student from fairfax county. the surveillance video was captured around the same time hanna graham was last seen. it comes from cameras at two different businesses in downtown charlottesville. the 18-year-old goes to the university of virginia. we're learning more about efforts to find her from nbc's craig melvin. >> reporter: good day from charlottesville, virginia. this is the area where police say hanna graham was last seen. late last night, they started looking for a guy that they believe was last seen talking to her. just moments before, she texted her friends she was lost and the second year uva's student cell phone went silent. police released new surveillance video showing this man following 18-year-old hanna graham in a downtown pedestrian mall at 1:06 a.m. saturday. graham is seen walking with the same man following her. shortly after it was released, police say the man in the video showed up at the police department and admitted

following hanna because she appeared distressed, visibly intoxicated, adding he wanted to make sure she was okay. the man said he never talked to hannah and stopped following her after he saw another man approach and put his arm around her. he told police it seeped that other man either new hannah or was trying to help. charlottesville police are now looking for that man. meanwhile, other surveillance videos released wednesday show images of hannah graham from earlier that evening, where she's seen walking by herself but never going inside the bar. ten minutes later, the second year uva student can be seen running, then walking in front of this charlottesville gas station. police say no one seems to be chasing her. a frustrated police chief wednesday begged for answers. >> i'd be very disturbed that someone in this downtown mall did not see the young lady. pick up the phone and tell us something. >> reporter: at uva, students

painted this plea for their classmate's safe return. graham's parents issued another statement wednesday saying it is totally out of character for us not to have heard from her and we fear foul play. >> i actually had a chance yesterday to speak to the parents of morgan harrington, a 20-year-old woman who was abducted and killed in the same area back in 2009. again at this point, police say there's no reason to think these cases are connected. however, they did tell us yesterday they have served the same rural wooded area where harrington's remains were found and they have also gone so far as to ask other people who live in this area, especially people who have large tracts of land, to inspect and search their property as well. that is the very latest from charlottesville, virginia. >> and to see more images of hannah graham and to share links on social media about her disappearance, head to nbcwashington.com. you'll find this story on the home panel there.

turning to the weather now, cloudy and chilly start to the day. amelia segal joins us. >> good morning, barbara, happy thursday. seeing a little bit of sunshine out there. you're right, plenty of cloud cover as well. dry condition, in the d.c. metro area. just starting to see some light showers developing north of baltimore. there's some chance you're dealing with a light shower or sprinkles today. this is what the sky's going to look like throughout the day today. you might want to keep that umbrella handy. at noon, we're keeping it dry. look at what happens around 130. we see some light range in areas as we continue to see the afternoon, you still see that very light rain. otherwise, partly sunny to mostly cloudy skies. as the sun goes down, still that chance of some showers. again, we're not talking about any heavy rain and we're not talking about thunderstorms. notice at 7:00, still that chance for some light rain.

jacob hoggle. so far, the search focused in darnestown and clarksburg. when she ran away, she spent a lot of time in german town. officials believe she did that to be closer to them. >> she just kept coming back to this area so it's hard for me to believe they're not somewhere close by. every day, my belief grows more. they're out there. i'm going to find them. >> police belief catherine hoggle is responsible for her children's disappearance, but she is not talking. and we want you to look at some new video of the car involved in a deadly hit and run in d.c. d.c. police are looking for the driver of this car. highlighted on your screen. investigators say it's the one that hit 26-year-old baricap alpi. surveillance cameras captured a car slowing down and then leaving the scene. if you recognize the car, please call police. and right now, scotland's

desk. we call the uk the united kingdom because of the unification between great britain and scotland. that happened in 1707. but it could be undone in less than 24 hours. the poles have been open for some time now. by then, scots will have answered a simple question, should scotland be an independent state. that simple question has some deep ramifications for the future of the union that gave us what we know as the united kingdom. if they separate, great britain will lose about a third of its territory. based on our 2010 consensus figures, that would be like losing texas. all the indications are that it's been too close to call leading up to this momentum vote. >> i'm going to vote yes. i've come from being a no voter but the shift to yes has come through hope for future, through

the very real risk, as i see it, of staying where we are. >> results are expected to be tallied by tomorrow. voter turnout is expected to be there 97%. at the live desk, derek ward, back to you. a new report on the upcoming flu season. centers for disease control and prevention released its outlook on vaccinated. it estimates more children and elderly will get a vaccine this year. it wants to see more adults do the same. the cdc says many healthy young adults believe they're not at risk for the flu but actually the flu can become a public emergency that can be prevented. >> for fighting flu and every respiratory illness, take everyday preventive actions. stay at home if you're sick. have good hygiene like washing your hands often and covering coughs and sneezes. >> the flu usually starts spreading in october and peaks

around january. the cdc recommends everyone 6 months and older get a flu vaccine. and you're going to want to monitor your children for signs of a rare respiratory illness. cases enterovirus 68 in virginia. the cdc is testing 28 others across virginia. this respiratory virus starts off like a cold but leaves patients gasping for air. the virus has been confirmed in 16 states so far. you've suffered through the construction delays and now the i-95 express lanes are just a few months from opening up. coming up. ways being tested today and will be the new lanes, will they really save you time? >> plenty of clouds outside right now. a sprinkle possible between 1:00 and 6:00 p.m. today. we're in the 70s today. 80s by the weekend. i'll let you

