located in california. newton was sold. >> most of the time i read everything. this particular time he was so friendly and so i agree. i said okay. i signed the contract. >> reporter: everything newton said she was promised ended up not true. the company was not local. the alarm system was not wireless and she is now stuck with two contracts. so now she gets a bill from both
