good morning. i'm aaron gilchrist live outside the washington navy yard this morning. there's ban steady stream of vehicles going into the navy yard. those who normally work on the ground here, but today they will all stop to pause and remember those shot and killed here a year ago. in just two hours the ceremony will begin here. we'll tell you about the touching moments planned for the ceremony in a few minutes. but first, let's go to tom kierein here with the forecast. good morning. >> good morning. we had one area of light rain come through the metro area a couple hours ago. another one is coming into washington county near hagerstown. we are getting a few sprinkles near northern frederick county over the next half hour. another batch of light rain now in the panhandle of west virginia. we are getting closer to martinsburg and charlestown. then tracking farther east, maybe getting into frederick and northern loudoun county over the next 45 minutes or so. there's the sky over washington now. we have a partly cloudy sky as

we approach dawn for the bus stop this morning. you'll need a light jacket. it's rather cool in the upper 50s to lower 60s. we'll stay this way through 8:00. then between 8:00 and 9:00, have an umbrella ready with a few sprinkles right into the metro area. by then, into the upper 60s. a look at the hour-by-hour warm up for the next day ahead with weather and traffic on the 1s at 6:11. melissa has an accident to talk about, what's happening with that? this is in the north kensington area at new port mill road. you can see the accident on the right with one police vehicle now leaving. this should be wrapping up in the next 15 minutes or so. take a look at 66 at sudley road picking up in the last 20 minutes. we are expecting volume there. a wide look at things, we look gate good inner loop or outer loop. no problems right now. in dale city, you are slow on 95 northbound in virginia there. remember to follow us on twitter @first4traffic.

aaron? all right, melissa, thank you for that. today we are remembering one of our area's darkest days. it was about this time one year ago today that folks were coming into the washington navy yard, arriving for their work day, just as you can see vehicles going in behind me right now. and they never suspected a gunman, aaron alexis, would come on the grounds into building 197 to kill 12 people inside the building. today we are remembering their lives and celebrating their lives and celebrating their work here for the united states navy. we'll do that with a ceremony happening in a couple hours. my colleague richard jordan is here as well with more on what we expect to be a touching ceremony later this morning. >> these are probably some of the same workers showing up at this time a year ago and now everything has changed it seems like. many of them will be part of the ceremony and the navy is expecting more than 2,000 people here at the installation to come together at 8:00 this morning for this very private and

somewhat simple ceremony. it is strictly for the personnel here at the installation, for the friends and family members of the victims killed, although some family members have decided they will not be attending today's ceremony. you can only imagine what this day is like for many of the relatives that lost their loved ones in the tragic shooting. at 8:00, the secretary of the navy ray mabus will make remarks in a 22-minute ceremony. the most touching moment will be at the end when the vice admiral will read the name of each of the 12 victims. after each name is read, a bell will toll. we are expecting that will be quite an emotional moment here, especially for the people who were here a year ago at the navy yard when the shots rang out. and the ceremony begins at 8:00. it was not long after that the shots rang out here a year ago, so it is quite something. then later on tonight there's something here for the community at canal park not far away for the community to come together.

we are expecting the d.c. mayor vincent gray to come together to share in this moment, remember the lives lost out here and how this impacted not only the navy yard but the community as a whole. >> you're right about that. so many businesses have popped up here in the navy yard. i live here and there are a lot of apartments and houses, so the people who live here want to make sure they remember the lives lost here. canal park, 6:00 tonight, is where the ceremony will be happening for the entire community. richard jordan, we appreciate you reporting here. we also should mention that the building, 197, where this horrible event happened will reopen to the naval cease systems command. the folks who worked there, it's in the middle of a transformation right now. the i-team obtained photos of the work going on. desks are gone replaced by construction equipment and boxes upon boxes. fencing is up outside where a new entrance is being constructed. a $44 million investment to give this building a completely new look and feel according to the

navy. some 2700 people called that building home and they should be able to move back in completely by early spring. the vice admiral will be the first to move back into the building come february of next year. and the idea is that they want to make sure that there is an area in that building where they will be giving an opportunity to remember the coworkers killed here, a memorial area, and it will have a different feel to the building so they can continue their work for the navy in their shipbuilding mission here for the navy. for folks, we will carry this live on nbc4 and on nbcwashington.com. as we have been reporting, the navy will read the names of each of the 12 victims of this tragedy. this is a look at all of the victims. they range in age from 46 to 73. they are from d.c., maryland and virginia. the victims were parents and grandparents. retired navy officers and handymen. one of them was an immigrant.

