sleeves yet. it's going to be changing by the end of the week. there is a flag flapping gently there in front of union station. chilly morning. afternoon, mild and comfy. needed rain coming. your weather headlines for this tuesday, what to wear this morning, the choices i would suggest jacket and long pants. that's as you head out early this tuesday morning because it's down just into the mid-40s. most of the region, look at it just near 50 for prince george's county. the rest of the region is down in the 40s. it's in the 30s in the mountains. petersburg, west virginia. 37. oakland down to 39. it will drop a couple more degrees there. as a result, we have the first frost advisory of the season. all those counties in blue, western maryland, highlands of west virginia, protect the house plants and bring them in. the flag flapping gently there at the union station giving us an idea that it is a chilly morning with that northerly

breeze coming on in. the next weather and traffic on the 1s is coming up at 5:11. a look at the whole come back nats forecast. and we have some construction, right, melissa? we have construction in wheaton georgia avenue northbound at randolph road with the two right lanes blocked. and wisconsin avenue southbound at dorset we have the right lane blocked there. a wider look at things, inner loop, outer loop, no major problems headed out of town. beltway at braddock road is moving right along with no problems there. and taking a look at 95 in maryland, 95 at cherry hill road, no issues. i'm back in ten minutes at 5:11 with a trip up 95 in virginia. 5:02. we have breaking news right now as we learn new information about the u.s. air strike overnight in syria. take a look at this new video reportedly showing the air strike lighting up the night sky over isis strongholds inside

syria. this video was posted on youtube but nbc news cannot verify the authenticity. the just getting help in the battle now against isis. angie goff is live with the breaking developments. >> reporter: eun, the coalition you just mentioned includes the countries of saudi arabia, jordan and qatar. the u.s. fighter jets taking off with the bombing devices reportedly happening in the area of raqqah. this is 100 miles away from syria. it is an isis stronghold, as you mentioned. it is believed to be where the extremists are headquartered. we are learning that syrian representatives were notified yesterday and that this could happen and the chairman of the house armed services committee just releasing this statement saying that this is one step in what will be a long fight against isil. now no official response from the islamic state just yet, but a man who identified himself as an isis fighter in syria say

that is the group will respond and right now they are blaming saudi arabia for letting this happen. we are staying on top of anything new to come in and will bring you the very latest. >> angie goff from the live desk, thank you. new this morning, there's extra security at a military base in colorado following reports of shots fired inside a building there. people are allowed to enter the base but cannot leave. later today we could find out what was inside the car. missing uva student hannah graham was last seen riding in. charlottesville police are expected to release evidence found inside jesse matthew's car. matthew is on surveillance video wrapping his arm around hannah. she was last seen with matthew early saturday morning. his landlord says it's hard for

her to believe he's involved. >> i'm horrified, i'm in shock. >> reporter: do you believe he could have anything to do with her disappearance or do you think it's up likely? >> he seems a mild man. >> now investigators collected more evidence during a second sweep of matthew's apartment yesterday. he's wanted on reckless driving charges. today the d.c. council begins its fall session with a controversial vote. the council is expected to pass a new law allowing you to carry a gun in public in the district. under the law you would apply for a permit to have your gun outside. guns would also be prohibited from schools, government buildings and anywhere alcohol is served. this is happening because a federal judge overturned the district's blanket ban on guns a few months ago. right now we have a school closing to pass along to you. eastern high school in northeast d.c. is closed today. a transformer underground there exploded last night.

welcome back. in news4 your health, fears of losing your job could contribute to you developing asthma for the first time. for every 25% you are in fear of losing your job, your asthma risk rose just as much.

you are 60% more likely to develop asthma than those with job security. this could be due to reports of breathing problems during the economic crisis. you can try out a new trend now, butter instead of sugar in your coffee. a blogger in the bay area started this trend saying it tastes good and more importantly the fat in the butter apparently slows down your coffee crash later in the day. however, the blogger says you have to get top shelf butter in order to make it work properly and taste good. now, i like the little half and half. so i'm trying to be good with skim milk, but i can imagine it would be rich. >> maybe in paula deen's world. >> butter does make everything taste better. >> take that butter and just wrap it around your heart and stop it. come on. >> you know what, it's funny, when you buy expensive butter it

welcome back at 5:15. we are getting a disturbing new look at how many people are killed by trains in our area. since september of 2011, more than 100 people have been hit or killed by trains while walking on the track. that's according to an investigation by the news4 i-team. those incidents include three locations in prince george's county, which i-team cameras monitored over recent weeks.

