"news 4 today" begins with breaking news. >> taking a live look right now at the capitol beltway you are looking at lanes that have been closed on the inner loop for a couple hours. this is at maryland 202 in the landover area. you can see emergency crews there working away. it appears to be a serious accident. we're waiting to confirm if anyone was really hurt, if there is a fatal involved. this has been the case now as i mentioned for a couple hours, watching it closely. we have a call in to maryland state police and we promise to bring you the latest information as it comes in. good morning everybody. welcome to "news 4 today." i'm angie goff. >> i'm chris gordon. also this morning a big change in our weather after all that rain last fight. the downpours, thunder and

lightning forced many of you inside and we'll show you some of the damage. but first the changes you'll notice when you step outside today. >> oh, boy. that's all i have to say, storm team 4 meteorologist chuck bell joins us more with that. what a difference a day make, chuck. >> boy, no kidding, angie and chris. good morning to both of you. good morning, everybody. sunday promises to be a far better day to be outside than yesterday was. yesterday was sweltering heat all afternoon and powerhouse thunderstorms by late yesterday evening. that's all gone now. here's storm team 4 radar. no rain in the immediate metro washington area. few lingering light rain showers across the southern tip of saint mary's and across lower parts of the eastern shore and delmarva. those are outbound rain drops not coming our way so we will be off to a dry albeit a cloudy start first thing this morning. 62 in hagerstown 63 martingsburg, 71 in downtown washington. your hometown forecast today, good morning, gaithersburg

maryland, nice one, 64 and cloudy out the door this morning. mid 70s by lunch time. most of the day spent in the 70s. the sweaty weather is gone the clouds slow to bunch, the return of sunshine coming up and some rain showers for your monday. more on that in a few minutes. back to you. >> thank you. you're going to want to keep an eye out for debris as you head out on the road is this morning. storms brought down trees and ket first responders busy. darcy spencer has more on one daring water rescue. >> reporter: the storm hit hard and fast. thunder and lightning and heavy rain gave way from the darkened sky. here in adams morgan people had to run for cover in the downpour. the storm caused tree and power line damage in montgomery county and flooded roads. this car stuck in high water on bradley boulevard. this jeep, done, filled with water on kendale drive. a tree fell into power lines on falls road.

utility crews working to remove the tree and get the lights back on. swift water boat teams had to rescue people trapped in high water on bradley boulevard. fortunately, everyone was okay. >> we did rescue a husband and wife out of the car, man and wife, out of the 8300 block of bradly an a area sus spentble to flooding. they were in a couple feet of water and couldn't get out of the vehicle. >> reporter: looks like the high waters have receded. you want to be careful as you head out of your neighborhood this morning. montgomery county fire and rescue officials say there's still a lot of tree damage and debris on the roadways. in potomac darcy spencer, "news 4 today." we've been following up and checked in and some people in our area still do not have power this morning. dominion power has about 400 customers still in the dark. pepco and bg reporting most has been restored as far as service is concerned, stay ahead of the next storm downloading our storm

team 4 weather app free on itunes or find it on google play. this morning an 11-year-old boy is recovering after he was hit by a minivan while riding his bike. the hit and run happened last night on whiskey bottom road near woodland hills way in laurel. police said a minivan hit the boy from behind, throwing him off his bike. the driver of the minivan then reportedly took off. the boy's father was also riding his bike at the time with his son. the boy is expected to be okay. s this morning investigators are trying to determine what a man was doing on the tracks when he was hit and killed by a csx train. it happened last night near shady grove's road in gaithersburg. investigators stopped train traffic on theline line during the investigation. the identity of the victim has not been released. >> new developments in the crisis in iraq. more u.s. air strikes targeting isis. the goal is to keep a vital dam

from falling into the hands of the insurgents. last month isis tried to capture the same dam but iraqi forces were able to fight them off. the pentagon released a statement this morning saying the iraqi government requested today's air strikes. the u.s. has launched 133 air strikes in iraq since the beginning of august. this morning, president obama is defending his decision to delay action on immigration until after the midterm elections. the president sat down exclusively with "meet the press" moderator chuck todd at the white house. he says his decision was for the delay, was political. the president says the surge of central americans flooding the border changed his timetable for executive action on reform. >> i want to do is when i take executive action i want to make sure it's sustainable. i want to make sure -- >> the public is not behind you, you're not taking it. that sounds you're concerned the public wouldn't support what you do. >> what i'm saying is that i'm going to act because it's the right thing for the country.