the husband of one of the victims recalls a communication gap that kept him from calling his wife for 12 grueling hours. see what the i-team dug up as the reason why this happened. the full story is on nbcwashington.com. it is now 6:06. the search for two missing toddlers is turning into a homicide investigation in montgomery county. despite that, their father tells news4 he is confident his children are alive. 2-year-old jacob seen her and 3-year-old sarah hoggle vanished more than a week ago. police arrested their mother katherine hoggle on friday and questioned her for 15 hours. they are building a murder case against her. montgomery county police searched 13,000 acres of land but have not found a trace of the children. a young man hit and killed near howard university. this morning, the best clue police have to track down the driver. plus, a dangerous side effect just discovered for people who take anti-anxiety

welcome back. we continue special coverage this morning one year after the naval yard shootings. this is a live look outside the washington naval yard this morning where a ceremony to honor the 12 lives lost will be happening in a couple of hours here now. you can see a steady stream of vehicles coming in. those who normally work here at the navy yard and a lot of people who are family members of those killed here, victims who survive the shooting as well as other members of the navy and the military, the u.s. military on the whole. there was one woman at the navy yard shot and injured here a year ago by aaron alexis and lived to tell her story. jennifer bennett and i had a long conversation about that day about how her faith in god got

her through that day and the difficult days that followed. we want to play a part of our conversation so you can hear exactly what she had to live through as she came face to face with the shooter in her up words. >> i came around the corner of the banister and i got to the mid-level floor of the stairwell, on the fourth going to the third, and he was standing on the third with a shotgun pointed up. i looked him in the eye, he looked back, he blinked and i watched him make the decision. i watched him make that decision. he pulled the trigger and i watched the fire, the blast and i actually watched it hit me. i went down and i realized i was screaming. and i said, that's not helping, stop it. so i stopped screaming. and i assessed my wound. i looked at what i had and said, move your hand, let's see what you've got. and i couldn't move my fingers and said, okay, he shot my arm off and my jacket is keeping it in place. i had a little red jacket. and i said, well, i need to go.

because if he comes back, with one arm, i'm not going to be able to do very much. i called out to jesus and said, jesus, please come help me. and then i sort of yelled that and i walked back up the stairs. i walked three-and-a-half flights by myself. >> just and absolutely amazing woman. jennifer made it to the roof of building 197. was there for 90 minutes before being airlifted and taken to the hospital. we talked to her tonigt5:00 about the moments after she made it to the roof as well as the special bond and relationship she has with the men who helped her survive. that's tonight at 5:00. i have to tell you, this woman as we talked for a few minutes last week, is just tough as nails. she really was thought going to let what happened to her slow her down. she's going to do a lot more work in the years to come. >> just some inspiring words from her and the courage is just incredible. thank you for sharing her story. the park police officer who

faced off with the gunman is opening up about his deadly confrontation with aaron alexis in a story you'll only see here on news4. carl hyatt had only been a police officer for three years prior to responding to the navy yard shooting. he says he ran past other victims to get to the shooter. and then that morning he and two other officers found themselves on the same floor just feet away from alexis. >> the final cubicle row is where we encountered him. dorran turned the last corner and i'm looking down the plexcy glass that goes down the cubicle row. we see him come down, flash from the gun, and then it's just -- the gunfight and it seemed so fast. >> later today on news4 at 6:00, what went wrong for officer hyatt that day and what it's been like for him getting back to work. it is now 6:19. a grieving woman wants her brother back even though she

knows she will never see him again. he died in a hit-and-run crash in the district. police are searching for the driver. let's check in with zachary keisch live from the scene with more. >> reporter: police say this is a water main break that won't be a quick fix. i'm here near north beauregard and king street. that is king street that is closed. it is closed from beauregard up the street here to dawes avenue. this is an eight-inch main break. and police say it is not expected to be fixed any time soon. we know there will be some impacted businesses as they try to work this out. the 7-eleven, wendy's, taco bell among others will be impacted up there. but this is a major, major road

a seat belt. a survey from the safe kids worldwide found that nearly nine out of ten parents are moving their children from booster seats to a seat belt before they reach the recommended height. the american academy of pediatrics says children should ride buckled up in a car seat or booster seat until they are 57 inches tall and weigh between 80 and 100 pounds. >> at that point, the seat belt, the lap belt will ride across their upper thighs where their hipbones can support them in the event of a crash. and the shoulder belt can ride across their shoulder and chest and not across their neck or their face. >> doctors also recommend that all children under the age of 13 ride strapped in the backseat. you can read a full report on our website, nbcwashington.com. just search seat belt surveying. suspended orioles first baseman chris davis is praised for being a good samaritan. the orioles network is reporting davis helped out people involved

this morning we are live at the washington navy yard. one year ago today a gunman opened fire and killed 12 people who worked there. they were from d.c., maryland and virginia. they were parents, husbands and wives and will not be forgot up. good morning, i'm eun yang. >> reporter: and good morning. i'm aaron gilchrist live outside the navy yard this morning where we are seen a flurry of activity throughout much of the morning. the ceremony to honor the 12 people killed here happening in a little over an hour from now. so a lot of the dignitaries are on the property here. the building where the shooting happened, building 197 at the navy yard is being renovated and will be reopened to the naval cease systems command. we'll have much more on that as the morning continues. thank you. but first, "news4 today" keeps your weather and traffic together on the 1s.