they spotted a series of people illegally crossing the tracks, including along route 1 in beltsville and along the track in hyattsville and riverdale. the father of a young woman hit and killed in that riverdale location says the short-cut is too tempting for some. >> the train tracks are the fastest way to get from point a to point b on foot. by far. it's much shorter. >> csx says it helps to fund awareness campaigns to warn people of the dangers of trespassing. and it says the csx police force has turned away more than 100 trespassers in the d.c. area recently. today a former fairfax county deputy is on trial. robert palmer jr. retired after being accused of shoplifting this summer. he's scheduled to be in court at 10:00 this morning. the search for two missing children in montgomery county picks up later today.

police plan to sweep a soccer complex in germantown. they are looking for jacob and sarah hoggle. the investigators want businesses to check their surveillance video for these cars. the children's mother katherine is not cooperating with police. a youth pastor is charged with sending explicit pictures of himself to a teenager. police say 22-year-old vincent bowes used a messages app to send the pictures to a 15-year-old girl. he made no physical contact but he was arrested in north carolina last week and is waiting to be extradited back to virginia. 17 after the hour, today organizations from three maryland counties are banding together to try to stop cell phone tower construction at public schools. they will hold a news conference tonight at the steps of the county board of education. the organizationers say parents

are being kept in the dark about pending cell phone tower projects. in prince george's alone, there are 73 towers proposed for school grounds with 9 in development stages. if you live in montgomery county, 30% of you are members of a condo or homeowner's association. one bill will prevent property openers from renting their property if they are more than 30 days past due. and the other would say they need to complete an education course for directors. if you have a tax credit on your insurance but your income changed, the i.r.s. will charge you for it. other big life events include marriage or having children that could change how you qualify. to prevent any surprises come tax season, update all your information on healthcare.gov. well, you don't expect the next story to happen to your child on the playground, but a

fox attacks a second grader during recess. the 7-year-old evans whitkey still has the marks when the fox went after him. a p.e. teacher sprang into action and grabbed the animal by the neck. >> i didn't see it come out of the woods. it just came and bit my ankle and tackled me. >> she was being attacked as she was trying to get the fox off my sop. so, you know, i'm very graceful for her. >> wow. another staffer joined in and managed to trap the animal under a recycling bin. both employees were bit up here. the fox was on the porch before heading to the school apparently. weather could work against firefighters trying to contain fast-moving flames from a massive wildfire. the strong winds have helped the fire double in size and is expected today. flame east of sacramento have

scorched 137 square miles. 21,000 structures are at risk of catching fire. and more than half of them are homes. and take a look at this water rescue in el paso, texas. a photographer at our nbc affiliate there helped rescue the woman. her car was swept into a canal pinning her between her car and a wall. she was pulled to safety. heavy rain from the remnants of hurricane odile are causing flash flooding in the area. at least one person drowned. the storm just doesn't want to quit. it has been slowly moving, but we are not expecting any rain coming our way any time soon. >> but chilly temperatures for sure. we'll two to tom kierein with weather and traffic on the 1s at 5:21. good morning to you, tom. good morning. the equinox arrived last evening and it turned autumn fast. and the temperatures have plummeted since then under a partly cloudy to mostly clear sky now. it is down into the 30s out in western maryland. the highlands of west virginia

now and closer to washington, shenandoah valley and western maryland down to the southern part of the valley, we are in the low to mid-40s. then east of there, east of the blue ridge, the mid-40s in frederick county, loudoun county and falkier county. closer to washington, we are just in the mid to upper 40s. nearby neighborhoods around the beltway, around the bay we are in the upper 50s. if you're walking or biking this morning, you need a couple layers with temperatures in the 40s between now and 8:00. between 8:00 and 10:00, jumping into the 50s. driving this morning, please turn the heater on with temperatures in the 40s between now and 8:00. dry roads through the morning, you'll need sunglasses between 8:00 and 10:00 with the bright sun. during the afternoon, partly cloudy with highs reaching the low 70s. a delightful afternoon. not as much wind as yesterday. then tomorrow the winds pick up a bit. temperatures climb into the low to mid-70s with increasing clouds and some needed rain moving in. the first rain drops may arrive by sunset on wednesday late