but it's going to be more sustainable and more effective if the country understands what the facts are on immigration, what we've done on unaccompanied children and why it's necessary. >> coming up at 10:00 a.m. moderator chuck todd will be here to talk more exclusively about this interview with the president. we're also going to see how he's feeling before he hosts his first sunday as moderator of "meet the press." a triathlon will make traffic tough in d.c. roads are closed for the event and you cannot drive all that purple and red, that includes part of the 14th street bridge as well as rock creek parkway independence avenue and ohio drive. now take a look. you can see cones up on the south part of the mall right now. roads won't open up again until this afternoon. a major change we learned overnight. the swimming part of the triathlon will not happen because of yesterday's heavy

it's bug, imagine a house just spinning away at tens of thousands of miles an hour. it will be pretty close for space anyway. ten times closer to us than the moon. getting closer to us than the moon. and i guess you're not going to be able it to see it with the human eye i'm hearing. if you have a small telescope you might. >> i hope we don't see it. well there's not -- as long as it's going by. >> right. >> certainly don't want to see it with the naked eye. >> that's right. >> no kidding. so close, most of our weather orbiting satellites are at about 22000 miles up. this is coming at 25,000 miles, so remember the movie "gravity" the thing that knocks us over that's what most of the scientists are much more worried about. the trajectory is not making -- going to have it come close to earth in the hit sense. if it were to hit something in space it could have space debris. outside in our sky this morning, nothing too crazy. just some clouds around. it's going to be a bit of a cloudy challenge for your sunday today but the rain drops are

gone. so if you had stuff to do outside and you were listening i told you, today would be the better outdoor weather day for sure. physicals, of course, you just like the sweltering heat and humidity. another 95 degree day yesterday. today will be about 15 degrees cooler than that. 71 now at national airport. here's the key. winds have come back around to the north. that's pushing in drier air. humidity at only 68% this morning. this time yesterday morning it was at 90%. it's a big change. there's the last of the rain and some pretty heavy thunderstorms now. lower parts of the delmarva peninsula moving out to sea. lots of thunder and lightning all the way down to the southern tip of the peninsula. and there's another area of rain out here across parts of kentucky. the weather front that sparked the bad weather for us that front is hanging up south of the d.c. metro area. so this channel of moisture is going to stay down to our south for today. more sunshine the farther north you live or travel and more

the 8-year-old disappeared in march, last seen with a janitor at d.c. general, the homeless shelter she lived with her family. the city's report about her disappearance recommends more than two dozen policy changes, but the report says the review team did not find evidence that these tragic events were preventable. one of the reasons given was that her own family gave authorities misleading information in this case. joe madison what's your reaction to this report? >> my reaction is that it appears that this may be a preemption of lawsuit. let me put these recommendations out here and -- but it's really strange. we're not -- there's nothing we could do, then where did the recommendations come from? i mean the recommendations obviously address some shortcomings. >> right. >> this is a way to gloss over i feel, the responsibility that

the city does hold, indeed especially when you think that the young girl had not been in class for almost 30 days. i don't know any teacher who doesn't notice a student especially a young student who hasn't been there 30 days. there ought -- the district has a truancy policy. so they say they keep hanging their hat on the family gave them false information. people give the police false information every day. that is no excuse for not investigating a crime or finding -- i'm not saying a crime happened with the parents, but they didn't go far enough to find this child before she went missing. >> dave mcconnell, the reporter recommends the change ss in the way the school deal with the unexcused absences and back ground checks for shelter workers. new rules for the way families and shelter staff interact. how much will those changes help

other homeless children? >> again, you go back to what joe said. i mean why are there these changes if everything could have been done in the first place to the extent that even if you have changes, will that make people do what they're supposed to do? i have read, i'm aware of reports where the absences were not reported right away because quote, we wanted to give the mother time to find ralisha. if that's true, that's another serious question too. so the fact remains you can have all the regulations in the world, and we say this so often about government, not just d.c.'s, but government, you can have all the regulations in the world but if the folks dealing with them don't follow them out, keep them going, it's not going to work. >> you know, i think the biggest change that should be made this is just an opinion is that d.c. general and the environment there is not a decent environment for children. >> right. >> that's the biggest change. so you can put all the regulations you want, but the city has got to find some other way, some other place, to deal

