rice jerseys. a decade in the making, how friends and family are reacting to charges in three alexandria murder kascases. >> this has changed all of our lives. >> and bigger than target. how many home depot customers could be impacted by another massive data breach. news 4 at 11:00 starts now. ravens coach john harbaugh speaking out tonight about the decision to cut ray rice. good evening, i'm doreen gentzler. >> and i'm wendy rieger. harbaugh says new video of rice knocking his fiancee unconscious in february, changed things. the video was released by tmz sports. the ravens and the nfl claim they've never seen it until this morning. soon after, the ravens released rice from his contract and the nfl suspended him indefinitely. carol maloney is here with new reaction from the ravens and the mounting criticism for the nfl.

>> there, there were a number of questions tonight if there was an nfl cover-up, or if it was incompetence. ray rice was suspended for two games. but the new video today, showed what happened inside the elevator, and it did not take long for the ravens to change the punishment. coach john harbaugh addressed the media tonight. >> it's something we saw for the first time today, you know, all of us. and it changed things, of course. it made things a little bit different. >> you said it changed for you. how did it change after seeing it? >> i don't know if i want to get into all the details about it. i think it's pretty obvious. and pretty apparent. everyone's seen the video. we'll leave it at that. >> meantime the league is now under scrutiny on how they failed to view the video until now. we need to warn you that it is quite disturbing. the video shows right and his

and you can find more information on our website at nbc washington.com. in d.c., i'm shomari stone, news 4. today came the news that three families have been waiting a long time for. one for more than a decade. a suspect finally charged in three high profile murder cases in alexandria. today police confirmed that that suspect is charles severance, the man they've been investigating since his arrest on an unrelated gun charge six months ago. jackie bensen is in the neighborhood where one of the murders took place. >> this is a dramatic development. >> reporter: three unsolved murders. nancy dunning in 2003, rob kirby in november of 2013, and ruth an lodado in february of this year. an indictment now formally names 53-year-old charles severance as a suspect in the shocking

crimes. in each case, the victim was shot after answering a knock at the front door. but police refused to detail the evidence against severance, an odd man who once ran for mayor of alexandria. >> the cases and the quality of the evidence, i really can't comment on. >> reporter: after the police press conference, members of nancy dunning's family spoke briefly to reporters. >> nothing can bring her back. we're hopeful that today's indictment is the beginning of a process that will offer our family and the other affected families some small amount of closure. >> dunning's husband was alexandria's sher ifr at the time of her death. he died of natural causes in 2012. at that time, police said he had never been cleared as a possible suspect in his wife's murder. >> the police department, they're experts, professional, dedicated, committed, and they continue to work not only that case, but they worked expeditiously on the two recent cases. >> this skemp, provided by a family caregiver who witnessed the murder of music teacher ruth

ann lodado was the break that led to charles severance. john kelly is a friend and neighbor who speaks for the lodado family. >> it's hard to overstate the -- how this has changed all of our lives. just the loss and knowing that this has happened in our community. >> reporter: severance has been jailed in loudon county on an unrelated gun charge. live in alexandria, jackie bensen, news 4. tonight, police are trying to figure out why a neighbor who carolyn cross had never met wanted to kill her. dawit seyoum is charged with first-degree murder in the killing of the d.c. department of corrections official. he lives in the building next door to cross's. another woman in the building said she'd seen him staring at women in the gym. when he appeared in court, he was wearing bandages on his wrists and arms. tonight home depot is confirming what a blogger first reported a week ago. it's credit card system, it was breached. and right now, it's still

working to find the source of that and to secure its system. home depot says the hack impacts all of its u.s. and canadian stores and it dates back on april. the "new york times" reports that the number of card numbers that were stolen could be as high as 60 million. that's 20 million more than the target breach last year. home depot is offering free credit monitoring to any customer who's shopped at the store since april. . now tonight, 18-year-old harris is charged with felony fraud. police arrested her last month, but the investigation is continuing. police say scammers are using stolen pay pal mastercards at several businesses along georgia avenue, sometimes making off with thousands of dollars in merchandise. they're exploiting a feature on the cards that allows offline transactions without the cards being activated. in virginia tonight, the flood waters near norfolk are

the city is in it for the money when it comes to parking and speeding tickets. chief kathy lanier calls the report sensational and says the tickets issued improve public safety. but according to that report, speed cameras often issue tickets without conclusive evidence. it also suggests that the city values its $172 million revenue from tickets, over accuracy. one city is official is quoted in the report saying, quote, one of the beauties of parking, it's like the irs. if you get a parking ticket, you are guilty until you have proven yourself innocent, and that has worked well for us. a decrease in stolen bicycles, just one of the reasons why metro says its crime rate is at a five-year low. this is undercover video showing how thieves steal bikes. now metro says crime is down. 31.6% in the first six months of this year.