northeast regional between union station and philadelphia is suspended because of downed wires. right now amtrak is not giving any updates or when the problem will be fixed, but we are going to bring you an update when we learn about it. now to get a check on the roads with breaking news on the roads we have melissa mollet. good morning. >> just a lot of volume in the outer loop this morning. chopper is over the outer loop at maryland 95, a lot of volume with the roads merging together there. also, taking a look at 66 hopping on kind of your prince william parkway. you can see that eastbound we have a decent amount of volume. it doesn't really let up through centreville. it will let up a little bit in oakton. that's good news there. otherwise, 95 is the slowest spot in virginia right through dale city. a wider look at things, we are looking pretty good. with the biggest problem here at d.c. 295 slow past 50. again, this reminder about the

jordan here with me at the navy yard looking into exactly what's happening later on this morning for this special remony. >> there's been memorials here ever since the shooting, the day after flowers were placed at the large anchor at the gate. so there's been tributes throughout the past year. but what we're going to see today is at 8:00, a very poignant ceremony really. it will be here at the navy yard for the people who work here at the itallation for the family members and friends of the victims killed, although some of the relatives have said they will not be attending today's service because of, you can understand why, obviously very emotional day for them today. but the ceremony will begin at 8:00 this morning. the secretary of the navy ray mabus will make the opening statements. then what will likely be a poignant moment is when the vice admiral will be reading the names of each of the 12 victims. after each name is read, a bell

will toll for each of the victims killed here a year ago. they are expecting this to be a really short ceremony. just about 22 minutes long. and originally the navy was planning for about 2,000 people. they say they are actually expecting more than that, possibly more like 2,200 or so. they are working to accommodate those people. in addition to the service that will be held here at the installation early this morning, later tonight there's going to be a larger public ceremony held at canal park not far from here on 2nd and southeast for the community to come together. mayor vincent gray plans to be there for that. >> that's just down the road from here. thank you for that. here's a different vantage point looking from the main gate here at the washington navy yard. you can see building 197. it is now under renovation as they are trying to change the feel of that building before people move back into it. and the folks from the naval cease system command will move back into that building come february of next year.

getting in and out of one of metro's busiest stations will take longer. in three weeks metro plans to replace three of the 106-foot long escalators in the bethesda station. that massive project is expected to take two years to complete. metro says there will be one escalator running up and one running down at all times. for safety reasons, most of the work will be done overnight. one of the longest escalators in the western hemisphere. melissa mollet is following breaking news in your first 4 traffic. what's going on? >> we have a new crash at briggs chaney road at fairdale.

a live picture of the washington navy yard. there were so many acts of heroism here by employees and law enforcement. u.s. park police officer matt cooney was an officer that came here hearing the call go over his radio and jumped into the squad car with his partner racing to the navy yard hoping tos rekey jennifer bennett who was shot. we hear from the officer in his up words. >> it was like running through a city block with our rifles up, not knowing where it's coming

from, where we are going. we came down a few blocks until we saw mtv officials directing officers where to go, where people were taking cover near building 197, and he directed us to an officer that was by himself and said, the three of you park police, take this officer, you're now a team and go. there's the door. as we were on the first floor of the atrium area, we heard the park police yell that he was up on the third floor. i found myself with a team on the roof, because we thought alexis was up there at the time, and checked the roof, he's not there, thank goodness, but there we have four civilians including miss bennett. i called the park police helicopter circling overhead and said, hey, this is who i am, this is what i have here, and this is what i need. and what i need is for you to come and take her to the hospital. get her out of here as quick as possible. >> incredible clarity of thoughts there in knowing what he had to get done. we talked to jennifer bennett and the helicopter crew that rescued her, about the rescue

and the bond they created in the last year. we'll hear from her and how she considers the officers family now tonight at 5:00. and we are talking about security in the wake of the navy yard. there's only been minimal movement really on that point. the shooter did have a security clearance and history of violence and mental health issues. there's a number of proposals in the last year reducing the number of people eligible for clearances and digger deeper into police records of candidates for clearances. there's been legislation passed as well but only impacting on a minor level. congress approved funding for the office of personnel management to double-check questionable information. beyond that, no really major changes in place of security procedures at military installations. the background checks movement has bead.

sarah hoggle vanished more than a week ago. police arrested their mother catherine and questioned her more than 15 hours. she did not reveal the exact location of her children and now they are building a murder case against her. the montgomery county police searched 13,000 acres of land yesterday not finding a trace of the children. the children's father is confident his kids are still alive. in the day ahead, a man charged with three murders will appear via video in an alexandria courtroom. charles severance is charmed in the murders of three people. three defensive attorneys will be at the hearing this morning. yesterday an unrelated gun charge was dropped to clear the way for his transfer from loudoun county to alexandria. now 6:51 and checking weather and traffic on the 1s. tom kierein is here with more on the rain and weather.