with families over d.c. jenle. >> homeless families and we see the influx of homeless families and we also see that we have fewer and fewer affordable housing units to house parents and they don't have the livable wage to even afford what is available to them. so there's some things that the city could do to prevent this in the future. >> bike ban on h street. it could happen once street cars start rolling later this year. under proposed regulations, cyclists would be banned from riding within a street car guideway except to cross the street. the guideway takes up the whole h street corridor. d-dot is taking comments about this until 9:27 and/27. i guess it isn't a surprise the comments arllg . >> the cycs e rrd.

thk they're going goat cut off unfairly and merchants are concerned because people won't stop by for the cup of latte when they stop their bike. i think that this is, you know, an effect discrimination against bikers. others say you have to take a certain route if it's going to inconvenience you a little bit but for the long-term view and for the better of the city, the betterment of the city, that part of the city which is prospering we have to do this. >> the cyclists, adrian, want to know why there isn't room on theshe road for the bikes and street cars? >> they can't have everything. they wanted the trolleys the city wanted the trolleys to encourage tourism, for the new demographic in the city. the bikers will have to get on the other street to go across. it's not like they have to go really far. but -- >> the parallel streets will have bike lanes. >> right. i'm sitting here trying to say should i try to help the bikers out in this situation. >> yes, you should. >> i'm trying.

i'm trying. but i think -- i think you made the best point. there's millions of dollars spent because the businesses wanted these trolleys. if they wanted bikers they would have said forget the trolley lues we would rather have the bikers. my goodness people, you have a big trolley coming down the same lane. can you imagine a trolley driver trying to stop or put on brakes because he has bikers in front of him. >> and pedestrians. >> i mean i think that -- i'm sort of like you. be honest with you. i'm trying to help the bikers here. you know you can't -- you just are going to have to give up that part of h street. >> right. >> do you think the city will fix the parallel streets which cyclists say are in bad shape. >> that's the other issue. >> not in good shape. >> are the parallel streets good enough to help bikers. that seems to be in great

disrepute. -- dispute i should say. >> cut off h street to all traffic and just pedestrians, bikes and a trolley. >> all right. >> then we will hear a protest. >> christie stumps in maryland. chris christie will attend a fund-raiser for larry hogan. the fund-raiser planned for september 17th in bethesda. joe bill clinton's appearance for anthony brown which also happened to be in montgomery county raised a million dollars. do you think chris christie can do the same for larry hogan? >> we willhe'll raise a lot of money. the problem isn't money it's votes. that's what he needs. what we've learned with elected officials coming in, is that it usually doesn't translate into votes. bill clinton raises money because they're clinton and people, you know, like to be around them. with christie you don't have that kind of a real enthusiasm. so he'll raise some money.

but bottom line is, his problem right now is not going to be just money. it's got to get votes. he has to get votes. >> talk about the campaign so far. larry hogan's tv ads have hit the air. he's criticizing tax hikes signed into law by the outgoing governor. are they resonating? >> i think they resonated amongst their base. maryland is mostly democratic. i think this fund-raiser will raise money. it will motivate the people who are republican, but i think that it's more for christie than it is for hogan because christie is doing the same thing that martin o'malley is doing. he's going to other states and trying to drum up support for their -- both of their representative 2016 presidential races. >> you're absolutely right. christie is trying to put bridge gate in the background and for a lot of observers he has for now. nothing new has happened. so his fortunes are seeming to be improving. as adrian points out this is

probably more for christie than hogan. hogan has an uphill battle in a democrat -- a state run by democrats and his proposals are going to get a lot of criticism from democrats. they're afraid as a republican he'll ease restrictions that he might go against programs that democrats like very, very much, better government more government, that kind of thing. and, you know, he's got a difficult time making his point but he'll get some notice because christie is there, that will help him get the name out more and get money. >> i don't understand hogan's ads, how many of you would leave the state if you could? that is such a negative -- >> i've heard people say that. especially in that shadyside, people in anne arundel county they feel taxed out of the state and they would leave if they could. i think that's the -- that constituency is who he's playing to. >> >> we have to take a break.

