the deal is being offered after a judge decided that d.c. was banning hand guns outside the home was unconstitutional. you'll see extra security following a scare at maury elementary school. they thought there was a man pointing a gun at them yesterday afternoon. police searched the ground but did not find any man. as a precaution, all 18 alexandria city public schools were placed in a locked-in mode. no one was allowed in or out until classes were dismissed. a dig effort to keep your kids safe on the way to school. a lot of kids admit they talk on their phones while walking to school. the county will announce a new program about walking while distracted. it will be held at seneca valley high school. in 2012, 15-year-old christina morris ward was hit and killed crossing the street on her way to school. police say she was distracted by

from the team during his child abuse case. he has an arraignment next month facing up to two years in prison if found guilty. aaron? angie, thank you. day nine, searches pick up for sara and jacob huddle. there's been no sign from the siblings for more than a week. it's now a homicide investigation. police are keeping the search sites a secret. they believe it could turn into a crime scene. the children's set up his own command site. she's charged with child neglect and not telling detectives what she did with her children. today, we'll learn how the district plans to rewrite d.c.'s gun laws. mayor gray will announce emergency legislation this afternoon. the new law would respond to a federal judge ruling that d.c.'s ban on carrying guns in public is unconstitutional. it allows anybody with a permit to openly carry their gun in the district. last month council asked for

speculate on amtrak between d.c. and philadelphia, trains are single tracking while crews make repairs following a freight train that hit a support pole in aberdeen, maryland. mark service is suspended at two stations. they can take you to mark edge wood station. it was shut down yesterday causing a mess for commuters. today, getting around arlington will be a little easier. v dot and arlington county leaders will hold a ribbon-cutting ceremony for the new interchanges at tenth street and courthouse road. the $40 million project is designed to make it easier for you to get access to those roads. it also includes a new biking and walking trail in the area.

it's 4:45. this morning, the president of the university of virginia says she wants a missing student from fairfax county back home. hannah graham graduated from west potomac high school. she's asking anyone who saw her friday night or saturday morning to call charlottesville police. detectives are already making changes in their search. surveillance video from a pub in charlottesville shows graham standing outside early saturday morning before walking east. that was the last time she was seen. police released photos of graham

in her apartment hallway friday night. you may remember the 2009 disappearance of morgan harrington. she was found dead months later. her mother says she sees similarities in the cases. >> it's heartbreaking to know that a mother, young woman is missing and another family is going through the anguish of the missing period. >> the grandparents released a statement saying they are heartbroken about her disappearance but also say they are heartened by the outpouring of support. in d.c., a mother may make her first court appearance in the murder of her own son. this is video of frances lyles at her 3-year-old vigil this year. she was arrested in june. xavier lyles was found dead at a home on pomeroy road. he died from multiple blunt force injuries. his mother's first court hearing on murder charges is set for this afternoon. a man wanted for the

shooting death of a 3-year-old girl in landover is waking up in jail. police arrested wallace at an apartment complex in southeast washington on jasper road. he had been on the road for more than a month. the mother of the child says she will never be happy without her baby. >> i just want him to feel how i feel and my family feels. >> investigators are looking into whether anyone helped wallace while he was on the run from police. at the live desk, a report just released reveals hospitals struggling with superstorm sandy hit in 2012, is t. shows 89% of hospitals experienced what they are calling critical challenges x like electrical failure or finding enough beds to meet needs. 172 hospitals in the areas were looked at. digging deeper, findings

moving in. the cleanup is expected to be in the millions of dollars. the nfl players union is appealing the indefinite suspension of ray rice. it's calling for an impartial ashtrrbitrator to look into the case. the ravens cut rice from the team extended the suspension to indefinite. the players union does not feel like rice is getting a fair punishment. we're learning a casino employee likely leaked that elevator individual yoi to tmz. security staff told nbc news whoever is responsible recorded it on a phone or tablet. >> the ray rice fallout along with a child abuse case against adrian peterson have major corporate sponsors reconsidering their deals. so far, none have pulled their advertising, but to name a few budweiser said it is disappointed and concerned by the scandals. campbell's soup is watching developments closely and

mcdonald's issued a statement saying expect the league to take strong and necessary actions to address these issues. happening today, chris christie will be -- the new jersey governor will headline a fundraiser for gop gubernatorial hopeful larry hogan. christie is chairman of the republican governor's association. hogan is trying to gain national support to raise more money for his race. christie is the first national figure to help raise money for hogan. recent polls show that hogan and anthony brown are in a tight race heading into november. a brand new poll on the d.c. mayor's race will be released today. nbc4 a with the "washington post" and marist conducted the polls. mariel bowser -- they will all face off at american university tomorrow night. our tom sherwood will moderate that debate. that should be interesting to finally hear more about what they want to do. >> our tom kierein is going to

university are being told to wash their hands and use sanitizer after a nursing student died of meningitis. andrea jaime died at georgetown university hospital after contracting the deadly illness. there was a prayer vigil last night where they remembered her. >> i don't expect -- you don't expect for somebody to just pass away like that. kind of surreal. >> students at georgetown are required to be vaccinated against meningitis. they're urged to call a doctor or health services immediately if they experience any symptoms, especially a high fever. a new report shows your children may be struggling with state exams. the virginia department of education says 30% of public schools failed to meet standards this year. that is the highest level ever in virginia. to get full accreditation, more than 75% of students must pass

the state's reading and writing test. 70% must pass the math, science and history exams. there was downgrade accreditation received this year. the u.s. army corps of engineers will begin testing the installation procedure for a new levee on 17th street. the levee would consist of a concrete barrier crossing 17th street in the event of high water. the $4.5 million project is three years behind schedule after the corps fired the chief contractor for the project. the gainesville library is expected to reopen following signs much water contamination. crews found signs much e. coli bacteria at the library last week. they get the water from a well. they decided to reopen the library today and bring in bottled water. plans for a minor league sports complex in loudoun county in flux.