a maryland mother confesses to killing her two young children, and there may have been a major warning sign just days before this happened. we have learned that sonya spoon was taken in for a mental evaluation last week, after she threatened to kill herself and her 3-year-old daughter. but for some reason, she was allowed to go back to her home where investigators say spoon used plastic bags to suffocate that 3-year-old and her 1-year-old son as well this past weeken >> unfortunately, in this situation, there was no criminal violation, so there was no powers of arrest. she was detained and transported to the hospital center. when the subject claims they're having suicidal thoughts or makes threats to another person, we can transfer them to the hospital for service, but that's all the authority we have.

>> they're working closely with local law enforcement on the criminal investigation into this terrible tragedy. seventh graders in montgomery county will be kept out of school starting next week, if they don't show proof they've met new immunization irmts. news 4 has learned the school still needs proof from thousands of students. what's being done to keep them from being sent home now. >> thousands of students here in montgomery county could be forced to stay home monday if they don't get these required shots. >> did your child get these shots? >> yes, she did. >> rose has a seventh grader in middle school and made sure her daughter got the vaccines? >> most of the health care providers are making sure that kids do get their immunization. >> but between 2 and 3,000 seventh graders still haven't got the shots which protect them from whooping cough, meningitis

historic rains have triggered flash flooding across the southwest, keeping emergency crews busy. all day cars have been trapped in high water, and in some cases roads were washed away. two people were killed by the flooding out west. >> wow. >> we missed the rainfall here. >> but down in norfolk, my goodness. >> and all that rain came from what could have been a tropical system just off the coast. both coast his tropical systems again. and looks like it will improve over the next couple days, but not quite until tomorrow. i think we'll have some showers tomorrow. take a look, wind out of the east at about 15 miles per hour, and it will continue. that's why we have some cool numbers out there too. temperatures right now of 70 in annapolis, 66 in leesburg. now with that easterly flow off the ocean, it's a little bit on the humid side when you step out there too. storm team 4 radar, not showing any rain. although i do think by tomorrow morning, we have a better chance

for shower activity. we're watching the area of low pressure off the coast. that's what happened all of the rain in norfolk. and back toward the south, another area of rain that could make its way up our way. high pressure up to the north, giving us that north easterly wind. tomorrow will be another cool day, at least for most of the afternoon. but i think we'll see some improving conditions tomorrow evening. tomorrow morning, southern maryland and really just about anywhere, it's not going to be a lot. i don't think it should slow down traffic too much. but give yourself a little extra time and take the umbrella. >> in the arfternoon, some showers, but not much. after 4, 5:00, we start to clear out and lead into what could be and should be a much better wednesday as temperatures get back to around average. as far as what we're going to be seeing tomorrow, 6 to 8:00 a.m., clouds and showers, could be areas of fog and drizzle. temperatures around the

70-degree mark. tomorrow afternoon, 5:00 to 7:00, partly to mostly cloudy skies. should be a nice evening commute. so, high temperatures, still on the cool side. forback to winchester, 79 in d.c., if we get the sun i'm talking about. 79 in fredericksburg, 76? manassas. cooler than average, but a lot cooler in the seven-day forecast. first up, tomorrow, it will be on the low side. damp, breezy and cool, but not a total wash-out. and most of us may see a sure or two, rather than all-day rain. only about a 30% chance of that tomorrow, shower activity. 89 degrees on thursday, maybe some storms on thursday afternoon. high temperatures close to 90, but that's another cold front and it's a really strong cold front. behind it, we get the 77 on friday, that's not bad. but only 71 on saturday and 70 on sunday. chance of showers on saturday