the impact of the influx. according to the office of refugee resettlement more than 1,000 unanticipated minors were released to sponsors in fairfax county during the first seven months of the year, one of the highest figures in the county. the question is what's the impact on fairfax county. adrian? >> i teach at northern virginia community college also and i've heard this story from my students who have had this experience and one of the things that's going to be what the schools are going to have to do to accommodate them in the school systems as they grow and also what services will be provided for them for psychological issues because some of these children have abandonment issues and have been traumatized and what we do know about them is we have to

understand they are being released to their family members contrary to what we with hear in the media they're being released to strangers when, in fact, it is the family members they're reuniting with. >> dave? >> right. i mean the issue has always been, is it going to be an influx of immigrants that are going to come in and use our services and disrupt things and in northern virginia it appears they're dealing with these people on a case-by-case basis with families with the kind of things that president, the governor of maryland wants to do in his state rather than have large warehousing of people and taking this in as part of the community and dealing with it in that way. >> this is the united states of america. we've always take immigrants in. we've built this country on the back of immigrants and i think 50 years from now, everything will play out the way it -- as 50, 100 years ago. >> we want to pay a special tribute this morning to our colleague and friend whose presence will be sorely missed

here on "reporters notebook." and in the city of washington, d.c. jerry phillips passed away last friday at the age of 75 after an extended illness. for more than two decades jerry had been a regular panelist but he had deep roots in the community from five generations of washingtonians. 50 years as a broadcast journalist in this town. he hosted morning show back in the '70s, i met him in the '80s when i worked as an intern, student at howard university at radio station and jerry was on the air in the morning there. he started met tro talk, worked as public affairs director for clear channel many stations here. he earned more than 100 professional awards and listed in the d.c. hall of fame for communications. but more importantly, jerry phillips was a kind generous human being. he was a warm man. and exuberant spirit and he will be sorely missed by all of us

here. joe madison, your thoughts? >> jerry was also very funny. i mean, one of the things a lot of people may not know we would often sit here and have friendly competition who would get the last word. >> he always wanted the last word. >> but he will be missed. there's no -- he's a -- just a professional. he really loved journalism. >> and d.c. >> and d.c. >> yeah. >> he was mr. d.c. and jerry i used to joke about jerry being my tv spouse because people would ask us questions, you know, about our relationship but i doing the morning show would open up the mike every friday morning and he would play "don't worry about a thing" and he would let everybody call in and sing "don't worry about a thing" which speaks to his uplifting spirit. >> jerry was a great reporter, but jerry had another wonderful

advantage. jerry would get out in the community and tell us what he was saying, getting the pace of the local community? he had his finger on the pulse. >> that was a unique and rare tallent in ours business. too many of us report the story, we get the facts right but there isn't that human quality to it. jerry always had the humanity. rest in peace, jerry. >> we love you, we'll miss you. thank you for being with us this morning. i'm pat lawson muse. newsroom overnight. it's of melissa rivers returning to her mother's manhattan apartment. she and her son stopped to reflect on the tribute from fans to the comedian outside. earlier in the day, rivers' body was cremated. joan rivers' funeral will take place at 10:00 this morning at her synagogue in manhattan. it will be a private service. the comedian was 81 years old when she died. her fashion show her show "fashion police" it's on hold right now. in 2012, rivers wrote jokingly she wanted meryl streep crying at her funeral as well as a wind machine blowing her hair like beyonce's in the casket. in the day ahead you can walk to shine the light on suicide prevention. news 4's reporter david cull ver will emcee the out of the darkness community walk. it is happeninger. the walk begins this morning at 9:00. the money raised will go to the american foundation for suicide prevention. today, is the start of national

timetables on our website, nbcwashington.com. search ride on. happening today the jerco city megachurch will install a new pastor, dr. chasmin schoolarc will be one of the youngest women in our community to lead the church. it's in landover, maryland. tonight at 7:00, bishop t.d. jakes will minister and officiate the ceremony. thousands of slaves who died during the civil war are buried here in a local cemetery. a lot were refugees trying to get behind union lines and escape to alexandria. this weekend the city dedicated a new statute in their honor. and news 4's derrick ward talked to the descendents who now have a place to honor their families. >> reporter: it's a long way from this to this. >> i never liked the gas station. >> reporter: it wasn't necessarily the aesthetics or

