about face in the adrian peterson child abuse case. the team bowing to public pressure and concerns that reversed its decision to let peterson play while it faces child abuse charges. they're barred from team activities with the vikings until his legal matters are resolved. now, here's some of the statement we got from the team overnight. we have a strong stance regarding the protection and welfare of children. we want to be sure to get this right. it went on to express the team's support for peterson and his family. shortly after that, posted this religious coat on twitter. the pressure may be tough but you will make it through. peterson is accused of hurting his 4-year-old son. he could face up to two years in jail if he's hurt. police plan to once again search property possibly linked to the cold case of the lyon sisters. they disappeared nearly 40 years

ago. they left wheaton plaza. police are working with virginia state police. they're searching property in virginia near roanoke. the family of michael welch once owned land there. he was named a person of interest in february. a congressional staffer accused of bringing a gun on capitol grounds. he's accused of bringing the firearm to the cannon office building in july. he faces felony charges that could carry five years in prison. prosecutors are offering a plea deal to reduce the maximum prison term to just one year. the deal is being offered after a judge decided that d.c.'s law banning hand guns outside the home was unconstitutional. we expect to learn about d.c.'s new gun laws today. mayor vincent gray will announce the emergency legislation this afternoon. it's in response to that federal judge rule on d.c.'s ban on carrying guns. the ruling allows anyone with a

permit to openly carry their gun in the district. last month the council asked for more time to hammer out specifics. it is supposed to take effect on october 22nd. later this morning, you will see extra security at maury elementary school in alexandria. a group of first graders said they thought they saw a man point a gun at them. police searched the area but did not find the man. a lot of people do it. walk down the street with their eyes on the phones instepped of t stead of on the road. richard jordan live in germantown. a young girl was lost that way. >> reporter: aaron, it could be a dangerous combination being at the crosswalk or crossing the street while you have your phone, your smartphone, iphone, ipod, whatever it is in your hand and you're not paying attention to the traffic that is happening around you.

that is the concern here for montgomery county officials. that's why today they're kicking off this campaign. it was two years ago back in 2012 when carissa -- christina morris ward, a sophomore at seneca valley high school, was killed while crossing the street on her way to school. she was two blocks from school at the time. today her mother will be addressing the student body at her former school. talking to those kids, trying to get them to pay attention when they're crossing the street. school officials say they want the high schoolers to go back to elementary school when they learn the basics. looking both ways before crossing the street. they want to ask them to put devices in their backpack or a pocket somewhere. just don't have it in your hand and have your attention on your phone while crossing the street. a lot of the times according to police, these kids are in a routine. they think it's so simple that they don't need to pay attention to what's happening around them. as we saw a couple of years ago,

hospitals in hard hit areas struggled with a surge in patients. others lost power and had problems with generators and some couldn't make it to work. some hom hospitals were cited three years earlier. police arrested devon wallace at an apartment complex in southeast washington. he had been on the run for more than a month. wallace was wanted for the shooting death of 3-year-old bibb at her home in landover. california is in a state of emergency right now. wildfires exploding across that state leaving communities devastated. in one community, flames jumped from house to house. the fire there so ferocious it burned a quarter of the town. 100 structures were turned into ashes. >> horrendous. absolutely just devastating. >> did you think you were going? >> at one point, no.

>> you can hear more about meredith's experience and how to get help by watching her show at 1:00 this afternoon right here on nbc4. 6:23 is our time right now. today on capitol hill, a second day of testimony on the deadly ebola outbreak. dr. kent brantly will be back in front much house lawmakers after testifying yesterday. he contracted the disease in july and recovered after getting experimental treatment. president obama says the unprecedented epidemic threatens national security. the white house expected to ask congress for an additional $500 million toward fighting ebola. the president says the u.s. will deploy 3,000 troops to west africa to help build facilities and train health workers. a mother couldn't afford to send her son to summer school. so she gave up her diamond ring as collateral and now the school district is in hot water. tamika hamilton lives outside of cleveland, ohio. she could not pay the $400 up front for summer school.

so she signed a contract with the superintendent to hold her diamond ring until she could pay in full. wound up calling me back and telling me the only way that my son could be registered in summer school, if i brought some collateral for him. what do you mean collateral? would you ask me to bring a tv. whatever you have that's worth $400. >> in the end, a school board member returned the ring to the mother. the superintendent says he did the best with -- he did his best with the intentions that he had and says it was a way to allow parents to send their children to summer school if they didn't have the money to do so. >> seems like the other option would have been nor the child not to go to summer school at all. i did have one person on facebook say maybe they could have done april payment plan to help make that possible. the superintendent said they stopped doing payment plans because parents weren't paying. >> it's an issue, maybe school leaders can figure out a way to

allow kids who can't afford to go to summer school get the education they need. the story is enough to make any parent cringe. >> some tourists recently allowed their baby to crawl or sat the baby near the edge a cliff. this is on pulpit rock in southern norway. about 2,000 feet up in the air here. you can see the baby allowed near the edge of the cliff in the photograph. the family was taking some pictures at that point. just to give you an idea, this is a picture of that drop. most adults probably don't want to stand too close to the edge either. the man who took the pictures says he was ready to say something but the family picked the baby up and moved away. so he backed off saying something to them about that. >> we don't know what happened in that situation. perhaps president parents or the adults felt close enough to the baby they were within arm's reach. it makes me really nervous, though, to see anyone that close to the edge, much less a baby crawling.