with more and more oil gas production in the u.s., and a lot of it traveling by train, safety risks are on the rise and they could see a scene like that again. and look at this huge fire in los angeles. black smoke and bursting flames shut down part of the port of los angeles. crews attacked the fire from water and land. people could see the flames shooting into the sky from as far as downtown l.a., which is more than 20 miles away. wow. well, here we go again. a pistol-packing pastor helped to nab a habitual thief. >> the pastor got sick of the same woman stealing that he took matters into his own hands. he set empty boxes as bait outside his home in texas. sure enough, the alleged thief came snooping in the area as the person went for the boxes he ran

out of his home gun in hand. >> when i came out of my house, she turned the corner and met me and my gun. and i put her on the ground and asked her what she was doing. she said she was looking for her dog, and i said, guess what, you just found your dog, bow, bow, bow. >> the woman had been caught on surveillance cameras several times. you can see that here. they were never able to catch her in person until he stepped in there. the local police department says that they have recovered several stolen items from inside her house. thanks to the good pastor there. lesson learned, i bet. making sure you are not wrongfully ticketed. the changes being made in d.c. to eliminate errors on parking tickets. and a jacket or pullover could come in handy as you leave for work on this chilly fall morning. your child's bus stop forecast is next with your weather and traffic on the 1s. plus, we are tracking breaking news out of the middle east right now where u.s. war planes are busy at this hour

looking at the stories making headlines right now at 5:29, we could learn more about the evidence police are using to track down missing uva student hannah graham as the police search for the man considered a person of interest in her disappearance. today the d.c. council is expected to vote on a controversial measure to allow you to carry guns in public. and students at eastern high school in northeast washington can sleep in this morning after a power outage forced the school to close today. the other story you'll be talking about today is the dramatic drop in temperatures. you can feel it as soon as you step outside. temperatures in the 40s around some parts of the area this morning. so we sent storm team 4 meteorologist tom kierein out in the weather to take a look at the bus stop forecast. how does it feel out there? >> it is chilly. not quite see your breath

weather yet, but it is near that. and off in the southern horizon, you can sigh the orion constellation. you need to layer up for the morning bus stop with temperatures remaining in the 40s between now and 8:00. lots of sunshine, just a few clouds coming and going. between 8:00 and 9:00, we are in the mid-50s. what to wear today? i would suggest a jacket and long pants if you want to stay comfortable at the bus stop this morning, especially for students. temperatures right now are -- gaithersburg down to 43. in prince george's county, bowie, down to 47. in fairfax county, down to 49 degrees. dulles, 45. it's in the 30s out in the mountains with a frost advisory. the first one of the season. you need to protect your plants. western maryland, the highlands of west virginia, the first frost advisory of this early autumn season. coming up in the next ten

this is some youtube video to show the air strikes attacking isis' self-declared capital. nbc news is not verify the authenticity of this video. isis is not the only target of the u.s. the air strikes will target any terrorist network plotting against the u.s. tracie potts is live on capitol hill watching the breaking news overnight. what are we learning? >> reporter: just this morning an hour and a half ago we got a statement from the pep oregon talking about how this operation happened. as we take a look at the video, aircraft taking off headed to syria. the pentagon says they destroyed or damaged multiple targets in raqqah, the self-declared capital of isis in syria. but 48 tomahawk land to air missiles were used with fighter jets and other equipment. and that they hit not only the headquarters but also storage units, finance units, fuel and

after a man managed to get through the front door last week. meanwhile, we are learning more about that man. omar gonzalez, there are a lot of questions about why he was not stopped sooner. gonzalez was first arrested back in july in virginia for reckless driving. he had weapons and a map of d.c. with the white house circled in his car. gonzalez was last seen last month near the white house. finally, he was stopped last week after making it to the front door. gonzalez's ex-wife spoke to us saying he had no intention of hurting anybody. >> i want him to get treatment. he doesn't need topuni, he wasn't going to the white house to hurt obama. >> there's an investigation underway to see why the attack dogs were not released. right now police are narrowing their search for a map accused of killing a pennsylvania state trooper and seriously hurting another. investigators say they are

closing in on eric frein. they say he's hiding in a wooded area where he grew up. his parents still live in that neighborhood in the pocanos mountains. some people living in that area have not been able to go home since police shut down roads. frein has been on the run for ten days. a deadly tour bus crash happened in delaware traveling from d.c. to new york on sunday when it overturned in new castle. one woman was pinned under the bus and died and another died at the hospital. three people are in critical condition. today you can weigh in on some proposed changes in bethesda. the planning department in montgomery county holding a meeting about westbard avenue near river road. a real estate developer is considering a mixed use sent they are. if you want to go to the meeting, head to walt whitman high school at 7:00 tonight. unwelcomed changes. why people in one maryland community say these billboards should not be upgraded. plus, cutting down on the