service it was something fran burton couldn't see, the past buried beneath the ground at south washington and church street in alexandria. >> with no idea that what was under it was a cemetery. >> reporter: nor did she know some of her ancestors were among the 1700 people buried there. since 1864 contrabands liberated from bondage at the end of their freedom were laid to rest here. >> the bur yells they received went unmarked and were too quickly forgotten. >> reporter: more than 20 years ago, records of the cemetery were found and when construction for the new woodrow wilson bridge began an archaeological survey showed graves were still there. >> despite the desecrations that took place in the 20th century that this hallowed ground survived. >> reporter: descendents pushed for the city to buy the property. she was the archeologist when the momentum began to build. >> it was the people in the community who said we need something grand here. >> reporter: the design, a bold

former presidents will unveil the program tomorrow morning at the newseum in northwest washington. tomorrow virginia governor terry mcauliffe is expected to lay out his plan to increase health care coverage to the poor in the commonwealth. over the summer, the governor ordered his secretary of health and human resources to come up with options to expand coverage to low-income virginians. mcauliffe tried to expand medicaid during the legislative session. state republicans blocked that move. >> president obama will hold a moment of silence thursday to remember september 11th 2001. white house staff will join president obama and the first lady on the south lawn of the white house. then the president will attend a memorial ceremony at the pentagon. >> this morning the president's ix cluesive interview. rally the american people. it's not quite war, it's not quite getting america on war if footing but he comes close. and when you consider we are four days from the 13th anniversary of 9/11 that is not lost on the president either. it is a -- when you think about the various pieces of rhetoric the president has had on isis over the last ten days you'll see a much more i think defined and focused president who is on the verge of unveiling a new strategy. >> here at home the news that's been making waves this weekend was the president's decision to delay executive action on immigration until after the november elections. we have a small clip from your interview with the president. >> i'm going to act because it's the right thing for the country. but it's going to be more sustainable and more effective if the public understands what the facts are on immigration, what we've done on unaccompanied children and why it's necessary. >> okay. chuck, so the president says that this was not a tactical move but at the same time, it's

been no secret that a lot of democrats, people in his own party and very competitive senate races, have come out and said hey, we would like you to delay or abandon this altogether. >> i pushed him pretty hard on the politics of this and i'll be honest in a cynical way. >> how is this anything other than you trying to save the senate. he said politics was involved but wasn't senate politics but the politics of the summer and what happened with the crisis on the border with the up documented children from central american countries and he basically admitted it changed the calculus, changed the politics and while he didn't quite say he needed a majority of the country behind him on this issue when, but when i act i have to make sure the country understands what i was doing. i don't know where he's going to find time to be that, to be honest. >> is the president concerned about his approval rating. i have a democrat saying i voted

for him twice then i regret it, foreign policy. he killed bin laden, took the leader of al shabaab out in somalia. >> it's not getting him points, this was something interesting, he admits he's not very good at what he called the theatrics of the presidency. and maybe that's part of the problem. you know, i think some people will say no there's substantive problems i have with the president, but when you talk about what you just said he doesn't seem when he does something that seems to have universal approval he doesn't seem to get a lot of credit with it. i think some of his -- called for how he dithered on syria a year ago we're not going to get any style points he said. i think there's an acknowledgement that he could do a better job communicating with body language, sometimes with decisions he made, deciding to golf right after the statement he made on james foley. it's a very revealing answer he gives on that specific topic and on that issue. >> a gear shift but on a lighter

children were hurt or what their ages were. new developments overnight in the crisis in iraq. the u.s. has begun air strikes in western iraq targeting isis. the goal is to keep a vital dam from falling into the hands of islamic insurgents. last month isis tried to capture the same dam but iraqi forces were able to fight them off. the pentagon released a statement this morning saying, the iraqi government requested today's air strikes. the u.s. has launched 133 air strikes in iraq since the beginning of august. president obama is defending his decision to delay action on immigration until after the midterm elections. the president sat down exclusively with "meet the press" moderator chuck todd at the white house. he says his decision for the delay was political. the president says the surge of central americans flooding the border changed his timetable for executive action on reform.