making repairs. the tracks were shut down for about ten hours yesterday. that caused a huge mess for tens of thousands of commuters. right now, montgomery county police need your help to find a missing person. this is chantal anderson. she was last seen friday night leaving her home in kensington and getting into a car. although she's a teen, she functions at the level of a 12-year-old. anyone with information is asked to call police. a d.c. mother could make a first court appearance in the murder of her own son. this is video of frances lyles at her 3-year-old's vigil earlier this summer. police arrested her yesterday. in june, xavier lyles was found dead at a home on pomeroy road southeast. he died from multiple blunt force injuries. his mother's first court hearing on murder charges is set for this afternoon. students at georgetown university are being told to wash their hands and use hand sanitizer after a nursing student died of men inziets.

received an e-mail announcing the death of andrea jaime yesterday. she was 19 years old from miami. she died at georgetown university hospital after contracting that deadly illness. students remembered her at a prayer vigil last night. >> you you don't expect -- being a college student, you don't expect somebody to pass away like that. it's surreal. students at georgetown are required to be vaccinated against meningitis. the e-mail to students urged them to call a doctor or health services immediately if they experience any symptoms, especially a high fever. plans to protect our national mall are moving ahead. the u.s. army corps of engineers will begin testing the installation procedure for a new levee on 17th street. that levee would consist of a concrete barrier that crosses 17th street in the event of high water. the troubled $4.5 million project is three years behind

through. the vikings reinstated the vikings nfl star but came under heavy fire from advocates and sponsors. peterson is back from court next month. eun? >> angie goff, thank you. we're learning it was likely a new jersey casino who leaked this video to tmz showing ray rice hitting his fiancee in the elevator. whoever is responsible, recording it on a phone or tablet. that could make it difficult to trace. meanwhile, the nfl players union is now appealing ray rice indefinite suspension. the punishment came after the video went public. they issued an indefinite suspension after ray rice was released from the team. it's becoming all too common. people walking down the street with their eyes on their phones. students are doing it too, apparently. it can be deadly. richard jordan is live in germanto germantown, a community who lost a student walking to school.

>> reporter: county and school officials are concerned about what happens outside the school at the crosswalk that the neighboring streets. students walking over on their phone either on twitter, on facebook sending a text or listening to music. it could all be dangerous. in 2012, a seneca valley high school sophomore, christina morris, was killed. she was walking to school. she was hit by a car. apparently she was distracted, wasn't paying attention and struck by that car. today her mom will be going to her former school to talk to the students there and encourage them to put the phones down. the students will also be hearing from county executive ike leggett as well as the superintendent of schools. there will be a launch of a new campaign to get the kids focused. they know the kids make this walk every day. they think they know it like the back much their hands and they don't have to pay attention. plus, it's so early in the

message on twitter asking you to call charlottesville police with any information. craig melvin is live in charlottesville with more. craig, good morning? >> reporter: eun, good morning to you. i spoke with the captain last night in charlottesville. he tells me they plan to release surveillance video today. and this is some surveillance video outside the irish pub where hannah graham was last seen. it doesn't show her going inside the pub. but i'm told it shows her outside the pub. at one point she talks to someone, moves in and out of the frame a few times. and that's it. these are thought to be the images of hannah graham. there was a helicopter search last night of the area. bloodhounds were out last night as well. yesterday afternoon, searching for any clues, any evidence of the second-year student here at the university of virginia. her parents, as you know, released that statement yesterday saying they were heartbroken but also heartened by the outpouring of support so

own search command post in a germantown parking lot. katherine hug will is charged with child neglect and is not telling detectives what she did with her children. detective skills may have helped philadelphia police solve a hate crime. a gay couple was brutally beaten by a group of 8 to 12 people on september 11th in center city, philadelphia. police say the group asked about the pair's sexual orientation and then beat and punched them while holding them down. >> when i had three or four of these guys on me, i turned around and i saw his head hit the ground like hard. and hard but didn't come up. his neck didn't move back up. i was horrified. i thought he was dead. >> philadelphia police released video of the possible suspects. that's when people on twitter putting their detective skills to work. first, someone tweeted a photo from facebook featuring those people in the video.