streetcar line. the county board members will consider awarding a $26 million contract while preliminary engineering and design work. the streetcar line would run on columbia pike with another line in crystal city. oklahoma-based hdr engineering is expected to get the contract. hdr was also used in d.c. for its streetcar project. it appears d.c. officials are listening to your complaints about parking ticket mistakes. the department of public works is upgrading ticketing software to say the change will acquire tag numbers to be entered twice. it's supposed to cut down on the number of incorrectly issued park tickets. aren't there like three agencies that can give you parking tickets? >> i think if you have to put the password in twice, it's just another checks and balances to make sure it is entered correctly. coming up on 20 minutes

welcome back at 5:45. today a long-standing rule could change in the district. the d.c. council will vote on you carrying your gun out in public. richard jordan is live at d.c. headquarters now with more on this story. good morning. >> reporter: hi, eun, good morning. if things move forward today, legal gun owners can legally be carrying a gun in the district, carry it on them wherever they go in a matter of weeks. the council will be meeting today to discuss that. this comes after a judge said there has to be a change in d.c.'s gun laws. now, the council is expected to decide today and to give the police department the authority to issue conceal and carry permits. however, there are some requirements. legal gun owners would have to go through an 18-hour training program. first, they have to go through a background check and mental health check. there's also restrictions as to where they can carry their gun.

no guns at bars or any other establishment to serve alcohol. not near a school. and also not on public transportation. and that last one, the public transportation seems to be controversial. some gun owners believe that they have the right to travel around, to move around the district with their gun. again, the council will be dismussing that today. this will likely be a short-term solution to last for three months before the council will revisit the issue later to find a longer-term solution to this. and there's an appeal in the works, so still a lot hanging in the balance, but we are expecting the council to make some type of decision on this later today. reporting live in northwest washington, richard jordan, news4. 14 before the hour now. a prince william county teacher arrested with biting a child is blaming another student. police arrested teresa brown on charges of assault and battery working at the goddard school in woodridge where she bit a 14-month-old boy so hard it left a mark on his shoulder. brown told us she didn't bite

anyone and thinks another child did it. the opener of the school is charged with not reporting the alleged incident. today a special honor for a virginia marine who gave his life in afghanistan. the stafford county sheriff's office will export the body of sergeant charles strong from dover air force base. strong is a native of suffolk county. he died september 15th in combat. strong was married and his wife taylor is pregnant with a little girl due in december. you may experience road closures along state route 1 and 3 this afternoon as the processional moves through. and you can join a rally about climate change today. hours before the united discusses it, that is. president obama will speak to the association today at noon. we'll take a look at a similar rally happening in new york city this weekend. if you want to attend today's rally, head to the wilson building on pennsylvania avenue northwest at 9:00.

right now a heads-up if you're a student in d.c. public schools. eastern high school in northeast d.c. is closed today. an underground transformer exploded last night. fire and power crews have been working through the night to restore power. all other d.c. public schools are open. the sheriff's office in st. mary's county is looking for a thief today. it says that someone stole eight of their big orange construction signs and 12 stands for those signs. so you have 8 signs, 12 stands. i don't know what they are going to do with that. the numbers don't add up. this happened along a ten-mile stretch of point lookout road. the sheriff's office did not say how much everything stolen is worth. neighbors in prince george's county fighting a proposal to upgrade billboards. today the zoning commission will review a bill to turn old signs into new digital led signs. the problem is in the '90s there was a push to phase out

low to mid-80s. then remaining warm for the first part of next week. melissa is here now with a look at the commute and everything going on. so far we're doing pretty well with normal volume building, but that's typical for 6:00 almost in the morning. the inner loop and outer loop, no problem. 270 at montgomery village avenue, all the folks are headed southbound here and moving right along. no problems right now. taking a look here at 66, if you're headed into town and hopping on perhaps kind of near prince william parkway here, you can see you are a little bit slow through centreville that opens back up once you get to oakton and falls church. no real problems there. typically slow there. 95 at cardinal drive, no problem there. the beltway at indian head highway, we are seeing a little bit of volume here. this is fairly typical this time of the morning. overall, looking pretty normal right now. no major issues. we'll keep our fingers crossed. we don't want to see anything nasty today or any day. if you're on twitter, follow