wreckage. they believe it sunk into the water which can be more than 6500 feet deep there. the u.s. coast guard and the jamaican military both involved in searching for the plane. this morning an 11-year-old boy is recovering after he was hit by a minivan. this all while he was riding his bike. the hit and run happened last night on whiskey bottom road near woodland hills way in laurel. police said a minivan hit the boy from behind throwing him off the bike. the driver took off. the boy's father was riding his bike at the time. the boy is expected to be okay. this morning investigators are trying to determine what a man was doing on the tracks when he was hit and killed by a csx train. it happened last night near shady grove road and crabs branch way in gaithersburg. investigators stopped traffic on the line during the investigation. the identity of the victim has not been released. a triathlon tying up traffic

hurt. wow. >> now to the developing ebola outbreak. the american doctor infected with the deadly virus has visited with two of his family members. dr. sack cra is being treated at the nebraska medical center in omaha. yesterday he got to see his wife and son by video chat for the first time since arrested in the u.s. the hospital says his condition hasn't changed since he arrived on friday but he is in stable condition. he is the third american aide worker to be sickened with the virus. an annual golfing fund-raiser in our area takes on new urgency tomorrow because of this ebola crisis. proceeds from the tournament will go to a chantilly based charity that's leading efforts to fight the spread of ebola in sierra leone. the charity children worldwide is working with mercy hospital to specifically focus on children who are affected by the virus. the organization calls the golf tournament a win for both the charity and the businesses that

with disabilit a central california high school student was arrested for making threats to shoot up a rival school. police saying that the threats happened over social media and we're all about a football game rivalry between the two high schools. the 16-year-old boy is behind bars for making terrorist threats. meanwhile a 9-year-old boy took a bus for a joy ride in canada. police say that boy boarded the empty bus at a maintenance garage. they say he drove it for two blocks hitting a truck and another bus before stopping at the curb. a witness saw all this happen.

kind of weather. so fairfax county's orchestra decided to move its free family concert to today. it's going to begin at 5:30 happening at the angelika film center in fairfax. the orchestra is performing to the 1915 silent movie adaptation of "alice in wonderland." >> joan rivers' family will lay her to rest today and we received this video in our newsroom overnight of melissa rivers returning to her mother's manhattan apartment. she and her son stopped to reflect on the tribute from fans to the comedian outside. earlier in the dayve' dy was cremated. rivers' funeral will take place at 11:00 at her synagogue in manhattan. it will be a private service. the comedian was 81 years old when she. her fashion show, her show "fashion police" it's on hold right now. rivers' star on the walk of fame

leaders from different industries to help administration officials develop ideas and national programs. the former presidents will unveil the program tomorrow morning at the newseum in northwest d.c. tomorrow virginia governor terry mcauliffe is expected to lay out his plan to increase health care coverage to the poor in the commonwealth. over the summer the governor ordered his secretary of health and human resources to come up with options to expand coverage to low-income virginians. mcauliffe tried to expand medicaid during the legislative state republicans blocked that move. the president will hold a moment of silence thursday to remember september 11th, 2001. white house staff will join president obama and the first lady on the south lawn of the white house. then the president will attend a memorial ceremony at the pentagon. right now, concussions are a growing concern across football. from the nfl to your child's high school. news 4 sport's jason pew tells

us how one high school in our area is now using sensors to keep its players safe. >> when i got the concussion i didn't know where i was. i couldn't do mental math. i couldn't remember three words. it was pretty bad. >> nobody knew about it and i just went to the coach and said my head was hurting. he said we'll take you out. if i hadn't gone to the coach and talked about it i would have stayed in. >> reporter: this year, players won't have a choice when it comes to staying in. the team is using these sensor strips on the back of players' helmets. the device indicates how many impactful hits a player has taken. once the sensor flashes a red light the concussion protocol should be assessed. >> kids don't understand the severity of a concussion so a lot of times they don't report symptoms until it's too late. this way i can take a look. always maybe i got to watch joe. he took three really big hits this week and watch him that way and then let the parents know. he doesn't have a concussion,