this testing going on today. >> reporter: i'm at the operation center in alexandria where they're getting geared up. part of that means testing out the new system. take a peek. the tet vehicles they threw on the road this morning. there's a lot of optimism about the new options. some of the folks i talked to aren't necessarily sold quite yet. >> bumper to bumper. miserable. >> reporter: priscilla avoids 95 but the new option might make things easier. >> in just a few short months here, drivers will be able to pay a toll for a quick trip when they need it. >> reporter: the 95 will have fluctuating tolls in order to manage the flow. >> these people are monitoring the road today. >> reporter: monitoring happens here in the control center. he says a combination of ez pass, traffic sensors and

cameras are designed to do just that. and they're being tested today. >> what we're doing out there today and for the next few weeks is making sure that that system that will manage the 95 express lanes works properly and can deliver them a faster trip when we open the lanes. >> grant newman says he'll give it a shot. >> you'll do it? >> if i really need to be there on time, sure. >> reporter: another component will be added capacity, specifically in stafford county. >> today the hov labs end right at dufphries road. we'll extend that. so new capacity as well. an ability to take a faster trip a little bit further south. >> reporter: but priscilla isn't sold. is it fair to say you are not optimistic about what these new express lanes are going to be doing for traffic? >> right. >> same old same old?

>> same old same old. >> reporter: a couple notes, drivers will need an ez pass. folks here tell me they assume that the average cost for folks commuting to work will be about 6 to $8 during those peak times. reporting live in alexandria, news 4. >> this afternoon, president obama will meet with the ukrainian president poroshenko in the oval office. poroshenko just finished speak to congress. this is his first visit to the u.s. since being elected. he will reportedly ask the u.s. for more military assistance to help its country in its fight against russian-backed rebels. the u.s. has already provided about $60 million in nonlethal aid to ukraine's military. new this morning, australian officials arrested 15 people who were alley planning to publicly behead a random person in support of isis. prime minister tony abbott says that raids were carried out today on more than a dozen

locations across sydney. it's the country's largest count terrorism operation. the arrests come just after australia raised its terror warning to the second highest level. yesterday, we told you to watch, and sure enough, president obama did make headlines in florida during his speech to service members. for more on that, we're joined by mark murray, nbc's political editor. there are questions about ground troops in the fight against isis. did the president clear up all questions? >> he absolutely did, yes. >> let's have a listen to what he said. >> the american forces that have been deployed to iraq do not and will not have a combat mission. >> combat mission. that was the question. so, are there still no question, now? >> president obama fully closed the door. it was a couple days ago where joint chiefs chairman deptmpsey opened the door very slowly. saying if the u.s. strategy

doesn't recommend, they would recommend sending u.s. combat soldiers into iraq and syria. that created a lot of news. in president's speech yesterday at centcom in tampa bay, florida, ruled that out. >> does the president, does this set him up for any criticism though, that he says no boots on the ground there? >> potentially does because it's going to create this counternarrative that here's president obama overruling his commanders. what the generals and martin dempsey were saying if this doesn't work maybe we need to introduce combat troops. president obama is clearly taking the reins here. he is in control. he will get the criticism if it succeeds or ends up failing. >> the senate will vote on whether we should train rebels. what do you think of that vote? >> it will pass, just like we saw in the house. we will see very strange

he's just one of many drivers pulling themselves out of the water. storm team 4 meteorologist amelia segal. we could use some rain, couldn't we? >> especially for the month. we need about an inch and a half of rain to get us up to average. everall for the year, we're about 5 inches above average. overall, we're doing just okay. good news, probably don't have to mow as much. today, a shower is possible. is that going to be enough to bring the green back to the grass? no, not really. but it could be a nuisance. the best chance of some light rain is going to be between 1:00 and 6:00 p.m. it's not going to be an all afternoon steady heavy rain but the threat is there, especially those in the d.c. metro area and areas off to the east. looking ahead to the weekend, it's the last weekend of summer. it will feel like it with the temperatures as they warm into the 80s. we're tracking the chance of some rain late sunday into early monday as the cold front moves through.

weekend of summer. and as that rain moves through, it will bring cooler temperatures. so monday, a high of 78. and then in the low 70s next tuesday with plenty of sunshine. next wednesday looking gorgeous and a high of 77. today, another nfl player benched for accusations off the field. facing several charges, including assault. the charges involve a woman he lived with and their child. police say two separate incidents happened in july but were reported just this past thursday. detectives say dwyer denied any physical assault. the arizona cardinals said it learned of the arrest yesterday and deactivated dwyer from all team activities. recent nfl scandals may have influenced the carolina panthers decision to sideline one of its players. the team pulled greg hardy from its lineup after initially letting it play this season. hardy is appealing a domestic assault conviction involving his

ex-girlfriend. the team said he agree to leave so he's not a distraction and he can focus on his legal troubles. a coalition of women is calling for an emergency meeting with commissioner goodell to discuss recent nfl scandals. the group represents political interests of black women. in a letter to goodell, the group says it wants to share its deep concern and outrage over the plethora of domestic violence cases. the group wants the nfl to produce a more die various panel of female advisers. right now, federal prosecutors and lawyers for boston marathon suspect dzhokhar tsarnaev are in court. they want to delay the start of the trial by at least ten months. tsarnaev has pleaded not guilty in the 2013 attack that killed three people and injured more than 260. montgomery county detectives say they will search property in southwest virginia through the

today is the day fairfax county schools will make their case for later school start times. the proposal calls for high schools to begin as early as 8:00 a.m. and middle schools as early as 11:30 a.m. research shows letting students sleep in improves their academic performance. there will be a final vote in october. it's a busy weekend in our area. we have music, dog races, good eats. now, some highlights. let's start with the huge event on eighth street. >> it is expecting 125,000 people. to come through. 500 people came to the first
